REFERENCE: WASH IN SCHOOL FOR EVERYONE (WISE) PROJECT AGREEMENT BETWEEN SPLASH INTERNATIONAL AND ADDIS ABABA BUREAU OF EDUCTION, HEALTH, CONSTRUCTION, AND FINANCE

Splash International signed a multi-year project agreement with the Addis Ababa City Administration Bureau of Education, Health, Construction, and Finance to implement [1]School WASH program in 11 sub-cities. The project will improve and sustain access to WASH facilities and services in public schools benefiting about 500,000 children. The project will last for four years between Feb 2019- Dec 2022. To this end, Splash has received funding from Children’s Investment Found Foundation (CIFF), Hilton Foundation, Allegra, and China Foundation and expects to get more funding from other donors to finance water infrastructure works throughout the project period.

In line with this, Splash has planned to implement full WASH program in over 70 schools utilizing the design-build procurement method, in which the design and construction components are to be implemented by a single entity commonly known as design–build contractor.

Splash now invites eligible General Contractors (GC) and Water Works Contractors (WWC) of Grade-6 and above to indicate their interest for providing the intended services. Interested and eligible contractors must provide information indicating that they are qualified to perform the services (detail company profile, description/experience of similar assignments they have performed, list of skilled manpower planned to be deployed specifically for performing the task, construction equipment, and tools, evidence of previous accomplishments etc.).  Splash may conduct site visits to previously constructed sites as part of capacity assessment.

  1.  በኦሮሚያ ብሄራዊ ክልል በሰሜን ሸዋ ዞን በያያ ጉለሌ ወረዳ በግብርና እድገት ፕሮግራም (AGP2) ስር ለሚሰራው የግንባታ ስራዎች ለወረዳው የእርሻና ተፈጥሮ ሃብት ጽ/ቤት መስኖ ልማት ለ 2013 ዓ.ም በጀት አንድ የመስኖ ልማት ቦይ (ካናል) ልዩ ስሙ ቡርቃ ሰንበቴ ህጋዊ ተጫራቾችን በቀጥታ አወዳድሮ ለማሰራት ይፈልጋል፡፡ በዚሁ መሰረት ለመስኖ ልማት ግንባታ ስራው በውሃ ስራ ተቋራጭና ጠቅላላ ስራ ተቋራጭ (WWC and GC) መሆን ይጠበቅባቸዋል፡፡
  2. ተጫራቾች ለውድድር የሚያበቃ ከኮንስትራከሽን ከመሰረተ ልማት ሚኒስቴር የ2013 ዓ.ም በመስኩ የተሰማሩበትንና ከንግድ ኢንዱስትሪ የታደሰ ንግድ ፍቃድ ከገንዘብና ኢኮኖሚ ትብብር ሚኒስቴር የምስክር ወረቀት የዘመኑን ግብር የከፈሉና የተጨማሪ እሴት ታክስ ተመዝጋቢ የሆነና ሰነድ ማቅረብ የሚችሎ።

  •  ተጫራቾች በዘርፉ የተመዘገቡበት የንግድ ምዝገባ ምስክር ወረቀት፣ ለዘመኑ የታደሰ የንግድ ሥራ ፍቃድ፣ ግብር ከፋይነት ማስረጃ፣ የታደሰ ኮንስትራክሽን ብቃት ማረጋገጫ ምስክር ወረቀት፣ የዘመኑን ግብር ስለመክፈሉ ማረጋገጫ ፣ በመንግስት ግዥ ላይ መሳተፍ የሚችሉበት የአቅራቢነት ማስረጃና የቫት ምዝገባ ሰርተፊኬት ማቅረብ የሚችሉ ሆኖ ደረጃ GC7/RC-7 እና ከዚያ በላይ ያላቸው የጨረታ ሰነዱን ከሆሳዕና ከተማ አስተዳደር ህንፃ ፋይናንስና ኢኮኖሚ ልማት ጽ/ቤት ቢሮ ቁጥር 32 ይህ ማስታወቂያ ከወጣበት ቀን ጀምሮ እስከ 30ኛው ቀን 11:30 ሰዓት ድረስ የማይመለስ 300/ሦስት መቶ/ብር በሆሳዕና ከተማ ገቢዎች ቅ/ጽ/ቤት በመክፈል ባለፍቃዱ ወይም ህጋዊ ወኪል ኦርጅናልና አንድ ኮፒ የሰነድ ማስረጃ በመያዝ  መግዛት ይችላሉ። የጨረታ ሰነዱ የሚሸጠው ይህ ማስታወቂያ ከወጣበት ቀን ጀምሮ ባሉት 30 ተከታታይ ቀናት ሆኖ በ31ኛው ቀን ከጠዋቱ 4፡30 ታሽጎ በተመሳሳይ ቀን ከጧቱ 5፡00 ሰዓት ላይ ይከፈታል ፣31ኛው ቀን የስራ ቀን ካልሆነ በቀጣይ የስራ ቀን በተመሳሳይ ሰዓት ታሽጎ በተመሳሳይ ሰዓት ይከፈታል፣
  • ጨረታው የሚከፈተው ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው የውክልናውን ኦርጅናል ይዘው ሲቀርቡ የሚከፈት ይሆናል።

  • ማንኛውም ተጫራች ሥራውን የሚሰራበትን የግንባታ ቴክኒካል ክፍል አንድ ኦርጅናል፣ ሁለት ፎቶኮፒ፣ መደበኛ የጨረታ ሰነድ (SBD) ወይም የጨረታ ዝርዝር መረጃ ሠንጠረዥ (Bid Summision Shit) እና የጨረታ ማስከበሪያ/CPO/ እያንዳንዱን በፖስታ በማሽግ ለአንድ በሰም በታሸገ ቴክኒካል ፖስታ ላይ በማስገባት እንዲሁም የፋይናንሽያል ክፍል አንድ ኦርጅናል እና ሁለት ፎቶ ኮፒ እያንዳንዱን በፖስታ በማሽግ በአንድ በስም በታሸገ ፋይናንሻል ፖስታ ላይ በማስገባት በመጨረሻም ሁሉንም የጨረታ ሰነዶች በሌላ አንድ እናት ፖስታ በሰም በማሸግ፣ የአጫራች መስሪያ ቤት ስም፣ የፕሮጀክት ስም፣ የፓኬጅ ቁጥር፣ የፕሮጀክት ሳይት እና የድርጅት ስም በፖስታው ላይ በመጻፍ በሆሳዕና ከተማ አስተዳደር ህንፃ ፋይናንስና ኢኮኖሚ ልማት ጽ/ቤት ቢሮ ቁጥር 32 ለዚሁ ተብሎ በተዘጋጀው ሳጥን ውስጥ ይህ ማስታወቂያ ከወጣበት ቀን እስከ 31ኛው ቀን ከጠዋቱ 4:30 ድረስ ማስገባት ይኖርባቸዋል። በእጅ የተሞላ ሰነዶችን እንደ ኮፒ ማቅረብ ከጨረታ ውድድር ውጭ ያደርጋል። የጨረታ ዋጋ በሰነድ ላይ በተዘጋጀ ቦታ ብቻ መሞላት አለበት፣
  •  ሁሉም ተጫራች በጨረታ ሠነዱ እያንዳንዱ ገጽ ላይ የድርጅቱን ማህተም ማሳረፍና መፈረም አለበት።ይህ ካልሆነ ከጨረታ ሂደት ውጪ ያደርጋል::
  • ማንኛውም ተጫራች በሚያቀርበው ሰነድ ላይ አንድ ሐሰተኛ ሰነድ ቢገኝ ከጨረታ ሂደት ውጪ ከተደረገ በኋላ በህግ ተጠያቂ ይሆናል።
  •  በጨረታ ሰነድ ይዘት ላይ ቅሬታ ያለበት ማንኛውም ተጫራች ጨረታው ከመከፈቱ 10 ቀን በፊት ማቅረብ ይኖርበታል፤
  •  ጨረታው በሚከፈትበት ቀንና ሰዓት ተጫራች አለመገኘት የጨረታ አከፋፈት ሂደቱን አያስተጓጉልም፣

በዚሁ መሰረት በግንባታ ዘርፍ የተሰማራችሁ፣ ህጋዊ የታደሠ ፍቃድ ያላችሁና ቢያንስ ሶስት ዓመት የስራ ልምድ ያላቸው በጨረታው ለመሳተፍ የምትፈልጉ ደረጃ GC/BC 7 እና ከዚያ በላይ የሆናችሁ ኮንትራክተሮች ይህ ማስታወቂያ ከወጣበት ቀን ጀምሮ እስከ ሕዳር 23 ቀን 2013 ዓ.ም ከቀኑ 5፡00 ሰዓት ድረስ አዳማ ከተማ አዋሽ ባንክ ህንጻ 1ኛ ፎቅ ላይ በሚገኘው የመስሪያ ቤቱ ሶርሲንግ ክፍል በመቅረብ ስለጨረታው መረጃ ማግኘትና የማይመለስ ብር 100.00 (መቶ ብር) በመክፈል የጨረታውን ሠነድ በመግዛት መወዳደር የምትችሉ መሆኑን እናሳውቃለን፡፡

  6. ተጫራቾች የወሰዱትን የጨረታ ሰነድ ሲሞሉ ስርዝ ድልዝ ያለው ሰነድ ተቀባይነት የለውም፡፡

  8. መስሪያ ቤቱ የተሻለ ዘዴ ካገኘ ጨረታውን በሙሉም ሆነ በከፊል የመሰረዝ መብቱ የተጠበቀ ነው::

Ethiopian Shipping and Logistics Services Enterprise would like to invite interested and eligible bidders for Multipurpose building data center construction work. Upon fulfilling the following terms and conditions.

  1. Bidders who engaged in the sector shall present renewed trade license and registration, VAT registration, current tax clearance certificates, Tin number supplier list registration certificate with technical proposal.
  2. . Bidders who engaged in Renewed and relevant registration on the ministry of construction certification of competency for categories GC-6/BC-5 and above.
  3. The bid document shall be obtained from Ethiopian Shipping and Logistics Services Enterprise which is located on the former maritime building at 1st floor Office No 106 against payment of a non-refundable fee of Birr 200.00 (Two Hundred Birr) during office hours and obtain the bid document from 10th floor.
  4.  Bid document shall be accompanied with bid bond amount not less than 2% of the total price on the name of Ethiopian Shipping and Logistics Services Enterprise with technical Proposal in the form of unconditional bank guarantee or CPO that can be valid at least 73 days after bid opening If the amounts of bid security exceed 500,000 ETB the bidder shall reduce to 500,000 (five hundred thousand ETB).
  5. Bidders shall submit financial and technical offers separately.
  6. Bid document shall be submitted in the tender box of the above address on 8th floor on or before November 27/2020 at 2:00 pm and it shall be opened at 2:30 pm (afternoon) in the presence of bidders or their representatives.

The contractor should be well-experienced and accomplished construction of a building or related structures (like schools, health institutions…etc) at Different location of the Country.

  4. Interested bidders may purchase a complete set of bidding documents for each document upon payment of the non-refundable fee of Eth. Birr 300.00 from Horo Revenue Authority Office & for further information from HDANRO at the address given below.
  5. The bid shall be accompanied by a security of 1% (without Vat) of Eth. Birr in CPO delivered to HDANRO, insert & closed envelope in financial original envelopes.
  6. The bid shall be delivered to the HDADO Room No 2 on or before 22nd days from the date of Announcement on the Addis zemen newspaper and closed at 3:00 am local time and the bid will be opened on the same day at 3:30 Am local time in the presence of bidders or their representatives at Horo District Administration Office (HDAO). If the day is not a working day, the working day will be submitted at the same time.
  7. The bid has to be submitted according to the instruction stated in the bid document.
  8. The technical and financial documents shall be prepared in one original and two copies for each. The original and the copies shall be signed, stamped, and wax sealed in separate envelop clearly marking “Original, Copy 1 and Copy2” separately. Both Documents shall be signed, stamped, and wax-sealed in separate envelop clearly marking Financial Documents and Technical Documents. The general qualification Bid document must have submitted with one Envelope and signed, stamped, and wax-sealed for each project separately. Failure to do so would entail rejection the bid.
  9. Bidders have to visit the site and bring site evidence from District ANRO or from the project kebele according to the site visit format.
  10. The total completion of the work 120 calendar days and the bidder must prepare and submit the work schedule.
  11. Horo District Agriculture and Natural Resource Office (HDANRO) reserves the right to accept or reject any or all bids and annul the bidding process.

የኢትዮጵያ ብሮድካስቲንግ ኮርፖሬሽን TV STUDIO INTERIOR DESIGN AND INSTALLATION WORKS በሀገር አቀፍ በሁለት ደረጃ ጨረታ የመወዳደሪያ ሃሳብ እንዲያቀርቡ ይጋብዛል፡፡

በዚህም መሠረት በጨረታው ላይ ለመሳተፍ የሚፈልጉና ከዚህ በታች የተዘረዘሩትን መስፈርቶች የሚያሟሉ ሁሉ መወዳደር ይችላሉ፡፡

  1. ተጫራቾች ህጋዊና የዘመኑን ግብር የከፈሉና የታደሰ ንግድ ፈቃድ፣ የግብር ከፋይ መለያ ቁጥር (የቲን) ሰርተፊኬት፣ የተጨማሪ እሴት ታክስ ከፋይነት ምስክር ወረቀት ፤ የዘመኑን ግብር አጠናቀው የከፈሉበት መረጃ፣ የገንዘብና ኢኮኖሚ ልማት ሚኒስቴር የአቅራቢነት የምዝገባ የምስክር ወረቀት እና የመልካም ስራ አፈፃፀም ማስረጃዎች ያሏቸው ለመሆኑ ዋናውንና ፎቶ ኮፒውን ማቅረብ ይኖርባቸዋል፡፡
  2. ተጫራቾች የጨረታ ማስከበሪያ ማስያዝ ሳያስፈልጋቸው የጨረታውን ሰነዱን ማስታወቂያ ከወጣበት ቀን ጀምሮ ባሉት ተከታታይ የሥራ ቀናት ዘወትር በሥራ ሰዓት ከኢትዮጵያ ብሮድካስቲንግ ኮርፖሬሽን ግዥና ንብረት አስተዳደር ዲፓርትመንት በነፃ መውሰድ ይችላሉ፡፡
  3. የቴክኒክ መግለጫዎች አንድ ኦሪጅናል እና አንድ ኮፒ የጨረታውን ሥምና ቁጥር በመጥቀስ ከጨረታው መዝጊያ ቀንና ሰዓት በፊት በኮርፖሬሽኑ ዋናው መ/ቤት ለዚሁ በተዘጋጀው የጨረታ ሣጥን ማስገባት ይኖርባቸዋል፡፡የዋጋ ፕሮፖዛል በዚህ ደረጃ ላይ አያስፈልግም፡፡
  4. ተጫራቾች የጨረታ ማስታወቂያው በአዲስ ዘመን ጋዜጣ ታትሞ ከወጣበት ቀን ጀምሮ ባሉት ተከታታይ 21 ቀናት ከጠዋቱ 4፡15 ድረስ የጨረታ ሰነዳቸውን ማስገባት ይኖርባቸዋል፡፡
  5. ጨረታው ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት በ21ኛው ቀን ከጠዋቱ 4፡15 ላይ ተዘግቶ በዚሁ ዕለት ከጠዋቱ 4፡30 ይከፈታል፡፡
  6. የጨረታው መዝጊያና መክፈቻ ቀን ቅዳሜና እሁድ ወይም የበዓል ቀን ከሆነ በቀጣዩ የስራ ቀን ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ከጠዋቱ 4፡5 ተዘግቶ ከጠዋቱ 4፡30 ይከፈታል፡፡
  7. ኮርፖሬሽኑ የተሻለ ዘዴ ካገኘ ጨረታው በሙሉም ሆነ በከፊል የመሰረዝ መብቱ የተጠበቀ ነው፡፡

የጨረታ መለያ ቁጥር፡- NCB/GOV/N-CS004/2013

የአዲስ አበባ ውሃና ፍሳሽ ባለሥልጣን የዋናውን መ/ቤት ህንፃ የ3,300 ሜትር ካሬ ውሃ ስርገት መከላከል (water proofing) አገልግሎት ግዥ  በግልጽ ጨረታ አወዳድሮ ማሰራት ይፈልጋል፡፡

ስለሆነም ከዚህ በታች የተዘረዘሩትን መስፈርቶች የሚያሟሉ ድርጅቶችን  በጨረታው እንዲሳተፉ ይጋብዛል፡፡

  1. ተጫራቾች ዘወትር በሥራ ሰዓት መገናኛ ከሚገኘው ዋና መ/ቤት ምድር ቢሮ ቁጥር 113 በመገኘት ከላይ ለተጠቀሰው ግዥ የተዘጋጀውን  የጨረታ ሠነድ የማይመለስ ብር 200 (ሁለት መቶ ብር) በመክፈል መውሰድ ይችላሉ፡፡
  2. ማንኛውም ተጫራች በመንግስት የግዥና የንብረት ማስወገድ ኤጀንሲ  በዘርፉ በዕቃና አገልግሎት አቅራቢዎች ዝርዝር ውስጥ በድረ-ገፅ የተመዘገበ፣ ለዘመኑ ሕጋዊ እና የታደሰ የንግድ ፈቃድ፣ የተጨማሪ እሴት ታክስ ምዝገባ የምስክር ወረቀት፣ የግብር ከፋይ የምስክር ወረቀት እና የዘመኑን ግብር የከፈሉ እና ግብር የመክፈል ግዴታቸውን  የተወጡ መሆኑን የሚያረጋግጥ በግብር ሰብሳቢው ባለስልጣን የተሰጠ ማስረጃ በመወዳደሪያ ኤንቨሎፕ ውስጥ በማድረግ እስከ ጨረታው መዝጊያ ቀን ድረስ ማቅረብ ይኖርበታል፡፡
  3. ጨረታውን ለመሳተፍ ብር 20,000.00 (ሃያ ሺህ ብር) የጨረታ  ማስከበሪያ የሚሆን ቢያንስ ለ60 ቀናት ጸንቶ የሚቆይ በCPO ወይም በሁኔታ ላይ ያልተመሰረተ የባንክ ዋስትና ወይም በጥሬ ገንዘብ ማስያዝ ይኖርበታል፡፡ ይህንኑም እስከ ጨረታው መዝጊያ ቀን ድረስ ከዋናው ሠነድ ጋር በማያያዝ ለዚሁ በተዘጋጀው ሣጥን ውስጥ ማስገባት አለበት፡፡
  4. ተጫራቾች የመወዳደሪያ ሃሣባቸውን በአንድ ፖስታ (One envelope) /የቴክኒክ እና የዋጋ በአንድ ላይ የጨረታ ሰነዳቸውን ማቅረብ አለባቸው::
  5. አሸናፊው ተጫራች ላሸነፈበት ጠቅላላ ዋጋ የውል ማስከበሪያ 10%  ከውል በኋላ ማስያዝ ይኖርበታል፡፡
  6. የተጫራቾች የዋጋ ማቅረቢያ ሠነድ ለ60/ስልሣ/ ቀናት ፀንቶ የሚቆይ  መሆን አለበት፡፡ ከዚህ ያነሰ የጨረታ ዋጋ ፀንቶ መቆያ ጊዜ ያቀረበ  ተጫራች ከጨረታው ይሰረዛል፡፡
  7. የጨረታ ሠነዱን በሰሙ አስመዝግቦ ያልገዛ ማንኛውም ተወዳዳሪ  በጨረታው መሳተፍ አይችልም፡፡
  8. ጨረታው ህዳር 8 ቀን 2013 ዓም ከሰዓት በኋላ 8፡00 ሰዓት ተዘግቶ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት በዕለቱ በ8፡30  ሰዓት 4ኛ ፎቅ በመ/ቤቱ የስብሰባ አዳራሽ ይከፈታል፡፡ ከጨረታው መዝጊያ ሰዓትና ቀን ዘግይቶ የሚመጣ ማንኛውም የመወዳደሪያ ሠነድ ተቀባይነት የለውም፡፡
  9. የሚቀርበው ዋጋ የተጨማሪ እሴት ታክስን ያካተተ መሆን አለመሆኑን  በግልጽ ተለይቶ መቀመጥ አለበት፡፡ ይህንን ያልገለፀ ተወዳዳሪ ያቀረበው ዋጋ ተጨማሪ እሴት ታክስን እንዳካተተ ተደርጐ ይቆጠራል፡፡
  10.  ገዥው በጨረታ ሰነዱ ውስጥ የተጠቀሱትን አገልግሎት በ20%  የመጨመር ወይም በ20% የመቀነስ መብቱ የተጠበቀ ነው::
  11. የባለስልጣን መ/ቤቱ ጨረታውን በሙሉም ሆነ በከፊል የመሰረዝ መብቱ የተጠበቀ ነው::

በዚህ መሰረት ተጫራቾች መሟላት የሚገባቸው

  • በዘርፉ የተደሰ የንግድ ፋቃድ ያለው/ት
  • የንግድ መለያ ቁጥር ያለው/ያላት
  • የዘመኑን ግብር የከፈለ/ች
  • ተጨማሪ እሴት ታክስና ቫት ተመዝገቢ የሆነ/ች
  • የብቃት ማረጋገጫ ምስክር ወረቀት ያለው/ት
  • ጨረታውን ከመሙላቱ በፊት ሥራ የምሠራበት ቦታ ድረስ ሄዶ ማየት ይኖርባቸዋል
  • አንድ ተጫራች ከአንድ ሎት በላይ ማወዳደር አይችልም
  • ወቅታዊ የገበያ ዋጋ ትንታኔ ታሳቢ ያላደረገ ዋጋ ያቀረበ ተጫራች ኮስት ብሬክ ደወን እንዲያቀርብ ይደረጋል፡፡
  • የሂሳብ ስህተት ከ2% በላይም ሆነ በታች ከውድድሩ ውጪ ያደርጋል
  • በዘርፉ መልካም የሥራ ዋስትና ማቅረብ የሚችል/ትችል
  • ተጫራቾች የጨረታ ማስከበሪያ/በባንክ የተረጋገጠ/CPO/ከታወቀ ባንክ ጋራንት የሞላውን ዋጋ 2% ማቅረብ የሚችል፣
  • ተጫራቾች የጨረታውን ሰነድ (ዋጋ የተሞላበትን ሰነድ) ዋና እና ፎቶ ኮፒ የሥራ ማስረጃ ዋና እና ፎቶ በተለያየ ፖስታ በማሻግ ማቅረብ ይኖርባቸዋል፡፡
  • ተጫራቾች በእያንዳንዱ ጨረታ ሰነድ ላይ ፊርማ እና የድርጅቱን ማህተም ማስቀመጥ ይጠበቅባቸዋል፡፡
  • አሸነፊ የሆነው ደርጅት የጨረታ ማስከበሪያ ካሸነፈበት ጠቅላላ ዋጋ 10% በባንክ የተረጋገጠ የባንክ ጋራንት Bank grant/unconditional/ ማቅረብ ወይም ማስያዝ የሚችል፡፡
  • በቴክንካል ዶክሜንት ከ50% በታች የሆነ ተጫራች ፋይናንሻል አይከፈትም፡፡
  • ይህ ማስታወቂያ በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ 23 ተከታታይ ቀናት ውስጥ የማይመለስ ብር 30/ሠላሳ/ብቻ በመክፈል የጨረታውን ሰነድ ከጠምባሮ ወረዳ ፋ/ኢ/ል/ጽ/ቤት ቢሮ ቁጥር 11 በአካል ቀርበው መግዛት ይችላሉ፡፡ ተጫራቾች በጨረታ ሰነድ ላይ በቀረበው ዝርዝር መሰረት ዋጋውን ያለምንም ድልዝ ስርዝ በአሃዝና በፊደል በመሙላት በታሸገው ፖስታ ለዚሁ ጨረታ በተዘጋጀው ሳጥን ውስጥ በቀን 16/3/2013 በ8፡00 ሰዓት ማስገባት ይኖርባቸዋል፡፡
  • ጨረታው ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት በቀን 16/3/2013 ዓ.ም በ8፡00 ሰዓት ላይ ታሽጎ በዕለቱ በ8፡30 ሰዓት ላይ ይከፋታል፡፡

ማሳሰቢያ፡- ስለ ጨረታው መ/ቤቱ የተሻለ መንገድ ካገኘ ጨረታውን ሙሉ በሙሉ/በከፊል የመሰረዝ መብቱ የተጠበቀ ነው፡፡

  • የጨረታው ሰነድ ወይም ፋይናንሻል ዶክሜንት የሚከፈተው ቴክኒካል ተገምግሞ ካለቀ በኋላ በማስታወቂያ በተገለጸው ቀን ቴክኒካል ያለፉ ተጫራቾች ብቻ ባሉበት ይሆናል፡፡

  4. ተጫራቾች ሊሰራ ከሚፈለገው ስራ ጋር በዘርፉ ቀጥተኛ ወይንም ተዛማጅ እና በዘመኑ የታደሰ ሕጋዊ የንግድ ፈቃድ፣ የታደሰ የሙያ ብቃት  ማረጋገጫ ሰርተፍኬት፣ የንግድ ምዝገባ የምስክር  ወረቀት፣ የተጨማሪ እሴት ታክስ የምዝገባ የምስክር ወረቀት፣ የግብር ክሊራንስ የግብር (ጨረታ እንዲጫረቱ የሚል) የግብር ከፋይ መለያ  ቁጥር እና የመንግስት ግዥና ንብረት አስተዳደር ኤጀንሲ ድረ ገፅ በስራ ዘርፉ ተመዝጋቢ መሆን  አለባቸው::
  5. ተጫራቾች ዋጋ መውላት ያለባቸው ዩኒቨርሲቲው ባቀረበው የጨረታ ሰነድ ላይ ብቻ ነው:: እንዲሁም ስርዝ ድልዝዝ ያለው የጨረታ ሰነድ ተቀባይነት የለውም::
  6. ተወዳዳሪው (ተጫራቹ) ከሎት-1 እስከ ሎት-2 ለእያንዳንዱ ሎት በባንክ የተረጋገጠ የስራ ዋስትና ማስከበሪያ ሲፒኦ ብር 250,000.00 (ሁለት መቶ  ሃምሳ ሺህ ብር) ወይም በባንክ የተረጋገጠ የባንክ ጋራንቲ ብር 250,000.00 (ሁለት መቶ ሃምሳ ሺህ ብር ብቻ ) የ90 ቀናት ያህል ሊቆይ የሚችል  የስራ ዋስትና ማስከበሪያ ማስያዝ ይኖርባቸዋል፡፡
  7. ለሁሉም ሎት ተጫራቾች ለጨረታ ማስከበሪያ የተያዘው ገንዘብ በጨረታው ለተሸነፈ ድርጅት አሸናፊው ድርጅት ከአዋርድ ከተደረገ በኋላ ወዲያውኑ ይመለሳል፡፡
  8. ተጫራቾች በቀረበው ዝርዝር ስፔስፊኬሽን ወይንም bill of quantity መሠረት ማቅረብ የሚችሉ መሆን አለባቸው::
  9. አንዱ ተጫራች ባቀረበው ዋጋ ላይ ተንተርሶ ዋጋ ማቅረብ አይቻልም፡፡
  10. ከሎት-1 እስከ ሎት-2 ይህ የጨረታ ማስታወቂያ በጋዜጣ ከወጣበት ቀን ጀምሮ በ22ኛው ቀን ከጠዋቱ 4፡00 ሰዓት የጨረታ ሳጥኑ ታሽጎ በዕለቱ፡ ከጠዋቱ 4:30 ሰዓት ተጫራቾች (ህጋዊ ወኪሎቻቸው)  በተገኙበት በኮምቦልቻ  በሚገኘው የኢንስቲትዩቱ ግዥ ቡድን ቢሮ ቁጥር  302 የሚከፈት ይሆናል ፡፡
  11. ለሁሉም የጨረታ ሎት( ከሎት-1 እስከ ሎት-2) የሚከፈትበት ቀን የስራ ቀን ካልሆነ በቀጣይ ቀን ባለው የስራ ቀን በተራቁጥር 10 ላይ በተጠቀሰው የስራ ሰዓት የሚታሸግና የሚከፈት ይሆናል፡፡
  12. ስርዝ ድልዝ ያለው የዋጋመሙያሰነድ ተቀባይነት የለውም
  13. የተጫራች አለመኖር ፖስታው ተሟልቶ እስከተገኘ ደረስ ጨረታውን አያስተጓጉልም፡፡
  14. ቴክኖሎጂ ኢንስቲትዩቱ የተሻለ መንገድ ካገኘ  ጨረታውን በሙሉም ሆነ በከፊል የመሰረዝ መብቱ የተጠበቀ ነው፡፡
  15. ተጫራቾች ከዚህ የጨረታ ማስታወቂያ በተጨማሪ ከጨረታ ሰነዱ ጋር የተያያዘውን  የተጫራቾች መመሪያ ባለማንበብ እና ባለመገንዘብ (ባለመረዳት) ለሚከሰተው ችግር ዩኒቨርሲቲው ተጠያቂ አይሆንም ፡፡
  16. ጨረታው ፀንቶ የሚቆየው 60 ቀናት ያህል ብቻ ነው፡፡
  17. ተጨማሪ ማብራሪያ ካስፈለገ በአካል በመቅረብ ወይም

  1. The Organization for Rehabilitation and Development in Amhara (ORDA) has a plan to aluminum window, aluminum door and aluminum hand rail and baluster Work purchase including the supply of all necessary materials based on the attached design and specification in the bid document, the work place is at Bahirdar city Hidasie kebele ORDA garage building.
  2. The Organization for Rehabilitation and Development in Amhara (ORDA) invites eligible bidders for the aluminum window and aluminum door work purchase including the supply of all necessary materials.
  3. Bidders submit appropriate documentary evidence demonstrating its compliance, which shall include:
    • Valid and renewed trade license (የግንባታ ማጠናቀቅ ተቋራጭነት ስራ ፈቃድ ያላቸው ተጫራቾች ብቻ) )
    • VAT registration certificate issued by the tax authority,
    • Trade registration certificate and other necessary legal documents
  4. Bid must be delivered to the Address in a sealed envelope within 10 working days below at 7(b) at the end of 10 working days before 2:00 pm
  5. All bids must be accompanied by a bid security of 2% from the total amount of bid price in the form of CPO or Unconditional Bank guarantee only.

በምስራቅ ጎጃም ዞን በእነብሴ ሳር ምድር ወረዳ ገንዘብ ኢኮኖሚ ትብብር ጽ/ቤት የግዥና ንብረት አስተዳደር ቡድን ለእነብሴ ሳር ምድር ወረዳ ት/ጽ/ቤት ለዝብቲት የመ/ደ/ት/ቤት አገልግሎት የሚውል አንድ ብሎክ የወንዶች መፀዳጃ ቤት አንድ ብሎክ የሴቶች መፀዳጃ ቤት እና አንድ ብሎክ የሴት ተማሪዎች የንፅህና መጠበቂያ ክፍል እና ለእኔሣ የመ/ደ/ት/ቤት አንድ ብሎክ የወንዶች መፀዳጃ ቤት አንድ ብሎክ የሴቶች መፀዳጃ ቤት እና አንድ ብሎክ የሴት ተማሪዎች የንፅህና መጠበቂያ ክፍል በግልጽ ጨረታ አወዳድሮ ማሰራት ይፈልጋል፡፡ በዚህም መሰረት ተጫራቾች፡-

  1. በዘመኑ የታደሰ ንግድ ፈቃድ ማቅረብ ይኖርባቸዋል፡፡
  2. የንግድ ምዝገባ የምስክር ወረቀት ማቅረብ ይኖርባቸዋል፡፡
  3. ተጫራቾች የሚጫረቱበት ጥቅል ዋጋ ከ200 ሺህ ብር በላይ ከሆነ የተጨማሪ እሴት ታክስ ተመዝጋቢ መሆናቸው የሚያረጋግጥ የምዝገባ የምስር ወረቀት ማቅረብ ይኖርባቸዋል፡፡
  4. ተጫራቾች የግብር ከፋይ መለያ ቁጥር /ቲን/ ማቅረብ ይኖርባቸዋል፡፡
  5. ተጫራቾች ደረጃ 9 እና ከዚያ በላይ መሆን አለባቸው፡፡
  6. ጨረታውን ለመሳተፍ የሚፈልግ ተጫራች የማይመለስ ብር 50.00 ብቻ በመክፈል ጨረታው በጋዜጣ ከወጣበት ቀን ጀምሮ ዘወትር በስራ ሰዓት እስከ 7/3/2013 ዓ.ም 3፡00 ድረስ በእነብሴ ሳር ምድር ወረዳ ገገንዘብ ኢኮኖሚ ልማት ጽ/ቤት ፋይናስ ቡድን ቢሮ ቁጥር 7 ድረስ በመቅረብ ወይም በህጋዊ ወኪሎቻቸው ከተጫራቾች መመሪያ ጋር የጨረታ ሰነዱን መግዛት ይችላሉ፡፡
  7. ተጫራቾች ለእያንዳንዱ እቃ በሚያቀርቡት ዋጋ ላይ የተጨማሪ እሴት ታክስ /ቫት/ በማካተት በእያንዳንዱ ገጽ ፊርማና ማህተም በማድረግ ኦርጅናልና ኮፒውን በተለያዩ ፖስታዎች በማሸግ በፖስታው ላይ የድርጅቱን ስም፣ አድራሻ ፣ ፊርማ ፣ ማህተም በማድረግና የጨረታ ማስከበሪያ ለብቻ በማሸግና ሶስቱን ፖስታዎች በአንድ ትልቅ ፖስታ በማሸግና ከላይ የተጠቀሰውን አድራሻ በሙሉ በማጠቃለል ፖስታው ላይ በመጥቀስ በአማራ ብሔራዊ ክልላዊ መንግስት በምስራቅ ጎጃም ዞን በእነብሴ ሳር ምድር ወረዳ ገንዘብ ኢኮኖሚ ትብብር ጽ/ቤት በግዥና ንብረት አስተዳደር ቡድን ቢሮ ቁጥር 7 በተዘጋጀው የጨረታ ሳጥን ውስጥ ማስገባት ይኖርባቸዋል፡፡
  8. ጨረታውን በ8/3/2013 ዓ.ም በ16ኛው ቀን እስከ 3፡00 ድረስ በተዘጋጀው የጨረታ ሳጥን ማስገባት የሚችሉና ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ወይም ባይገኙም ታሽጎ በ3፡30 ይከፈታል፡፡ የመክፈቻ ቀኑ የስራ ቀን ካልሆነ በቀጣዮ የስራ ቀን ከላይ በተገለጸው ሰዓት ይከፈታል፡፡
  9. ተጫራቾች በጨረታ ላይ ያላቸውን አስተያየት የጨረታ ቀኑ ከማለቁ 1 ቀን በፊት ለጽ/ቤቱ በስልክም ሆነ በአካል አቤቱታ ማቅረብ ይኖርበታል፡፡
  10. ተጫራቾች ለሚወዳደሩበት የጨረታ አይነት የጨረታ ማስከበሪያ የጠቅላላ ዋጋውን 1.5 በመቶ እና በላይ ሆኖ የቫት ተመዝጋቢ ተወዳዳሪዎች ከሆኑ የሚያሲዙት የጨረታ ማስከበሪያ ከነቫቱ መሆኑን እና እንደ ተጫራቾች ምርጫ በባንክ በተረጋገጠ ሲፒዮ ወይም በባንክ በተረጋገጠ ሌተር ኦፍ ክሬዲት ወይም በሁኔታዎች ላይ ያልተመሰረተ የባንክ ዋስትና ወይንም በጥሬ ገንዘብ ማስያዝ ይኖርባቸዋል፡፡ በጥሬ ገንዘብ የሚያሲዙ ከሆነ በመ/ቤታችን ገንዘብ ያዥ ጥሬ ገንዘቡን በመሂ/1 ገቢ በማድረግ ገቢ ያደረጉበትን ደረሰኝ ኮፒ አያይዘው ማቅረብ ይጠበቅባቸዋል፡፡
  11. ጨረታውን ለማዛባት የሚሞክር ተጫራች ካለ ከጨረታ ውጭ ሆኖ ለጨረታ ማስከበሪያ ያስያዘው ብር ለመንግስት ገቢ ይሆናል፡፡
  12. መ/ቤቱ የተሻለ መንገድ ካገኘ ጨረታውን ሙሉ በሙሉም ሆነ በከፊል የመሰረዝ መብቱ በህግ የተጠበቀ ነው፡፡

Submission Date:ማንኛውም ተጫራች የጨረታ ሃሳቡን በጥንቃቄ በታሸገ ፖስታ በግዥ እና ንብረት አስ/ደ/የስራ ሂደት ቢሮ በተዘጋጀው የጨረታ ሳጥን ዘወትር በስራ ሰዓት ይህ የጨረታ ማስታወቂያ ከወጣበት ቀን ጀምሮ ለተከታታይ 16 ቀን 4፡00 ሰዓት ድረስ ማስገባት ይኖርባቸዋል፡፡ ጨረታው ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት በግዥ እና ንብ/አስ/ደ/የስራ ሂደት ክፍል በ16ኛው ቀን በ4፡30 ይከፈታል፡፡
የጨረታ መዝጊያው ቀን እሁድና ቅዳሜ ወይም የበዓል ቀን ከሆነ በቀጣዩ የስራ ቀን 4፡00 ታሽጎ 4፡30 ይከፈታል፡፡

ግልፅ ጨረታ ማስታወቂያ

በሰሜን ሸዋ በሞጃና ወደራ ወረዳ በሚገኘው የጋውና ጤና አጠባበቅ ጣቢያ ለ2013 በጀት ዓመት ለተለያዩ የግንባታ አይነቶች የሚውሉ

  • የተለያዩ የግንባታ እቃዎችን፣
  • የግንባታ የአጥር ስራ
  • የቢሮ እቃ የጽዳት ፣
  • የህትመት
  • የኤሌክትሮኒክስ እቃዎች፣
  • የኤሌክትሪክ መለዋወጫ እቃዎች
  • የተሽከርካሪ መለዋወጫ
  • የጀኔሬተር ጥገና የሞተር ጥገና ለድጋፍ ሰጭ እና
  • ለባለሙያተኞች የደንብ ልብስ በጋዜጣ በግልፅ ጨረታ አወዳድሮ መግዛት እና ማሰራት ይፈልጋል፡፡

ስለዚህ የሚከተሉትን መስፈርቶች የምታሟሉ ተጫራቾች መወዳደር የም ትችሉ ሲሆን፡-

  1. በዘመኑ የታደሰ ንግድ ፈቃድ ያላቸውና የግብር ከፋይ መለያ ቁጥር /ቲን ናምበር/ ያላቸው፡፡
  2. የግዥ መጠን ብር 50 ሺህ እና በላይ ከሆነ ተጨማሪ እሴት ታክስ /ቫት/ ከፋይነት የተመዘገቡ መሆናቸውን የማረጋገጫ የምስክር ወረቀት ማቅረብ የሚችሉ፣
  3. ተጫራቾች በጨረታ ለመሳተፍ ከላይ በተራ ቁጥር 1-2 የተጠቀሱትን እና ይጠቅማኛል የሚሉትን ማስረጃ ፎቶ ኮፒ በማድረግ ከመጫረቻ ሰነዶቻቸው ጋር አያይዘው ማቅረብ ይኖርባቸዋል፡፡
  4.  በግንባታ ዘርፍ ለሚወዳደሩ ተወዳዳሪዎች ከደረጃ /6/ በላይ የታደሰ የብቃት ማረጋገጫ ሰርተፍኬት ማቅረብ አለባቸው፡፡
  5. የእቃዎችን እና የግንባታ አይነት ዝርዝር መግለጫ /እስፔስፍኬሽን/ ከጨረታ ሰነዱ ማግኘት ይችላሉ፡፡
  6. ለእያንዳንዱ ሰነድ የማይመለስ 50 ብር ብቻ በመክፈል ግዥ እና ንብረት አስተዳደር ስር ደጋፊ የስራ ሂደት ከዋና ገንዘብ ያዝ ማግኘት ይችላሉ፡፡
  7. ተጫራቾች የጨረታ ማስከበሪያ ዋስትና /ቢድ ቦንድ/ ለሚወዳደሩብት ብር ወይም የእቃውን ወይም የግንባታውን ጠቅላላ ዋጋው 1 በመቶ በባንክ በተረጋገጠ የክፍያ ትዕዛዝ /ሲፒኦ/ ወይም በሁኔታ ላይ ያልተመሰረተ የባንክ ዋስትና ወይም በጥሬ ገንዘብ በመ/ቤቱ መሂ ማስያዝ አለባቸው፡፡
  8. ማንኛውም ተጫራች የጨረታ ሃሳቡን በጥንቃቄ በታሸገ ፖስታ በግዥ እና ንብረት አስ/ደ/የስራ ሂደት ቢሮ በተዘጋጀው የጨረታ ሳጥን ዘወትር በስራ ሰዓት ይህ የጨረታ ማስታወቂያ ከወጣበት ቀን ጀምሮ ለተከታታይ 16 ቀን 4፡00 ሰዓት ድረስ ማስገባት ይኖርባቸዋል፡፡ ጨረታው ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት በግዥ እና ንብ/አስ/ደ/የስራ ሂደት ክፍል በ16ኛው ቀን በ4፡30 ይከፈታል፡፡
  9. በጥንቃቅን እና አነስተኛ ለተደራጁ ተጫራቾች በመመሪያው መሰረት ድጋፍ ይደረግላቸዋል፡፡
  10.  መ/ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውን በከፊልም ሆነ በሙሉ የመሰረዝ መብቱ የተጠበቀ ነው፡፡
  11. በጨረታው ለመሳተፍ የሚፈልጉ ስለጨረታው ዝርዝር መረጃ ከፈለጉ 033 89 94 860 ወይም 09 20 86 72 19 ደውሎ መረጃ ማግኘት ይችላሉ፡፡
  12. የጨረታ መዝጊያው ቀን እሁድና ቅዳሜ ወይም የበዓል ቀን ከሆነ በቀጣዩ የስራ ቀን 4፡00 ታሽጎ 4፡30 ይከፈታል፡፡
  13. አድራሻ በአብክመ የሰሜን ሸዋ ዞን ከደ/ብርሃን 100 ኪ.ሜ ወደ ደሴ መስመር ከሚወስደው መንገድ ጣርማ በር ዋሻ ወደ ም ዕራብ በ40 ኪ.ሜ ገባ ብሎ፡፡
