የደብረ ማርቆስዩኒቨርሲቲ በ2013 የበጀት ዓመት ከመንግስት በተመደበለት  በጀት  Bure compus Remaning work of staff and common toilet building በግልጽ ጨረታ አወዳድሮ ማሠራት ይፈልጋል፡፡

ስለሆነም ሥራውን ሰበመሥራት የሚፈልጉ ተጫራቾች፡-

  1. በዘመኑ የታደሰ ንግድ ሥራ ፈቃድ ፣ የተጨማሪ እሴት ታክስ እና የቲን ምዝገባ የምስክር ወረቀት ከሚመለከተው የመንግስት አካል ማቅረብ የሚችሉ፡፡
  2. ለሥራ የሚያስፈልገውን የሰው ኃይል ፣ ማቴሪያልና ማሽነሪዎችን ሙሉ በሙሉ በራሱ አቅርቦ መሥራት የሚችል እና በደረጃ 7 እና ከዚያ በላይ የግንባታ ሥራ ፈቃድ ያላቸው ሁሉ መወዳደር ይችላሉ፡፡ ተጫራቾች የጨረታ ሰነዳቸውን ዋጋ ሞልተው ሊመልሱ የጨረታ ማስከበሪያ ብር 100,000.00 /አንድ መቶ ሺህ ብር/ በባንክ በተረጋገጠ ሲፒኦ ወይም በሁኔታ ላይ ያልተመሠረተ የባንክ ዋስትና በደብረ ማርቆስ ዩኒቨርሲቲ ስም አሠርተው ማቅረብ ሲኖርባቸው በጥቃቅን የተደራጁ ከአደራጃቸው የመንግስት መ/ቤት የዋስትና ደብዳቤ በደብረ ማርቆስ ዩኒቨርሲቲ ስም በማሠራት ማቅረብ አለባቸው፡፡
  3. አሸናፊው ተጫራች አሸናፊነቱ በተገለፀለት ከ7/ሰባት/ ተከታታይ የሥራ  ቀናት በኋላ በግንባር ቀርቦ አሸናፊ የሆነበትን ጠቅላላ ዋጋ 10% የውል ማስከበሪያ በማስያዝ በ8 ቀናት ውስጥ ውል መያዝ የሚችል መሆን አለበት፡፡
  4. ከላይ የተዘረዘሩትን መስፈርቶች የሚያሟሉ ሁሉ የጨረታ ዶክመንቱን ደብረ ማርቆስ ዩኒቨርሲቲ አስተዳደር ህንፃ ቁጥር 27 ቢሮ ቁጥር 10 እና አዲስ አበባ አራት ኪሎ ከቅድስት ማርያም ቤተክርስቲያን ወረደ ብሉ ሮሚና ካፌ ህንፃ 1ኛ ፎቅ ቢሮ ቁጥር 07 ድረስ በመቅረብ ማስታወቂያው በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ ለተከታታይ 21 ቀናት የማይመለስ ብር 200.00 /ሁለት መቶ/ በመከፈል ሰነዱን መግዛት ይችላሉ፡፡
  5. ተወዳዳሪ ተቋራጮች የጨረታ ሰነዱን በአግባቡ በመሙላትና በማሸግ  በ22ኛው ቀን ከጠዋቱ 3፡59 ሰዓት ድረስ ደብረ ማርቆስ ዩኒቨርሲቲ ህንፃ ቁጥር 27 ቢሮ ቁጥር 10 ድረስ በመቅረብ ለዚሁ ተብሎ በተዘጋጀው የጨረታ ሳጥን ውስጥ ማስገባት አለባቸው፡፡
  6. ጨረታ በ22ኛው ቀን ከጠዋቱ 4፡00 ሰዓት ተዘግቶ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት በዚሁ ቀን ከጠዋቱ 4 ፡30 ሰዓት በደብረ ማርቆስ ዩኒቨርሲቲ አስተዳደር ህንፃ ቁጥር 27 በግዥ  ቡድን ቢሮ ቁጥር 10 ይከፈታል፡፡ ሆኖም ተጫራቾች በጨረታው ላይ መግኘት ካልቻሉ መስፈርቱን እስካሟሉ ድረስ በጨረታው ላይ ያልተገኙ ተጫራቶች ፖስታን ጨምሮ ጨረታው በእለቱ ይከፈታል፡፡
  7. የጨረታውን ፋይናንሽያል ኦርጅናል ዶክመንቶች እንዲሁም የጨረታ  ማስከበሪያውን ለየብቻ አስተማማኝ በሆነ ማጣበቂያ በታሸገ ፖስታ በማድረግና በእያንዳንዱ ፖስታ ላይ የመ/ቤቱን ሙሉ ስምና አድራሻ በመፃፍ ማህተም በማድረግ በተጠቃለለ አንድ ፖስታ በማሸግ ማቅረብ ሲኖርባቸው ፋይናንሽያል ዶከመንቶች ከኦርጅናሉ  በተጨማሪ አንድ ኮፒ ማቅረብ አለባቸው፡፡
  8. ዩኒቨርሲቲው ጨረታውን በከፊልም ሆነ ሙሉ በሙሉ የመሠረዝ መብቱ የተጠበቀ ነው፡፡

ማሣሰቢያ፡- የጨረታ መዝጊያና መክፈቻ ቀኑ ቅዳሜና እሁድ ወይም በበዓልቀናት ከሆነ ጨረታው በቀጣዩ የሥራ ቀን ተዘግቶ የሚከፈት ይሆናል፡፡

ስለሆነም ሥራውን ስመሥራት የሚፈልጉ ተጫራቾች፡-

  1. በዘመኑ የታደሰ ንግድ ሥራ ፈቃድ ፣ የተጨማሪ እሴት ታክስ እና የቲን ምዝገባ የምስክር ወረቀት ከሚመለከተው የመንግስት አካል ማቅረብ የሚችሉ፡፡
  2. ለሥራ የሚያስፈልገውን የሰው ኃይል፣ ማቴሪያልና ማሽነሪዎችን ሙሉ በሙሉ በራሱ አቅርቦ መሥራት የሚችል እና በደረጃ7 እና ከዚያ በላይ የግንባታ ሥራ ፈቃድ ያላቸው ሁሉ መወዳደር ይችላሉ፡፡ ተጫራቾች የጨረታ ሰነዳቸውን ዋጋ ሞልተው ሲመልሱ የጨረታ ማስከበሪያ ብር 100,000.00/አንድ መቶ ሺህ ብር/ በባንክ በተረጋገጠ ሲፒኦ ወይም በሁኔታ ላይ ያልተመሠረተ የባንክ ዋስትና በደብረ ማርቆስ ዩኒቨርሲቲ ስም አሠርተው ማቅረብ ሲኖርባቸው በጥቃቅን የተደራጁ ከአደራጃቸው የመንግስት መ/ቤት የዋስትና ደብዳቤ በደብረ ማርቆስ ዩኒቨርሲቲ ስም በማሠራት ማቅረብ አለባቸው፡፡
  3. አሸናፊው ተጫራች አሸናፊነቱ በተገለፀለት ከ7/ሰባት/ ተከታታይ የሥራ ቀናት በኋላ በግንባር ቀርቦ አሸናፊ የሆነበትን ጠቅላላ ዋጋ 10% የውል ማስከበሪያ በማስያዝ በ8 ቀናት ውስጥ ውል መያዝ የሚችል መሆን አለበት፡፡
  4. ከላይ የተዘረዘሩትን መስፈርቶች የሚያሟሉ ሥራ ተቋራጮች ሁሉ የጨረታ ዶክመንቱን ደብረ ማርቆስ ዩኒቨርሲቲ አስተዳደር ህንፃ ቁጥር 27 ቢሮ ቁጥር 10 እና አዲስ አበባ አራት ኪሎ ከቅድስት ማርያም ቤተከርስቲያን ወረድ ብሎ ሮሚና ካፌ ህንፃ 1ኛ ፎቅ ቢሮ ቁጥር 07 ድረስ በመቅረብ ማስታወቂያው በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ ለተከታታይ 21 ቀና የማይመለስ ብር 200.00/ሁለት መቶ ብር/ በመክፈል ሰነዱን መግዛት ይችላሉ፡፡
  5. ተወዳዳሪ ተቋራጮች የጨረታ ሰነዱን በአግባቡ በመሙላትና በማሸግ በ22ኛው ቀን ከጠዋቱ 3፡59 ሰዓት ድረስ ደብረ ማርቆስ ዩኒቨርሲቲ ህንፃ ቁጥር 27 ቢሮ ቁጥር 10 ድረስ በመቅረብ ለዚሁ ተብሎ በተዘጋጀው የጨረታ ሳጥን ውስጥ ማስገባት አለባቸው፡፡
  6.  ጨረታ በ22ኛው ቀን ከጠዋቱ 4፡00 ሰዓት ተዘግቶ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት በዚሁ ቀን ከጠዋቱ 4፡30 ሰዓት በደብረ ማርቆስ ዩኒቨርሲቲ አስተዳደር ህንፃ ቁጥር 27 በግዥ ቡድን ቢሮ ቁጥር 10 ይከፈታል፡፡ ሆኖም ተጫራቶች በጨረታው ላይ መገኘት ካልቻሉ መስፈርቱን እስካሟሉ ድረስ በጨረታው ላይ ያልተገኙ ተጫራቾች ፖስታን ጨምሮ ጨረታው በእለቱ ይከፈታል፡፡
  7. የጨረታውን ፋይናንሽያል ኦርጅናል ዶከመንቶች እንዲሁም የጨረታ ማስከበሪያውን ለየብቻ አስተማማኝ በሆነ ማጣበቂያ በታሸገ ፖስታ በማድረግና ስእያንዳንዱ ፖስታ ላይ የመ/ቤቱን ሙሉ ስምና አድራሻ በመፃፍ ማህተም በማድረግ በተጠቃለለ ኣንድ ፖስታ በማሸግ ማቅረብ ሲኖርባቸው ፋይናንሽያል ዶከመንቶች ከኦርጅናሉ በተጨማሪ አንድ ኮፒ ማቅረብ አለባቸው፡፡
  8. ዩኒቨርሲቲው ጨረታውን በከፊልም ሆነ ሙሉ በሙሉ የመሠረዝ መብቱ የተጠበቀ ነው፡፡

ማሣሰቢያ፡- የጨረታ መዝጊያና መክፈቻ ቀኑ ቅዳሜና እሁድ ወይም በበዓል ቀናት ከሆነ ጨረታው በቀጣዩ የሥራ ቀን ተዘግቶ የሚከፈት ይሆናል፡፡

  1. The Bale Zone Market Development Office has secured a budget from the National Regional State of Oromia for the construction of Robe Town Secondary livestock projects, in Bale Zone. Bidding is open to all eligible bidders having a construction license of GC-7/BC-6 and above renewed for 2013 E.C works and those currently registered with the Ministry of Construction and Urban Development, Oromia Construction Bureau and who have got TIN Number, VAT registration certificate, Supplier list Certificate and Tax clearance valid during Bid Period from Oromia Revenue Bureau or Federal Tax Authority.
  2. Original and one not returnable copy of TIN and VAT certificate, Trade License, Tax Clearance Certificate, and PPA certificate must be supplied at hand during Bid.
  3. Bidding documents can be purchased at Bale Zone Finance and Economic corporation Office, upon submission of a written application and a non-refundable fee of 400.00 (Four Hundred) Starting from the 1st day of announcement on newspaper up to 21 consecutive working days and closed on 22nd day at 9:00 am morning and opened at 9:30 am at the same days at Zonal Deputy Head, Administration office Bale Robe, Ethiopia( PO Box 14/80 Tel.+251-226650086/28, Fax +251-226651240). If the day lays on holiday it is closed and opened the next working day at the same time mentioned above. All documents submitted must be signed power of attorney, stamped and rated for each item of works.
  4. Bids shall be valid for a period of one hundred twenty (120) days after bid closing and must be accompanied by a bid security of 2% of offered price in the form of the C.P.O or unconditional Bank Guarantee and must be addressed to Bale Zone Market Development Office.
  5.  Bidders required submitting bid documents in two envelopes containing the technical and financial proposals separately enclosed as follow: Technical proposals shall be marked “TECHNICAL ORIGINAL” & “TECHNICAL 2 COPY” in separate inner envelops and outer envelope “TECHNICAL PROPOSAL”. Financial Proposals shall be marked “FINANCIAL ORIGINAL & FINANCIAL 2 COPY” in separate inner envelopes and outer envelopes financial proposal. And all this envelopes should enclose in one mother envelope dully marking the project name and the name of the bidder. If not wax sealed and marked as above mentioned the employer assume as non-responsive for the bid.
  6.  Any contractor who has termination history with Bureau, Zonal offices, and other regional sectors and with bad performance (proved) in their past contractual period, the client has full right to reject this contractor during technical evaluation.

  6. ተጫራቾች የስራቸውን የዋጋ ዝርዝርና ጨረታ ማወዳደሪያ ላይ ስማቸውን፣ ፊርማቸውን፣ አድራሻቸውን እንዲሁም የጨረታ ማስከበሪያ አካቶ ማህተም በማድረግ ዋናውን እና ኮፒ ለየብቻ በማድረግ በሰም በታሸገ ኤንቨሎፕ ለዚሁ በተዘጋጀው ሳጥን ውስጥ ማስገባት ይኖርባቸዋል:: በተጨማሪም ኮንትራክተሮች የጠቅላላ ዋጋ የጨረታውን 2% በሲፒኦ ማስያዝ ይኖርባቸዋል፡፡
  7.  ይህ ማስታወቂያ በጋዜጣ ከወጣበት ቀን ጀምሮ በተከታታይ ባሉት 10 የስራ ቀናት የፋና ቦሌ ሸ/ኃ/የተ/ህ/ሥ/ማህበር 17/19 ህብረተሰብ ልማት ማዕከል በመቅረብ ዋጋ የተሞላበትን የጨረታ ሰነድ ኦሪጅናል እና ኮፒ ማቅረብ ይኖርባቸዋል፡፡
  8. 10ኛው ቀን በዋለ የመጀመሪያው ቅዳሜ ዕለት ከጠዋቱ 4፡00 ሰዓት ላይ የጨረታው ሳጥን ይዘጋና በእለቱ 4:30 ላይ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት በግልጽ የፋና ቦሌ ሸ/ኃ/የተ/ህ/ሥ/ ማህበር 17/19 ህብረተሰብ ልማት ማዕከል አዳራሽ ይከፈታል:: የጨረታው ሰነድ ስርዝ ድልዝ መሆን የለበትም:: ይህ ከሆነ ተጫራቹ ያስገባው ሰነድ ውድቅ ይሆናል::
  9. የጨረታው ሳጥን ከታሽገና ሰነዶቹ መከፈት ከተጀመረ በኋላ የሚመጣ ማንኛውም ተጫራች ተቀባይነት አይኖረውም፡፡ የጨረታውን መመሪያ አለማክበር ከጨረታው ያሰርዛል::
  10. የፋና ቦሌ ሸ/ኃ/የተ/ህ/ሥ/ማህበር 17/19 ህብረተሰብ ልማት ማዕከል ጨረታውን ሙሉ በሙሉ ወይም በከፊል የመሰረዝ መብቱ በህግ የተጠበቀ ነው::

አድራሻ፡ከአትላስ ወደ ደሳለኝ ሆቴል በሚወስደው አስፓልት በግምት 200 ሜትር ገባ ብሎ ወይም ከሩዋንዳ ወደ ደሳለኝ ሆቴል በሚወስደው አስፓልት በግምት 100 ሜትር ላይ ያገኙታል፡፡

Tender for construction of Shakiso Primary Hospital Project at Guji Zone of Oromia Region

  1. To ensure the fulfillment of The MDG Goals and the Government’s Growth & Transformation plan, The Oromia Regional Health Bureau has obtained budget Support from the Regional Government towards the Construction of Shakiso Primary Hospital Project at Guji Zone of Oromia.
  2. The Oromia Regional state Health Bureau now invite wax-sealed bids from eligible bidders to all national contractors of class BC-3/GC-4 and above that shall submit Certificate of Registration from Ministry of Construction/Oromia Construction Authority/renewed for the Current Budget Year (2013 EC/2020/21 GC) and who have renewed their Trade license for the current fiscal year and have VAT registration certificate & Tax Clearance Certificate valid during the bidding period from the Authorized Governmental Body
  3. Bidding documents may be purchased from Oromia Health Bureau, Project Construction & Maintenance Directorate, 6th Floor, for a non-refundable fee of Birr 600.00 (Six Hundred Birr only) at working hours, commencing from 22nd December, 2020 till 20th January 2020. The method of payment shall be in cash.
  4.  Bids shall be accompanied by a bid security of Br. 500,000 (Birr. Five Hundred Thousand) in the form of CPO, or unconditional bank guarantee and shall be delivered to the Bureau, including it in the original Technical qualification document or in a wax-scaled envelope separately. The envelopes of the bid security need to be wax sealed and signed by the bidder itself.
  5. The bid security validity period shall be [150+28=178 days). Meaning 28 days need to be added over the bid validity period i.e. 150 days in pursuance with ITB 21.2(c). Submission of lesser bid security validity period from the cited 178 days would be a cause for rejection from the bid.
  6. The bid security to be submitted by a bidder shall carefully address the Employer’s name, the exact name of the Hospital for which it is submitted & the validity of the bid security, Failure of stating any of which would cause rejection from the bid.
  7. Requirements on the technical (qualification) documents are stated on the bid document. Any Indication of financial information over the technical documentation of a bidder would entail disqualification of the bid document,
  8. Submittal of any forged technical document by a bidder, if proven, would entail serious criminal accountability on top of forfeiture of the bid security and disqualification from the bid process.
  9. Technical qualification document shall be prepared in an original and two copies in a properly signed, stamped & separately wax-sealed envelopes, clearly marking “Original”, “Copy 1” & “Copy 2” Technical Proposal
  10. The contractor shall give a sequential page number properly for each of it submitted technical documents.
  11.  Copies of the technical documents to be submitted by a bidder need to be sufficiently visible. Any vague or invisible copy of a technical document submitted would not be taken into consideration during the technical evaluation process.
  12. Submission of lawful Supportive documents for good reputation /past work performances), from previous employers, along with the technical documents is very helpful for the technical evaluation.
  13. The Financial document shall be prepared in one original and two copies. The original & the copies shall be signed, stamped & wax sealed in a separate envelope clearly marking “Original”, “Copy l” & “Copy 2” Financial Proposal.
  14. All the technical & Financial Documents need to be ultimately put all together into one bigger outer envelope in pursuance with IFB 24
  15. Both the technical & financial documents shall be submitted to Oromia Health Bureau, Project Construction & Maintenance Directorate Gih floor, Sarbet before the deadline for bid submission
  16. Late bids shall be automatically rejected.
  17. The deadline for bid submission shall be at 2.00PM, in the afternoon of the 20th January, 2020 & the bids shall be opened on the same date at 2:30PM, at which time the Technical Document will be opened first, in the presence of the bidders or their representatives who wish to attend.
  18. Any Contractor who has received more than two warning letters (quality/progress) from any Oromia Regional Bureaus as a result of its previous contractual performance with the Bureaus shall not be allowed to participate on this tender. The Bureau has also full right to reject those contractors with bad quality & progress records (proved) in their past ten years contractual performances.
  19. Any contractor who has any project with a progress stage less than 70% with our Bureau is not allowed to participate on this tender. Also, any contractor that has not handed over any primary hospital or fewer projects that have been signed in 2004, 2005. 2007, 2008 & 2010 EC is not totally allowed to participate in this bid.
  20. The winning Contractor is obliged to give by forming subcontracting a minimum of up to 20% part of the work to qualified Small & Micro Enterprises locally available or for those recommended by the local administration.,
  21. The results of the technical evaluation, as well as the financial document opening date of the successful bidders, shall be subsequently notified with an internal notice board.
  22. The financial documents of those contractors which shall not meet the must meet criteria in the technical Evaluation would not be opened.
  23. Misplacing of documents would be a cause for rejection of the bid document. 
  24. Completion time for the construction work shall be 840 calendar days.
  25. The Oromia Health Bureau reserves full right to reject any or all Bids.

  1. The Haramaya University invites sealed bids from eligible bidders for the College of Agriculture Building Maintenance Works, Main Library Roof Maintenance Works at Haramaya University-Main Campus. Bidders should have a successful experience in the execution of similar works in nature and complexity. Bidders should be registered contractors of category GC/BC class 4 and above having Trade license and construction service certificates valid for 2013 Ethiopian Calendar years, Tax clearance certificates, and VAT Registration certificate. Interested eligible bidders are invited to submit wax-sealed bids for providing the necessary labor, material equipment and any other necessary requirements for the execution and completion of the works.
  2. The delivery period is 10:00 AM January 12, 2021. Bidding will be conducted through the open national tendering procedures contained in the Public Procurement Proclamation of the Federal Government of Ethiopia. And is open to all bidders from eligible Source Countries as defined in the bidding documents.
  3.   4. Qualifications requirements include: must be eligible fulfilling the requirements of the Particular Instruction of the Project. A margin of preference for goods manufactured in Ethiopia and local companies engaged in construction or consultancy services shall not be applied. Additional details are provided in the bidding documents.

The bid security shall be payable on demand to the employer, and must be in an acceptable form of Bank Guarantee/ CPO and must be addressed to Haramaya University.
  9. The Haramaya University reserves the right to reject any bid and to annul the bidding process and reject all bids at any time prior to contract award, without thereby incurring any liability to Bidders.

INVITATION TO RE-BID (Second Round)

Mizan Tepi University now invites wax-sealed bids from eligible bidders for furnishing the necessary material, labor, and equipment for the Procurement of works – for the construction of the following works:

1. Package 05 Work at Teaching Hospital Campus.

  1. The Mizan Tepi University invites a) All Contractors Grade Seven (6) G.C or Grade Six (6) B.C. and above eligible bidders for the Construction of Package 05 work at Teaching Hospital Campus.
  2. Bidding will be conducted in accordance with the open national competitive bidding (NCB) procedures contained in the Public Procurement Proclamation of the Federal Government of Ethiopia and is open to all bidders from eligible source countries.
  3. Interested eligible bidders may obtain further information from Mizan Tepi University Procurement and Property Administration Team or University’s Project Office and inspect the bidding documents at the address given below at 8 (a) from Monday to Friday at 8:30 to 11:30 am and 2:00 to 05:00 pm local time from the date of announcement on newspaper.
  4. . A complete set of bidding documents in the English language shall be purchased by any interested eligible bidders as of the first announcement date of the bid on Newspaper up to the bid closing date upon the presentation of legal documents to Mizan Tepi University Procurement and Property Administration Team Office with non-refundable fee of Birr 500.00 (Five Hundred Birr) for works listed above. No liability will be accepted for loss or late delivery.
  5. Bids shall be valid for a period of 120 (One Hundred Twenty) days after bid opening and must be accompanied by security specified under section 4(Bidding form).
  6. All Bidders are instructed to submit One Original and Three Photocopies of the Technical Documents in such a way that the original and each copy of the technical document after being sealed separately shall be placed in a single wax-sealed envelope marked as “Technical documents”. And One Original and Three Photocopies of the Financial Bid Documents after being sealed separately shall be placed in single wax-sealed envelope marked as “Financial Documents”. Finally, both documents shall be placed in one Outer mother envelope. Every envelope shall wax sealed, signed, and stamped properly. The bid bond must be attached to the technical document as stated in the bid documents. Copy of documents should be a photocopy of the original bid documents.
  7. The university shall select the successful contractor by applying the evaluated least cost-based selection method. Bidders must meet the first stage i.e. minimum 70% qualification criteria to pass the second stage i.e. financial proposal evaluation and comparison. Late bidders will be rejected. Bids must be delivered to the address below 8(c) on or before 10:00 AM on the 21st date for works listed above beginning from the first date of bid announcement on the newspaper. Proposal bid documents of bidders will be opened in the presence of bidders or their authorized representatives, who may choose to attend on the 21st day at 10:30 AM for works listed above counted from the bid announcement date at the adree below at 8(d)

በደ/ብብሕ/ክ/መ በጋሞ ዞን የአርባምንጭ አጠቃላይ ሆስፒታል በ2013  በጀት ዓመት የአጥንት ተኝቶ ህክምና ክፍል ግንባታ ለማስገንባት በግልጽ ጨረታ ተቋራጮችን አወዳድሮ ማሠራት ይፈልጋል::

በዚህ መሠረት፡-

  1. ደረጃቸው BC/GC 6 እና ከዚያ በላይ የሆኑ ተቋራጮች ሆነው የዘመኑን ግብር የከፈሉና ፍቃዳቸውን ያሳደሱ፤ በሥራና ከተማ ልማት ሚ/ር የተመዘገቡና የተጨማሪ እሴት ታክስ ተመዝጋቢዎች ሆነው ኦርጅናል ዶክመንታቸውን ለማመሳከሪያ ማቅረብ ይኖርባቸዋል።
  2. አስፈላጊውን የግንባታ ማቴሪያሎችንና መሣሪያዎች በግላቸው አጓጉዘው የሚሠሩና የመልካም ሥራ አፈፃፀም ማረጋገጫ ማቅረብ አለባቸው፡፡
  3. የጨረታ ማስከበሪያ Bid Bond /35,000.00 ብር በባንክ በተረጋገጠ የክፍያ ማዘዣ /CPO/ ወይም በጥሬ ወይም ገንዘብ ወይም በሁኔታ ላይ ያልተመሠረተ ባንክ ጋራንቲ ማስያዝ ይኖርባቸዋል።
  4. ተጫራቾች ሕጋዊ ፈቃዳቸውንና ተጨማሪ እሴት ታክስ /VAT/ የተመዘገቡበትን ሠርተፍኬት በማቅረብ የጨረታውን ዶክመንት ይህ ማስታወቂያ ከወጣበት ቀን አንስቶ እስከ 31 ተከታታይ ቀናት  የማይመለስ ብር 200 /ሁለት መቶ ብር/ በአርባምንጭ አጠቃላይ ሆስፒታል ግዥ ፋይናንስና ንብረት አስተዳደር ዳሬክቶሬት ቢሮ ቁጥር በመቅረብና በመክፈል የከፈለበትን ወይም ገቢ ያደረጉበትን ደረሰኝ በማቅረብ የጨረታውን ሠነድ መውሰድ ይችላሉ።
  5. ማንኛውም ተጫራች ከውድድሩ በፊት የሥራ ሳይቱን በራሱ ወጪ አይቶ ማረጋገጥ ይኖርባቸዋል።
  6.  የፋይናሽያል ጨረታ ሰነዱ ዋጋ ተሞልቶ አንድ ኦርጅናልና ሁለት ፎቶግራፊክ ኮፒው በተለያየ ፖስታ በሰም ታሽጎ ኦርጅናልና ኮፒ ተብሎ እላዩ ላይ ተጽፎበት፤ በሁሉም ፖስታዎች ላይ ስም፤ አድራሻና የፕሮጀክቱ ስም በመጻፍ ሕጋዊ የሆነ ማህተም በማሳረፍና በመፈረም በሰም በታሸገ አንድ ትልቅ ፖስታ ውስጥ ተከተውና እላይ  የተዘረዘሩ ጽሑፎች እላዩ ላይ በመፃፍ ማህተም በማሳረፍና በመፈረምና  የፋይናንሻል ፖስታዎችን በትልቅ እናት ፖስታ ውስጥ ተከተው እላዩ ላይ በተገለጹ ዝርዝር ጽሑፍ ተጽፎበት ይህ ማስታወቂያ ከወጣበት  32ኛ ቀን ከጠዋቱ በ4፡00 ሰዓት በአርባ ምንጭ አጠቃላይ ሆስፒታል ግዥ ፋይናንስና ንብረት አስተዳደር ዳሬክቶሬት ቢሮ ለዚሁ በተዘጋጀው ሳጥን ማስገባት ይኖርባቸዋል።
  7. የጨረታው ሳጥን የሚከፈተው ተጫራቾች ወይም ሕጋዊ ወኪሎቻቸው ባሉበት ከላይ በተጠቀሰው ቀንና ቦታ ከቀኑ 8፡00 ሰዓት ላይ ይከፈታል ። ዕለቱ የሥራ ቀን ካልሆነ በቀጣዩ ሥራ ቀን ላይ በተመሣሣይ ሰዓት ላይ ይከፈታል።
  8. የማንኛውም ተጫራች አርትሜትክ ቼክ ውጤቱ ከተነበበው ዋጋ  አንጻር ከ2% በላይና በታች ሆኖ ከተገኘ ከጨረታው ውጪ ይሆናል። በተመሣሣይ ሪቨት/ቅናሽ ከ10% በላይ በማድረግ ከጨረታው ውጪ  ያደርጋል።
  9. መሥሪያ ቤቱ የተሻለ መንገድ ካገኘ ጨረታውን በከፊልም ሆነ ሙሉ በሙሉ የመሠረዝ መብት አለው።

በተጨማሪም የተጫራቾች ወይም ሕጋዊ ወኪሎቻቸው አለመገኘት የጨረታውን ሂደት አያስተጓጉልም።

  8. ተጫራቾች የጨረታ ማስከበሪያ በባንክ የተረጋገጠ የ50,000/ ሃምሳ ሺህ ብር /CPO ማሽያዝይኖርባቸዋል
  9. ዘግይቶ የመጣ ፖስታ ተቀባይነት የለውም

INVITATION TO BID

  1. The West Arsi Zone Police Commission Office has secured a budget for the procurement of construction of Special Force Camp (different G+0 buildings)
  2. The Commission now invites all General or Building Contractors of category GC-4/BC-3 & above and the bidder shall submit a renewed certificate of registration or certificate of competence from Ministry of Urban Development and Construction or Oromia Construction Authority, renewed trade license for the current budget year (2013 EC), VAT registration certificate & Tax clearance certificate validly during the bidding period from Oromia Revenue Authority or Federal Tax Authority
  3. Bidding documents shall be purchased at the West Arsi Zone Revenues Authority Office upon submission of a written application and a non-refundable fee of birr 500,00 (Five Hundred Birr only) starting from 16/12/2020 up to 14/01/2021 G.C.
  4. A bidder has to be registered to collect “VAT” and copy of VAT certificate, trade license, Tax clearance, registration certificate and registration in the PPA’s supplier list, the certificate must be submitted attached with the application
  5. Bidders may obtain further information, inspect and acquire the bidding documents from the office of the Commission at Shashemene City.
  6. All bidders must be accompanied by a bid security in CPO form or unconditional bank guarantee of 500,000.00 (Five Hundred Thousand Birr only) valid for 90 calendar days. The bid security must be addressed to the client and must be attached to the original qualification document,
  7. Submission and opening of the bid.
  • a) The dead line of bid (both qualification and financial offers independently) submission shall be at 10:00 am15/01/2021 G.C and the qualification document shall be opened on the same date at 10:30 am
  • b) The original and copies of the qualification and financial offer documents shall be placed in a sealed envelope marked as “QUALIFICATION DOCUMENT” and “THE FINANCIAL OFFER DOCUMENT” separately and all envelopes shall be placed in a large outer envelope and wax sealed. (six separate envelopes in one outer envelope)
  • c) In preparing the bid document bidders are expected to examine the bid data in the tender document
  • d) The financial offer document shall remain sealed and deposited in a box prepared for this purpose in the presence of the tender committee or any authorized body by the client until the financial offer (s) of qualified bidders are opened publicly.
  • e) The committee assigned by the client will evaluate the qualification of the bidders on the basis of their responsiveness to the bid document, by applying the evaluation criterion, sub-criterion, and points assigned to the criterion in the data sheet. Each qualification document will be given a score point. A bidder will be rejected at this stage if it does not respond to the tender document or fails to achieve the minimum technical score indicated in the tender document.
  • f) Only financial offers of those bidders who score the minimum qualifying point, 70% (seventy percent) and above will be opened on the financial opening date, The financial opening of the bidders who have scored less than the minimum passing point (1.70%) will be returned unopened. The client shall address the financial opening date and time to the bidders.
  • g) Any attempt of submission forged (false) document and/or indication of financial offer on the qualification document shall result in rejection of the bidder.
  • h) The client shall not bear any responsibility for any displacement such as insertion of “QUALIFICATION DOCUMENT” in “THE FINANCIAL OFFER DOCUMENT” envelope or vise versa and the like, which result in rejection of the bidder.

8. Any contractor who has termination history with the Ministry Offices, Bureau, Zonal offices, and other regional sectors and with bad/poor performance (in a written form) in the past contractual period, the client has full right to reject those contractors during technical evaluation.

9. The public body has the right to reject the bid partially or fully.

5) The Employer does not allowed a joint venture or Consortium of two or more entities for this bid.

6) The Bid document can be purchased from Amhara Crédit and Saving Institution ACSI Main Office 4th floor Room number 403 beginning from the first announcement date until 21th Calendar day at 5:30 AM upon a payment of none-refundable fee of Ethiopia Birr 200.00 (Two Hundred birr only) for each project.

Bid will be opened in the presence of the bidders or their representatives who choose to attend in person at 3:30 PM on 20th day of announcement of this invitation for bid otice on the Ethiopian herald news paper at the SRS GCA Finance Office. If there will be public holiday and weekend on this date, the closing and opening of the bid will take place on the next working day at the same time and the same venue. The bid must be accompanied a bid security of not less than 2% of the total bid price.

10. The GCA Finance Office reserves the right to reject all or part of the bid.

  7. ተጫራቾች የጨረታ ሰነዱን ለእያንዳንዱ ሎት የማይመለስ ብር 200/ሁለት መቶ ብር በመክፈልና በጥቃቅን የተደራጁ ከሆኑም ከአደራጃቸው መስሪያ ቤት የተደራጁበትን ዓመተ ምህረት በመጥቀስና የድጋፍ ደብዳቤ በማጻፍ መግዛት ይችላሉ። ተጫራቾች የመወዳደሪያ ሰነዳቸውን በታሸገ ኤንቨሎፕ በማድርግ ይህ ማስታወቂያ በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ ባሉት ለ 21ቀናት በአየር ላይ የሚውል ሲሆን በ 22ኛው ቀን ከጠዋቱ 3፡30 ሰዓት ይታሸግና በዚሁ ቀን ከጠዋቱ 4፡00 ሰዓት ይከፈታል። ጨረታው ሲከፈት ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው ባይገኙ ጨረታውን ከመክፈት አያስተጓጉልም። ጨረታው የሚከፈትበት ቀን የበዓል ቀን ከሆነ በሚቀጥለው የስራ ቀን ታሽጎ በተጠቀሰው ሰዓት ይከፈታል።
  8. የጨረታ ሰነዱን ጨረታው ከወጣበት ቀን ጀምሮ ዘወትር በስራ ሰዓት ብቸና ከተማ አስ/ገ/ኢ/ልጽ/ቤት ግ/ፋ/ን/አስ/ቡድን ቢሮ ቁጥር 1 መውሰድ የሚቻል መሆኑንና ለእያንዳንዳቸው ሎቶች ኦርጅናልና  ኮፒን በመለየት በኣንድ ፖስታ በማሸግ እስከ 22ኛው ቀን ከጠዋቱ 3፡30 ሰዓት ድረስ ማስገባት ይኖርባቸዋል። በተጨማሪ ተጫራቾች የሚጫረቱበትን የሎት ቁጥር፣ ፊርማ፣ ማህተም ፣ ስምና አድራሻ በፖስታቸው ላይ እና በሰነዱ ላይ መግለጽ አለባቸው።እንዲሁም በግንባታ ግዥው የግንባታ ብቃት ማረጋገጫ ከአማራ ክልል እና ከፌዴራል ውጭ የሆነ አሸናፊ ተጫራች ካለ የግንባታ ውልን በሚይዝበት ወቅት የግንባታ ግዥው ባወጣው ክልል ውስጥ የቅርንጫፍ ጽ/ቤት ሰርተፍኬት ማቅረብ አለበት።ከክልል እና ከፌዴራል ውጭ የሆነ አሸናፊ ተጫራች ካለ የግንባታ ውልን በሚይዝበት ወቅት የግንባታ ግዥው ባወጣው ክልል ውስጥ የቅርንጫፍ ጽ/ቤት ሰርተፍኬት ማቅረብ አለበት።
  9. ለሁሉም ሎቶች ለተጠቀሰው ግዥ በእንግሊዘኛ የቀርበ የጨረታ  ሰነድ ካለ አሸናፊው ውል ሲይዝ በአማርኛ ማስተርጎም አለበት ማንኛውንም የግንባታ እቃዎችና የሰው ሃይል አሸናፊው ራሱ ችሎ የሚሰራ መሆን አለበት።
  10. ተጫራቾች የጨረታ ማስከበሪያ ለሚወዳደሩበት ለሁሉም ሎቶች  10,000/አስር ሺህ ብር ብቻ ፣ በባንክ የተረጋገጠ ትዕዛዝ/ሲፒኦ/ ፣ በጥሬ ገንዘብ፣ በሁኔታ ላይ ያልተመሰረተ የባንክ ዋስትና ወይም  በባንክ የተረጋገጠ ሌተር ኦፍ ክሬዲት በማቅረብ በጥቃቅን የተደራጁ ከሆነም ከአደራጃቸው መስሪያ ቤት የተደራጁበትን ዓመተ ምህረት በመጥቀስ የብር መጠኑን በመግለጽ የድጋፍ ደብዳቤ በማፃፍ ማቅረብ አለባቸው::
  11. ለሁሉም ሎቶች አሸናፊው አሸናፊነቱ ከተገለጸለት ቀን በኋላ ለውል ማስከበሪያ 10% ዋስትና በጥሬ ገንዘብ ወይም በባንክ በተረጋገጠ ሲፒኦ ወይም በሁኔታ ላይ ያልተመሰረተ የባንክ ዋስትና በማቅረብ ወይም በጥቃቅን የተደራጁ ከሆኑም ከአደራጃቸው መስሪያ ቤት የተደራጁበትን ዓመተ ምህረት በመጥቀስ የብር መጠኑን በመግለጽ የድጋፍ ደብዳቤ በማጻፍ ማቅረብ አለባቸው።
  12. ከሎት2 እስከ ሎት- 6 የግንባታ ግዥ አሸናፊው ተጫራች ከተደራጁ ማህበራት ውጭ ከሆኑ ተቋራጮች ለጥቃቅንና አነስተኛ ተቋማት ከአጠቃላይ የግንባታ ውሉ በእያንዳንዱ የክፍያ ሰርተፍኬት 10%  አውት ሶርስ ማድረግ እና በውሉ በተቀመጡ የክፍያ ሂደቶች አውት ሶርስ የተደረገበትን መረጃ ማቅረብ አለበት።
  13.  በጨረታ ሰነዱ ላይ ስርዝ ድልዝ ወይም ለመለየት አሻሚ የሆኑ ነገሮች  መኖር የለበትም ካለ ተጫራቹ ፊርማ ማድርግ አለበት።
  14. በእያንዳንዱ ሎት መስሪያ ቤቱ አሸናፊ የሚለየው በጠቅላላ ዋጋ ጥቅል ድምር ዝቅተኛ ዋጋ መሆኑ መታወቅ አለበት።
  15.  ተጫራቾች ከአንድ የመጫረቻ ሰነድ በላይ መግዛት ወይም መጫረት አይችሉም።
  16.  ተጫራቾች ከጨረታ ሰነዱ ጋር የተያያዘውን የተጫራቾች መመሪያ ማየት ይችላሉ።
  17. ተጫራቾች በጨረታ ለመሳተፍ አስፈላጊ ማስረጃዎች ፎቶ ኮፒ  በማድረግ ከመጫረቻ ሰነዳቸው ጋር አያይዘው ማቅረብ ይችላሉ።
  18. የጨረታ መዝጊያ ከተጠናቀቀ በኋላ ተጫራቶች በአቀረቡት የመወዳደሪያ ሃሣብ ላይ ለውጥ ማድረግና ከጨረታው ራሳቸውን ማግለል አይችሉም።

West Arsi Zone Agriculture and Natural Resource Office has secured a budget for construction of one (1) small Scale Pump irrigation Projects in Heban-Arsi woreda of West Arsi Zone.

  1. West Arsi Zone Agriculture and Natural Resource Office has secured budget from Oromia National Regional State to cover eligible payment under the contract for the construction of Civil Works, Supply Transportation & Installation Electro Mechanical of Haro-Harkiso Small scale pump irrigation project in Heban-Arsi district water sources is from the river.
  2. The entitled Project is open to all eligible bidders having a construction license of WWGC-5 & above and above renewed for 2013 E.C and those currently registered with the Ministry of Construction and Urban Development, Oromia Construction Bureau, Ministry of Water, Irrigation & Electric, registration for VAT and Tax Identification number (TIN) together with written application.
  3. West Arsi Zone Agriculture and Natural Resource Office, acting as executing agency for the Project invites Wax-sealed bids from eligible bidders for the construction of Civil Works, Supply, installation and Transportation of Pipe, Fittings & Electromechanical.
  4. Bid document purchased from Zonal Revenue office of West Arsi Zone, Shashemene, ETHIOPIA (P.O.Box 951, Tel. 251-46-110-3474/5760 Fax 251-46-110-0670, for a nonrefundable fee of Ethiopian Birr Three Hundred only at working hours, Commencing on December 17, 2020 GC to January 15, 2020 GC. The method of payment will be in cash.
  5. Bid shall be valid for a period of ninety (90) days after Bid opening and must be accompanied by Bid security of not less than (1%) of Contract price in the form of Bank Guarantee, CPO shall be delivered to West Arsi Zone Agriculture and Natural Resource Office, the bid will be closed on January 18, 2020 GC, 12:00 AM, and will be opened on the same day at 2:00 PM in the presence of the bidders or legible representative who wish to attend at the West Arsi Zone Administration Office. Late bids shall be automatically rejected.
  6. West Arsi Zone Agriculture and Natural Resource Office reserve full right to reject bidders with poor past work performance against their schedule project completion time, with poor work quality record and also reject those contractors currently having more than one project within the Zone, with physical progress of less than 75% and bidders listed under Black List by Oromia Agriculture and Natural Resource Bureau, Oromia Water and Energy Resource Development Bureau and Oromia Construction Bureau.
  7. Submission of Supportive documents for good reputation / past work performance/, from previous employers, is very helpful.

  1. The A.A. Water and Sewerage Authority- Water and Sanitation Infrastructure Development Division invites sealed bid from eligible bidders for the Supply and Installation of pipes, fittings and Construction of Civil Works for Barak Community Water Supply Project.
  2. The Invitation is open for contractors under category of WWC/GC grade 3 and above who have registered with the relevant government offices in Ethiopia and renewed their License for the current year.
  3.  Bidding will be conducted through the National Competitive Bidding (NCB) contained in the public procurement proclamation of the Government of the Federal Democratic Republic of Ethiopia.
  4.  Interested eligible bidders may obtain further information from Procurement team of the division and inspect the bidding documents at the address given below during working hours from 8:30 AM12:30 PM in the morning and 1:30 PM to 5:30 PM in the afternoon.
  5. A complete set of bidding documents in English language may be purchased by interested bidders from December 18, 2020 onwards during office hours at the address below upon payment of a non-refundable fee of birr 500 (five hundred). The method of payment will be in cash.

Late bids shall be rejected.
