NOTICE OF INVITATION FOR BID

The Procurement Reference Number is: GRRA/NCB/006/ 2013

1.The Gambella People’s National Regional State Gambella Rural Roads Authority has allocated budget towards the cost of the Construction works of One Single Pipe @ km 1+200, Two Double Pipe and One Box Culvert Culvert (@ km 2+200, @ km 2+300 and @ km 1+318) respectively in Kuwatchang – Baro Dar Road Project in Nuwer Zone in Jikawo Woreda.

2. The Gambella Rural Roads Authority (GRRA) now invites bidders to submit sealed bids for providing the necessary labor, material and equipment for the above Culvert Structure Construction Project.

3. Interested bidders shall submit the following evidence:

  • i. Certificate of registration from Ministry of Urban Development, Housing and Construction or other appropriate regional bureaus with relevant Category BC-7 or RC-8 or GC-8 and above renewed for 2012 EFY for construction works
  • ii. Trading License renewed for 2012 EFY;
  • iii. Tax Clearance certificate, which states that the bidder can be participated in any public tender and valid at the deadline for submission of the bids;
  • iv. VAT Registration Certificate;
  • v. Registration as Supplier in the list of the mandated public body, i.e Public Procurement and Property Administration Agency (PPPAA)
  • vi. Bid security (ETB 25,000)

4. Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is open to all eligible contractors as specified and defined in the Bidding Documents.

5. One Bidder or contractor is only allowed to participate only one of the Procurement number is GRRA/ NCB/ 005/2013, GRRA/ NCB/ 006/2013, GRRA/ NCB/007/2013 and GRRA/ NCB/0078/2013 projects. A Bidder that participates for more than one Bid can be totally rejected and also it is necessary to quote its procurement reference number on it.

6. Interested eligible Bidders may obtain further information from and inspect the bidding documents at the address given below from 7:30 a.m. to 12:30 a.m. and 3:30 p.m. to 5:30 p.m. from Monday to Friday

7. A complete set of bidding document prepared in English language may be purchased by the bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of Birr 200 effective as of November 09, 2013 EFY. The method of payment shall be in cash.

8. Bidders shall submit five envelopes, “One original envelopes of technical and one original envelopes of financial” and “One copy envelopes of technical and one copy of financial” and One Bid Security all separately sealed envelope.

9. Evaluation is to be carried out in two stages, Qualification (Technical) information first and Financial Bids of qualified bidders next.

10.Bids must be delivered to the address below on November 30, 2013 EFY from 10:00 a.m. to 10:30 a.m. late bidders will be rejected. Qualification (Technical) information of the bidders will be opened in the presence of bidders/ bidders’ representatives who chose to attend at GRRA Procurement, Finance and Asset Management Supportive Process, Room No.6, on the final date and time of bid submission as stated above.

1. The Amhara National Regional State Water, Irrigation and Energy Development Bureau through the Water Development Commission (WDC) has received financing from the Government of Ethiopia toward the cost of the Climate Resilient WASH (CR-WASH) projects and intends to apply part of the proceeds. Toward payments under the contract for civil works construction, supply and installation of pipes, fittings and Electromechanical works for water supply projects in Amhara Region.

2. The Amhara National Regional State Water, Irrigation and Energy Development Bureau now invites sealed bids from eligible Bidders with work licenses in waterworks construction (WWC) for the Civil Works Construction, Supply, and Installation of Pipes, Fittings, and Electro-Mechanical Works for the following water supply projects.

3. Bidding will be conducted through a National Competitive Bidding (NCB) for each project separately in accordance with the procedures of the Federal Democratic Republic of Ethiopia and Standard Bidding Documents for procurement of works and is open to all eligible Bidders as defined in the Procurement Regulations.

4. The Bidding documents in English may be purchased by interested eligible Bidders upon the submission of a written application directly from the Water, Irrigation and Energy Development Bureau, Finance and Property Administration Directorate, room no.84, upon payment of a nonrefundable fee Birr 300/ three hundred birr for each project.

5. Each Bid with Respective bid Security, must be delivered to Amhara National Regional State, Water, Irrigation and Energy Development Bureau, Water Schemes Construction Input Supply Directorate, Floor/Room number: One WaSH Building /08, Bahir Dar, before 9:00 a.m. for Serial No. 01 & 02 and 2:00 p.m. for Serial No. 03 17 December 2020; and Bids shall be opened at 9:30 a.m. and 2:30 p.m. on the same date in the presence of the bidders or their legal representatives who wish to attend respectively. Electronic Bidding shall not be permitted. Late bids shall be rejected.

6. Bids must be accompanied by the amount of bid security as stated in the table above in the form of Bank Guarantee or CPO with a validity period not less than 120 days +28 days separately for each project.

7. Bidders are required to submit copies of all eligible documents and licenses which are renewed for the year 2012/2013 E.C.

8. The Bureau reserves the right to accept or reject all or part of the bid.

Bids shall be valid for a period of 120 days after Bid opening and must be accompanied by Bid security of ETB 20,000 (Twenty Thousand) CPO only and shall be delivered to ActionAid Ethiopia Addis Ababa Office on submission of tender document on the 10th day from the first publication on Addis Zemen newspaper at or before 2:00 PM (bid closing time)

Bid Requirements

  1. Action Aid Ethiopia (hereafter referred to as “the Organization’) now invites wax-sealed bids from interested eligible bidders for Guna Begemdir Lot-1 projects, construction of Library and Dry Pit latrine blocks located at Guna Begemdir Woreda, Atekana Kebele.
  2. Complete sets of the bidding documents may be accessed at ActionAid Ethiopia Addis Ababa Office Debre Zeit road, inside CCRDA compound (Kality, in front of Kality drivers training center) upon request starting from 1st day of the announcement,

የጨረታ ማስታወቂያ

በአማራ ብሔራዊ ክልላዊ መንግስት የገንዘብና ኢኮኖሚ ትብብር ቢሮ በሰሜን ሸዋ ዞን የገ/ኢ/ትብብር መምሪያ የመርሀቤቴ ወረዳ ገ/ኢ/ትብብር ጽ/ቤት በወረዳው ውስጥ

  • ላሉ ሴክተር መ/ቤቶች ለመጀመሪያ ጊዜ በተራድኦ በጀት የፈርኒቸር ግዥ እና በመደበኛ በጀት ለታች ቤት ን/ወረዳ
  • የአቃቤ ህግ ቢሮ ግንባታ ማቴሪያሉን ተቋራጩ ችሎ በደረጃ 9 BC GC እና ከዚያ በላይ ባሉ ተቋራጮች አጫርቶ ማስገንባት ይፈልጋል
  • በተጨማሪም ለሁለተኛ ጊዜ የደንብ ልብስና
  • የእንስሳት መድሀኒት በግልፅ ጨረታ አጫርቶ መግዛት ይፈልጋል፡፡

ስለዚህ የሚከተሉትን መስፈርቶች የሚያሟሉ ተጫራቾች መወዳደር የሚችሉ መሆኑን እየገለፅን ::

  1. በዘርፉ ህጋዊ የንግድ ፈቃድ፣ በዘመኑ የታደሰ የግድ ፈቃድ እና ቲን ነምበር ኮፒወን በፖስታ በሽግ እንዲሁም ግንባታውን በተመለከተ የታደሰ የብቃት ማረጋገጫ ማቅረብ ይጠበቅባችኋል ፡ ፡
  2. ተጫራቾች የሞሉት ዋጋ ከ200,000 ሺህ ብር በላይ ከሆ የቫት ተመዝጋቢ መሆን ይጠበቅባችኋል ።
  3. የጨረታ ሰነድ እያንዳንዱን በብር 50 (ሀምሳ ብር ብቻ) ጨረታው ከወጣበት ቀን ከግንባታው ውጪ ያሉትን እስከ 15ኛው ቀን 11፡30 ድረስ እና ግንባታውን በተመለከተ ጨረታው ከወጣበት ቀን እስከ 20ኛው ቀን 11፣30 ባሉት የካላንደር ቀናት ውስጥ ከቢሮ ቀጥር 05 መግዛት ይችላሉ፡፡
  4. ተጫራቾች የጨረታ ማስከበሪያ ዋስትና የሚወዳደሩበትን የሽያጭ ጠቅላላ ዋጋውን 2% በባንክ የተረጋገጠ የከፍያ ትእዛዝ (ሲፒኦ)፣ ሁኔታ ላይ ያልተመሰረተ የባንክ ዋስትና ወይም በመ/ቤታችን የውስጥ ገቢ ደረሰኝ ማስያዝ አለባቸው፡፡
  5. ማንኛውም ተጫራች የጨረታ ሀሳቡን ዋናወን በአንድ ወይም አንድ ወጥ በሆነ በጥንቃቄ በታሸገ ፖስታ በማድረግ በመ/ወ/ገ/ኢ/ትብብር ዋና ጽ/ቤት በግዥና ንብ/አስ/ቡድን ቢሮ ቁጥር 08 (በተዘጋጀው የጨረታ ሳጥን ውስጥ ለህክምና እቃዎች ለደንብ ልብስና ፈርኒቸር ይህ ማስታወቂያ ከወጣበት ቀን ጀምሮ እስከ 16ኛው ቀን እስከ ጠዋቱ 3፡00 ሰዓት ማስገባት ይኖርባቸዋል ፡፡የአቃቤ ህግ ቢሮ ግንባታን በተመለከተ ይህ ማስታወቂያ ከወጣበት ቀን ጀምሮ እስከ 21ኛው ቀን እስከ ጠዋቱ 3፡00 ሰዓት ማስገባት ይኖርባቸዋል፡፡
  6. ጨረታው የሚከፈተው ለፈርኒቸር፣ ለደንብ ልብስና የእንስሳት መድሀኒት በ16ኛው ቀን ከጠዋቱ በ3፡00 ሰአት ታሽጐ በ3፡30 ይከፈታል ፡ ፡የአቃቤ ህግ ቢሮው በ22ኛው ቀን ከጠዋቱ በ3፡00 ሰአት ታሽጐ በ3፡30 ይከፈታል፡፡
  7. መ/ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውን በከፊልም ሆነ ሙሉ በሙሉ የመሰረዝ መብቱ የተጠበቀ ነው ።
  8. በጨረታው ላይ ለመሳተፍ የሚፈልጉ ስለ ጨረታው ዝርዝር መረጃ ከፈለጉ ቢሮ ቁጥር 08 ድረስ በአካል በመገኘት ወይም በስልክ ቁጥር 011-13-20 136/005 በመደወል ማግኘት ይችላሉ፡፡

ማሳሰቢያ፡- የጨረታ መዝጊያና መክፈቻ ቀን እሁድና ቅዳሜ ወይም ህዝባዊ በዓል ላይ ከዋለ በሚቀጥለው የስራ ቀን በተመሳሳይ ሰዓት ተዘግቶ በተመሳሳይ ሰዓት ይከፈታል ፡፡

  3. ተጫራቾች ጨረታው በአዲስ ዘመን ጋዜጣ ከወጣበት ዕለት ጀምሮ ለተከታታይ 21 ቀናት ሲሆን ሠነድ ሽያጩ ዘወትር በስራ ሰዓት የማይመለስ ለእያንዳንዱ 100.00 ብር /አንድ መቶ ብር/ በመክፈል ሰነዱን መግዛት ይችላሉ።
  4. ተጫራቾች የመጫረቻ ሰነዳቸው ፋይናሽያልና ቴክኒካል ኦርጅናልና ኮፒ ለየብቻ በታሸገ ኤንቨሎፕ ,በማዘጋጀት የም ልዩ ወረዳ ፋ/ጽ/ቤት በተዘጋጀ የጨረታ ሳጥን ውስጥ መጨመር ይኖርባቸዋል።
  5. ጨረታው ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት በ21ኛው ቀን 4፡00 ሰዓት ላይ ታሽጎ በዕለቱ 4:30 ሰዓት በፋ/ጽ/ቤት ውስጥ ይከፈታል፡
  6.  ጽ/ቤቱ የተሻለ ሁኔታ ካገኘ ጨረታውን በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ነው።
  7. አሸናፊው ከተረጋገጠ በኋላ ወዲያውኑ ሌሎች ያስያዙት የጨረታ ማስከበሪያ /ሲፒኦ/ ይመለሳል።
  8. ተጫራቾች የሞሉት ዋጋ ከቫት ውጭና ከቫት ጋር መሆኑን ለይቶ ማስቀመጥ ይጠበቅባቸዋል፡፡
  9. የዘገየ ጨረታና በጨረታ መክፈቻ ላይ ያልተነበበ ጨረታ ተቀባይነት የለውም፡፡
  10. ተጫራቾች የመወዳደሪያ ሃሳብና ዋጋ ላይ ስምና ፊርማቸውን ቀንና የድርጅቱ ማህተም ማሳረፍ ይኖርባቸዋል፡፡
  11. አሽናፊው ተጫራች ሙሉ በሙሉ በውሉ መሠረት ማጠናቀቃቸው ከተረጋገጠ በኋላ ሙሉ ክፍያ ይከፈላቸዋል፡፡
  12. ለተደራጁ አነስተኛና ጥቃቅን ማህበራት ተሻሽሎ በወጣው ደንብ ቁጥር 172/2011 መሠረት ይፈፀማል፡፡
  13. የጨረታ መከፈቻው በበዓላትና በእረፍት ቀን ላይ ከዋለ በሚቀጥለው ቀን ላይ ጨረታው የሚከፈት ይሆናል፡፡
  14. የተጫራቾች ያለመገኘት የጨረታውን የመከፈት ሂደት አያስተጓጉለውም፡፡
  15. በተጫራቾች ዋጋ ላይ ተንተርሶ ዋጋ ማቅረብ አይቻልም፡፡
  16. ተጫራቾች የሥራ ፈቃዳቸው ያልተሟላ መረጃና የዋጋ ሰነድ ላይ ስርዝ ድልዝ እንዲኖረው አይፈቀድም፡፡
  17. የየም ልዩ ወረዳ ፋ/ጽ/ቤት ሣጃ ከተማ ከአ/አ 240 ኪሜ ወደ ጅማ በሚወስደው መንገድ ላይ ይገኛል፡፡

  1. ተጫራቾች በዘርፉ የታደሰ የሥራ ፈቃድና የዘመኑን የሥራ ግብር አጠናቀው የከፈሉበት ማስረጃ፣ የአቅራቢነት የምዝገባ ምስክር ወረቀት፣ የተጨማሪ እሴት ታክስ ተመዝጋቢ፣ የንግድ መለያ ቁጥር Tin number/ ጨምሮ ማቅረብ ይኖርባቸዋል።

  4. ተጫራቾች የመጫረቻ ሰነዳቸው ፋይናሽያልና ቴክኒካል ኦርጅናልና ኮፒ ለየብቻ በታሸገ ፖስታ ይህ ማስታወቂያ ከወጣበት በመጨረሻው ቀን እስከ 4 ሰዓት ድረስ የም ልዩ ወረዳ ፋ/ጽ/ቤት በተዘጋጀ የጨረታ ሳጥን ውስጥ መጨመር ይኖርባቸዋል
  5. ጨረታው ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት በ15ኛው ቀን 4፡00 ሰዓት ላይ ታሽጎ በዕለቱ 4፡30 ሰዓት በፋ/ጽ/ቤት ውስጥ ይከፈታል፡፡
  6. ጽ/ቤቱ የተሻለ ሁኔታ ካገኘ ጨረታውን በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ነው።
  7. አሸናፊው ከተረጋገጠ በኋላ ወዲያውኑ ሌሎች ያስያዙት የጨረታ ማስከበሪያ/ ሲፒኦ/ ይመለሳል።
  8. ተጫራቾች ለእያንዳንዱ ዕቃዎች ከቫት ውጭና ከቫት ጋር ያለውን ዋጋ ለይቶ ማስቀመጥ ይጠበቅባቸዋል፡፡
  9. የዘገየ ጨረታና በጨረታ መክፈቻ ላይ ያልተነበበ ጨረታ ተቀባይነት የለውም፡፡
  10. ተጫራቾች የመወዳደሪያ ሃሳብና ዋጋ ላይ ስምና ፊርማቸውን፣ቀንና የድርጅቱ ማህተም ማሳረፍ ይኖርባቸዋል፡፡
  11. አሸናፊው ተጫራች ሙሉ በሙሉ በውሉ መሠረት ማጠናቀቃቸው ከተረጋገጠ በኋላ ሙሉ ክፍያ ይከፈላቸዋል፡፡
  12. የጨረታ መከፈቻው በበዓላትና በእረፍት ቀን ላይ ከዋለ በሚቀጥለው ቀን ላይ ጨረታው የሚከፈት ይሆናል፡፡
  13. የተጫራቶች ያለመገኘት የጨረታውን የመከፈት ሂደት አያስተጓጉለውም፡፡
  14. በተጫራቾች ዋጋ ላይ ተንተርሶ ዋጋ ማቅረብ አይቻልም፡፡
  15. ተጫራቾች የሥራ ፈቃዳቸው ያልተሟላ መረጃና የዋጋ ሰነድ ላይ ስርዝ ድልዝ እንዲኖረው አይፈቀድም፡፡
  16. ለተደራጁ አነስተኛና ጥቃቅን ማህበራት ተሻሽሎ በወጣው ደንብ ቁጥር 172/2011 በደንቡ መሠረት ቅድሚያይሰጣቸዋል፡፡ አሸናፊ የሆነው ተጫራች ተቋሙ ቅድመ ክፍያ ለመክፈል አይገደድም።

  1. ቀበሌ 01 ከወርቄ ደመወዝ ቤት እስከ አስማማው አበበ ቤት 425 ሜትር ጠጠር መንገድ፣
  2. ቀበሌ 01 ከልጅቱ ማሪያም በቴሌ ታወር አድርጎ ጀበል መጨረሻ 680 ሜትር ጠጠር መንገድ፣
  3. ቀበሌ 04 ከቀጋ ውሃ ብሎኬት ሰፈር ወደ እርብ ተፈናቃይ ጠጠር መንገድ 400 ሜትር፣
  4. ቀበሌ 06 ከጌታቸው ፍቃዴ ቤት እስከ ሻንበል ጋሻው ቤት 652 ሜትር፣

  6. ስርዝ ድልዝ የሚያጋጥም ከሆነ ፓራፍ ማድረግ ይጠበቅባቸዋል፡፡ ፓራፍ ካልተደረገ ከውድድር ውጪ ይሆናል ፣
  7. ተጫራቾች ከሁለት ሰነድ በላይ መግዛት አይቻልም፣
  8. ተጫራቾች የጨረታ ማስከበሪያ የሚወዳደሩበትን የእቃውን ጠቅላላ ዋጋ 1 ፐርሰንት በባንክ በተረጋገጠ የክፍያ ትዕዛዝ/ሲፒኦ/ ወይም በሁኔታ ላይ ያልተመሰረተ የባንከ ዋስትና ወይም በጥሬ ገንዘብ ወይም ከቴ/መ/ኢ/ጽ/ቤት ድጋፍ መያዝ አለባቸው ፣
  9. የግል ኮንትራክተሮች ያሸነፉበትን ዋጋ ቢያንስ 10 በመቶ የመንግሥት ልማት ድርጅት ቢያንስ 15 በመቶ ለተደራጁ ኢንተርፕራይዞች መስጠት አለባቸው ፣
  10. መስሪያ ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውን ሙሉ በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ነው ፣
  11. ጨረታው ከወጣበት ቀን ጀምሮ ባሉት 30 ተከታታይ ቀናት ይቆያል፡፡ ውድድሩ በእያንዳንዱ ሎት ድምር መሆኑን እንገልጻለን፡፡ የእያንዳንዳችን ሎት ሁሉንም ዝርዝር ያልሞላ ከውድድር ውጪ ይሆናል፡፡
  12. ጨረታው በ31ኛው ቀን በ4፡00 ሰዓት ታሽጎ በዚያው ቀን 4፡30 ተጫራቾችና ህጋዊ ወኪሎቻቸው በተገኙበት ይከፈታል፡፡ ነገር ግን የመጨረሻው ቀን በዓል ከሆነ በሚቀጥለው የሥራ ቀን ይከፈታል፡፡

1. VSF Germany, is an International Non Governmental Organization, invites interested bidders to undertake  construction of two (2) new Animal Health Posts and construction of three (3) new Fish Cooperative Houses in South Omo Zone of Hammer, Dassenech and Nyangatom Woredas supply for the project entitled “Omo Delta Project-Expanding the Rangeland to Achieve Growthand Transformation” as follows

  • LOT I – Construction of new animal health posts and related facilities in Nyangatom and Hammer Woredas

2. Bidders can bid for Lot one and Lot two or for both Lots

3. The tenderers are expected to construct the intended construction facilities with the required design and specifications as the detail indicated in the bid document. Sub-contracting out of the assignment is strictly forbidden

  3. ለሎት 1 ስራ ተጫራቾች ቴክኒካል እና ፋይናንሺያል ዶክመንቶቹን በተዘጋጀው ሰነድ ላይ በመሙላት ዋናውንና ሁለት ፎቶ ኮፒ በተለያዩ በታሸጉ ኤንቨሎች ማቅረብ ይኖርባቸዋል፡፡ በተጨማሪም የታሸጉትን ኤንቨሎፖች ዋና እና ኮፒ መሆናቸውን ለመለየት original እና Copy በማለት በግልፅ ለይተው ማቅረብ አለባቸው፡፡
  4.  ከሎት 2-6 ላሉት ስራዎች ፋይናንሺያል ዶክመንቶቹን ብቻ በተዘጋጀው ሰነድ ላይ በመሙላት ዋናውንና ሁለት ፎቶ ኮፒ በተለያዩ በታሸጉ ኤንቨሎፖች ማቅረብ ይኖርባቸዋል፡በተጨማሪም የታሸጉትን ኤንቨሎፖች ዋና እና ኮፒ መሆናቸውን ለመለየት Original እና copy በማለት በግልፅ ለይተው ማቅረብ አለባቸው::
  5. ከሎት 2-6 ላሉ ስራዎች ጨረታው በአስራ ሰባተኛው ቀን በየካ ክፍለ ከተማ ግራውንድ ላይ የሚገኘው ትልቁ አዳራሽ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ከጠዋቱ 4፡00 ሰዓት ላይ ታሽጎ ከግማሽ ሰዓት ቆይታ በኋላ በ4፡30 ሰዓት ላይ የቴክኒክ ሰነዱ ይከፈታል፡፡
  6. ለሎት 1 ላለው ስራ ጨረታው በአስራ ስድስተኛው ቀን በየካ ክፍለ ከተማ ግራውንድ ላይ የሚገኘው ትልቁ አዳራሽ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ከጠዋቱ 4፡00 ሰዓት ላይ ታሽጎ ከግማሽ ሰዓት ቆይታ በኋላ በ 4፡30 ሰዓት ላይ ይከፈታል፡፡
  7. ተጫራቾች በማጠቃለያ (SUMMARY) ገጽ ላይ ዋጋውን በግልጽ ማስቀመጥ አለባቸው፡፡
  8. ተጫራቾች የጨረታ ሰነዱን ለሎት1 ስራ የማይመለስ ብር 200 እና ከሎት 2- ሎት 6 ላሉ ስራዎች የማይመለስ ብር 100 በመክፈል ከየካ/ክ/ከተማ ኮንስትራክሽን ምህንድስና ግዥ ቡድን መውሰድ ይችላሉ፡፡
  9. ተጫራቾች የጨረታ ማስከበሪያ ዋስትና ያቀረቡትን ጠቅላላ ዋጋ 2% የገንዘብ መጠን የያዘ የጨረታ ማስከበሪያ ዋስትና እንደ ተጫራቹ ምርጫ ከታወቀ ባንክ የሚሰጥ በሁኔታ ላይ ያልተመሰረተ የባንክ ዋስትና ወይም ሲ.ፒ.ኦ የግዥ መመሪያው በሚያዘው መሰረት ለየካ ክፍለ ከተማ ኮንስትራክሽን ጽ/ቤት ብለው አሰርተው ማቅረብ አለባቸው፡፡
  10. ጽ/ቤቱ የተሻለ መንገድ ካገኘ ጨረታውን በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ነው፡፡
  11. ማንኛውም በክፍለ ከተማችን ያለ ተጫራች በእጁ ፕሮጀክት ካለው በእጁ ያሉት ፕሮጀክቶች ደረጃ ከ75% መብለጡን የሚገልፅ ደብዳቤ ማረጋገጫ ማቅረብ ይኖርበታል።

የፌዴራል የስነ ምግባርና የፀረ-ሙስና ኮሚሽን ለቢሮ አገልግሎት የሚጠቀምበትን ካዛንችስ የቀድሞ የፌዴራል ቤቶች ኮርፖሬሽን ሱፐር ማርኬት ህንጻን የውስጥና የውጭ ሙሉ እድሳት ለማድረግ፣ ጣራወን(Felincote)፣ የግቢውን ወለል (Teraro Ties)፣ እና አጥሩን (በኤጋ ቆርቆሮ ወይም በተመሳሳዩ) ለማሰራት በደረጃ-6 የግንባታ ዘርፍ ላይ ልምድ ያላቸውን እና ከዚያ በላይ የሆኑትን ስራ ተጫራቾችን በጨረታ በማወዳደር ማሰራት ይፈልጋል፡፡

በመሆኑም ተጫራቾች በጨረታው ለመሳተፍ ከዚህ በታች የተዘረዘሩትን አስፈላጊ የሆኑ መረጃዎችን ከግንዛቤ በመውሰድና ስራዎቹን በኣካል በቦታው ተገኝታችሁ በመመልከት የስራውን ዝርዝር ዋጋና ስራውን ሰርቶ በማጠናቀቅ ለማስረከብ የሚፈጅባቸሁን ጊዜ ገልጻችሁ የቴክኒክና የዋጋ መወዳደሪያ ሃሳባችሁን በሁለት የተለያዩ ኤንቨሎፖች እንድታቀርቡ በጨረታው የተጋበዛችሁ መሆኑን እናሳውቃለን፡፡

ተጫራቾች በጨረታው ለመሳተፍ ከቴክኒክ መወዳደሪያ ሰነዳችሁ ጋር አያይዛችሁ የምታቀርቧቸው ሰነዶች፡

1. በኮሚሽኑ ዋናው ቢሮ 4ኛ ፎቅ ቢሮ ቁጥር 403 ፋይናንስ ቡድን ብር 200 (ሁለት መቶ) በመክፈልና የጨረታ ሰነዱን በመወለድ በጨረታ ሰነዱ ውስጥ የሚገኘውን የማጭበርበር ድርጊት ላለመፈጸም ቃል መግቢያ ቅጽ እና ምዕራፍ 1 ክፍል 4 የጨረታ ማቅረቢያ ቅጾችን ሞልቶ ማቅረብ፣

2. የዘመኑን የታደሰ የንግድ ፍቃድ ኮፒ፣

3. የተጨማሪ ታክስ ምዝገባ ሠርተፍኬት ኮፒ፣

4. የግብር ከፋይ ምዝገባ ሠርተፍኬትና መለያ ቁጥር (Tin No) ሰነድ ኮፒ፣

5. በመንግስት ግዥ፣ ንብረት አስተዳደር ኤጀንሲ ዌብሳይት ላይ ለመንግስት እቃና አገልግሎት ግዥ በአቅራቢነት የተመዘገቡበትን ማረጋገጫ ሰነድ፣

6. ከመንግስት የግብር ዕዳ ነጻ መሆናቸው (Tax Clearance) ማረጋገጫ ኮፒ፣

7. የጨረታ መስከበሪያ ብር 200,000.00 /ሁለት መቶ ሺህ ብር/ (CPO) የጨረታ ሰነድ አቀራረብ

8. ከላይ ከ1 እስከ 7 የተዘረዘሩትን ሰነዶች ከቴክኒክ ሰነዶች ጋር በአንድ ኤንቨሎኘ ውስጥ ከትቶ በማሸግ በኤንቨሎፕ ፊት ለፊት የቴክኒክ መወዳደሪያ የሚል ጉልሕ ጽሁፍ በማኖር ማቅረብ፣

9. የፋይናንስ መወዳደሪያ ሃሳብ የያዙ ሰነዶቻቸውን በሌላ ሁለተኛ ኤንቨሎፕ በማሸግ በአንቨሎፕ ፊት ለፊት የፋይናንስ መወዳደሪያ የሚል ጉልሕ ጽሑፍ በማኖር ማቅረብ፣

የጨረታ ማቅረቢያ ጊዜና የጨረታ አከፋፈት ስነ ሰረዓት

10. የዚህ ጨረታ ማስታወቂያ ለመጀመሪያ ጊዜ በጋዜጣ ከወጣበት ቀን ጀምሮ በሚቆጠር 16 ተከታታይ ቀናት ውስጥ እስከ 16ኛው ቀን ከጠዋቱ 4፡00 ሰዓት በፊት ባለው ጊዜ ድረስ ተጫራቾች የመጫረቻ ሰነዶቻቸውን እንዲያቀርቡ ለተጫራቾች ክፍት ሆኖ ይቆያል።

11. ተጫራቾች በኮሚሽኑ ቢሮ 4ኛ ፎቅ የግዥ ቡድን ቢሮ ቁጥር 403 በመቅረብ የዋጋ እና የቴክኒክ የመወዳደሪያ ሃሳብ የያዙ ኤንቨሎፖችን ለዚህ ጨረታ በተዘጋጀው ሳጥን ውስጥ ማስገባት ይኖርባቸዋል፤

12. ይህ ጨረታ በ16ኛው ቀን ከጠዋቱ 4፡00 ሰዓት የጨረታ ሳጥኑ ይዘጋል በዚያው ዕለት ከጠዋቱ 4፡15 ሰዓት ላይ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት በኮሚሽኑ አዳራሽ ጨረታው ተከፍቶ የተጫራቾች የቴክኒክ መወዳደሪያ ሃሳብ የያዙ ኢንቨሎፖች ብቻ ተከፍተው ሰነዶቹ በንባብ ይሰማሉ፡፡

13. የተጫራቾች የቴክኒክ ሰነድ ተገምግሞ መስፈርቱን ያለፉና ያላለፉ ተጫራቾች ውጤትን እና የዋጋ መወዳደሪያ ሃሳብ የያዙ ኤንቨሎፖች መክፈቻ ጊዜን በደብዳቤ ለተጫራቾች ከተገለጸ በኋላ የጨረታ ዋጋ መክፈቻ ስነስርዓት ዕለት በቴክኒክ ያለፉ ተጫራቾች ብቻ የፋይናንስ ኤንቨሎፕ ይከፈታል፤

14. ኮሚሽኑ ጨረታውን በከፊልም ሆነ ሙሉ ለሙሉ የመሰረዝ መብቱ የተጠበቀ ነው፡፤

  3. Qualified Bidders are eligible to collect bid document.

ተጫራቾች የጨረታ ሰነዱን ይህ የጨረታ ማስታወቂያ ከወጣበት ቀን ጀምሮ ባሉት የስራ ቀናት ከታች በተጠቀሰው የኢሜይል አድራሻ ፍላጎታቸውን በማሳወቅ የጨረታ ሰነዱን ከኢትዮጵያ አየር መንገድ ግሩፕ ስትራቴጂክ ሶርሲንግ ክፍል በኢሜይል ማግኘት ይችላሉ፡፡

ተጫራቾች በጨረታው ደንብ መሠረት የመጫረቻ ሠነዳቸውን ከታች በተጠቀሰው የኢሜይል አድራሻ በመጠቀም እስከ ህዳር 29 ቀን 2013 ዓ.ም ከቀኑ 8:30 ሰዓት ድረስ መላክ አለባቸው፡፡
