  7.  A complete set of Bidding Documents may be purchased as of the first announcement date of the bid on Newspaper up to the bid closing date and time at the address given below by interested eligible bidders on the submission of a WRITTEN APPLICATION, VAT REGISTRATION CERTIFICATE, MINISTRY OF WORKS & URBAN DEVELOPMENT REGISTRATION CERTIFICATE, TRADE LICENSE at the address below at 7(b) & upon payment of a non-refundable fee of 300 ETB (Three hundred birr).

VSF Germany, an International Non Governmental Organization, invites interested contractors to carry out drilling of one borehole at Fejej Kebele, Dassenech Woreda of South Omo Zone, SNNPR for the project entitled “Omo Delta Project-Expanding the Rangeland to Achieve Growth and  Transformation” in South Omo, SNNPR.

  1. Bid document can be obtained from VSF Germany country office located in Addis Ababa, Yeka Sub city, Woreda 7, House No. 749, around Wuha Limat, behind Holiday Hotel, tel. +2516662451/0911164089 from December 17, 2020 to December 28, 2020 during working hours, 8:30am-12:30pm and 2:00pm – 5:00pm by paying non-refundable fee of 100.00 Birr.

  3. Eligible water well drilling general contractors or GC or WC of Grade 5 and above are invited to take part in the bid upon submission of copies of all relevant renewed licenses, VAT & tax payer’s registration certificate.

Bidders should submit their offers in sealed envelope to VSF Germany office on or before December 29, 2020 until 2:00 pm and must be accompanied by tender guarantee amounting to one (1%) of total bid offer with VAT in the form of only CPO at least for two months from the date of bid opening. Any other form of tender guarantee will not be acceptable.
  6. Note: CPO must be attached in the original technical document.

Benishangul Gumuz Regional State Mao & komo Special Woreda Agriculture and Natural Resource Office has received fund from the World Bank (WB) toward the cost of Developmental Response to Displacement  Impact Project (DRDIP) and it intends to apply part of the fund to the payments under the contract for Procurement of Mao Komo Special woreda Mimi Yakobo, Wetsie Wedesa & Tsotsora Kebele Shallow Wells Drilling & construction Projects. The wereda invites sealed bids for interested, eligible and qualified bidders for the following projects to finance through its World Bank project “Development Response to Displacement Impact Project (DRDIP)”

1. LOT ONE:-Construction and Drilling of Shallow Well at Mimi Yakobo, Wetsie Wedesa & Tsotsora Kebele. The eligible bidder mus possess a construction license category/WWGC5/ WWC-5 & above from Ministry of Water, Irrigation & Energy.

2. Bidding will be conducted through the national competitive bidding (NCB) procedures as specified in the world Banks Procurement Guideline: procurement under IBRD Loans and IDA credits (current edition), and is open to all eligible bidders as defined in the guideline.

3. Interested eligible bidders may obtain further information from Benishangul Gumuz Regional State finance bureau inspect the Bidding Documents at the address given below from 8:30 AM to 5:30 PM of official working days.

4. The bid is open to all eligible bidders fulfilling the following requirements:

4.1. The bidder must possess a construction license of WWGC/WWC-5 and above that has been renewed for the budget year 2013 E.C.

4.2. A Certificates of Registration for VAT, TIN and Suppliers Registration

4.3. A Certificates of Registration at the Ministry of Water Irrigation and Energy as well as Regional line Bureaus for the year 2013 E.C

7.   • ተጫራቾች በየሎት የዋጋ ማቅረቢያውን ሠነድ እና ቴክኒካል ሰነድ ኦሪጅናሉን በአንድ ላይ በማሸግ የኦሪጅናሉን 2 ኮፒ ለየብቻው በማሸግና የድርጅቱስም፧ ፊርማ እና ማህተምተደርጎ ለዚህ በተዘጋጀ የጨረታ ሣጥን መጨመር ይኖርባቸዋል፡፡

INVITATION FOR RE-TENDER

Construction of two new Animal Health Posts and Construction of three new Fish Cooperative Houses in South Omo Zone of Hammer, Dassenech and Nyangatom Woredas

1. VSF Germany, is an International Non-Governmental organization invites interested bidders to undertake the construction of two (2) new Animal Health Posts and construction of three (3) new Fish Cooperative Houses in South Omo Zone of Hammer, Dassenech and Nyangatom Woredas supply for the project entitled “Omo Delta ProjectExpanding the Rangeland to Achieve Growth and Transformation” as follows

  • LOTI – Construction of one new animal health post and related facilities in Hamer Woreda
  • Lot II – Construction of one new animal health post and related facilities and construction of one new Fish Cooperatives House and related facilities in Nyangatom Woreda
  • LOT III – Construction of two New Fish Cooperative House and related facilities in Dassenech and Woreda

2. Bidders can bid for Lot one, Lot two, Lot three or all Lots.

3. The tenderers are expected to construct the intended construction facilities with the required design and specifications as the detail indicated in the bid document. Sub-contracting out of the assignment is strictly forbidden.

4. Financing by European Commission

5. Eligible contractors (GC/WC) of grade 6 and above are invited to take part in the bid upon submission of copies of all relevant renewed licenses, VAT & tax payer’s registration certificate.

6. Tendering will be conducted through open local tender procedure.

7. The tender document can be obtained from December 14 to December 28, 2020 during office hours; from South Omo Zone, AFD field Coordination Office in Jinka, tel.0467751104, mobiles 0909987788 or 0903073140 free of charge.

8. All bids must be accompanied by a tender guarantee amounting to one percent (1%) of the total bid amount including VAT in the form of C.P.O. Any other form of tender guarantee shall not be acceptable.

9. All bid documents must be submitted one original marked “original” and one copy signed in the same way as the original and marked “copy” by stating the title, separately for each lot, with wax-sealed envelope at or before 2:00 P.M. (afternoon) on Tuesday, December 29, 2020_to AFD field Coordination Office in Jinka. The technical and financial offer must be placed together in a sealed envelope.

10. Bids will be opened in the presence of tenderers and/or their official representatives who wish to attend at AFD field Coordination Office in Jinka, on Tuesday, December 29, 2020 at 2:30 PM (afternoon).

11. Failure to comply with any of the conditions indicated above will result in automatic rejection.

12. The Organization reserves the right to accept or reject any or all bids.

ስለዚህ፡– :

  1. ተጫራቾች አግባብነት ያለው ለዘመኑ የታደሰ በመስኩ የተሰማሩበት የንግድ ስራ ፍቃድ፣ ፣ የንግድ ምዝገባ ምስክር ወረቀት ፤ የተጨማሪ እሴት ታክስ ምዝገባ ሰርተፊኬት፣ የግብር ከፋይ ሰርተፊኬት እና በገንዘብ ሚኒስቴር የአቅራቢዎች ዝርዝር ላይ ስለመመዝገቡ ማስረጃ ሊሆን የሚችል ሰርተፊኬት (online PPA supplier list registration certificate) ማቅረብ ይኖርባቸዋል፡፡ ተጫራቾች የጨረታውን ሠነድ የማይመለስ ብር 100.00 /አንድ መቶ ብር/ በመክፈል ይህ ማስታወቂያ መጀመሪያ በጋዜጣ ከወጣበት ቀን ጀምሮ እስከሚዘጋበት ጊዜ ድረስ ባሉት የሥራ ቀናት ከባለሥልጣኑ መ/ቤት የፋይናንስ አስተዳደር ዳይሬክቶሬት 1ኛ ፎቅ ቢሮ ቁጥር 135 መውሰድ ይችላሉ፡፡
  2. ማንኛውም ተጫራች የጨረታ ማስከበሪያ ዋስትና ወይም በባንክ በተረጋገጠ የክፍያ ማዘዣ (CPO) ወይም ከታወቀ ባንክ የቀረበ የጨረታ ማስከበሪያ ዋስትና (Bid Bond) ከመጫረቻ ሰነዳቸው ጋር ማቅረብ ይኖርባቸዋል፡፡ ተጫራቾች የሚያቀርቡት የጨረታ ማስከበሪያ መጠን ከላይ በሠንጠረዥ በተገለፀው መሠረት ሲሆን ለሁለቱም ሎት የሚሳተፉ በድምሩ ብር 29,000.00/ሃያ ዘጠኝ ሺ ብር/ ማቅረብ አለበት። ከባንክ የሚቀርበው የጨረታ ማስከበሪያ ዋስትና (Bid Bond) ለ90 ቀናት ፀንቶ የሚቆይ መሆን ይኖርበታል፡፡
  3. ማንኛውም ተጫራች የመጫረቻ ሰነዱን በታሸገ ኤንቨሎፕ በማድረግ ከላይ በሰንጠረዥ የጨረታ መዝጊያ ተብሎ እስከ ተጠቀሰው ቀንና ሰዓት በባለሥልጣኑ መ/ቤት 1ኛ ፎቅ ቢሮ ቁጥር 109 በተዘጋጀው ሳጥን ውስጥ ማስገባት አለባቸው፡፡
  4.  ጨረታው ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በሚገኙበት ከላይ በሰንጠረዥ የጨረታ መክፈቻ ተብሎ በተጠቀሰው ቀንና ሰዓት በባለሥልጣኑ ዋና መ/ቤት ይከፈታል፡፡

ባለስልጣን መስሪያ ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውን በሙሉም ሆነ በከፊል የመሠረዝ መብቱ የተጠበቀ ነው።

  1. ሎት 01 ቀበሌ 08 የስፖርት ሜዳ ግንባታ ሥራ በፓኬጅ ቁጥር D/Berhan/ CW-01/2020/21 በከተማ ከተመደበ በጀት በጠቅላላ ሥራ ተቋራጭ /GC/ ደረጃ 8 እና በላይ የሆኑ ስራ ተቋራጮችን
  2. ቀበሌ 07 ከመምህራን ኮሌጅ አጥርና የበሬሣ ወንዝ አጠገብ የችግኝ ጣቢያ ግንባታ ሥራ ፓኬጅ ቁጥር D/Berhan/ullDP/CW-O8/2020/21 በuiilDP በጀት በጠቅላላ ሥራ ተቋራጭ (Cር/ ወይም በህንፃ ሥራ ተቋራጭ /EC/ ደረጃ 8 እና በላይ የሆኑ ሥራ ተቋራጮችን በግልፅ ጨረታ አወዳድሮ ማሰራት ይፈልጋል፡፡ ስለዚህ በዘርፉ ፈቃድ ያላቸው እና የታደሰ የሙያ ብቃት ማረጋገጫ ማቅረብ የሚችል የሚከተሉትን መሥፈርቶች የሚያሟሉ ተወዳዳሪዎች በጨረታ መሳተፍ ይችላሉ፡፡

1.በ2013 በጀት ዓመት የታደሰ የንግድ ሥራ ፈቃድ ያላቸው

2 የግብር ከፋይ መለያ ቁጥር / yin Number/ ያላቸው

3 የግዥ መጠኑ ከብር 200000 /ሁለት መቶ ሺህ ብር/ እና በላይ ከሆነ የተጨማሪ እሴት ታክስ ቫት/ ከፋይነት የተመዘገቡ መሆናቸውን የሚያረጋግጥ የምሥክር ወረቀት ማቅረብ የሚችል፣

4 ተጫራቾች ከአማራ ክልል ወጭ የንግድ ፈቃድ ያላቸው ከሆነ የታደሰ የፌዴራል የሙያ ብቃት ማረጋገጫ ምሥር ወረቀት ማቅረብ አለባቸው፡፡

5 ተጫራቾች በጨረታ ለመሳተፍ ከተራ ቁጥር 1-4 የተጠቀስ-ተን ማስረጃዎች ፎቶ ኮፒ ከመጫረቻ ሰነዶች ጋር አያይዘው ማቅረብ አለባቸው፡፡ ተጫራቾች የመጫረቻ ዋጋቸውን መ/ቤቱ ባዘጋጀው የጨረታ ዋጋ ማቅረቢያ ቅፅ ሞልተው ማቅረብ አለባቸው፡፡ የግንባታዎቹን የሥራ ዝርዝር መግለጫ Specification/እና መወዳደሪያ መሥፈርቶቹን ከጨረታ ሰነዱ ማግኘት ይችላሉ።

7 በጨረታው ሰነድ ላይ ሥርዝ ድልዝ ወይንም ለመለየት እሻሚ የሆነ ዕሁፍ መኖር የለበትም፡፡

8 ተጫራቾች የጨረታ ሰነዱን ከግዥ ፋይናንስ ንብረት አስተዳደር ደጋፊ የሥራ ሂደት ቢሮ ቁጥር 23 ድረስ በመምጣት ለእያንዳንዱ ጨረታ የማይመለስ ብር 50 /ሃምሳ ብር/ በመክፈል የጨረታ ሰነዱን ገዝተው መጫረት ይችላሉ፡፡

9 ተጫራቾች ለ30 ተከታታይ ቀናት ፀንቶ የሚቆይ የጨረታ ማስከበሪያ ዋስትና /ቢድ ቦንድ/ ለተቁ1 ብር 15000 /አስራ አምስት ሺህ ብር/ ለተ.ቁ2 ብር 10000 /አሥር ሺህ ብር/ በባንክ በተረጋገጠ የከፍያ ትዕዛዝ ሲፒኦ ወይም ስሁኔታ ላይ ያልተመሠረተ የባንክ ዋስትና | ጋራንት/ በሥማቸው ለደብረብርሃን ከተማ አስተዳደር ከተማ ልማት ቤቶችና ኮንስትራከሽን አገልግሎት ጽ/ቤት በሚል አድራሻ ከኦርጅናል ሰነዱ ጋር አብሮ ማቅረብ አለባቸው፡፡

10. ማንኛውም ተጫራች ለሚወዳደሩበት የግንባታ ጨረታ ህጋዊ ማስረጃዎቹን እና የጨረታ ሰነዱን በአንድ ላይ በማድረግ በጥንቃቄ ስታር ፖስታ በደ/ብርሃን ከተማ አስተዳደር ከተማ ልማት ቤቶችና ኮንስትራክሽን አገልግሎት ጽ/ቤት ግ/ፋ/ን/አስ/ቡድን ቢሮ ቁጥር 29 በተዘጋጀው የጨረታ ሣጥን ዘወትር በሥራ ሰዓት ማስታወቂያው በጋዜጣ በግልፅ ጨረታ ከወጣበት እለት ጀምሮ በ30 ተከታታይ ቀናት ውስጥ ማስገባት ይኖርባቸዋል፡፡

11.ጨረታው በጋዜጣ ግልፅ ጨረታ ከወጣበት ቀን ጀምሮ በ31ኛው ቀን ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት በደ/ብ/ከ/ እስ/ከ/ል/ቤ/ኮ/አገ/ጽ/ቤት ግ/ፋ/ን/አስ/ቡድን ቢሮ ቁጥር 29 በ4፡ 00 ሰዓት ታሽጎ በዚሁ እለት ከጠዋቱ 4፡30 ሰዓት ይከፈታል። ዕለቱ ቅዳሜ፣ እሁድ ወይም የህዝብ በዓላት ከሆነ በሚቀጥለው የሥራ ቀን ከጠዋቱ በ4፡00 ሰዓት ታሽጎ በዚሁ እለት 4፡30 ይከፈታል፡፡ ሆኖም ተጫራቾች በራሳቸው ምከንያት ባይገኙ የጨረታው ፖስታ ተሟልቶ ከተገኘ እንዲከፈት በማድረግ ውድድሩ ይካሄዳል።

12. አሸናፊው ተጫራች ውጤት ከተለፀበት ቀን ጀምሮ ከ5 የሥራ ቀን በኋላ ባሉት 5 ተከታታይ ቀናት ውስጥ የሚፈለጉበትን ማስረጃዎች በማቅረብ ውለታ መፈፀም ይኖርበታል፡፡

13 በጨረታው አሸናፊ የሆነ የውል ማስከበሪያ ያሸነፈበትን ጠቅላላ ዋጋ 10 በመቶ /10%/ በባንክ በተረጋገጠ የክፍያ ትዕዛዝ / ሲፒኦ/ CPO/ ወይም በሁኔታ ላይ ያልተመሠረተ የባንክ ዋስትና ማስያዝ ይኖርበታል፡፡

14 መ/ቤቱ የተሻለ ዘዴ ወይም አማራጭ ካገኘ ጨረታውን ሙሉ በሙሉ ወይም በከፊል የመሠረዝ መብት አለው።

15 በማስታወቂያው ያልተገለፁ ነገሮች ቢኖሩም በግዥ መመሪያው መሠረት ተፈፃሚ ይሆናል፡፡

16. ተጫራች ተጨማሪ ማብራሪያ ከፈለጉ ከሰኞ እስከ ዓርብ ባሉት ቀናት ዘወትር በሥራ ሰዓት በስልክ ቁጥር 011 681 2717/28 57 ላይ በመደወል መጠየቅ ይችላሉ፡፡

የግዥ ጨረታ ማስታወቂያ

ቁጥር 001/2013

በደቡብ ግብርና ምርምር ኢንስቲትዩት የወራቤ ግብርና ምርምር ማዕከል በ2013 በጀት ዓመት በምዕራብ አዘርነት በርበሬ ወረዳ የሚገኘውን ጃረሞ የብዜት ጣቢያ በወንፊት ሽቦ (wire mish) አጥር ለማሳጠር ደረጃ 9 በላይ የግንባታ ፍቃድ ያላቸውን ድርጅቶችን በግልፅ ጨረታ አወዳድሮ ማሰራት ይፈልጋል።

ተጫራቾች፡-

  1. በተጠቀሰው የሥራ ዘርፍ ፈቃድ ያላቸውና የዘመኑን ግብር የከፈሉ
  2. የተጨማሪ እሴት ታክስ ተመዝጋቢ የሆኑና ማስረጃዎቹን ፎቶ ኮፒ ማቅረብ የሚችሉ።
  3. የንግድ ፍቃድና የስራ ፍቃድ ለ2013 በጀት ዓመት የታደሰ ማቅረብ የሚችሉ
  4. የጨረታ ማስከበሪያ የሚመለስ 5000/አምስት ሽህ ብር/ በባንክ በተረጋገጠ CPO ማስያዝ የሚችሉ።
  5. ተጫራቾች ሰነዱን ከወራቤ ግብርና ምርምር ማዕከል በመምጣት ለሰነዱ የማይመለስ ብር 50 (ሃምሳ ብር) ብቻ በመክፈል መግዛት የሚችሉ መሆኑን እያሳወቅን የጨረታ ሰነዱን በሚገባ በመሙላት አንድ ኦርጅናል እና ሁለት ኮፒ ለየብቻው በሰም በታሸገ ኢንቨሎፕ በማድረግ ይህ ማስታወቂያ በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ በሚቆጠር 15 ተከታታይ ቀናት የመጨረሻው ቀን ከ11፡00 ሰዓት በፊት ለዚሁ በተዘጋጀው የጨረታ ሳጥን ውስጥ ማስገባት ይኖርባቸዋል።ጨረታው በቀጣዩ የስራ ቀን ከጠዋቱ 4፡00 ሰዓት ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ይከፈታል።
  6. የአሸናፊው ተጫራች ማሸነፉ ከተገለጸለት በ7 ቀን ውስጥ ውል መፈጸምና 10% የውል ማስከበሪያ በባንክ ከተረጋገጠ (CPO) ማስያዝ የሚችል።
  7. ተጫራቾች ያስያዙት ሲፒኦ ከተጠቀሰው ዋጋ ኣንሶ ከተገኘ ከጨረታው ይሰረዛሉ።

  1. ማንኛውም በዘርፉ የተሰማራ የታደሰ ንግድ ስራ ፈቃድ ያለው፣ የዘመኑን ግብር የከፈሉበትን የታደሰ የንግድ ፈቃድ፣ የተጨማሪ እሴት ታክስ ምስክር ወረቀት እና የግብር ከፋይነት መለያ ቁጥር፣ ማስረጃ ያለው መሆን አለበት፣ ማንኛውም በዘርፉ የተሰማሩ ተጫራቶች (BC AND GC) መወዳደር ይችላል፡፡
  2. ተጫራቾች በመንግስት ጨረታ ላይ ለመሳተፍ የሚያስችል በዕቃ እና አገልግሎት አቅርቦት ዝርዝር ውስጥ ለመመዝገባቸው የሚያስረዳ የገንዘብ ሚኒስቴር የምዝገባ ምስክር ወረቀት ማቅረብ ይኖርባቸዋል፡፡ ተጫራቾች የጨረታ ሰነዱን ማስታወቂያው በጋዜጣ ታትሞ ከወጣበት ቀን ጀምሮ የማይመለስ ብር በመክፈል ሰነዱን መግዛት ይችላሉ፣

  4. ተጫራቾች ለጨረታ ማስከበሪያ የሚያቀርቡት የገንዘብ መጠን በታወቀ ባንክ በተረጋገጠ ቼክ ወይም በሁኔታ ላይ ያልተመሰረተ የባንክ ጋራንቲ መሆን ይኖርበታል ፡፡

  6. ተጫራቾች የመወዳደሪያ ሰነዳቸውንና የጨረታ ዋስትና ማስከበሪያ በባንክ በተረጋገጠ ቼክ /cpo/ በማድረግ በታሸገ ፖስታ እስከ ታህሳስ 30/2013 ዓ.ም ከቀኑ 9፡00 ሰዓት ድረስ በፕሮክዩርመንት ሎጀስቲክስ ዌርሃውስ ፋሲሊቲ ቢሮ ለዚሁ ስራ በተዘጋጀ / የጨረታ ሳጥን ውስጥ ማስገባት አለባቸው::

የኢፌዲሪ ፌደራል ፖሊስ ኮሚሽን ለ2010 በጀት ዓመት ለወንጀል ምርመራ አገልግሎት የሚውል: የDNA ላብራቶሪ ፓርቲሽን እንዲሰራ እና ፈርኒሽ ለማስደረግ በብሄራዊ ግልፅ ጨረታ አወዳድሮ ለማሰራት ይፈልጋል፡፡ ስለሆነም በጨረታው ለመሳተፍ የሚፈልጉ ተጫራቾች ከሥራው ጋር የተገናኘ በዘመኑ የታደሰ ህጋዊ የንግድ ፈቃድ ፣ ወቅታዊ የግብር ከፋይ ምስክር ወረቀት፣ በመንግስት ግዥ ኤጀንሲ አቅራቢዎች ዝርዝር ውስጥ በዌብሳይት ላይ የተመዘገቡበት የምስክር ወረቀት እና  የተጨማሪ እሴት ታክስ የምዝገባ ሠርተፍኬት እንዲሁም ጨረታ ማስከበሪያ ዋስትና ለሚወዳደሩበት ፌ/ፖ/ኮ 19/2013 የDNA ላብራቶሪ ፓርቲሽን እንዲሰራ እና ፈርኒሽ ለማስደረግ 40,000.00 (አርባ ሺህ ብር) በሁኔታ ላይ ያልተመሰረተ  የባንክ ጋራንት (BID BOND) /CPO/ ወይም በጥሬ ገንዘብ ማስያዝ ይኖርባቸዋል፡፡ ተጫራቾች ይህ ማስታወቂያ በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ ፌ/ፖ/ኮ 19/2013 የDNA  ላብራቶሪ ፓርቲሽን እንዲሰራ እና ፈርኒሽ ለማስደረግ እስከ 21/04/2013 ዓ.ም ከረፋዱ 4፡00 ሰዓት ድረስ የጨረታ ሰነድ  የማይመለስ ብር 100 /አንድ መቶ ብር/ በመክፈል ዘወትር በስራ  ቀንና ሰዓት ሜክሲኮ አደባባይ በሚገኘው የፌደራል ፖሊስ ኮሚሽን ዋና መ/ቤት 2ኛ ፎቅ ግዥ ዲቪዥን ቢሮ ቁጥር 203  ቀርበው የጨረታ ሠነዱን በመግዛት በሰም በታሸገ ኤንቨሎፕ በማሸግ በተዘጋጀው የጨረታ ሳጥን ውስጥ እንዲያስገቡ ወይም በመልዕክት ሣጥን ቁጥር 199 መላክ ይችላሉ፡፡ መ/ ቤታችን ስለጨረታ ሰነዱ መጥፋት ወይም መዘግየት ኃላፊነት አይወስድም፡፡ ጨረታው የሚከፈትበት ቀን ከላይ በተገለፀው የጨረታ ሰነድ የመክፈቻ የመጨረሻ ቀን ከረፋዱ 4፡00 ሰዓት ተዘግቶ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት  በዛው በተመሳሳይ ቀን በፌደራል ፖሊስ ኮሚሽን ዋና መ/ቤት ትንሹ አዳራሽ በ4፡30 ይከፈታል፡፡ ለተጨማሪ ማብራሪያ

የግንባታ ስራ ጨረታ ማስታወቂያ

ቆሬ ግሬት ሆፕ በጎ አድራጎት ድርጅት በኢፌዴሪ በሲቪል ማህበረሰብ ድርጅቶች ኤጀንሲ ምዝገባ እና ፈቃድ ቁጥር 2278 እንደ አገር በቀል ድርጅት በአዋጅ ቁጥር 1113/2019 መሰረት ዳግም ተመዝግቦ በአዲስ አበባ ከተማ በቆሬ እና በዘነበወርቅ አካባቢ በዝቅተኛ የኑሮ ደረጃ የሚገኙ የማህበረሰብ ክፍሎችን እያገለገለ የሚገኝ ግብረሰናይ ድርጅት ነው፡፡ በዚህ መሰረት ቆሬ ግሬት ሆፕ በጎ አድራጎት ድርጅት ከኢትዮጵያ ዲያስፖራ ትረስት ፈንድ በተገኘ ገንዘብ ድጋፍ በኮልፌ ቀራኒዮ ክ/ከ ወረዳ 01 ለሚኖሩ የማህበረሰብ ክፍሎች የጋራ መጸዳጃ ቤት፣ሻወር እና የውሃ ቦኖ፤ እንዲሁም በዚሁ ወረዳ ውስጥ ለሚገኙ ብሩህ ተስፋ እና አቡነ-ባሲሊዮስ የመጀመሪያ ደረጃ ሁለት የመንግስት ት/ቤቶች ለወንድ እና ለሴት ተማሪዎች የጋራ መጸዳጃ ቤቶች ለመገንባት በሂደት ላይ ይገኛል፡፡

 በመሆኑም ግንባታውን ለማሰራት የሚከተሉትን መስፈርቶች የሚያሟሉ ድርጅቶች/ ተጫራቾችን በግልጽ ጨረታ አወዳድሮ ለማስገንባት ይፈልጋል፡፡

  1. በዘርፉ የታደሰ ህጋዊ የንግድ ሥራ ፍቃድ ያለው፤
  2. በዘርፉ የታደሰ የንግድ ምዝገባ ምስክር ወረቀት ያለው
  3. የቫት /የተጨማሪ እሴት ታክስ ተመዝጋቢ የሆነ፤
  4. ግብር ከፋይ መለያ ቁጥር Tin/ ተመዝጋቢ የሆነ፤
  5. ደረጃው ቢሲ/ጂሲ-7( BC/GC-7) እና ከዛ በላይ የስራ ተቋራጭ የሆነ ፣
  6. የብቃት ማረጋገጫ ምስክር ወረቀት ማቅረብ የሚችል፣
  7. ከታህሳስ 6 ቀን 2013 ዓ.ም ጀምሮ ለ7 ተከታታይ የሥራ ቀናት እና በሥራ ሰዓት ለግንባታው የሚሆን መግለጫ የያዘ የጨረታ ሰነድ በማይመለስ ብር 200.00 ( ሁለት መቶ ) በመክፈል በቆሬ ግሬት ሆፕ በጎ አድራጎት ድርጅት ጽ/ቤት ቀርቦ መግዛት ይቻላል፡፡
  8. ተጫራቾች የጨረታውን ሰነድ ቴክኒካል ኦርጅናልና ኮፒ እና ፋይናንሻል ኦርጅናልና ኮፒ ለየብቻ በሰም በታሸገ ኤንቨሎፕ ማቅረብ ይኖርባቸዋል፡፡
  9. ተጫራቾች የጨረታውን መወዳደሪያ ዋጋ በቁጥር እና በፊደል ያለምንም ስርዝ እና ድልዝ በመሙላት ስም ፣ ፊርማ እና ማህተም ሰነድ ላይ ማኖር አለባቸው፡፡
  10. ማንኛውም ተጫራች ጨረታው ከተከፈተ በኋላ የሰጠውን ዋጋ መለወጥ/ማሻሻል አይችልም፤
  11. ተጫራቾች ጨረታው ከተከፈተ በኋላ ከውድድሩ ሊወጡ አይችሉም፤
  12. ተጫራቾች የ20000 ብር/ የሃያ ሺህ ብር/ሲፒኦ ከባንክ ማስያዣ ማቅረብ ይኖርባቸዋል፡፡ ማስታወቂያው ከወጣበት ቀን በኋላ በባንክ የተረጋገጠ መሆን ይኖርበታል፤
  13. ተጫራቾች የጨረታውን አሸናፊነት ከተገለጸላቸው በኋላ በተገለጸላቸው ቀን ቀርበው ውላቸውን ካልፈጸሙ ለጨረታው ያሲያዙት ማስከበሪያ ሲፒኦ ለድርጅቱ ገቢ ይሆናል፡፡
  14. ጨረታው የሚከፈተው ታህሳስ 15 ቀን 2013 ዓ.ም ከቀኑ 8፡00 ስለሆነ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ይከፈታል፣ ዕለቱ የሥራ ቀን ካልሆኑ በሚቀጥለው በመንግስት ሥራ ቀን ሆኖ ሰዓቱ እንደተጠበቀ ይሆናል፡፡ በዕለቱ ተጫራቾች ወይም ህጋዊ ወኪሎቻችው ያለመገኘት የጨረታ መክፈቻ ስነሥርዓቱን አያስተጓጉልም፡፡
  15. የመንግስትን የፋይናንስ መመሪያ የሚጥስ ማንኛውም ነገር ተቀባይነት የለውም፡፡
  16. ድርጅቱ በከፊልም ሆነ ሙሉ ለሙሉ ጨረታውን የመሰረዝ መብት ይኖረዋል፡፡

በፊንፊኔ ዙሪያ የኦሮሚያ ልዩ ዞን ገላን ከተማ አስተዳደር ገ/ኢ/ት/ጽ/ቤት ለገላን ከተማ አስተዳደር የጠጠር መንገድ በግልጽ ጨረታ አወዳድሮ በ2013 የበጀት ዓመት ለማሰራት ይፈልጋል። በዚሁ መሰረት የሚከተሉትን መስፈርቶች የሚያሟሉ ተጫራቾች መወዳደር የሚችሉ መሆኑን እንገልፃለን።

  1.  ደረጃው አርሲ-5ጂሲ-5( RC-5/GC-5/ እና ከዛ በላይ የስራ ተቋራጭ የሆነ
  2. በዘርፉ የታደሰ ህጋዊ የንግድና ሥራ ፍቃድ ያለው
  3. በዘርፉ የታደሰ የንግድ ምዝገባ ምስክር ወረቀት ያለው
  4. የቫት/የተጨማሪ እሴት ታክስ/ተመዝጋቢ የሆነ
  5. ግብር ከፋይ መለያ ቁጥር Tin/ ተመዝጋቢ የሆነ
  6. ስለመልካም ሥራ አፈጻጸም በግንባታ ዘርፍ የሰሩበት መረጃ ቢያንስ ሶስት መንግስታዊ ወይም መንግስታዊ ካልሆኑ ድርጅቶች የተሰጠ መረጃ ማቅረብ የሚችል ሆኖ ይህ ማስታወቂያ ከወጣበት ቀን ጀምሮ ለ21 ተከታታይ የስራ ቀናት እና በሥራ ሰዓት የማይመለስ ብር 600.00 (ስድስት መቶ) በመክፈል በፊንፊኔ ዙሪያ የኦሮሚያ ልዩ ዞን ከገላን ከተማ ገቢዎች ባለስልጣን ጽ/ቤት ቀርቦ መግዛት ይችላል። ነገር ግን የጨረታ ሰነዱን ከተማ አስተዳደር ገ/ኢ/ት/ጽ/ቤት መውሰድ ይችላል።
  7. የ2013 ከኮንስትራክሽን ሚኒስቴር ወይም ከኦሮሚያ ኮንስትራክሽን ቢሮ የምዝገባ ምስክር ወረቀትና የብቃት ማረጋገጫ ምስክር ወረቀት ማቅረብ የሚችል።
  8. የጨረታ ማስከበሪያ ለውድድር ያስገባችሁትን ዋጋ 2% በባንክ የተረጋገጠ ሲፒኦ ብቻ ከኦርጅናል ዶክመንት ጋር ማቅረብ አለባቸው::
  9. ተጫራቾች የጨረታውን ሰነድ ቴከኒካል ኦርጅናልና ኮፒ ፋይናንሻል ኦርጅናልና ኮፒ ለየብቻ በሰም በታሸገ ኤንቨሎፕ ማቅረብ ይኖርባቸዋል።
  10. ተጫራቾች የጨረታውን መወዳደሪያ ዋጋ በቁጥር እና በፊደል ያለምንም ስርዝ እና ድልዝ በመሙላት ስም ፣ ፊርማ እና ማህተም ሰነድ ላይ ማኖር አለባቸው።
  11. ተጫራቾች የጨረታውን አሸናፊነት ከተገለጸላቸው በኋላ በተገለጸላቸው ቀን ቀርበው ውላቸውን ካልፈጸሙ የጨረታው ማስከበሪያው ለመንግስት ገቢ ይሆናል።
  12. . ይህ ጨረታ በማስታወቂያ በወጣ በ22ኛው ቀን ከጠዋቱ 4፡00 ሰዓት ታሽጎ በዕለቱ 4፡30 ሰዓት ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ይከፈታል። ዕለቱ የስራ ቀን ካልሆነ በሚቀጥለው በመንግስት ስራ ቀን ሆኖ ሰዓቱ እንደተጠበቀ ይሆናል። በእለቱ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው ያለመገኘት የጨረታ ሳጥን መክፈቻ ስነ ስርዓትን አያስተጓጉልም።
  13. የመንግስትን የፋይናንስ መመሪያን የሚጥስ ማንኛውም ነገር ተቀባይነት የለውም ::
  14. መ/ቤቱ የተሻለ አማራጭ ካገኘ በከፊልም ሆነ ሙሉ በሙሉ ጨረታውን የመሰረዝ መብቱ የተጠበቀ ነው።

  1. The supplier must have a valid Trading License  Renewed for 2013 EFY, Tax Clearance certificate valid until the date of the deadline of bid submission, VAT registration /TIN/Suppliers certificate
  2. Bid documents can be purchased by interested bidders on the submission of a written application to the bureau of youth and sports Bureau, Finance, logistic, planning, and EMIs port Process upon submission of a written application and a non-refundable fee of 600 Birr.
  3. All bids must be accompanied by a bid security 2% (two percent) of the bid price in the form of CPO or Bank guarantee valid for a period of 60 days after bid opening: insurance Bond is not acceptable.
  4. Bid must be submitted to Somali Regional State Youth and Sports Bureau, Finance, Logistic, Planning and EMIS support process after 15 days of the announcement of the newspaper at 10:00 AM.
  5.  Bids will be opened on the 16th day after the announcement on the Newspaper at 10:00 AM in the presence of Bidders or their legal representatives.   1. በመሆኑም የቢሮ ጥገና ለመስራት በጨረታዉ ለመሳተፍ የምትፈልጉ ተጫራቾች ደረጃ 8 እና በላይ በዘርፉ ህጋዊ የታደሰ የንግድ ፍቃድ ያላቸዉና የዘመኑን ግብር የከፈሉ እንዲሁም የግብር ከፋይ መለያ ቁጥር (ቲን) ሰርተፍኬት ያላቸዉ ሙያዉ በዘርፍ የሚጋብዛቸዉ ንግድ ፍቃድ ማቅረብ የሚችሉ እና የሚሞሉት ዋጋ ከብር 200 ሽህ በላይ ከሆነ የቫት ተመዝጋቢ የሆኑ እና መረጃዉን አብረዉ አያይዘዉ ማቅረብ አለባቸዉ፡፡ የጨረታ ሰነዱን የማይመለስ ብር 20/ሃያ ብር/ ብቻ በመክፈል ማዕ/ጎን/ከፍ/ፍ/ቤት ቢሮ ቁጥር 5 በመቅረብ ሰነዱን መግዛት ይችላሉ፡፡
  2.  ጨረታዉ ታህሳስ 5/2013 ዓ.ም እስከ ታህሳስ 19 ቀን 2013ዓ.ም ጨረታዉ በአየር ላይ ቆይቶ ታህሳስ 20 ቀን 2013 ዓ.ም ከቀኑ 8፡00 ስዓት ላይ የጨረታ ሳጥኑ ታሽጎ በታሸገበት ቀን ልክ ከቀኑ 8፡30 ሰዓት ላይ በማዕከለዊ ጎንደር ዞን ከፍተኛዉ ፍርድ ቤት የግ/ፋ/አስ/ ቡድን ቢሮ ቁጥር 5 ተጫራቾች ወይም ህጋዊ ወኪሎቻቸዉ በተገኙበት በግልፅ ይከፈታል ፡፡ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸዉ በቀኑና በሰዓቱ ቢገኙም ባይገኙም ጨረታዉን ከመክፈት አያግድም ፡፡ የጨረታ መዝጊያና መክፈቻ ቀን የህዝብ በዓል ቀን ከሆነ በሚቀጥለዉ ቀን በተገለፀዉ ሰዓት የሚዘጋና የሚከፈት ይሆናል፡፡
  3. ተጫራቾች የጨረታ ማስከበሪያ በሞሉት ጠቅላላ ዋጋ 2 በመቶኛ በባንክ በተረጋገጠ/ሲፒኦ/ወይም በጥሬ ገንዘብ ከሆነ ከመ/ቤታችን ግዥ/ፋይናንስና ንብረት አስተዳደር ቡድን ቢሮ ቁጥር 5 ከገንዘብ ያዥ በመሂ/1 ለማስያዛቸዉ የገቢ ደረሰኝ አስቆርጠዉ ከሚወዳደሩበት ሰነድ ጋር አብሮ ፎቶ ኮፒዉን በማሸግ አያይዘዉ ማቅረብ አለባቸዉ፡፡
  4. ተጫራቾች የጨረታ ሰነዳቸዉንና የቴከኒክ መስፈርቶችን መግለጫና ጠቅላላ ለጥገናዉ ዋጋ ማቅረቢያ አንድ ወጥ በሆነ ኦርጅናል ሰነድ በጥንቃቄ የታሸገ ፖስታ በተራ ቁጥር 2 በተገለፀው መሰረት እስከ ታህሳስ 20 ቀን 2013 ዓ.ም እስከ ቀኑ 8፡00 ድረስ ዘወትር በስራ ስዓት በተዘጋጀዉ ሳጥን ማስገባት ይችላሉ፡፡
  5.  የስራዉን ዝርዘር መግለጫ/ስፔስፊኬሽን /ከጨረታ ሰነዱ ሙሉ መረጃዉን ማግኘት ይችላሉ ፡፡ስለሆነም ወቅታዊ የስራ ብቃት ማረጋገጫ ማቅረብ ይኖርባቸዋል፡፡
  6. ማንኛዉም ተወዳዳሪ ወይም ተጫራች የሚያቀርበዉ የማወዳደሪያ ሀሳብ ማንኛዉንም ታክስና ቫትን፣የሰዉ ኃይልና ማቴራልን ሙሉ ወጭ ያካተተ መሆን አለበት፡፡
  7.  መ/ቤቱ የተሻለ አማራጭ መንገድ ካገኘ ጨረታዉን በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ነዉ፡፡ ጥያቄ ወይም ማብራሪያ ካስፈለገዎት

The Employer, Dire Dawa Agriculture Water, Mines & Energy Office, has received a budget from Dire Dawa City Administration towards the cost of Rural water supply system Development and intends to apply part of the budge for payments of Construction of Debele rural small scale Irrigation Project located in Dire Dawa Rural kebele of asseliso Cluster

  1. Bidding will be conducted through NCB procedures and is open to all eligible bidders
  2.  Interested eligible bidders may obtain further information from the address below and obtain the bidding documents during office hours 08:00 AM to 05:00 PM
  3. Bidders shall meet the following minimum qualifying criteria to qualify for the award of the contract.

ግልጽ ጨረታ ማስታወቂያ

በአብክመ በምዕ/ጐጃም ዞን በአዴት ከተማ አስ/ገን/ኢኮ/ትብ/ጽ/ቤት የግዥ ፋ/ን/አስ/ቡድን የአዴት ከ/አስ/ቤቶችና ኮንስትራክሽን ጽ/ቤት የተለያዮ መ/ልማቶች በ2ዐ13 በጀት ዓመት በUIIDP በጀት እንዲሠራላቸው በጠየቁን መሠረት፡-

  1. ከአዳም በላይ ቤት እስከ ታደለ ጌትነት ቤት ድረስ ያለውን የኮብል መንገድ ስራ በደረጃ-7 እና በላይ ጠ/ስ/ ተቋራጭ Package No.Adet-UIIDP-cw-02/20/21 ሎት-1፣
  2. ከቻሌ ዘለቀ እስከ ወፍጮ ቤት ድረስ ያለውን የኮብል መንገድ ስራ በደረጃ-7 እና በላይ ጠ/ስ/ ተቋራጭ Package No.Adet-UIIDP-cw-02/20/21 ሎት-2
  3. ጥልቅ ውሃ ጉድጓድ ቁፋሮ ሽገዝ ወንዝ ማዶ በደረጃ-6 እና በላይ ጠ/ስ/ ተቋራጭ Package No.Adet-UIIDP-cw-08/2020/2021 ሎት-1፣
  4. የኤሌክትሮንክስ ዕቃዎች ግዥ Package No.Adet-UIIDP-G-02/2020/2021 ሎት-1፣ ፈቃድ ካላቸው ተጫራቾች መካከል በግልፅ ጨረታ አወዳድሮ ማሠራት ይፈልጋል ፡፡

በመሆኑም:-

  1. በዘመኑ የታደሰ ህጋዊ የንግድ ስራ ፈቃድ እና የግብር ከፋይ መለያ ቁጥር /ቲን/ሰርተፍኬት ያላቸው፣
  2. የግዥ መጠን ከብር 200 ሺህ ብር እና በላይ ከሆነ የተጨማሪ እሴት ታክስ /ቫት/ግብር ከፋይነት የምስክር ወረቀት ማቅረብ የሚችሉ፣
  3. የደረጃ የምዝገባ ምስክር ወረቀት ማቅረብ የማችሉ ተጫራቾች፣
  4. በጥልቅ ውሃ ጉድጓድ ቁፋሮ ስራ ልምድ ያለውና የመልካም ስራ አፈጻጸም ዶኪሜንት ማቅረብ የሚችል፣
  5. ተጫራቾች ከተራ ቁጥር 1-4 ድረስ የተዘረዘሩትን የሚመለከታቸውን ማስረጃዎች ተነባቢ የሆነ ፎቶ ኮፒ በማድረግ ከመጫረቻ ሰነዶቻቸው ጋር አያይዘው ማቅረብ የሚችሉ፣
  6. ቅድሚያ ክፍያን በተመለከተ በአብክመ የግዥ መመሪያ ቁጥር 1/2003 መሰረት ተፈጻሚ ይሆናል፣
  7. ተጫራቾች የማይመለስ ብር 2ዐዐ ከፍለው አዴት ከተማ አስ/ገ/አካ/ኢ/ል/ጽ/ቤት በግ/ፋ/ይ/ን/ አስ/ቡድን ቢሮ ቁጥር 19 የጨረታ ሰነድ መግዛት ይችላሉ፣
  8. ተጫራቾች የጨረታ ማስከበሪያ ለኮብል መንገድ ስራ ለሎት-1 ብር 14 ሺ ለሎት-2 ብር 90 ሺ፣ ለጥልቅ ውሃ ጉድጓድ ቁፋሮ ብር 70 ሺ ለኤሌክትሮኒክስ ዕቃዎች ግዥ ብር 10 ሺህ በሲፒኦ ወይም በቢድ ቦንድ ወይም በክፍያ ትዕዛዝ ወይም በሁኔታ ላይ ያልተመሰረተ የባንክ ዋስትና ወይም በመስሪያ ቤቱ የባንክ ሂሳብ ቁጥር የሚያስገባ እና ዲፖዚት ስሊፕ ማቅረብ የሚችል ወይም በመስራያ ቤቱ የገቢ መሰብሰቢያ ደረሰኝ ገቢ የሚያደርግ እና ደረሰኝ ኮፒ በማድረግ ከመጫረቻ ሰነዳቸው ጋር ማቅረብ የሚችል፣
  9. አሸናፊ ድርጅቱ የውል ማስበሪያ ያሸነፈበትን ዋጋ 10 በመቶ ዋስትና በቢድ ቦንድ ወይም በሲፒኦ ወይም በጥሬ ገንዘብ በመ/ቤቱ የሂሳብ ቁጥር ገቢ ማድረግ የሚችል እና ዲፖዚት ስሊፕ ማቅረብ የሚችል፡፡
  10.  ተጫራቾች የጨረታ ሰነዳቸውን በጥንቃቄ በታሸገ ፖስታ በማድረግ የድርድቱን ማህተም በማስቀመጥ ኮፒ እና ኦርጅናል በማያያዝ በግ/ፋ/ይ/ን/አስ/ቡድን ቢሮ ቁጥር 19 ለጨረታ ከተዘጋጀው የጨረታ ሳጥን ውስጥ ማስገባት አለባቸው፣
  11. ተጫራቾች ጨረታውን በጋዜጣ ከወጣበት ቀን ጀምሮ ለኤሌክትሮኒክስ ዕቀዎች ግዥ ለተከታታይ 15 ለኮብልና ለጥልቅ ውሃ ጉድጓድ ቁፋሮ ለተከታታይ 21 ቀናት በመንግስት የስራ ሰዓት እስከ 11፡ዐዐ ሰነዱን መግዛት ይችላሉ፣
  12. የጨረታ ሰነዱን በ16ኛውና በ22ኛዉ ቀን ጠዋት 3፡00 ድረስ ለጨረታ ማስገቢያ በተዘጋጀው ሳጥን ማስገባት አለባቸው፡፡
  13. ጨረታው በ16ኛውና በ22ኛው ቀን ከጠዋቱ 3፡00 ታሽጐ በ3፡30 ላይ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው ቢገኙም ባይገኙም ይከፈታል፣
  14. የጨረታ መክፈቻ ቀኑ ቅዳሜ ወይም እሁድ ወይም የህዝብ በዓል ቀን ከሆነ በቀጣዮ የስራ ቀን በተመሳሳይ ሰዓት ይከፈታል፣
  15. ስለጨረታው ዝርዝር ሁኔታ ለመጠየቅ ከፈለጉ በስልክ ቁጥር ዐ583380043 ወይም በአካል ቢሮ ቁጥር 19 በመምጣት መጠየቅ ይችላሉ፣
  16. የጨረታውን ሙሉ ዝርዝር መግለጫ ከጨረታ ሰነዱ ማግኘት ይችላሉ፣
  17. በተጨማሪ ለአብክመ የግዥ መመሪያ ቁጥር 1/2ዐዐ3 መሰረት ተፈፃሚ ይሆናል፡፡
  18. አንድ ተጫራች ከሁለት ሎት በላይ መግዛት አይችልም፡፡
  19. መ/ቤቱ የተሻለ አማራጭ ካገኘ ሙሉ በሙሉ ወይም በከፊል ጨረታውን የመሰረዝ መብቱ የተጠበቀ ነው፡፡

ማሳሰቢያ፡- እኛ ከሸጥንላችሁ ሰነድ ውጪ በራሳችሁ መሙላት፣ በፍሉድ ማጥፋት፣ ስርዝ ድልዝ፣
