Norwegian Church Aid (NCA) is an international organization working for global justice, currently operating in 24 countries. In Ethiopia, NCA is legally registered with Civil Society Organizations Agency as a Foreign Charity.
NCA has maintained a presence in Ethiopia since 1974, undertaking both emergency and development activities in five thematic programs; namely, Water, Sanitation and Hygiene (WASH), Reproductive Health, Climate Resilience, Humanitarian Response and Peace Building. Currently NCA is working in Oromia, Amhara, Tigray, Somali, the Southern Nations, Nationalities and Peoples’ Region (SNNPR) and Gambela National Regional States and the Addis Ababa City Administration.
The Humanitarian response program of NCA under Gambella filed office, is implementing WASH Projects particularly Mensuration hygiene management project in Gambella region Jewi refugee camp and part of Gambella town.
NCA Gambella field office planned to construct two permanent female-friendly latrine with four seats and two iron sheet -superstructure safe space block both in Gambella town and jewi refugee camp using a fund obtained from its own source. Therefore, NCA-G is seeking a wax-sealed bid from eligible and potential contractors who has experience in the area of the assignment.
ELIGIBILITY:
Bidders must have renewed trade licence/ certificates for 2012 E.C. (2019/20 G.C.), VAT, TIN, Registration Certificate and other supporting letter/s concerning whether they have paid the taxes for government. Recommendation letter and/or any other proof documents (like Contracts/ POs/ completion certificates etc.) from UN agencies, other INGOs, governmental organizations and local NGOs for performing similar construction activities in the past two years.
Bidders should submit their offers in wax-sealed envelopes (one original and the second copy) to NCA- Gambella field office and NCA-E Addis Abeba office from 27/9/2020 to 02/10/2020 on working hours and must be accompanied by a bid bond amounting to two (2%) of the offer in the form of CPO or bank guarantee.

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s): (i) Must have successfully completed at least one (1) contract having a value of ETB 11,000,000 (Eleven Million Birr) Per Each lot, with a similar size, nature and complexity during the last 3 (Three Years) supported with the names of the clients, types and value of the contract, (ii) The bidder shall demonstrate that it has access to, or has available liquid assets, unencumbered real assets, lines of credit and other financial means (independent of any contractual advance payment) sufficient to meet the cash flow requirement of ETB 2,750,000 (ETB Two Million Seven Hundred Fifty Birr) Per each lot, (iii) The audited Financial Statement or, other financial statement acceptable to the Employer for the last three Years shall be submitted and must demonstrate the current soundness of the bidder’s financial position and indicate its prospective long term profitability, and (iv) Minimum Average Annual Turnover of ETB 20,625,060 (USD Twenty Million Six Hundred Twenty Five Thousand» Per each lot calculated as average of total certified payments received for contracts in Progress and/or completed within the last three years. Margin of preference shall not be applied for the bidders. .
