የጨረታ ማስታወቂያ

በፊንፊኔ ዙሪያ ኦሮሚያ ልዩ ዞን የወልመራ ወረዳ ገ/ኢ/ት/ጽ/ቤትለ2013 ዓ.ም የበጀት ዓመት ለወልመራ ወረዳ ግብርናና ተፈጥሮ ሃብት ልማት ለመስኖ አገልግሎት የሚውል በዳዋፍ ላፍቶ ቀበሌ የቡርቃ ፀበላ መስኖ ግንባታ በጨረታ አወዳድሮ ለማሰራት ይፈልጋል።

ስለዚህ ከዚህበታች የሚከተሉትን መስፈርቶች የሚያሟሉ ተጫራቾች እንዲካፈሉ ተጋብዘዋል፡፡

  1. ተጫራቾች በጨረታው ለመሳተፍ ህጋዊ የንግድ/የሥራ/ ፍቃድ ያላቸውናየ2013 ዓ/ም የታደሰ ንግድ ፍቃድ ያላቸው፡፡
  2. የግብር ከፋይ መለያ ቁጥር /ቲን/ ያላቸው፡፡
  3. የመወዳደሪያ ዋጋ ከ100,000.00 /አንድ መቶ ሺህ/ ብር በላይ ከሆነ የቫት ተመዝጋቢ የሆነ፡፡
  4. ተጫራቾች በጨረታ ለመሳተፍ ከላይ ከተራ ቁጥር 1-3 የተጠቀሱትንና የሚመለከታቸውን ማስረጃዎችን ፎቶ ኮፒ ከጨረታ ሰነዶቻቸው ጋር አያይዘው ማቅረብ ይኖርባቸዋል፡፡
  5. የግንባታውን ዝርዝር መረጃ ከጨረታ ሰነዱ ላይ ማግኘት ይችላሉ፡፡
  6. ተጫራቾች የጨረታ ማስከበሪያ ዋስትና ጠቅላላ ዋጋ ቫትን ጨምሮ 1% በባንክ በተረጋገጠ /ሲፒኦ/ ወልመራ ወረዳ ገንዘብና ኢኮኖሚ ትብብር ጽ/ቤት ስም ማስያዝ አለባቸው፡፡
  7. ተጫራቾች የጨረታ ሰነዱን የማይመለስ ብር 300.00(ሶስት መቶ ብርበመክፈል ከወልመራ ወረዳ ገ/ኢ/ት/ጽ/ቤት ቢሮ ቁጥር 3 መግዛትይችላሉ፡፡
  8. ማንኛውም ተጫራች የጨረታ ሰነዱን ከወልመራ ወረዳ ገ/ኢ/ት/ጽ/ቤት በመውሰድ በታሸገ ኤንቨሎፕ ኦሪጅናልና ሁለት ኮፒ ለየብቻው በማሸግ ይህ ማስታወቂያ አየር ላይ ከዋለበት ቀን ጀምሮ እስከ 10/03/2013 ዓ.ም ድረስ ዘወትር በሥራ ሰዓት ማስገባት ይችላሉ፡፡
  9. ጨረታው በ10/03/2013 ዓ.ም በ8፡00 ሰዓት ተዘግቶ በዚሁ ቀን ከቀኑ በ8፡30 ሰዓት ተጫራቾች በሕጋዊ ወኪሎቻቸው በተገኙበት ጨረታው ይከፈታል፡፡
  10.  ተጫራቾች በጨረታ ሰነዱ ላይ የሚሞሉት የነጠላ ዋጋ ምንም ስርዝ ድልዝ መኖር የለበትም፡፡ስርዝ ድልዝ ካለው መፈረም አለበት፡
  11. ለጨረታው የሚቀርቡ የግንበታ ደረጃ 5 እና ከዚያ በላይ ሆኖ WWC ያላቸው መወዳዳር ይችላሉ፡፡
  12. አሸናፊ ድርጅት የአሽናፊነቱ ደብዳቤ ሲደርሳቸዉ የስራ ማስፈጸሚያ ዋስትና (Bank guarantee/Insurance) 10% ማስያዝ ይኖርበታል፡፡
  13. አሸናፊ ድርጅት የአሸናፊነቱ ደብዳቤ ሲደርሳቸው የቅድመ ክፍያ ዋስትና(Advance Bank guarantee) 20% ማስያዝ ይኖርበታል፡፡
  14. አንድ ተጫራች በሌላው ተጫራች ዋጋ ላይ ተንተርሶ ዋጋ መስጠት አይችልም፡፡
  15. መ/ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውን በሙሉም ሆነ በከፊል የመሰረዝ መብቱ የተጠበቀ ነው፡፡

HABESHA CEMENT SHARE COMPANY STORAGE SHADE CONSTRUCTION Project:

FOUNDATION CONSTRUCTION AND STEEL STRUCTURE ERECTION,

Habesha Cement Share Company would like to invite eligible firms to construct the raw material storage shade.

Habesha Cement Share Company now invites sealed bids from eligible bidders for furnishing of the necessary material, equipment, and services for the foundation construction and steel structure erection works within a completion period of 180 calendar days.

The contractor must be duly registered by the Ministry of Urban Development and Housing/ Construction with BC/GC 4 and above with a valid license for the year 2019/20

Interested eligible bidders may obtain further information from and inspect the bidding document of the office of Habehsa Cement located at Wollo Sefer (Kasma building 8th floor), from Procurement and Supply Department and/or Civil Engineering Division 8:30 am to 12:30 pm and 1:30 pm to 5:30 pm Monday to Friday during working days.

A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to the address stetted and upon payment of a non-refundable fee of ETB 800.00 (Eight Hundred birr only) The method of payment will be in cash or cheque against receipt

The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the PPA Standard Bidding Documents: Procurements of works 2011.

Bids will be delivered to the address below on or before 2:00 PM of the following 14 calendar days starting from the day of invitation to bid posted in the newspaper.

በድጋሚ የወጣ የጨረታ ማስታወቂያ

በመከላከያ ኮንስትራክሽን ኢንተርፕራይዝ የአርሚ ፋውንዴሽን አፓርትመንት ግንባታ ፕሮጀክት /16-01B/ ምዕራፍ ሁለት በሰሚት አካባቢ ለሚሰራቸው የህንፃ ግንባታ የሚከተሉትን ስራዎች እና አቅርቦት በሚቀርበው ዝርዝር መሰረት በግልፅ ጨረታ አወዳድሮ ማሰራት ይፈልጋል።

  3. ተጫራቾች ለጨረታ ማስከበሪያ ዋስትና የሚያቀርቡት የገንዘብ መጠን በተጫራቾች መመሪያ ላይ በተጠቀሰው መሠረት መሆን አለበት::
  4. ተጫራቾች የሚጫረቱበትን ዋጋ የዋጋ ማቅረቢያ ሰነድ ላይ በመሙላት የድርጅቱን ማህተም፣ ፊርማ እና ሙሉ ስም እንዲሁም አድራሻቸውን በመግለፅ በታሸገ ኢንቨሎፕ ማቅረብ ይኖርባቸዋል::
  5. ተጫራቾች መወዳደር የሚችሉት በዘርፉ ፈቃድ ያላቸው መሆን አለበቸው::
  6. ተጫራቾች አቅርቦቱ በራሳቸውትራንስፖርት ፕሮጀክቱ ድረስ ማቅረብ አለባቸው፤ ፧
  7. ቴክኒካል እና ፋይናንሻል ሰነዱ ለየብቻ ታሽጐ መቅረብ አለበት::
  8.  የግዥው መጠን ሊጨምር ወይም ሊቀንስ ይችላል፡፡

  11. ጨረታውን አሸናፊ ሆነው ሲገኙ ከጠቅላላ ዋጋው 10% የመልካም ሥራ አፈጻጸም ዋስትና (Unconditional Bank Guarantee ማስያዝ የሚችሉ መሆን አለባቸው
  12. ፕሮጀክቱ ጨረታውን በከፊልም ሆነ በሙሉ የመሰረዝ መብቱ የተጠበቀ ነው::

በደ/ብ/ብ/ህ/ክ/መንግሥት በጋሞ ዞን አስተዳደር የጨንቻ ሆስፒታል በ2013 በጀት ዓመት ለሆስፒታሉ አገልግሎት የሚውል ፡-

  1. አላቂ እና ሌሎች አላቂ የቢሮ ዕቃዎች

  3. የሕትመትና የጽህፈት መሳሪያ እቃዎች
  4. የኤሌክትሪክ እቃዎች

ህጋዊ ድርጅቶችና በግል ጨረታ አወዳድሮ ግዥ ለመፈጸም ይፈልጋል፡፡

በዚሁ መሠረት መስፈርቱን የሚያሟሉና በጨረታው ለመሳተፍ የሚፈልጉ ተጫራቾችን ከዚህ በታች በተገለፀው መሠረት ቀርበው መወዳደር ይችላሉ፡፡

  1. በየዘርፉ የታደሰ ህጋዊ የንግድ ፈቃድ፣ የንግድ ምዝገባ ምስከር ወረቀት፣የግብር ከፋይነት ምስክር ወረቀት፣ ተጨማሪ እሴት ታክስ 15% ተመዝጋቢነት ማስረጃና አቅራቢነት ምስክር ወረቀት ያላቸውና  ከመጫረቻ ሰነዳቸው ጋር አያይዘው ማቅረብ የሚችሉ መሆን ይኖርባቸዋል፡፡

  3. የጨረታ ማስከበሪያ ለእያንዳን ጨረታ 5000 /አምስት ሺህ/ በCPO በባንክ የተረጋገጠ ማስያዝ አለባቸው፡፡
  4. ተጫራቾች የሚወዳደሩበትን ዋጋ በዋጋ ማቅረቢያው ላይ በጥንቃቄበመሙላት በእያንዳንዱ ገጽ ፊርማና ድርጅቱን ማህተም በማኖር ኦርጅናልና ሁለት ኮፒ ሰነድ በአግባቡ በታሸገ ኤንቨሎፕ ውስጥ  በማድረግ የመ/ቤቱን ስምና አድራሻ እንዲሁም የግዥውን አይነትበግልጽ በኤንቨሎፕ ላይ በመፃፍ ለዚሁ በተዘጋጀው ሳጥን ውስጥ ማስገባት አለባቸው፡፡
  5. ጨረታው በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ ለ15 ተከታታይ ቀናት ብቻ ሆኖ ይቆያል፡፡በ16ኛው ቀን ፖስታው ከረፋዱ 4፡00 ሰዓት ላይ የጨረታው ሳጥን ውስጥ ገብቶ ከታሸገ በኋላ በዚሁ ዕለት ከረፋዱ 4፡30 ሰዓት ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ከግ/ፋ/ን አስ/ር ሥራ ሂደት በግልጽ ይከፈታል፡፡16ኛው ቀን ዝግ ከሆነ በሚቀጥለው ስራ ቀን ይሆናል፡፡
  6. ተጫራቾች ለሚያቀርቡት ዕቃዎች ናሙና ጨረታ ከመከፈቱ በፊት ማቅረብ አለባቸው፡፡

  3.  የግብር ከፋይነት ምዝገባ ቁጥር TIn Number ያላቸው፣
  4. ቫት ተመዝጋቢ የሆነ መረጃ ማያያዝ ይኖርባቸዋል፣
  5. ከሽያጭ ዋጋ ላይ የመንግስት ግብር 2% ለመክፈል ፈቃደኛ የሆነ፣
  6. የንግድ ምዝገባ ምስክር ወረቀት ማቅረብ የሚችል፣
  7. የአቅራቢነት ምስክር ወረቀት ማቅረብ የሚችል፣
  8. የጨረታው ሁኔታ በአይተም/በጥቅልል/ ሊሆን ይችላል፣
  9. ተጫራቾች የጨረታውን ሰነድ ዋና እና ኮፒ በመለየት/ኦርጅናሉን በአንድ እናት ፖስታ ውስጥ በማስገባት በሰም በታሸገ ፖስታ በማድረግ በቁጫ አልፋ /ወ/ፋ/ኢ/ል/ጽ/ቤት ቢሮ ቁ-3 ላይ ለዚህ ተብሎ በተዘጋጀው ጨረታ ሣጥን ውስጥ ማስገባት ይችላሉ፡፡
  10.  በጨረታው ሂደት ላይ አሸናፊ የሆነ ድርጅት ከጠቅላላ ዋጋ ላይ የውል ማስከበሪያ 10% ማስያዝ አለበት፡፡
  11.  ጨረታው በአየር ላይ የሚቆየው ይህ ማስታወቂያ ከወጣበት ቀን ጀምሮ ባሉት 15 /አስራ አምስት/ ተከታታይ የሥራ ቀናት ይሆናል፡፡
  12. ተጫራቾች የዕቃዎችን ዝርዝር የሚገልጸውን ሰነ የማይመለስ ብር 100 /ኣንድ መቶ ብር/ በመክፈል ይህ ማስታወቂያ በጋዜጣ ከወጣበት ቀን ጀምሮ ባሉት 15 /አስራ አምስት/ ተከታታይ የሥራ ቀናት ውስጥ ቁጫ አልፋ /ወ/ፋ/ኢ/ል/ጽ/ቤት ድረስ በመቅረብ የተዘጋጀውን ሰነድ መግዛት የሚችሉ ይሆናሉ፡፡
  13. ተጫራቾች የጨረታ ማስከበሪያ የሚመለስ 2.5% ከጠቅላላ ዋጋ በባንክ የተረጋገጠ CPO/በጥሬ/በቼክ ከጨረታ ሰነድ ጋር ማቅረብይኖርባቸዋል፡፡
  14. የጨረታው ሳጥን የሚታሸገው የጨረታ ማብቂያ በ15ኛው ቀን ከቀኑ 11፡00 ሰዓት ይሆናል፣
  15. ጨረታው የሚከፈተው በ16ኛው ቀን 4፡00 ሰዓት ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ይሆናል፣
  16. በጨረታው አሸናፊ ድርጅት ወይም ግለሰብ ዕቃውን እስከ ቁጫ አልፋ /ወ/ፋ/ኢ/ል/ጽ/ቤት ድረስ የጫኚ የአውራጅና የጭነት ወጪን በመሸፈን ማቅረብ ይኖርባቸዋል፡፡
  17. ተጫራቾች ወይም የተጫራቹ ወኪል ያለመገኘት ጨረታውን መክፈትን አያስተጓጉልም።
  18. 16ኛው ቀን ሰንበት ወይም በዓል ቀን ከሆነ በሚቀጥለው ሥራ ቀን የሚከፈት ይሆናል።
  19.  ማሳሰቢያ፡ ጽ/ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውን ሙሉ በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ነው።

Ethiopian Center for Development (ECD) is a non for profit organization registered as a Local Organization by the Federal Agency for Civil Society Organizations in Accordance with the Civil Society Organizations Proclamation No 1113/2019

Currently, ECD is implementing a project on Improving Access to Quality Primary Education in Yeka and Kolfe Keraniyo Sub cities of Addis Ababa which is funded by a Swiss-based organization called Pestalozzi Children’s Foundation/ PCF/. As a part of the project, ECD is interested to carry out the following construction activities.

  • Library /multipurpose hall for Yeman Birhan primary school located in Addis Ababa Kolfe Keraniyo sub-city.
  • Toilet for Yeka Tafo primary school located in Addis Ababa Yeka sub-city and
  • Playground /3 in 1/ for Negat Kokeb primary school located in Addis Ababa Yeka Sub-city.

Therefore, Grade 7 and above BC and GC contractors who fulfill the criteria below are invited to participate in the Bid.

1. Eligible contractors expected to submit the following crucial documents to compete on the bid.

  • Renewed trade License for the year 2013 issued by the ministry of construction for RC/GC Category 7 and above.

1.The Federal Democratic Republic of Ethiopia (FDRE) has allocated budget towards the cost of the following Road Construction Projects and intends to apply part of this budget to payments under these projects.

2. The Ethiopian Roads Authority now invites bidders to submit sealed bids for providing the necessary labor, material and equipment for construction works of the above road projects.

3. Interested bidders shall submit the following evidence:

a. In the case of Ethiopian bidders, Certificate of Registration from Ministry of Construction with the relevant Categories as specified in item 4 of tables below renewed for 2012 EFY and other appropriate documentary evidences demonstrating the bidder’s compliance, which shall include:

i) Trading License renewed for 2012 EFY;

ii) Tax Clearance Certificate, which states that the bidder can participate in any public tender, valid at bid submission date;

iii) VAT Registration Certificate; and

iv) Registration as Supplier in the list of the mandated public body, i.e. public Procurement and Property Administration Agency (PPPAA).

b. In case of bidders other than Ethiopians;

i) Business organization registration certificate or Trade License issued by the country of establishment.

ii) Tax Clearance Certificate issued from the Tax Authority (Inland Revenue Authority) which allows the bidder to participate in public tenders at the date of the deadline for bid submission if the foreign bidder already has on-going or completed projects in the Country; Ethiopia.

4. Bidding will be conducted through a National Competitive Bidding (NCB) procedures as specified on the tables above and is open to all eligible bidders as specified and defined in the Bidding Documents. The minimum Annual Construction Turnover, Cash Flow, General and Specific Construction Experience for each of the project is as shown below:

4.If a bidder is awarded and/or recommended for award of any two works Contracts by ERA six months prior to the bid submission date of the subject projects and until award of the subject projects, the qualification criteria for the construction turnover will be the aggregate of the criteria of the subject projects; and that of the awarded Contracts and/or those recommended to be awarded. A detailed qualification criterion is stated in the respective bidding documents.

5.Interested eligible bidders may obtain further information from and inspect the bidding documents at the address given below from 8:30 a.m. to 12:30 p.m. and 1:30 p.m. to 5:30 p.m. local time from Monday to Thursday, and from 8:30 to 11:30 a.m. and 1:30 p.m. to 5:30 p.m. local time on Friday.A complete set of bidding documents prepared in English language may be purchased by interested bidders on the submission of a written application to the address below and a nonrefundable fee of ETB 1,000 or USD 40 for each project, effective as of October 15, 2020. 6. Bidders can apply for one or for all or for any number of projects from the above listed projects under the package and shall submit their bid separately for each project they are interested to apply for. However, bidders may be awarded on the projects under a package subjected to fulfilling of the Qualification Criteria for individual and multiple projects specified in the respective bidding documents based on the Employer’s best economical advantage.

7. Bidders shall submit their Bids in two envelopes, the first envelop labeled as “Qualification Information and Bid Security” and the second envelope “Financial Bid”, separate sealed and the two envelopes sealed in on other outer envelope.

8. Evaluation is to be carried out in two stages, Qualification Information first and Financial Bids of qualified Bidders next.

9. Bids must be delivered to the address, time and date specified below. Each bid must be accompanied by a bid security of ETB 500,000.00 for each project in a format acceptable to the employer. Late bids will be rejected. One Original and five Copies of the bids have to be submitted. The Qualification information and Bid Security will be opened immediately after the submission deadline in the presence of bidders’ representatives who choose to attend, at the address below.

10. The value of total certified payments received in each year shall be adjusted for inflation of Birr value through multiplying by Cn/Co factor, where Cn is value of 1 US Dollar in Birr on the 28 day prior to bid submission date and Co is the value of 1 US Dollar in Birr computed using the selling exchange rate prevailing on the last date of the respective fiscal year.

11. For the Specific construction projects experience requirement, the Contract value of projects referenced by the bidder shall be adjusted to reflect the current purchasing power of Ethiopian Birr by multiplying with Cn/Co factor, where Cn is the current selling exchange rate of 1 US Dollar to Ethiopian Birr which is taken at the 28th days prior to bid submission date and Co is the selling exchange rate of 1 US Dollar to Ethiopian Birr at the date of signing the Contract.

  2. ተጫራቾች በጨረታው ለመሳተፍ ከላይ በተራ ቁጥር 1 የተጠቀሱትንና የሚመለከታቸውን መረጃዎች ፎቶ ኮፒ በማድረግ ከሚጫረቱባቸው ሰነዶች ጋር አያይዘው ማቅረብ ይኖርባቸዋል።
  3. ለግንባታ ስራ ተጫራቾች ጨረታው በአየር ላይ ከዋለበት ከመጀመሪያው ቀን ከ29/01/2013 ዓ.ም ጀምሮ ለ21 ተከታታይ ቀናት ክፍት ሆኖ ቆይቶ በ22ኛው ቀን ከጠዋቱ 4፡00 ሰአት ታሽጎ ተጫራቾች/ህጋዊ ወኪሎቻቸው በተገኙበት በላልይበላ ከተማ አስተዳደር /ከ/ል/ቤ/ኮ/አገ/ት/ጽ/ቤት የግ/ፋይ/ንብ/አስ/በድን ቢሮ ቁጥር 10 4፡30 ሰአት ላይ የሚከፈት ሲሆን ኤሌክትሮኒክስ ዕቃዎች ለሚጫረቱ ተጫራቶች ደግሞ ጨረታው በአየር ላይ ከዋለበት ከመጀመሪያው ቀን ከ29/01/2013 ዓ.ም ጀምሮ ለ15 ተከታታይ ቀናት ክፍት ሆኖ ቆይቶ በ16ኛው ን ከላይ በተገለጸው ተመሳሳይ ሰዓትና ቦታ ይከፈታል። የተጠቀሰው የመክፈቻ ቀን ካላንደር ወይም ቅዳሜና እሁድ ከሆነ በሚቀጥለው የስራ ቀን በተመሳሳይ ሰዓት ይከፈታል።
  4. ለግንባታ ስራ ተጫራቾች ይህ ጨረታ ከወጣበት ቀን ከ29/01/2013 ዓ ም ጀምሮ ዘወትር በስራ ሰዓት እስከ 21ኛው ቀን 4፡30 ሰዓት ድረስ በላልይበላ ከተማ አስተዳደር /ከ/ል/ቤ/ኮ/አገ/ት/ጽ/ቤት/የግ/ ፋይ/ንብ/አስ/ቡድን ቢሮ ቁጥር 10 በመምጣት የጨረታ ሰነዱን በብር 200 /ሁለትመቶ/ ብር በመከፈል መግዛት የሚችሉ ሲሆን በማህበር ለተደራጁ ተጫራቶች ከቴ/ሙ/ኢ/ል/ጽ/ቤት ኃላፊ ወይም ም/ኃላፊ የድጋፍ ደብዳቤ በማፃፍ ሰነዱን በነጻ መውሰድ ይችላሉ። የኤሌከትሮኒክስ ዕቃዎች ለሚጫረቱ ተጫራቶች ደግሞ በተራ ቁጥር 4 ላይ ከተገለጸው ቀን ጀምሮ ዘወትር በስራ ሰዓት እስከ 15ኛው ቀን 11፡30 ሰዓት ድረስ በመምጣት የጨረታ ሰነዱን በብር 50 /ሀምሳ ብር/ በመከፈል መግዛት ይችላሉ።
  5. የጨረታ ሰነዱ የገዙ ተጫራቾች የጨረታ ማስከበሪያ የሞሉትን ጠቅላላ ዋጋ 2% በባንክ በተረጋገጠ የክፍያ ትዕዛዝ /ሲፒኦ/ወይም በ ሁኔታ ላይ ያልተመሰረተ የባንክ ዋስትና ወይም በጥሬ ገንዘብ በማስያዝ በፖስታ አሽገው በጨረታ ሳጥን ውስጥ ማስገባት ያለባቸው ሲሆን በማህበር ለተደራጁ ተጫራቾች ከቴ/ሙ/ኢ/ል/ጽ/ቤት ኃላፊ ወይም ም/ኃላፊ በማፃፍ ኦርጅናል ደብዳቤ ማስያዝ ይችላሉ።
  6. የግንባታ ስራ ተጫራቾች የጨረታ ሀሳቡን 1 ወይም ወጥ በሆነ 2 ቅጆች ማለትም ዋና እና ቅጅ በማለት በጥንቃቄ በታሸገ ፖስታ የላሊበላ ከተማ አስተዳደር ከ/ል/ቤ/ኮ/አገ/ት/ጽ/ቤት/የግ/ፋይ/ንብ/አስ/ቡድን የጨረታ ኮሚቴው ባዘጋጀው የጨረታ ሳጥን እስከ 19/02/2013 ዓ.ም 4:00 ሰአት ድረስ ማስገባት የሚኖርባቸው ሲሆን ለኤሌክትሮኒክስ ዕቃዎች ደግሞ ከላይ በተገለጸው ተመሳሳይ ቦታና ሰዓት እስከ ጥቅምት 13/02/2013 ዓ.ም ድረስ ማስገባት አለባቸው።
  7. አሸናፊ የሆነው ተጫራች ለሚሰራው የግንባታ ስራ እንዲሁም ለሚያቀርበው ዕቃ 10% የውል ማስከበሪያ በማስያዝ በፍትህ ጽ/ቤት በመቅረብ ቅድሚያ ውለታ መውሰድ አለበት።
  8. ተጫራቾች ያሸነፉትን የግንባታ ስራ እንዲሁም ለሚያቀርበው ዕቃ በውሉና በስራ ዝርዝሩ እንዲሁም በስፔስፍኬሽን መሰረት በጥራት ካላስረከበ ያስያዘው የውል ማስከበሪያ ዋስትና ውርስ ይሆናል።
  9. ተጫራቾች ያሸነፉትን የኤሌክትሮኒክስ ዕቃዎች በራሳቸው በአሸናፊዎቹ መሉ ወጭ የላልይበላ ከተ/አስ/ር ከ/ል/ቤ/ኮ/አገ/ት/ጽ/ቤት ድረስ ማቅረብ ይጠበቅባቸዋል።
  10. ተጫራቾች በጨረታው ላይ ማብራሪያ ማሻሻያ ጥያቄ ካላቸው ከጨረታው የጊዜ ገደብ ከ10 ቀን በፊት ማቅረብ ይኖርባቸዋል።
  11. የኤሌክትሮኒክስ ዕቃዎች የጨረታ ዋጋ ጸንቶ ከውል በፊት የሚቆዩበት ጊዜ ጨረታው ከተከፈተበት ቀን ጀምሮ ለ40 ቀን ጸንቶ የሚቆይ ሲሆን ለግንባታና ስራ ደግሞ 60 ቀናት ጸንቶ የሚቆይ ይሆናል።
  12. ተጫራቾች ከዚህ በፊት የጨረታ አሸናፊ ሆነው እንደውላቸው ያላጠናቀቁ ወይም ከታወቀ ተቋም ዕገዳ የተደረገባቸውን የማያሳትፍ ሲሆን ውል ይዘው የውል ጊዜያቸው ያልተጠናቀቀ ከሆነ የስራ አፈጻጸማቸው ከ90% በላይ መሆኑን ከአሰሪው መስሪያ ቤት ማረጋገጫ ማቅረብ ይኖርባቸል።
  13. ተጫራቾች በፖስታው ላይ የተጫራቹን ስምና ፊርማ ማህተም እንዲሁም የሎት ቁጥርና የፕሮጀክት ስም በግልጽ መጻፍ ይኖርባቸዋል።
  14.  አሸናፊው አካል ያሸነፈበት የግንባታ ስራ በጥራትና በተያዘለት የጊዜ ገደብ መሰረት የተሰራ ለመሆኑ አሰሪው መ/ቤት በመሀንዲስ ሲረጋገጥ ክፍያ ይፈጸምላቸዋል።
  15. የግንባታ ተጫራቹ የሞላውን ነጠላ ዋጋ የዋጋ ጥናት ካለው የአካባቢ ዋጋ አሳማኝ በሆነ መልኩ ጨረታውን ካሸነፈ በኋላ ሰርቶ ማቅረብ ይጠበቅበታል።

  1. በኮንስትራክሽን ዘርፍ የተሰማሩ ደረጃ GC-9/BC-9 እና ከዚህ በላይ ያላቸው
  2. የዘመኑን ግብር የከፈሉ፣
  3. ተጨማሪ እሴት ታክስ (Vate) ተመዝጋቢ የሆኑ፣
  4. የአቅራቢነት ምስክር ወረቀት ማቅረብ አለባቸው።
  5. ተጫራቾች ጨረታ ማስከበሪያ CPO 20,000 (ሃያ ሺህ) የባንክ የተረጋገጠ (የተመሰከረ) ፒኦ (CPO) ከጨረታ ሰነድ ጋር ማቅረብ አለባቸው። ከሲፒኦ በስተቀር ሌላው በጨረታ ሰነዱ ላይ የተጠቀሰው ገዥ ሀሳብ ይሆናል።
  6. የጨረታ ሰነድ የአዳሬ አጠቃላይ ሆስፒታል ግዥ ከፍል በማቅረብ ይህ ማስታወቂያ ከወጣበት ቀን ጀምሮ ለ21 ለሥራ ቀናት ብር 200 (ሁለት መቶ) በመክፈል መግዛት ይችላል።
  7. የጨረታ ሰነዱ በስም ለየብቻቸው በታሸገ ኤንቨሎፕ በአንድ ኦርጅናል ሁለት ኮፒ ፋይናንሻል እና ቴክኒካል ይህ ማስታወቂያ ከወጣበት ቀን ጀምሮ በ21ኛው ቀን ከጠዋቱ 2፡30 እስከ 6፡00 ሰዓት ለጨረታ በተዘጋጀው ሣጥን ውስጥ እንዲያስገቡ ሆኖ ጨረታው በዚህ ዕለት ከቀኑ 8፡30 ሠዓት ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ይከፈታል። ይህ ቀን ቅዳሜ ወይም እሁድ ከሆነ የሚቀጥለው ሰኞጨረታው የሚገባበትና የሚከፈትበት ቀን ይሆናል። በዓል ቀን ከሆነ ደግሞ የሚቀጥለው የሥራ ቀን ጨረታው ይከፈታል

በጠቅላላ ግንባታ ስራ(G.C) ወይም በውሃ ግንባታ ስራ (WWC) ተቋራጮች በሙሉ

በጂማ ዞን የኦሞ ናዳ ወረዳ ገ/ኢ/ት ጽ/ቤት ለግብር እና ተፈጥሮ ሃብት ጽ/ቤት ከግብርና እድገት ፕሮግራም (AGP-II) ባገኘው የበጀት ድጋፍ በናዳ ቢዳሩ ቀበሌ ማኩሎ መስኖ ግንባታ ሥራ ለማሰራት ይፈልጋል። 

በመሆኑም የሚፈለገውን መስፈርቶች የምታሟሉ ተጫራቾች በጨረታው ላይ እንድትሳተፉ ተጋብዛችኋል 

  1. የዘመኑን ንግድ ፈቃድ ያደሰ የመንግስት ግብር የከፈለ እና መረጃ ማቅረብ የሚችል። 
  2. የተጨማሪ እሴት ታክስ (ቫት) ተመዝጋቢ የሆነ ። 
  3. ተጫራቾች ለጨረታ ማስከበሪያ የጨረታውን 1% በባንክ የተረጋገጠ CPO ማቅረብ አለበት:: 
  4. 4 ተጫራቾች የጨረታውን ሰነድ ፋይናንሻል እና ቴክኒካል ዋናውን እና ኮፒውን ለየብቻ በሰም በታሸገ ፖስታ ማቅረብ አለበት ::

ስለዚህ በጨረታው ለመወዳደር የሚፈልጉ ተጫራቾች

  1. በመስኩ ህጋዊ ንግድ ፈቃድ ያላቸው፣ የዘመኑን ግብር የከፈሉ ከሚመለከታቸው አካላት ሕጋዊ ማስረጃዎች ምስክር ወረቀት፣ ብቃት ማረጋገጫ፣ የግብር መለያ፣ ከመንግስት ንብረት ማስወገድ ኤጀንሲ የተመዘገቡበት ማስረጃ፣ ከገቢዎች እና ጉምሩከ የተሰጠ ሰነድ ማቅረብ የሚችሉ የተጨማሪ እሴት ታክስ ተመዝጋቢ የሆኑ መሆን አለባቸው:: ከሊራንስ ማቅረብ የሚችሉ ብቻ፣ ከኮንስትራክሽን ቢሮ የግንባታ ስራ የምዝገባ የምስክር ወረቀት ያላቸው፣ የቫት ተመዝጋቢ የሆኑና የግብር ከፋይ መለያ ቁጥር ያላቸው፣ Turn over Tax (TOT)  ተመዝጋቢ የሆኑ መጫረት ይችላሉ፡፡ ተጫራቾች የተዘጋጀውን ጨረታ በኮ/ቀ/ክ/ ከተማ አስተዳደር ኮንስትራከሽን ጽ/ቤት ምህንድስና ግዥ ቡድን ቢሮ ቁጥር 204 ጨረታው በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ ባሉት ተከታታይ 15 የስራ ቀናት ውስጥ ከላይ የተጠቀሱትን መረጃዎች ዋናውንና ኮፒውን በማቅረብ ዘወትር በስራ ሰዓት መውሰድ ይቻላል፡፡
  2. ተቋራጮች የሚያቀርቡት ሰነድ ዋናውን እና ሶስት ፎቶ ኮፒ ለየብቻ የፕሮጀክቱን ሥም እና አድራሻ በመጥቀስ በኤንቨሎፕ ከላይ በተጠቀሰው ቢሮ ለዚህ ሥራ አገልግሎት በተዘጋጀው የጨረታ ሳጥን ውስጥ ጨረታው በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ በ16ኛው ቀን 2013 ዓ.ም ከ2፡30 – 6፡00 ሰዓት ሰነዱ ተመላሽ ተደርጐ በዚህ ቀን ከሰዓት በኋላ በ8፡00 ሰዓት ላይ ተጫራቾች ወይም ሕጋዊ  ወኪሎቻቸው በተገኙበት ይከፈታል፡፡
  3. ጨረታው የሚከፈተው በኮ/ቀ/ክ/ከተማ አስተዳደር ኮንስትራክሽን ጽ/ቤት ምህንድስና ግዥ ቡድን ቢሮ ቁጥር 204
  4. ተጫራቾች ለጨረታ ማስከበሪያ ዋስትና (ቢድ ቦንድ) ወይም ደብዳቤ ከተደራጁበት ክ/ከተማ ወይም ህጋዊነት ካለው ተቋም የጨረታ የዋስትና ደብዳቤ ማቅረብ ይኖርባቸዋል፡ 300 ብር ከፍለው የጨረታ ሰነዱን መግዛት ይችላሉ፡፡ በተጨማሪ ለተጠቀሰው የማማከር እና የግንባታ አገልግሎት 2% በባንክ በተረጋገጠ (CPO) ወይም ቢድ ቦንድ ዋስትና ማቅረብ ይኖርባቸዋል፡፡
  5. የጨረታውን መመሪያ አለማክበር እና ከላይ የተጠቀሱትን መስፈርቶች አለማሟላት ከተወዳዳሪነት ያሰርዛል፡፡
  6. ከአንድ ሰነድ በላይ መወዳደር ከተወዳዳሪነት ሁሉም ላይ ያሰርዛል በተጨማሪም ተጫራቾች ሞልተው ያስገቡት ሰነድ በሁሉም ገፆች ላይ ማህተም እና ፊርማ አለማድረግ እና ላይ ፍሉድ መጠቀም ከተወዳዳሪነት ያሰርዛል፡፡
  7.  የበለጠ ማብራሪያ ካስፈለጎት በኮ/ቀ/ክ/ከተማ አስተዳደር ኮንስትራከሽን ጽ/ቤት ምህንድስና ግዢ ቡድን ቢሮ ቁጥር 204 በአካል በመቅረብ መረዳት ይቻላል፡፡
  8.  አማካሪው ድርጅት የዲዛይን፣ የስራ ዝርዝር፣ የግንባታ ክትትል እና የውል ማስተዳደር ስራ ይሰራል፡፡
  9. ተጫራቾች በእጃቸው ላይ ያለ ፕሮጀከት 75% እና ከዚያ በላይ መሆኑን የሚያሳይ ወይም በከፍለ ከተማው ላይ ምንም አይነት ስራ እንደሌላቸው የሚገልፅ መረጃ ማቅረብ ይኖርባቸዋል፡፡
  10. ተጫራቾች የCOC ምዘና ማረጋገጫ ማቅረብ የሚችሉ መሆን ይኖርባቸዋል፡፡
  11. ጽ/ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውን ሙሉ በሙሉ ወይም በከፊል የመሠረዝ መብቱ የተጠበቀ ነው፡፡

NOTICE OF INVITATION FOR BIDS

1.The Federal Democratic Republic of Ethiopia (FDRE) has allocated budget towards the cost of the following Road Construction Projects and intends to apply part of this budget to payments under these projects.

2. The Ethiopian Roads Authority now invites bidders to submit sealed bids for providing the necessary labor, material and equipment for construction works of the above road projects.

3. Interested bidders shall submit the following evidence:

a. In the case of Ethiopian bidders, Certificate of Registration from Ministry of Construction with the relevant Categories as specified in item 4 of tables below renewed for 2012 EFY and other appropriate documentary evidences demonstrating the bidder’s compliance, which shall include:

i) Trading License renewed for 2012 EFY;

ii) Tax Clearance Certificate, which states that the bidder can participate in any public tender, valid at bid submission date;

iii) VAT Registration Certificate; and

iv) Registration as Supplier in the list of the mandated public body, i.e. public Procurement and Property Administration Agency (PPPAA).

b. In case of bidders other than Ethiopians;

i) Business organization registration certificate or Trade License issued by the country of establishment.

ii) Tax Clearance Certificate issued from the Tax Authority (Inland Revenue Authority) which allows the bidder to participate in public tenders at the date of the deadline for bid submission if the foreign bidder already has on-going or completed projects in the Country; Ethiopia.

4. Bidding will be conducted through a National Competitive Bidding (NCB) procedures as specified on the tables above and is open to all eligible bidders as specified and defined in the Bidding Documents. 4.If a bidder is awarded and/or recommended for award of any two works Contracts by ERA six months prior to the bid submission date of the subject projects and until award of the subject projects, the qualification criteria for the construction turnover will be the aggregate of the criteria of the subject projects; and that of the awarded Contracts and/or those recommended to be awarded. 7. Bidders shall submit their Bids in two envelopes, the first envelop labeled as “Qualification Information and Bid Security” and the second envelope “Financial Bid”, separate sealed and the two envelopes sealed in on other outer envelope.

8. Evaluation is to be carried out in two stages, Qualification Information first and Financial Bids of qualified Bidders next.

Marie Stopes believes that every woman and girl should be able to have children by choice, not chance. In Ethiopia and around the world, we work every day to provide family planning and reproductive health services to millions of low-income and under-served women and men. For the last 27 years, we have been working closely with the Government of Ethiopia and other partners to help reduce maternal mortality rates by increasing access to quality sexual and reproductive health (SRH) services.

With aim of expanding choices for women and couples, we provide SRH services through a network of centers, which includes 17 SRH and 4 maternal and child health clinics, more than 350 socially franchised private Blue Star clinics, and 9 outreach teams. We also support 38 public health facilities to strengthen the existing family planning and comprehensive abortion care services.

Our service delivery channels are designed to reach women and couples most in need with comprehensive, safe and affordable SRH services; operating in all regions except Somali , Benishangul Gumuz and Harari. Our work also contributes to the Government of Ethiopia’s Health Sector Transformation Plan (HSTP) aim of halving maternal and child mortality by 2020 through building sustainable platforms to bring lasting impact on the health status of Ethiopians.

  1. Adama City Administration would like to invite eligible firms to construct the above mentioned projects in two independent lots. 
  2. The Adama City Administration now invites sealed bids from eligible bidders for furnishing of the necessary material, equipment and services for the 1. Construction of gabion, check dam and culvert in goro kebele & Construction of gabion and culvert in Dedeche Arara and melka Adama kebele 
  3. Contractor must be duly registered by the Ministry of Urban Development and Housing/Construction or Regional appropriate body under Category of GC-5/RC-5 & above– with valid license for the year 
  4. Interested eligible bidders may obtain further information from and inspect the bidding document of the office of Adama City Administration, from the Department of infrastructure in front of ODA School Adama City Administration P.O.Box 34 from 8:30 am to 12:30 pm and 1:30 pm to 5:30 pm Monday to Friday during working days. 
  5. A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to the address stetted Sr, No 4 and upon payment of a nonrefundable fee of ETB 500. The method of payment will be in cash or cheque against receipt. 
  6. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the PPA Standard Bidding Documents: Procurements of works 2011. 
  7. Bids will be delivered to the address below on or before 2:00 PM on following 30 Calendar days starting from the day of invitation to bid posted on newspaper and must be accompanied by a security of 150,000 ETB in the form of an unconditional guarantee, issued by a bank or CPO. 
  8. Bids will be opened in the presence of bidders’ representatives who choose to attend at Adama City Administration on the same day at 2:30. pm.
