NOTICE OF INVITATION FOR BIDS

1. FAL General Contractor has entered a contract agreement with the Ethiopian Roads Authority (ERA) for construction works of Debre Markos-Debre Elias-kuch Design and Build Road Project, Lot 1: Debre Markos-Debre Elias-Temcha (Km 0+000-75+0000) and 5.9km Chemit Spur.

2. Pursuant to the requirements of the contract, FAL General Contractor intends to sublet part of the permanent works. Eligible bidders are invited to submit a sealed bid for providing the necessary labor, material, and equipment for execution of part of the permanent works including earthworks, drainage and pavement works (i.e clearing & grubbing, earthworks, drainage structures and sub-base construction) of the project.

3. Interested bidders shall have a category of GC-5/RC-5 to GC-1/ RC-1 inclusive construction grades.

4. FAL General Contractor now invites eligible bidders, which fulfill the following requirements, to submit sealed bids for geotechnical investigation works of two bridges.

a) Interested bidders shall submit the following legal documents along with their qualification documents;

(i) Trading license renewed for 2013 EFY in construction Works;

(ii) Tax clearance certificate, which states that the bidder can participate in any public tender, valid at bid submission date, VAT and TIN registration certificates;

(iii) Registration as a supplier in the list of the mandated public body, i.e Public Procurement and Property Administration Agency (PPPAA).

(iv) Bidders who fail to provide valid documents mentioned under 4(i), (ii), (iii) above with its qualification document will be rejected from further evaluation.

b) Interested bidders shall also submit the following documents justifying their experiences along with their qualification documents;

(i) Bidders shall provide company profile, including professionals, past work experience in similar works, and testimonies for the same if any.

5. Bidding will be conducted through the National Competitive Bidding (NCB) procedure, specified a the bidding documents, and is open to all eligible bidders. Detail qualification criteria are stated in the bidding document.

6. Interested and eligible bidders may obtain further information and inspect the bidding documents at FAL General Contractor at the address given below, from 9:00 AM to 12:00 PM and 2:00 PM to 5:00 PM from Mondays to Fridays and 9:00 AM to 12:30 PM on Saturday local time. A complete set of the bidding documents in English may be purchased by interested bidders on the submission of a written application and presentation of the documents mentioned under item (4) above to the address below, effective as of 26th October 2020G.C.

7. Bidders shall submit two envelopes, “Qualification Application & Bid Security” in one envelope and “Financial Bid” in the other envelope, the two envelopes shall be sealed in an outer envelope. Bidders shall submit one original and two copies of Technical and Financial Bids. Both Technical and Financial Bids shall be opened on the same day in the presence of bidders and Financial bids will not be read out for confidential purposes and the Contractor has the right for further negotiations with bidders, if any, on financial offers.

8. Bids must be delivered to the address below on/before November 06, 2020 at 2:30 P.M. Bids must be accompanied by a bid security in the amount of ETB 30,000.00 (Thirty Thousand Birr) in the form of CPO or unconditional Bank Guarantee. Bids not accompanied by bid security shall be rejected from further evaluation. Technical qualification information and Bid security of the bidders will be opened in the presence of bidders’ representatives who choose to attend at FAL General Contractor Head Office, on the final date and time of bid submission. Late bids will be rejected.

FAL General Contractor reserves the right to accept or reject any or all bids.

  1. The Oromia Roads Authority has allocated a budget towards the cost of the accomplishment of the remaining work of Bridge Construction Project and intends to apply part of this budget to payments under this project. The Bridge name, location, span, Length, amount of bid security, Minimum Annual construction turn over (ACT) and the total period of construction including the required mobilization time, for this Bridge project is indicated in the following table.
  2.   3. The East Shoa Zone Roads Authority (ESZRA) now invites eligible bidders to submit sealed bids for providing the necessary labor, material, and equipment for the remaining construction works of the above Bridge.
  4. Interested bidders shall submit the following evidence:
  • The bidders shall have a certificate of competency from Oromia Construction bureau or Ministry of Federal Construction with Category: GC-4/RC-3 & above for this bridge project renewed for the bidding period (2013) and other appropriate documentary evidences demonstrating the bidder’s compliance, which shall include:
  • I. Trade License renewed for bid period (2013) and Commercial Registration Certificate from Registration certificate authorized bodies
  • II. VAT & Tax payer Identification Certificate issued by the tax authority.
  • III. Tax Clearance certificate issued from the Tax Authority (Inland Revenue Authority) which allows the bidder to participate in public tenders at the date of the deadline for bid submission
  • IV. Evidence of (Being) Registered at Ethiopian Public Procurement and Property Administration Agency (PPPAA) Supplier list currently

5. Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is open to all eligible domestic bidders as specified and defined in the bidding document.

6. Interested eligible bidders may obtain further information and inspect the bidding documents, including a complete set of Engineering Drawings which is necessary for bidding purposes, at the address given below at office working hours. A complete set of bidding documents prepared in the English language may be purchased by interested bidders on the submission of a written application to the address below and a non-refundable fee of ETB 500.00 (five hundred Birr only) for this Bridge Project effective from the first date of announcement up to 21 working days. The method of payment shall be in cash to the East Shoa Zone finance & Economic development office

7. Bidders can apply for this bridges project and shall submit their bid;

1. Submission and opening of the bid; (East Shoa Zone Finance and Economic Development office)

  • A. The deadline of bid (both qualification and financial offers independently) submission shall be on or before 2:00 PM of the 22nd working day of the bid starting from the date of announcement.
  • B. The original and copies of the qualification document shall be placed in a sealed envelope marked as qualification Document” and whole (original, copy-l& copy-2) envelopes shall be placed in large outer envelope and wax sealed. This outer envelope shall bear the submission address and other information (Employer’s name and address project name bidder’s name and address) indicated in the data sheet and be clearly marked “TO BE OPENED ONLY IN THEPRESENCE OF TENDER COMMITTEE”.
  • C. The original and copy of the financial offer documents shall be placed in a sealed envelope marked as THE FINANCIAL OFFER DOCUMENT” and whole (original, copy-1 & copy 2) envelopes shall be placed in a large outer envelope and wax sealed. This outer envelope shall bear the submission address and other information (Employer’s name and address, project name, bidder’s name and address) indicated on the datasheet and is clearly marked as “TO BE OPENED ONLY IN THE PRESENCE OF TENDER COMMITTEE”
  • D. The bid security (CPO) should be seal by its own envelope separately.
  • E. Finally, the Technical, Financial and Bid security (CPO) documents shall be placed in a single wax-sealed envelope whose outer cover containing all necessary information mentioned above.
  • F. In preparing the bid document bidders are expected to examine the bid data in the tender document,
  • G. The qualification document will be opened at 2:30 PM of the 22nd working day of the bid starting from the date of announcement.
  • H. The financial offer document shall remain sealed and deposited in a box prepared for this purpose in the presence of auditor or any other authorized body by the client, until financial offer(s) of qualified bidders are opened publicly.
  • I. The committee assigned by the client will evaluate the qualification of the bidders based on the basis of their responsiveness to the bid document, by applying the evaluation criterion, sub-criterion and points assigned to criterion in the data sheet. Each qualification document will be given the score point. A bidder will be rejected at this stage if it does not respond to the tender document or fails to achieve the minimum technical score indicated in the tender document.
  • J. Only financial offers of those bidders who score the minimum qualifying point, 70% (Seventy percent) & above will be opened on the financial opening date. The financial opening of the bidders who have scored less than the minimum passing point (ie. 70%) will be returned unopened. The client shall address the financial opening date and time to the bidders.
  • K. Any attempt of submission forged (false) document and /or indication of financial offer on the qualification document shall result in rejection of the bid.
  • L. The client shall not bear any responsibility for misplacement of “Qualification Document” in “The financial offer Document” envelope or vice versa, which result in rejection of the bidder.

8. Any contractor who has termination history with the Bureau or Zonal Offices and other regional or Zonal reject those contractors during technical evaluation.

9. The Validity of the bid shall be 90 days from the date of bid opening. And must be accompanied with bid security of two hundred thousand (200,000) ETH birr in the form of CPO only, which is addressed to East Shoa Zone Roads Authority.

10. The construction of the work shall be completed within a maximum of 365 calendar days from the commencement date of the work.

11. East Shea Zone Roads Authority reserves the right to reject any bid and to annul the bidding process and reject all bids at any time, without thereby incurring any liability to Bidders.

  8. የጨረታ ሰነዱን ጨረታው ከወጣበት ቀን ጀምሮ ዘወትር በስራሰዓት ብቸና ከተማ አስ/ገ/ኢ/ል/ጽ/ቤት ግ/ፋ/ን/አስ/ቡድን ቢሮቁጥር 1 መውሰድ የሚቻል መሆኑንና ለእያንዳንዳቸው ሎቶችእርጅናልና ኮፒን በመለየት በአንድ ፖስታ በማሽግ እስከ 22ኛው ቀንከጠዋቱ 3፡30 ሰዓት ድረስ ማስገባት ይኖርባቸዋል፡፡ በተጨማሪምተጫራቾች የሚጫረቱበትን የሎት ቁጥር፣ ፊርማ፣ ማህተም፣ ስምናአድራሻ በፖስታቸው ላይ እና በሰነዱ ላይ ሙግለጽ አለባቸው፡፡እንዲሁም በግንባታ ግዥው የግንባታ ብቃት ማረጋገጫ ከአማራክልል እና ከፌዴራል ውጭ የሆነ አሽናፊ ተጫራች ካለ የግንባታውልን በሚይዝበት ወቅት የግንባታ ግዥው ባወጣው ክልል ውስጥየቅርንጫፍ ጽ/ቤት ሰርፍኬት ማቅረብ አለበት፡
  9. . ለሁሉም ሉቶች ለተጠቀሰው ግዥ በእንግሊዘኛ የቀረበ የጨረታሰነድ ካለ አሸናፊው ውል ሲይዝ በአማርኛ ማስተርጎም አለበትማንኛውንም የግንባታ እቃዎችና የሰው ሃይል አሸናፊው ራሱን ችሎየሚሰራ መሆን አለበት፡፡
  10. ተጫራቾች የጨረታ ማስከበሪያ ለሚወዳደሩበት ለእያንዳንዱ ሎትማለትም ለሎት 1፡- 10,500.00 (አስራ አምስት ሺህ አምስት መቶብር)፣ ሎት 2፡- 12,000.00 (አስራ ሁለት ሺህ ብር)፣ ለሎት 3፡9,000.00 (ዘጠኝ ሺህ ብር)፣ ሎት 5፡- 15,000.00 (አስራ አምስትሺህ) ብር በባንክ የተረጋገጠ ትዕዛ (ሲፒኦ)፣ በጥሬ ገንዘብ፣ በሁኔታላይ ያልተመሰረተ የባንክ ዋስትና ወይም በባንክ የተረጋገጠ ሌተር ኦፍክሬዲት ማቅረብ አለበት ወይም በጥቃቅን የተደራጁ ኢንተርፕራይዝከሆኑ ከተደራጁበት ቴክኒከና ሙያ ኢንተርፕራይዝ ልማት ጽ/ቤትየተደራጁበትን ዓመት በመጥቀስና በገንዘብ የተፃፈ የድጋፍ ደብዳቤበማፃፍ ማቅረብ አለባቸው፡፡
  11. ለእያንዳንዳቸው ግዥዎች አሸናፊው አሸናፊነቱ ከተገለጸለት ቀንበኋላ ለውል ማስከበሪያ 10% ዋስትና በጥሬ ገንዘብ ወይም በባንክበተረጋገጠ ሲፒኦ ወይም በሁኔታ ላይ ያልተመሰረተ የባንክ ዋስትናማቅረብ አለበት ወይም የተደራጁ ከሆኑ ለመ/ቤታችን ከተደራጁበትቴክኒክና ሙያ ኢንተርፕራይዝ ልማት ጽ/ቤት 10% የድጋፍዋስትና በማፃፍ ማቅረብ አለባቸው፡፡ በተጨማሪ ለሁሉም ሎቶችየውል ማስከበሪያ በሁኔታ ላይ የተመሰረተ የባንክ ዋስትና/መድህንአንሹራንስ/ማቅረብ የሚችል መሆኑን እናሳውቃለን፡፡
  12. . ከሎት1እስከ ሎት 5 የግንባታ ግዥ አሽናፊው ተጫራች ከተደራጁማህበራት ውጭ ከሆነ ተቋራጮች ለጥቃንና አነስተኛ ተቋማትከአጠቃላይ የግንባታ ውሉ በእያንዳንዱ የክፍያ ሰርተፍኬት 10%አውት ሶርስ ማድረግ እና በውሉ በተቀመጠ የክፍያ ሂደቶች አውትሶርስ የተደረገበትን መረጃ ማቅረብ አለበት፡፡
  13. በጨረታ ሰነዱ ላይ ስርዝ ድልዝ ወይም ለመለየት አሻሚ የሆኑ ነገሮችመኖር የለበትም ካለ ተጫራቹ ፊርማ ማድረግ አለበት፡፡
  14. በእያንዳንዱ ሎት መስሪያ ቤቱ አሸናፊ የሚለየው በጠቅላላ ዋጋ ጥቅልድምር ዝቅትኛ ዋጋ መሆኑ መታወቅ አለበት፡፡
  15. ተጫራቾች ከአንድ የመጫረቻ ሰነድ በላይ መግዛት ወይም መጫረትአይችሉም፡፡
  16. ተጫራቾች ከጨረታ ሰነዱ ጋር የተያያዘውን የተጫራቾች መመሪያማየት ይችላሉ፡፡
  17. ተጫራቾች በጨረታ ለመሳተፍ አስፈላጊ ማስረጃዎች ፎቶ ኮፒበማድረግ ከመጫረቻ ሰነዳቸው ጋር አያይዘው ማቅረብ ይችላሉ፡፡

INVITATION FOR BIDS

  1.  The Federal Democratic Republic of Ethiopia (FDRE) has applied for financing from Saudi Fund for Development (SFD) for the Construction Works of Debre Markos – Digua Tsion – Mota Road Project.
  2. The Ethiopian Roads Authority (ERA) on Behalf of the FDRE invites international eligible Contractors (including all members of a joint venture and all Subcontractors of bidders) for the Construction Works of Debre Markos – Digua Tsion – Mota Road Project. The Road Project is to be constructed in two separate Contracts, Contract 1: Debre Markos – Km 60.56 (60.56 Km) and Contract 2: Km 60.56 – Mota (57.81 Km).
  3.  In general, the proposed Debre Markos – Digua Tsion – Mota Road Project consists of construction of 60.56 Km and 57.81 Km roads to Asphalt Concrete surfacing to ERA DC5 standard (ERA’s Geometric Design Manual – 2013).

The works also include the construction of minor and major drainage structures. Rural sections shall have a road carriageway width of 7.0m (with 1.5m and 0.5m sealed with Single Bituminous Surface Treatment shoulders on each side for flat/rolling sections and mountainous sections respectively). For town sections; Zonal seat shall have 2.5m median width with both sides having 3.5m parking lane, 3.5m Carriageway, and 2.5m walkway, and Woreda seats shall have 7m carriageway with 3.5m parking lane and 2.5m walkway on each side. Whereas, Kebele seats shall have a 7m carriageway with 2.5 m paved shoulder on each side. The time of completion for each project is 42 months (1278 calendar days) including a mobilization period of 120 calendar days.

5. Bidders may obtain a complete set of bidding documents at the above office starting from October 19, 2020, and upon payment of a non-refundable fee of 300 US$ (Three Hundred US Dollars) or 10,000 ETB (Ten Thousand Ethiopian Birr) for each project. Payment shall be made in cash, bank certified check or telegraphic transfer to the Employer’s Bank Account in the Commercial Bank of Ethiopia-Sengatera Branch through Account No.01715-33144600.

The document will be sent by registered airmail if required so by the bidder but under no circumstances will the procuring entity be held responsible for late delivery or loss of the documents so mailed.

6. Bidding will be conducted through the International Competitive Bidding (ICB) procedure specified in the bidding documents and is open to all eligible bidders. The minimum General and Specific Construction Experience is as shown below;

7. The bidding procedure to be followed is a two-envelope procedure. The post-qualification documents and financial offers should be sealed in two separate envelopes. The first envelope containing the post-qualification application and bid security is clearly marked “Post Qualification Application and Bid Security” and the second envelope that contains the offer is marked “Submission of Offer” for the Construction Works of Debre Markos – Digua Tsion – Mota Road Project, Contract 1: Debre Markos – Km 60.56 (60.56 Km) for Contract 1 and “Submission of Offer” for the Construction Works of Debre Markos – Digua Tsion – Mota Road Project, Contract 2: Km 60.56 – Mota (57.81 Km) for Contract 2 and the two envelopes shall also be enclosed by an outer envelope marked “Post Qualification Application and Offer for Construction Works of Debre Markos – Digua Tsion – Mota Road Project, Contract 1: Debre Markos – Km 60.56 (60.56 Km)” for Contract 1 and “Post Qualification Application and Offer for the Construction Works of Debre Markos Digua Tsion – Mota Road Project, Contract 2: Km 60.56 – Mota (57.81 Km)” for Contract 2.

Evaluation is also to be carried out in two stages, the post-qualification application and the bid security will be opened first and the qualification evaluation will be undertaken. The bid that is responsive to the minimum post-qualification criteria will be opened for further evaluation. The offers of those bidders who fail the minimum qualification criteria shall be returned unopened after the award of the contract.

2. The Ethiopian Roads Authority now invites bidders to submit sealed bids for providing the necessary labor, material and equipment for construction works of the above road projects.

3. Interested bidders shall submit the following evidence:

a. In the case of Ethiopian bidders, Certificate of Registration from Ministry of Construction with the relevant Categories as specified in item 4 of tables below renewed for 2012 EFY and other appropriate documentary evidences demonstrating the bidder’s compliance, which shall include:

i) Trading License renewed for 2012 EFY;

ii) Tax Clearance Certificate, which states that the bidder can participate in any public tender, valid at bid submission date;

iii) VAT Registration Certificate; and

iv) Registration as Supplier in the list of the mandated public body, i.e. public Procurement and Property Administration Agency (PPPAA).

b. In case of bidders other than Ethiopians;

i) Business organization registration certificate or Trade License issued by the country of establishment.

ii) Tax Clearance Certificate issued from the Tax Authority (Inland Revenue Authority) which allows the bidder to participate in public tenders at the date of the deadline for bid submission if the foreign bidder already has on-going or completed projects in the Country; Ethiopia.

4. Bidding will be conducted through a National Competitive Bidding (NCB) procedures as specified on the tables above and is open to all eligible bidders as specified and defined in the Bidding Documents. 4.If a bidder is awarded and/or recommended for award of any two works Contracts by ERA six months prior to the bid submission date of the subject projects and until award of the subject projects, the qualification criteria for the construction turnover will be the aggregate of the criteria of the subject projects; and that of the awarded Contracts and/or those recommended to be awarded. A detailed qualification criterion is stated in the respective bidding documents.

5.Interested eligible bidders may obtain further information from and inspect the bidding documents at the address given below from 8:30 a.m. to 12:30 p.m. and 1:30 p.m. to 5:30 p.m. local time from Monday to Thursday, and from 8:30 to 11:30 a.m. and 1:30 p.m. to 5:30 p.m. local time on Friday.A complete set of bidding documents prepared in English language may be purchased by interested bidders on the submission of a written application to the address below and a nonrefundable fee of ETB 1,000 or USD 40 for each project, effective as of October 15, 2020. 6. Bidders can apply for one or for all or for any number of projects from the above listed projects under the package and shall submit their bid separately for each project they are interested to apply for. However, bidders may be awarded on the projects under a package subjected to fulfilling of the Qualification Criteria for individual and multiple projects specified in the respective bidding documents based on the Employer’s best economical advantage.

7. Bidders shall submit their Bids in two envelopes, the first envelop labeled as “Qualification Information and Bid Security” and the second envelope “Financial Bid”, separate sealed and the two envelopes sealed in on other outer envelope.

8. Evaluation is to be carried out in two stages, Qualification Information first and Financial Bids of qualified Bidders next.

9. Bids must be delivered to the address, time and date specified below. Each bid must be accompanied by a bid security of ETB 500,000.00 for each project in a format acceptable to the employer. Late bids will be rejected. One Original and five Copies of the bids have to be submitted. The Qualification information and Bid Security will be opened immediately after the submission deadline in the presence of bidders’ representatives who choose to attend, at the address below.

10. The value of total certified payments received in each year shall be adjusted for inflation of Birr value through multiplying by Cn/Co factor, where Cn is value of 1 US Dollar in Birr on the 28 day prior to bid submission date and Co is the value of 1 US Dollar in Birr computed using the selling exchange rate prevailing on the last date of the respective fiscal year.

11. For the Specific construction projects experience requirement, the Contract value of projects referenced by the bidder shall be adjusted to reflect the current purchasing power of Ethiopian Birr by multiplying with Cn/Co factor, where Cn is the current selling exchange rate of 1 US Dollar to Ethiopian Birr which is taken at the 28th days prior to bid submission date and Co is the selling exchange rate of 1 US Dollar to Ethiopian Birr at the date of signing the Contract.

  1. ተጫራቾች በ2013 ዓ.ም የታደሰ የንግድ ስራ ፈቃድ ፣የምዝገባ የምስክር ወረቀት፣ የግብር ከፋይ መለያ ቁጥር /ቲን ነምበር/፣ የቫት የምዝገባ የምስክር ወረቀት፣ የብቃት ማረጋገጫ፣ በ2012 ዓ.ም በከተማ አስተዳደራችንም ሆነ በሌላ ወረዳ ስራ ይዘው የሰሩ ተቋራጮች ለሰሩበት የመልካም ስራ አፈጻጸም ማቅረብ ይኖርባቸዋል እንዲሁም የ2012 ዓ.ም ግብር የከፈሉበትን የግብር ክሊራንስ ወረቀት ከገቢዎች ጽ/ቤት ማቅረብ ይኖርባቸዋል።
  2. ተጫራቾች በጨረታው ለመሳተፍ ከላይ በተራ ቁጥር 1 የተጠቀሱትንና የሚመለከታቸውን መረጃዎች ፎቶ ኮፒ በማድረግ ከሚጫረቱባቸው ሰነዶች ጋር አያይዘው ማቅረብ ይኖርባቸዋል።
  3. ለግንባታ ስራ ተጫራቾች ጨረታው በአየር ላይ ከዋለበት ከመጀመሪያው ቀን ከ29/01/2013 ዓ.ም ጀምሮ ለ21 ተከታታይ ቀናት ክፍት ሆኖ ቆይቶ በ22ኛው ቀን ከጠዋቱ 4፡00 ሰአት ታሽጎ ተጫራቾች/ህጋዊ ወኪሎቻቸው በተገኙበት በላልይበላ ከተማ አስተዳደር /ከ/ል/ቤ/ኮ/አገ/ት/ጽ/ቤት የግ/ፋይ/ንብ/አስ/በድን ቢሮ ቁጥር 10 4፡30 ሰአት ላይ የሚከፈት ሲሆን ኤሌክትሮኒክስ ዕቃዎች ለሚጫረቱ ተጫራቶች ደግሞ ጨረታው በአየር ላይ ከዋለበት ከመጀመሪያው ቀን ከ29/01/2013 ዓ.ም ጀምሮ ለ15 ተከታታይ ቀናት ክፍት ሆኖ ቆይቶ በ16ኛው ን ከላይ በተገለጸው ተመሳሳይ ሰዓትና ቦታ ይከፈታል። የተጠቀሰው የመክፈቻ ቀን ካላንደር ወይም ቅዳሜና እሁድ ከሆነ በሚቀጥለው የስራ ቀን በተመሳሳይ ሰዓት ይከፈታል።
  4. ለግንባታ ስራ ተጫራቾች ይህ ጨረታ ከወጣበት ቀን ከ29/01/2013 ዓ ም ጀምሮ ዘወትር በስራ ሰዓት እስከ 21ኛው ቀን 4፡30 ሰዓት ድረስ በላልይበላ ከተማ አስተዳደር /ከ/ል/ቤ/ኮ/አገ/ት/ጽ/ቤት/የግ/ ፋይ/ንብ/አስ/ቡድን ቢሮ ቁጥር 10 በመምጣት የጨረታ ሰነዱን በብር 200 /ሁለትመቶ/ ብር በመከፈል መግዛት የሚችሉ ሲሆን በማህበር ለተደራጁ ተጫራቶች ከቴ/ሙ/ኢ/ል/ጽ/ቤት ኃላፊ ወይም ም/ኃላፊ የድጋፍ ደብዳቤ በማፃፍ ሰነዱን በነጻ መውሰድ ይችላሉ። የኤሌከትሮኒክስ ዕቃዎች ለሚጫረቱ ተጫራቶች ደግሞ በተራ ቁጥር 4 ላይ ከተገለጸው ቀን ጀምሮ ዘወትር በስራ ሰዓት እስከ 15ኛው ቀን 11፡30 ሰዓት ድረስ በመምጣት የጨረታ ሰነዱን በብር 50 /ሀምሳ ብር/ በመከፈል መግዛት ይችላሉ።
  5. የጨረታ ሰነዱ የገዙ ተጫራቾች የጨረታ ማስከበሪያ የሞሉትን ጠቅላላ ዋጋ 2% በባንክ በተረጋገጠ የክፍያ ትዕዛዝ /ሲፒኦ/ወይም በ ሁኔታ ላይ ያልተመሰረተ የባንክ ዋስትና ወይም በጥሬ ገንዘብ በማስያዝ በፖስታ አሽገው በጨረታ ሳጥን ውስጥ ማስገባት ያለባቸው ሲሆን በማህበር ለተደራጁ ተጫራቾች ከቴ/ሙ/ኢ/ል/ጽ/ቤት ኃላፊ ወይም ም/ኃላፊ በማፃፍ ኦርጅናል ደብዳቤ ማስያዝ ይችላሉ።
  6. የግንባታ ስራ ተጫራቾች የጨረታ ሀሳቡን 1 ወይም ወጥ በሆነ 2 ቅጆች ማለትም ዋና እና ቅጅ በማለት በጥንቃቄ በታሸገ ፖስታ የላሊበላ ከተማ አስተዳደር ከ/ል/ቤ/ኮ/አገ/ት/ጽ/ቤት/የግ/ፋይ/ንብ/አስ/ቡድን የጨረታ ኮሚቴው ባዘጋጀው የጨረታ ሳጥን እስከ 19/02/2013 ዓ.ም 4:00 ሰአት ድረስ ማስገባት የሚኖርባቸው ሲሆን ለኤሌክትሮኒክስ ዕቃዎች ደግሞ ከላይ በተገለጸው ተመሳሳይ ቦታና ሰዓት እስከ ጥቅምት 13/02/2013 ዓ.ም ድረስ ማስገባት አለባቸው።
  7. አሸናፊ የሆነው ተጫራች ለሚሰራው የግንባታ ስራ እንዲሁም ለሚያቀርበው ዕቃ 10% የውል ማስከበሪያ በማስያዝ በፍትህ ጽ/ቤት በመቅረብ ቅድሚያ ውለታ መውሰድ አለበት።
  8. ተጫራቾች ያሸነፉትን የግንባታ ስራ እንዲሁም ለሚያቀርበው ዕቃ በውሉና በስራ ዝርዝሩ እንዲሁም በስፔስፍኬሽን መሰረት በጥራት ካላስረከበ ያስያዘው የውል ማስከበሪያ ዋስትና ውርስ ይሆናል።
  9. ተጫራቾች ያሸነፉትን የኤሌክትሮኒክስ ዕቃዎች በራሳቸው በአሸናፊዎቹ መሉ ወጭ የላልይበላ ከተ/አስ/ር ከ/ል/ቤ/ኮ/አገ/ት/ጽ/ቤት ድረስ ማቅረብ ይጠበቅባቸዋል።
  10. ተጫራቾች በጨረታው ላይ ማብራሪያ ማሻሻያ ጥያቄ ካላቸው ከጨረታው የጊዜ ገደብ ከ10 ቀን በፊት ማቅረብ ይኖርባቸዋል።
  11. የኤሌክትሮኒክስ ዕቃዎች የጨረታ ዋጋ ጸንቶ ከውል በፊት የሚቆዩበት ጊዜ ጨረታው ከተከፈተበት ቀን ጀምሮ ለ40 ቀን ጸንቶ የሚቆይ ሲሆን ለግንባታና ስራ ደግሞ 60 ቀናት ጸንቶ የሚቆይ ይሆናል።
  12. ተጫራቾች ከዚህ በፊት የጨረታ አሸናፊ ሆነው እንደውላቸው ያላጠናቀቁ ወይም ከታወቀ ተቋም ዕገዳ የተደረገባቸውን የማያሳትፍ ሲሆን ውል ይዘው የውል ጊዜያቸው ያልተጠናቀቀ ከሆነ የስራ አፈጻጸማቸው ከ90% በላይ መሆኑን ከአሰሪው መስሪያ ቤት ማረጋገጫ ማቅረብ ይኖርባቸል።
  13. ተጫራቾች በፖስታው ላይ የተጫራቹን ስምና ፊርማ ማህተም እንዲሁም የሎት ቁጥርና የፕሮጀክት ስም በግልጽ መጻፍ ይኖርባቸዋል።
  14.  አሸናፊው አካል ያሸነፈበት የግንባታ ስራ በጥራትና በተያዘለት የጊዜ ገደብ መሰረት የተሰራ ለመሆኑ አሰሪው መ/ቤት በመሀንዲስ ሲረጋገጥ ክፍያ ይፈጸምላቸዋል።
  15. የግንባታ ተጫራቹ የሞላውን ነጠላ ዋጋ የዋጋ ጥናት ካለው የአካባቢ ዋጋ አሳማኝ በሆነ መልኩ ጨረታውን ካሸነፈ በኋላ ሰርቶ ማቅረብ ይጠበቅበታል።
  16. መ/ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውን በከፊልም ሆነ መሉ በሙሉ የመሰረዝ መብቱ የተጠበቀ ነው::
  17. ማንኛውም ተጫራች የጨረታ ሰነድ መግዛት የሚችለው ከላይ ከተዘረዘሩት ሁለት ብቻ በመምረጥ ይሆናል።
  18. ተጫራቾች ስለጨረታው ዝርዝር መረጃ ከፈለጉ የግ/ፋይ/ንብ/አስ/ር ቡድን ድረስ በአካል በመገኘት ወይ በስልክ ቁጥር 033-333-60016/033-336-07-28 በመደወል ማግኘት ይችላሉ።

NOTICE OF INVITATION FOR BIDS

1.The Federal Democratic Republic of Ethiopia (FDRE) has allocated budget towards the cost of the following Road Construction Projects and intends to apply part of this budget to payments under these projects.

2. The Ethiopian Roads Authority now invites bidders to submit sealed bids for providing the necessary labor, material and equipment for construction works of the above road projects.

3. Interested bidders shall submit the following evidence:

a. In the case of Ethiopian bidders, Certificate of Registration from Ministry of Construction with the relevant Categories as specified in item 4 of tables below renewed for 2012 EFY and other appropriate documentary evidences demonstrating the bidder’s compliance, which shall include:

i) Trading License renewed for 2012 EFY;

ii) Tax Clearance Certificate, which states that the bidder can participate in any public tender, valid at bid submission date;

iii) VAT Registration Certificate; and

iv) Registration as Supplier in the list of the mandated public body, i.e. public Procurement and Property Administration Agency (PPPAA).

b. In case of bidders other than Ethiopians;

i) Business organization registration certificate or Trade License issued by the country of establishment.

ii) Tax Clearance Certificate issued from the Tax Authority (Inland Revenue Authority) which allows the bidder to participate in public tenders at the date of the deadline for bid submission if the foreign bidder already has on-going or completed projects in the Country; Ethiopia.

4. Bidding will be conducted through a National Competitive Bidding (NCB) procedures as specified on the tables above and is open to all eligible bidders as specified and defined in the Bidding Documents. The minimum Annual Construction Turnover, Cash Flow, General and Specific Construction Experience for each of the project is as shown below:

Bidders can apply for one or for all or for any number of projects from the above listed projects under the package and shall submit their bid separately for each project they are interested to apply for. 7. Bidders shall submit their Bids in two envelopes, the first envelop labeled as “Qualification Information and Bid Security” and the second envelope “Financial Bid”, separate sealed and the two envelopes sealed in on other outer envelope.

8. Evaluation is to be carried out in two stages, Qualification Information first and Financial Bids of qualified Bidders next.

  1. The City Administration now invites sealed bids from eligible bidders for the provision and construction of projects listed above
  2. Bidding will be conducted in accordance with the open national tendering procedures contained in the Public Procurement Proclamation of the Federal Government of Ethiopia and is open to all eligible GC/WWC/RC bidders of category IV (4)/111(3)/III(3)respectively & above for Drainage, and Electro Mechanical bidders of category II(2) and above for Expansion of Street light. they are required to submit a business license renewed for the current year (2013), VAT registration certificate and tax payer registration certificate (TIN)from legally authorized body to do so.
  3. Interested eligible bidders may obtain further information and inspect the bidding documents during official working hours at the address below. Bidders (contractors), following another procurement procedure, who made past contractual obligations with Jimma City Administration and have project(s) on hand whose current outstanding performance is less than 70% are not eligible to participate in this bid.
  4. Bidders who apply more than one project from the Jimma City Administration under invitation in the same time shall submit their bid separately for each project they are interested to apply for. However, bidder may be considered on the projects under invitations subjected to fulfilling of the aggregate of Qualification Criteria for individual and multiple projects specified in the respective bidding documents. If not the client is subject to consider only the preceding bid based on the date of invitation or the date & time of bid Opening.
  5.  A complete set of Bidding Documents may be purchased as of the 1st  day announcement on this newspaper by interested bidders on the submission of a written application (request) accompanied by copies of renewed business license, competency registration certificate, other necessary documents and certificates to the address set forth below and upon payment of a non-refundable fee of Ethiopian Birr 500 (five hundred) during official working hours.
  6.  Bid must be delivered on or before 21 working days from 1st day announcement during working hours to the address below and on the 21th  working day no later than 3:00 P.M and must be accompanied by a bid security of Ethiopian birr 150,000.00(One fifty thousand Birr ), for Expansion of Street light; of Ethiopian birr 180,000.00(One hundred eighty thousand Birr) for Construction of masonry Drainage the bidder’s option be in the form of CPO( certified cheque) or unconditional bank guarantee issued by a domestic bank in the name of Jimma city Administration The bid security in the form of unconditional bank guarantee shall be submitted using the Bid Security Form included in Section Bidding Forms of Bidding Document. Late bids after bid submission due date and time shall be rejected/returned unopened. Technical document & Bid bond will be opened in the presence of the bidders’ representatives who choose to attend at the address below on the 21th working day of the first day announcement at 3:30 P.M. If that day is not a working day, it will be at the same time and place on the next working day. ስለሆነም

  1. በዘመኑ የታደሰ ህጋዊ የንግድ ስራ ፈቃድ እና የግብር ከፋይ መለያ ቁጥር (Tin number) ያላቸዉ፣
  2. የግዥዉ መጠን ከብር 50,000 (ሃምሳ ሽህ ብር) እና ከዚያ በላይ ከሆነ የተጨማሪ እሴት ታክስ (vat) ከፋይነት የተመዘገቡ መሆናቸዉን የሚያረጋግጥ የምስክር ወረቀት ማቅረብ የሚችሉ፣
  3. ተጫራቾች የግንባታ ብቃት ማረጋገጫ የምዝገባ የምስክር ወረቀት ማቅረብ የሚችሉ፣
  4. ተጫራቾች ከተራ ቁጥር 1-3 ድረስ የተዘረዘሩትን የሚመለከታቸዉን ማስረጃዎች ፎቶ ኮፒ በማድረግ ከመጫረቻ ሰነዶቻቸዉ ጋር አያይዘዉ ማቅረብ አለባቸዉ፡፡
  5. የጨረታዉን ዝርዝር መግለጫ ከጨረታ ሰነዱ ማግኘት ይችላሉ፡፡
  6. በጥቃቅን የተደራጁ ተጫራቾች የልዩ አስተያየት ተጠቃሚ የሚያደርጋቸዉን ወቅታዊ የሆነና ለጽ/ቤት በአድራሻ የተፃፈ ማስረጃ ማያያዝ አለባቸዉ፡፡

  10. ተጫራቾች ጨረታዉ በጋዜጣ ከወጣበት ቀን ጀምሮ ለተከታታይ 21 ቀናት ሁኖ በ22ኛዉ ቀን እስከ ጧቱ 4፡00 ድረስ የመጫረቻ ሰነዳቸዉን ከተዘጋጀዉ የጨረታ ሳጥን ማስገባት አለባቸዉ፡፡ ጨረታዉ በ22ኛዉ ቀን ከጧቱ 4፡00 ታሽጎ 4፡30 ላይ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸዉ በተገኙበት በነፋስ መውጫ ከተማ አስ/ገን/አካ/ኢ/ል/ጽ/ቤት ቢሮ ቁጥር 6 ይከፈታል፡፡
  11. የጨረታ መክፈቻ ቀኑ ቅዳሜ እሁድ ወይም የህዝብ በዓል ቀን ከሆነ በቀጣዩ የስራ ቀን በተመሳሳይ ሰዓት ይከፈታል፡፡
  12. ስለጨረታዉ ዝርዝር ሁኔታ ለመጠየቅ ከፈለጉ በስልክ ቁጥር 0584451374/0258 ወይም በአካል ቢሮ ቁጥር 6 በመምጣት መጠየቅ ይችላሉ፡፡

ስለሆነም፡-

  2. የግዥዉ መጠን ከብር 200,000 (ሁለት መቶ ሽህ ብር) እና ከዚያ በላይ ከሆነ የተጨማሪ እሴት ታክስ (vat) ከፋይነት የተመዘገቡ መሆናቸዉን የሚያረጋግጥ የምስክር ወረቀት ማቅረብ የሚችሉ፣
  3. ተጫራቾች የግንባታ ብቃት ማረጋገጫ የምዝገባ የምስክር ወረቀት ማቅረብ የሚችሉ፣
  4. ተጫራቾች ከተራ ቁጥር 1-3 ድረስ የተዘረዘሩትን የሚመለከታቸዉን ማስረጃዎች ፎቶ ኮፒ በማድረግ ከመጫረቻ ሰነዶቻቸዉ ጋር አያይዘዉ ማቅረብ አለባቸዉ፡፡
  5. የጫራታዉን ዝርዝር መግለጫ ከጫራታ ሰነዱ ማግኘት ይችላሉ፡፡
  6. በጥቃቅን የተደራጁ ተጫራቾች የልዩ አስተያየት ተጠቃሚ የሚያደርጋቸዉን ወቅታዊ የሆነና ለጽ/ቤት በአድራሻ የተፃፈ ማስረጃ ማያያዝ አለባቸዉ፡፡

የእን/ከ/አስ/ከተማ/ል/ቤቶ/ኮንስ/አገልግሎት ጽ/ቤት በ2013 በጀት ዓመት በከተማው ውስጥ የሚያሰራቸውን Gravel Road ስራዎች በዓለም ባንክ በጀት

  1.   2. From Jigdan College to Meseret Belay house (Kebele 02),From kebele house to Meseret Belay house (Kebele 02),From Kidane Mihiret Cobble to end of Kidane Mihiret Church (Kebele 02),From 03 kebel Melese Alene house to 30 metere Road,From 03 kebel 30 Meater Road to Desalew Woreku house,From 03 kebele Ali mesert house to 30Meter Road, ፓኬጅ ቁጥርAMH/INJEBARA/UIIDP/CW 01/20/2021፤ሎት3 በGC እና RC በደረጃ 9እና በላይ ፈቃድ ካላቸው
  3.  From Tihaye Desalew house to Berie Aserate house (Kebele 03),From Asmeraw Abera house to 16 meter road (Kebele 03),From addisa workineh to agdew housee (Kebele 03),From Mintamir Endalew house to Abat Hunegnaw house (Kebele 04),From Abebe Melese house to Birhanu Sewunet house (Kebele 04,ፓኬጅ ቁጥርAMH/INJEBARA/UIIDP/ CW 01/20/2021፤ሎት4 በGC እና RC በደረጃ 9እና በላይ ፈቃድ ካላቸው ተጫራቾች መሀከል በግልጽ ጨረታ አወዳድሮ ለማሰራት ይፈልጋል፡፡

ስለሆነም በጨረታው መሳተፍ የምትፈልጉ የሚከተሉትን መስፈርቶች የምታሟሉ ተጫራቾች በጨረታው እንድትሳ ተፉ ይጋብዛል ፡፡

  1. የዘመኑን ግብር የከፈሉ እና የታደሰ ሕጋዊ የንግድ ፈቃድ ያላቸው፤
  2.  የግብር ከፋይ መለያ ቁጥር /ቲን/ ያላቸው
  3. የግዥው መጠን ብር 50,000.00 /ሃምሳ ሺህ/ እና በላይ ከሆነ የተጨማሪ እሴት ታክስ /ቫት ተመዝጋቢነት/የምስክር ወረቀት ማቅረብ የሚችሉ፤
  4. ተጫራቾች የግንባታ ፈቃድ ማረጋገጫ የምዝገባ የምስክር ወረቀት ማቅረብ የሚችሉ፡፡
  5. ተጫራቾች በጨረታው ለመሳተፍ ከላይ በተራ ቁጥር 1 እስከ 4 የተጠቀሱትን ማስረጃዎች ዋና እና ቅጂ በማድረግ ከመጫረቻ ሠነዱ ጋር አያይዞ በጥንቃቄ በታሸገ ፖስታ ማቅረብ አለባቸው፡፡ ጨረታው ሲሞላ ያለምንም ስርዝ ድልዝ መሞላት አለበት እንዲሁም አንድ ተጫራች መጫረት የሚችለው በአንድ ሎት ብቻ ነው ፡፡
  6.  ጨረታው በአየር ላይ የሚቆይበት ጊዜ ጨረታው ከወጣበት ቀን ጀምሮ ለ21 ቀን ነው፡፡
  7. ተጫራቾች የጨረታ ማስታዎቂያው ከወጣበት ቀን 25/01/2013 ዓ.ም ጀምሮ በወጣው አካባቢ ግልፅ ጨረታ ለ21 ተከታታይ ቀናት ሁለተኛ ፎቅ ቢሮ ቁጥር 10 የጨረታ ሰነዱን ማግኘት ይችላሉ፡፡
  8.  ማንኛውም ተጫራች የጨረታ ሀሳቡን በአንድ ወይም አንድ ወጥ በሆኑ ሁለት ቅጅዎች ማለትም ዋናና ቅጅ በማለት በጥንቃቄ በታሸገ ፖስታ ሁለተኛ ፎቅ ቢሮ ቁጥር 10 በተዘጋጀው የጨረታ ሳጥን ዘወትር በስራ ሰዓት እስከ 16/02/2013 ዓ/ም እስከ 3፡00 ማስገባት ይችላሉ፡፡
  9. ጨረታው ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ሁለተኛ ፎቅ ቢሮ ቁጥር 10 በቀን 16/02/2013 ዓ.ም 3፡00 ታሽጎ 4፡00 ይከፈታል፡፡የጨረታ መክፈቻ ቀኑ የህዝብ በዓል እና እሁድ ቅዳሜ ከሆነ በሚቀጥለው የስራ ቀን በተመሳሳይ ስዓት ይከፈታል፡፡
  10. ተጫራቾች ለእያንዳንዱ ሎት የማይመለስ ብር 300.00/ ሦስት መቶ ብር/ በመግዛት የጨረታ ሰነዱን በእንጅባራ ከተማ/ል/ቤቶችና ኮንስትራክሽን አገ/ጽ/ቤት ሁለተኛ ፎቅ ቢሮ ቁጥር 10 ማግኘት ይችላሉ፡፡
  11. ተጫራቾች የጨረታ ማስከበሪያ ዋስትና ለሎት1 28,300.00/ ሃያ ስምት ሺህ ሦስት መቶ ብር ለ ሎት3 31,470.00 /ሠላሳ አንድ ሺህ አራት መቶ ሰባ ብር ለሎት 4 33,640.00/ ሠላሳ ሦስት ሺህ ስድስት መቶ አርባ ብር በጥሬ ገንዘብ ወይም በባንክ በተረጋገጠ የክፍያ ትዕዛዝ ሲፒኦ ብቻ ማስያዝ የሚችሉ እና በጥቃቅን የተደራጁ ከሆነ ጥቃቅን ጽ/ቤት የዋስትና ደብዳቤ ማቅረብ የሚችሉ እና ከተደራጁ 5/አምስት/ ዓመ ያልሞላቸው ለመሆኑ ከአደራጅ መ/ቤቱ ማስረጃ ማቅረብ የሚችል፡፡
  12.  የጨረታው አሸናፊ 10 በመቶ የውል ማስከበሪያ ውል በሚይዝበት ወቅት ማስያዝ ወይም በጥቃቅን የተደራጁ ከሆነ ጥቃቅን ጽ/ቤት የዋስትና ደብዳቤ ማቅረብ አለባቸው፡፡
  13. አሸናፊው ድርጅት የሚሰራቸውን ስራዎች ማነኛውንም ማቴሪያሎች ወጭ በራሱ አቅርቦ መስራት የሚችል ፡፡
  14. መ/ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውን በከፊልም ሆነ ሙሉ በሙሉ የመሰረዝ መብቱ የተጠበቀ ነው ፡፡
  15. ለተጨማሪ መረጃ የእን/ከ/አስ/ከተማ ል/ቤቶ/ኮንስ/አገልግሎት ጽ/ቤት ሁለተኛ ፎቅ ቢሮ ቁጥር 10 ድረስ በአካል በመገኘት ወይም በስልክ ቁጥር 05822700 በመደወል ማግኘት ይችላሉ፡፡
  16. የውድድሩ ሁኔታ በሎት ዋጋ ይሆናል፡፡ በተጨማሪ በአብክመ የግዥ መመሪያ ቁጥር 1/2003 መሰረት ተፈፃሚ ይሆናል፡፡
  17. የውል ማስከበሪያው ዋስትና ፀንቶ መቆያ ግዜ ውሉ ከሚጠናቀቅበት የመጨረሻ ቀን በኋላ ቢያንስ ለተጨማሪ 60/ስልሳ/ ቀናት ፀንቶ መቆየት ይኖርበታል፡፡
