1. FAL General Contractor has entered a contract agreement with the Ethiopian Roads Authority (ERA) for construction works of Debre Markos-Debre Elias-kuch Design and Build Road Project, Lot 1: Debre Markos-Debre Elias-Temcha (Km 0+000-75+0000) and 5.9km Chemit Spur.
2. Pursuant to the requirements of the contract, FAL General Contractor intends to sublet part of the permanent works. Eligible bidders are invited to submit a sealed bid for providing the necessary labor, material, and equipment for execution of part of the permanent works including earthworks, drainage and pavement works (i.e clearing & grubbing, earthworks, drainage structures and sub-base construction) of the project.
3. Interested bidders shall have a category of GC-5/RC-5 to GC-1/ RC-1 inclusive construction grades.
4. FAL General Contractor now invites eligible bidders, which fulfill the following requirements, to submit sealed bids for geotechnical investigation works of two bridges.
a) Interested bidders shall submit the following legal documents along with their qualification documents;
(i) Trading license renewed for 2013 EFY in construction Works;
(ii) Tax clearance certificate, which states that the bidder can participate in any public tender, valid at bid submission date, VAT and TIN registration certificates;
(iii) Registration as a supplier in the list of the mandated public body, i.e Public Procurement and Property Administration Agency (PPPAA).
(iv) Bidders who fail to provide valid documents mentioned under 4(i), (ii), (iii) above with its qualification document will be rejected from further evaluation.
b) Interested bidders shall also submit the following documents justifying their experiences along with their qualification documents;
(i) Bidders shall provide company profile, including professionals, past work experience in similar works, and testimonies for the same if any.
5. Bidding will be conducted through the National Competitive Bidding (NCB) procedure, specified a the bidding documents, and is open to all eligible bidders. Detail qualification criteria are stated in the bidding document.
6. H. The financial offer document shall remain sealed and deposited in a box prepared for this purpose in the presence of auditor or any other authorized body by the client, until financial offer(s) of qualified bidders are opened publicly.
I. The committee assigned by the client will evaluate the qualification of the bidders based on the basis of their responsiveness to the bid document, by applying the evaluation criterion, sub-criterion and points assigned to criterion in the data sheet. Each qualification document will be given the score point. A bidder will be rejected at this stage if it does not respond to the tender document or fails to achieve the minimum technical score indicated in the tender document.
J. Only financial offers of those bidders who score the minimum qualifying point, 70% (Seventy percent) & above will be opened on the financial opening date. The financial opening of the bidders who have scored less than the minimum passing point (ie. 70%) will be returned unopened. The client shall address the financial opening date and time to the bidders.
K. Any attempt of submission forged (false) document and /or indication of financial offer on the qualification document shall result in rejection of the bid.

8. Any contractor who has termination history with the Bureau or Zonal Offices and other regional or Zonal reject those contractors during technical evaluation.
9. The Validity of the bid shall be 90 days from the date of bid opening. And must be accompanied with bid security of two hundred thousand (200,000) ETH birr in the form of CPO only, which is addressed to East Shoa Zone Roads Authority.
10. The construction of the work shall be completed within a maximum of 365 calendar days from the commencement date of the work.

The Federal Democratic Republic of Ethiopia (FDRE) has applied for financing from Saudi Fund for Development (SFD) for the Construction Works of Debre Markos – Digua Tsion – Mota Road Project.
The Ethiopian Roads Authority (ERA) on Behalf of the FDRE invites international eligible Contractors (including all members of a joint venture and all Subcontractors of bidders) for the Construction Works of Debre Markos – Digua Tsion – Mota Road Project. The Road Project is to be constructed in two separate Contracts, Contract 1: Debre Markos – Km 60.56 (60.56 Km) and Contract 2: Km 60.56 – Mota (57.81 Km).
In general, the proposed Debre Markos – Digua Tsion – Mota Road Project consists of construction of 60.56 Km and 57.81 Km roads to Asphalt Concrete surfacing to ERA DC5 standard (ERA’s Geometric Design Manual – 2013).
The works also include the construction of minor and major drainage structures. Rural sections shall have a road carriageway width of 7.0m (with 1.5m and 0.5m sealed with Single Bituminous Surface Treatment shoulders on each side for flat/rolling sections and mountainous sections respectively). For town sections; Zonal seat shall have 2.5m median width with both sides having 3.5m parking lane, 3.5m Carriageway, and 2.5m walkway, and Woreda seats shall have 7m carriageway with 3.5m parking lane and 2.5m walkway on each side. Whereas, Kebele seats shall have a 7m carriageway with 2.5 m paved shoulder on each side. The time of completion for each project is 42 months (1278 calendar days) including a mobilization period of 120 calendar days.

5.
