6. ጨረታው በ10ኛው ቀን 8፡00 ሰአት ላይ ተዘግቶ በዛው እለት 8፡30 ሰአት ላይ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው ባሉበት በትምህርት ቤቱ ፋይናንስ ክፍል ቢሮ ቁ- 05 ይከፈታል፡፡
7. ተጫራቹ የሚያቀርበው ዋጋ ቫትን ያካተተ መሆን ይኖርበታል።

በመጀመሪያ ዙር የወጣ የጨረታ ማስታወቂያ

በጉለሌ ክ/ከተማ የበላይ ዘለቀ ቁ.2 የመጀ/ደ/ት/ቤት ለ2013 ዓ.ም በጀት አመት በመደበኛውና በድጎማ በጀት ለትምህርት አገልግሎት የሚውሉትን ልዩ ልዩ እቃዎችና አገልግሎቶችን በመጀመሪያ ዙር ጨረታ አወዳድሮ መግዛት ይፈልጋል፡፡

• ሎት 1 የጽህፈት መሳሪያዎች፣
• ሎት 2 የጽዳት እቃዎች
• ሎት 3 የደንብ ልብስ
• ሎት 4 ቋሚ እቃዎች
• ሎት 5 የደንብ ልብስ ስፌት
• ሎት 6 የኤሌትሪክ እና የግንባታ እቃዎች
• ሎት 7 አጠቃላይ የጥገና እና የግንባታ ስራዎች
• ሎት 8 የኤሌክትሮንክስ ጥገና
• ሎት 9 በድጎማ በጀት የሚገዙ አጋዥ መጽሀፍትና የህትመት ውጤቶች በጨረታ አወዳድሮ መግዛትና ማሰራት ይፈልጋል፡፡

በመሆኑም ከዚህ በታች የተዘረዘሩትን መስፈርቶችን የምታሟሉ ተጫራቾች በጨረታው መሳተፍ የምትችሉ መሆኑን እንገልጻለን፡፡

1. በዘርፉ የታደሰ ንግድ ፍቃድ ያላቸው የግብር ከፋይ መለያ ቁጥር ያላቸውና የተጨማሪ እሴት ታክስ ተመዝጋቢ ቫት መሆናቸውን የሚያረጋግጥ ማስረጃ ማቅረብ የሚችሉ መሆን ይጠበቅባቸዋል፡፡
2. ናሙና ማቅረብ የሚገባቸውን እቃዎች ናሙና ማቅረብ ይኖርበታል፡፡
3. የጨረታ ማስከበሪያ ዋስትና ለሎት1 1000 ብር፤ ለሎት 2 800ብር ፤ለሎት 3 2000 ብር ፤ ለሎት 4 700 ብር ፤ ሎት 5 1200 ብር ሎት 6 500 ብር ሎት 7 1500 ብር ሎት 8 500 ብር ሎት 9 1000 ብር በባንኩ በተረጋገጠ CPO ማስያዝ ይኖርባቸዋል ፡፡በጥቃቅን የተደራጁ ከሆኑ ከአደራጃቸው አካል የዋስትና ደብዳቤ ማቅረብ ይኖርባቸዋል፡፡
4. ጨረታው ከወጣበት ቀን ጀምሮ ለ10 ተከታታይ የስራ ቀናት የጨረታ ሰነድ የማይመለስ 50 ብር በመክፈል ከቢሮ ቁ-5 መውሰድ ይችላሉ፡፡
5. ሰነዱን በመሙላትና በማሸግ በኦሪጂናልና ፎቶ ኮፒ በተዘጋጀው የጨረታ ሳጥን ማስገባት ይችላሉ፡፡
6. ጨረታው በ10ኛው ቀን 8፡00 ሰዓት ላይ ተዘግቶ በዛው እለት 8፡30 ሰአት ላይ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው ባሉበት በትምህርት ቤቱ ፍይናንስ ክፍል ቢሮ ቁ- 03 ይከፈታል፡፡
7. ተጫራቹ የሚያቀርበው ዋጋ ቫትን ያካተተ መሆን ይኖርበታል
8. አሸናፊው ድርጅት ያሸነፈባቸውን ጠቅላላ ዋጋ 10% ውል ማስከበሪያ ማስያዝ ይኖርበታል
9. ተጫራቾች ያሸነፉባቸውን እቃዎች ት/ቤቱ ንብረት ክፍል ድረስ በራሳቸው ትራንስፖርት ማቅረብ ይኖርባቸዋል
10. መስሪያ ቤቱ ከውል በፊት እስከ 20% የመጨመርም ሆነ መቀነስ መብቱ የተጠበቀ ነው፡፡

የጨረታ ማስታወቂያ ቁጥር NTSB-001/2013

የኢትዮጵያ ብሮድካስቲንግ ኮርፖሬሽን TV STUDIO INTERIOR DESIGN AND INSTALLATION WORKS በሀገር አቀፍ በሁለት ደረጃ ጨረታ የመወዳደሪያ ሃሳብ እንዲያቀርቡ ይጋብዛል፡፡

በዚህም መሠረት በጨረታው ላይ ለመሳተፍ የሚፈልጉና ከዚህ በታች የተዘረዘሩትን መስፈርቶች የሚያሟሉ ሁሉ መወዳደር ይችላሉ፡፡

1. ተጫራቾች ህጋዊና የዘመኑን ግብር የከፈሉና የታደሰ ንግድ ፈቃድ፣ የግብር ከፋይ መለያ ቁጥር (የቲን) ሰርተፊኬት፣ የተጨማሪ እሴት ታክስ ከፋይነት ምስክር ወረቀት ፤ የዘመኑን ግብር አጠናቀው የከፈሉበት መረጃ፣ የገንዘብና ኢኮኖሚ ልማት ሚኒስቴር የአቅራቢነት የምዝገባ የምስክር ወረቀት እና የመልካም ስራ አፈፃፀም ማስረጃዎች ያሏቸው ለመሆኑ ዋናውንና ፎቶ ኮፒውን ማቅረብ ይኖርባቸዋል፡፡
2. ተጫራቾች የጨረታ ማስከበሪያ ማስያዝ ሳያስፈልጋቸው የጨረታውን ሰነዱን ማስታወቂያ ከወጣበት ቀን ጀምሮ ባሉት ተከታታይ የሥራ ቀናት ዘወትር በሥራ ሰዓት ከኢትዮጵያ ብሮድካስቲንግ ኮርፖሬሽን ግዥና ንብረት አስተዳደር ዲፓርትመንት በነፃ መውሰድ ይችላሉ፡፡
3. የቴክኒክ መግለጫዎች አንድ ኦሪጅናል እና አንድ ኮፒ የጨረታውን ሥምና ቁጥር በመጥቀስ ከጨረታው መዝጊያ ቀንና ሰዓት በፊት በኮርፖሬሽኑ ዋናው መ/ቤት ለዚሁ በተዘጋጀው የጨረታ ሣጥን ማስገባት ይኖርባቸዋል፡፡የዋጋ ፕሮፖዛል በዚህ ደረጃ ላይ አያስፈልግም፡፡
4. ተጫራቾች የጨረታ ማስታወቂያው በአዲስ ዘመን ጋዜጣ ታትሞ ከወጣበት ቀን ጀምሮ ባሉት ተከታታይ 21 ቀናት ከጠዋቱ 4፡15 ድረስ የጨረታ ሰነዳቸውን ማስገባት ይኖርባቸዋል፡፡
5. ጨረታው ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት በ21ኛው ቀን ከጠዋቱ 4፡15 ላይ ተዘግቶ በዚሁ ዕለት ከጠዋቱ 4፡30 ይከፈታል፡፡
6. የጨረታው መዝጊያና መክፈቻ ቀን ቅዳሜና እሁድ ወይም የበዓል ቀን ከሆነ በቀጣዩ የስራ ቀን ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ከጠዋቱ 4፡5 ተዘግቶ ከጠዋቱ 4፡30 ይከፈታል፡፡
7. ኮርፖሬሽኑ የተሻለ ዘዴ ካገኘ ጨረታው በሙሉም ሆነ በከፊል የመሰረዝ መብቱ የተጠበቀ ነው፡፡
8. ተጨማሪ መረጃ ቢያስፈልግ በስልክ ቁጥር 0115172521 ደውሎ መጠየቅ ወይም በመ/ቤት በአካል በመገኘት መጠየቅ ይቻላል፡፡

የጨረታ መለያ ቁጥር፡- NCB/GOV/N-CS004/2013

የአዲስ አበባ ውሃና ፍሳሽ ባለሥልጣን የዋናውን መ/ቤት ህንፃ የ3,300 ሜትር ካሬ ውሃ ስርገት መከላከል (water proofing) አገልግሎት ግዥ  በግልጽ ጨረታ አወዳድሮ ማሰራት ይፈልጋል፡፡

ስለሆነም ከዚህ በታች የተዘረዘሩትን መስፈርቶች የሚያሟሉ ድርጅቶችን  በጨረታው እንዲሳተፉ ይጋብዛል፡፡

1. ተጫራቾች ዘወትር በሥራ ሰዓት መገናኛ ከሚገኘው ዋና መ/ቤት ምድር ቢሮ ቁጥር 113 በመገኘት ከላይ ለተጠቀሰው ግዥ የተዘጋጀውን  የጨረታ ሠነድ የማይመለስ ብር 200 (ሁለት መቶ ብር) በመክፈል መውሰድ ይችላሉ፡፡
2. ማንኛውም ተጫራች በመንግስት የግዥና የንብረት ማስወገድ ኤጀንሲ  በዘርፉ በዕቃና አገልግሎት አቅራቢዎች ዝርዝር ውስጥ በድረ-ገፅ የተመዘገበ፣ ለዘመኑ ሕጋዊ እና የታደሰ የንግድ ፈቃድ፣ የተጨማሪ እሴት ታክስ ምዝገባ የምስክር ወረቀት፣ የግብር ከፋይ የምስክር ወረቀት እና የዘመኑን ግብር የከፈሉ እና ግብር የመክፈል ግዴታቸውን  የተወጡ መሆኑን የሚያረጋግጥ በግብር ሰብሳቢው ባለስልጣን የተሰጠ ማስረጃ በመወዳደሪያ ኤንቨሎፕ ውስጥ በማድረግ እስከ ጨረታው መዝጊያ ቀን ድረስ ማቅረብ ይኖርበታል፡፡
3. ጨረታውን ለመሳተፍ ብር 20,000.00 (ሃያ ሺህ ብር) የጨረታ  ማስከበሪያ የሚሆን ቢያንስ ለ60 ቀናት ጸንቶ የሚቆይ በCPO ወይም በሁኔታ ላይ ያልተመሰረተ የባንክ ዋስትና ወይም በጥሬ ገንዘብ ማስያዝ ይኖርበታል፡፡ ይህንኑም እስከ ጨረታው መዝጊያ ቀን ድረስ ከዋናው ሠነድ ጋር በማያያዝ ለዚሁ በተዘጋጀው ሣጥን ውስጥ ማስገባት አለበት፡፡
4. ተጫራቾች የመወዳደሪያ ሃሣባቸውን በአንድ ፖስታ (One envelope) /የቴክኒክ እና የዋጋ በአንድ ላይ የጨረታ ሰነዳቸውን ማቅረብ አለባቸው::
5. አሸናፊው ተጫራች ላሸነፈበት ጠቅላላ ዋጋ የውል ማስከበሪያ 10%  ከውል በኋላ ማስያዝ ይኖርበታል፡፡
6. የተጫራቾች የዋጋ ማቅረቢያ ሠነድ ለ60/ስልሣ/ ቀናት ፀንቶ የሚቆይ  መሆን አለበት፡፡ ከዚህ ያነሰ የጨረታ ዋጋ ፀንቶ መቆያ ጊዜ ያቀረበ  ተጫራች ከጨረታው ይሰረዛል፡፡
7. የጨረታ ሠነዱን በሰሙ አስመዝግቦ ያልገዛ ማንኛውም ተወዳዳሪ  በጨረታው መሳተፍ አይችልም፡፡
8. ጨረታው ህዳር 8 ቀን 2013 ዓም ከሰዓት በኋላ 8፡00 ሰዓት ተዘግቶ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት በዕለቱ በ8፡30  ሰዓት 4ኛ ፎቅ በመ/ቤቱ የስብሰባ አዳራሽ ይከፈታል፡፡ ከጨረታው መዝጊያ ሰዓትና ቀን ዘግይቶ የሚመጣ ማንኛውም የመወዳደሪያ ሠነድ ተቀባይነት የለውም፡፡
9. የሚቀርበው ዋጋ የተጨማሪ እሴት ታክስን ያካተተ መሆን አለመሆኑን  በግልጽ ተለይቶ መቀመጥ አለበት፡፡ ይህንን ያልገለፀ ተወዳዳሪ ያቀረበው ዋጋ ተጨማሪ እሴት ታክስን እንዳካተተ ተደርጐ ይቆጠራል፡፡
10.  ገዥው በጨረታ ሰነዱ ውስጥ የተጠቀሱትን አገልግሎት በ20%  የመጨመር ወይም በ20% የመቀነስ መብቱ የተጠበቀ ነው::
11. የባለስልጣን መ/ቤቱ ጨረታውን በሙሉም ሆነ በከፊል የመሰረዝ መብቱ የተጠበቀ ነው::

በአማራ ክልላዊ መንግስት በሰሜን ወሎ ዞን በቆቦ ከተማ አስተዳደር ትም/ት/ጽ/ቤት ስር የሚገኘው የቆቦ አጠ/ከፍ/መሰ/2ኛ ደረጃ ት/ቤት በ2013 ዓ/ም በተያዘው በጀት ዓመት የአስተዳደር ህንፃ ግንባታ ኩንታራክተሮችን በጋዜጣ ግልጽ ጨረታ አወዳድሮ ማሰራት/ማስገባት/ ይፈልጋል፡፡

በመሆኑም ይህ ማስታወቂያ በጋዜጣ ከወጣበት ቀን ጀምሮ ባሉት 21 ተከታታይ ቀናቶች ማለትም ከ23/02/2013 ዓ/ም እስከ 13/03/2013 ዓ/ም ድረስ የምትጫረቱ መሆኑን እየገለጽን፤ የጨረታ ዋጋ መሙላያ ዝርዝር ከት/ቤቱ ግዥና ፋይናንስ ቢሮ 100 ብር ገዝቶ በመውሰድ ሞልቶ በስም በታሸገ ፖስታ ለት/ቤቱ በማስገባት የምትጫረቱ መሆኑን እያሣወቅን፡፡

ጨረታው የሚከፈተው በ21ኛው ቀን 13/03/2013 ዓ/ም ከቀኑ 11፡30 ተዘግቶ በ22ኛው ቀን 3፡00 ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ይከፈታል፡፡ የመክፈቻ ቀኑ በዓል ቀን የሚሆን ከሆነ በሚቀጥለው የስራ ቀን ይከፈታል፡፡

የጨረታ አይነት የአስተዳደር ህንፃ ግንባታ የተጫራቾች መመሪያ

1. ህጋዊ ንግድ ፈቃድ ያላቸው እና የዘመኑን ስራ ግብር የከፈሉ መሆን አለበት፡፡
2.  የምዝገባ ሰርተፊኬት/ቲን/ ያላቸው፣
3. ተጫራቾች የቫት ተመዝጋ መሆን አለባቸው፡፡
4. የግምባታ ፈቃዳቸው ከደረጃ 9 እና በላይ ያሉትን ይጋብዛል፡፡
5. ተጫራቾች የጨረታ ማስከበሪያ 1 በመቶ በሲፒኦ ወይም በጥሬ ገንዘብ ማስያዝ አለባቸው፡፡
6. አሸናፊ የሆነ ተጫራች የዋስትና ማስከበሪያ 10 በመቶ እና የቅድሚያ ክፍያ ማስከበሪያ 30 በመቶ በሲፒኦ ወይም በጥሬ ገንዘብ ማስያዝ ይኖርበታል፡፡
7.  አሸናፊ የሆነ ተጫራች ማሸነፉ ከተገለፀበት ቀን ጀምሮ ባሉት 5 ተከታታይ የስራ ቀናት ውስጥ የውል ማስከበሪያ ማስያዝ ይኖርበታል፡፡
8. የጨረታ ዋጋው ሲሞላ ስርዝ ድልዝ እንዳይኖረው በጥንቃቄ መሞላት አለበት፡፡
9. የሚሰሩ የግንባታ ስራ ዝርዝር መግለጫ/ስፔስፊኬሽን/ ከዋጋ ማቅረቢያው የጨረታ ሰነድ ላይ ማግኘት ይችላሉ፡፡
10. ሙሉ በሙሉ የግንባታ ወጭውን በራሱ ወጭ አጠናቆ በመስራት ማስረከብ የሚችል፡፡

ማሣሰቢያ፡- ት/ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውን ሙሉ በሙሉ ወይም በከፊልየመሰረዝ መብቱ የተጠበቀ ነው፡፡  ተጫራቾች እኩል ከወጡ አሸናፊውን በድርድር የሚለይ ይሆናል፡፡

በአፋር ክልል በገቢረሱ ዞን አሚባራ ወረዳ ፋይ/ኢኮ/ልማት ጽ/ቤት በ2013 በጀት አመት ለሚያከናውናቸው የግንባታ ስራዎች ተጫራቾችን ይጋብዛል፡፡

በጨረታ የሚሰሩ ስራዎች የሚከተሉት ይሆናሉ፡-

1. የተስኩቲ ማዕከል የውሃ መስመር ዝርጋታ
2. ከላይቶ ት/ት ቤት ጥገና
3. ባድሃሞ 2ኛ ደረጃ ት/ቤት ባለ ሁለት ክፍል ላብራቶሪ እና ላይብረሪ ግንባታ
4. ኩስራ ጤና ኬላ ጥገና
5. ሲደሃፋጌ ጤና ጣቢያ የሴፕቲክ ታንከር ግንባታ
6. ተስኩቲ ማዕከል የጽ/ቤት ግንባታ በጨረታ አወዳድሮ ማሰራት ይፈልጋል፡፡

በመሆኑም ተጫራቾች የሚከተሉትን መስፈርቶች ማሟላት ይገባቸዋል፡-

• ህጋዊ የንግድ ፍቃድ ያላቸውና ፍቃዳቸውም በ2013 ዓ.ም የታደሠና የዘመኑን ግብር የከፈሉ፡፡
• የተጨማሪ እሴት ታክስ (ቫት) ተመዝጋቢና ቲን ነምበር ተመዝጋቢ መሆናቸውን ማስረጃ ማቅረብ የሚችሉ፡፡
