  1. The Ethiopian Petroleum Supply Enterprise (EPSE) has funds within the Procuring Entity’s budget to be used for the procurement Civil construction works for staff residence for its Gondar Depot located at Gondar Town 
  2. The Ethiopian Petroleum Supply Enterprise invites sealed bids form eligible bidders for the furnishing the necessary labour, materials and equipment for construction and completion of staff residence for its Gondar Depot 
  3. Bidding will be conducted in accordance with the open national tendering procedures for the Procurement of Works contained in the Public Procurement Proclamation of the Government of the Federal Democratic Republic of Ethiopia and is open to all registered Contractors of Category GC/BC grade 2 & 3 with documents evidencing eligibility ((TIN VAT, trade license tax clearance ,certificate of registration for registered contractor status ) 
  4. Bids shall submitted into two separate outer envelopes, the first envelope containing the original and copy of the technical proposal envelopes; the second envelope containing the original and copy of the financial proposal envelopes 
  5. Interested eligible bidders may obtain further information from EPSE and inspect the bidding document at the address given below at 9(a) from: 08:00 at 12:00 hours AM and 01:00 to 05:00 hours PM. 
  6. A complete set of Bidding Documents prepared in the English language may be obtained by any interested bidders, at the address below at 9(b) upon payment in cash, a non-refundable fee of Ethiopian Birr 300.00 (Three Hundred Birr Only) 
  7. Bids must be delivered to the address below at 9(c) at or before 24/02/2013. 10 bours AM Addis Ababa time Bids must be accompanied by a bid security of 200,000.00 Ethiopian Birr and shall be in CPO issued by a recognized Bank established in Ethiopia.. Late bids shall be rejected. 
  8. Bids will be opened in the presence of the bidder’s representatives who choose to attend at the address below at 9 (d) at 24/02/2013 10:05 hours AM Addis Ababa time.

ስለሆነም የሚከተሉትን መስፈርቶች የሚያሟሉ ተጫራቶች መወዳደር የሚችሉ መሆኑን ይጋብዛል፡፡ 

  1. በየዘርፉ በዘመኑ የታደሰ ሕጋዊ የንግድ ፈቃድ ያላቸው 
  2. የግብር ከፋይ መለያ ቁጥር /TIN/ ያላቸው 
  3. 3 የግዥ መጠኑ ብር 200,000.00 /ሁለት መቶ ሺ ብር/ እና በላይ ከሆነ እንዲሁም ለኤሌክትሮኒክስ እቃዎቹ ግን የገንዘብ መጠን ሳይኖረው ማንኛውም ተጫራች የተጨማሪ እሴት ታክስ (VAT) ከፋይነት የተመዘገቡ መሆናቸውን የሚያረጋግጥ የምስከር ወረቀት ማቅረብ የሚችሉ

  6. ተጫራቾች የጨረታ ሰነዱን ለእያንዳንዱ የማይመለስ ብር 200 /ሁለት መቶ ብር ብቻ በመክፈል ከግ/ፋ/አስ/ር ደ/የሥ/ሂደት ቢሮ ቁጥር 6 ማግኘት ይቻላል፡፡ 
  7. ተጫራቾች የጨረታ ማስከበሪያ ዋስትና /ቢድ ቦንድ/ ለሚወዳደሩበት ግንባታ ወይም እቃው ላይ በተገለጸው ገንዘብ መሠረት በባንክ በተረጋገጠ የክፍያ ትዕዛዝ /ሲፒኦ/ ወይንም በጥሬ ገንዘብ ማስያዝ አለባቸው፡፡ 
  8. ማንኛውም ተጫራች የጨረታ ሰነዱን በአዲስ ዘመን ጋዜጣ ከታወጀበት ቀን ጀምሮ ለተከታታይ 21 ቀን ዘወትር በሥራ ሰዓት መግዛት የምትችሉ መሆኑን

CONSTRUCTION OF SUBSTRUCTURE CIVIL

WORKS, SUPPLY AND ERECTION WORK OF

STEEL STRUCTURE RAW MATERIAL WAREHOUSE

Repi Soop & Detergent Plc is seeking proposals for engineering services for the design and construction of substructure civil works, design, supply & erection of steel structure for raw material warehouses in Repi Soap and Detergent Plc, factory compound located at Kara Kore. Services will include design and supply of the necessary, material, labor, equipment and execution of all the work for the ware houses. The offeror shall be a registered contractor of minimum grade 5 and above with previous related experience of steel structure ware house works and should present a business license valid for the current year and VAT registration certificate.

Bidders should strictly follow the following instruction.

  1. A completed set of documents purchased by interested bidders from the stated address and upon payment of non-refundable fee of Birr 200.00 /two hundred Birr/ starting Tuesday. September 30, 2020.
  2.  Bidders shall submit one original and one copy of Technical and financial proposals separately to the address below on or before October 15, 2020 at 2:00 PM and must be accompanied by Birr 50,000.00 (Fifty thousand birr) security bid bond. The bid security shall be in the form of Cashiers payment order (CPO), enclosed in a separate envelope & presented inside the Original bid document envelope.
  3. Bids will be opened in the presence of tender committee, on October 15, 2020 2:30 at Repi Soap and detergent Factory premises.
  4. The Bidder must accompany with his Bid copy of its Certificate of Registration from relevant Authority Renewed Trade license, TIN Registration Certificate and VAT registration document, and other relevant documents pertinent to the bid.

  15. የጨረታው ሳጥን የሚታሸግበትና የሚከፈትበት በ22ኛው የሥራ ቀን ከቀኑ 8፡00 ሰዓት ታሽጎ ከቀኑ 9፡00 ሰዓት ላይ ይከፈታል፡፡ ስለሆነም 22ኛው ቀን የሥራ ቀን ካልሆነ ቀጣይ የሥራ ቀን የሚከፈት ይሆናል፡፡ 
  16. የተጫራቾች አለመገኘት የጨረታውን ሂደት አያስተጓጉልም፡፡ 
  17. የጨረታው ማስከበሪያ /Bid bond/ 10,000 /አስር ሺህ ብር/ በባንክ በተረጋገጠ የክፍያ ማዘዣ /CPO/ ማስያዝ በየሎቱ ማስያዝ ይኖርባቸዋል፡፡ በጥሬ ገንዘብ የማንቀበል መሆኑን እናሳስባለን፡፡

  1.  ድርጅቱ ሊያሰራ የፈለገውን የውሃ መስመር ዝርጋታ በጨረታ ተወዳድሮ ለመሥራት የሚፈልግ ማንኛውም ተጫራች ይህ ማስታወቂያ ከወጣበት ቀን ጀምሮ ባሉት 10 ተከታታይ የሥራ ቀናት ውስጥ ከጠዋቱ 2፡30 እስከ 11፡00 ሕንፃዎቹ ሥር የሚገኙ ክፍሎችን በአካል ቀርቦ በማየት ለዚሁ የተዘጋጀውን የጨረታ ሰነድ የማይመለስ ብር 200.00(ሁለት መቶ ብር) ከፍሎ ገዝቶ በመሙላት በታሸገ ኤንቨሎፕ በድርጅቱ ጽ/ቤት በተዘጋጀው ሳጥን ውስጥ ማስገባት አለበት። 
  2.  ተጫራቾች የታደሰ ንግድ ፈቃድ እና የዘመኑ ግብር የተከፈለበት ደረሰኝ፣ የንግድ ማህበር ከሆነ የመመስረቻ ጽሑፍ፣ አገልግሎት ሰጪ ከሆነ ፈቃዱን ከንግድ ፈቃዱ ፎቶ ኮፒ ከዋጋ ማቅረቢያ ሰነዱ ጋር ማቅረብ ይኖርበታል ፡፡ 
  3. ተጫራቾች የሚጫረቱበት ሥራ ከሚሰጡት ጠቅላላ ዋጋ 15% (አስራ አምስት በመቶ) የሚሆነውን የጨረታ ማስከበሪያ ዋስትና በባንክ በተረጋገጠ ቼክ (CPO) ከሚያቀርቡት የጨረታ ሰነድ ጋር ዋናውን በተዘጋጀው ሳጥን ውስጥ ማስገባት ይኖርባቸዋል ::

  1.  The Federal Democratic Republic of Ethiopia has received financing from the World Bank for the implementation of Water Supply, Sanitation & Hygiene program(One WaSH National Program phase-II) in the country. The Water Development Commission (WDC) intends to apply part of the proceeds to cover eligible payments under the contract for construction of Civil Works, Supply and Installation of Pipes & Fittings, and Electromechanical Equipment’s of Sankura Multi Village Water Supply and Sanitation project in SNNPR, Silte Zone. WDC now invites sealed bids from eligible bidders for the abovementioned works. 
  2. Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in the World Bank’s “Procurement regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018″), and is open to all eligible bidders as defined in the Procurement Guideline.

2.5 Bidder with poor efficiency of constructions Water Supply Installation and having been black listed in the region for none performing and termination of a project cannot compete for any bid. (Whenever recognized will automatically be rejected) 

2.6 Bidders who can deliver the ownership certificate or rental agreement of the essential construction equipment 

3. Bidding will be conducted through National Competitive Bidding (NCB) procedures and is open to all eligible bidders as specified and defined in the bidding document.

  8. ተጫራቾች የጨረታ ማስከበሪያ ዋስትና ቢድ ቦንድ ለሚወዳደሩበት የሞሉትን ጥቅል ዋጋ 2 በመቶ በባንክ በተረጋገጠ የክፍያ ትዕዛዝ/ሲፒኦ/ ወይም በጥሬ ገንዘብ በፖስታ ታሽጐ ከሰነዱ ጋር መቅረብ አለበት፡፡
  9. አሸናፊው ተጫራች የውል ስምምነት እንዲፈፀም ከተገለፀበት ጊዜ ውስጥ ካሸነፈበት የግንባታ ስራ የዕቃ /አገልግሎት ጠቅላላ ዋጋ 10 በመቶ የተሽከርካሪ ኩንትራት ጥገና ከሆነ 3 በመቶ የግዥ ውል ማስከበሪያ ፕርፎርማንስ ቦንድ በታወቀ ባንክ በተረጋገጠ ትዕዛዝ/ሲፒኦ/ ወይም በጥሬ ገንዘብ ወይም በሁኔታ ላይ ያልተመሰረተ የባንክ ዋስትና/Unconditional bank grantee/ ማስያዝ ይኖርበታል፡፡ ካሸናፊው የሚቀርበው የውል ማስከበሪያ ዋስትና ፀንቶ መቆያ ጊዜ ውሉ ከሚጠናቀቅበት የመጨረሻ ቀን በኋላ ቢያንስ ለተጨማሪ 30 ቀናት ፀንቶ መቆየት ይኖርበታል፡፡
  10. ማንኛውም ተጫራች የግንባታ ዋጋውን ግዥ ሃሣቡን በአንደ ወይም አንድ ወጥ በሆኑ ሁለት ቅጅዎች ማለትም ዋና እና ቅጅ በማለት ኦርጅናል ለብቻው ቅጅውን ለብቻ በጥንቃቄ በታሸገ ሁለት እጁ እነሴ ወረዳ አስተዳደር ጽ/ቤት ቢሮ ቁጥር 2 በተዘጋጀው የጨረታ ሣጥን ዘወትር በስራ ሰዓት ጋዜጣው በአየር ላይ ከዋለበት ቀን ጀምሮ ለ21 ተከታታይ የስራ ቀናት ማስገባት ይቻላል፡፡
  11.  ጨረታው ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ሁለት እጁ እነሴ ወረዳ አስተዳደር ጽ/ቤት በ22ኛው ቀን በ3፡30 ታሽጐ በ4፡00 ይከፈታል፡፡ የስራ ቀን ካልሆነ በሚቀጥለው የስራ ቀን ይከፈታል፡፡ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተጠቀሰው የጨረታ መክፈቻ ሰዓት ባይገኙ መ/ቤቱ ጨረታውን መክፈት መብት አለው፡፡
  12. የተጫራቾች የጨረታ መወዳደሪያ ሃሣባቸውን ዋና እና ቅጅ ወይም ኦርጅናል እና ኮፒ ማስገባት ለመ/ቤቱ ደህንነት እንጀ እንደ ጨረታ መወዳደሪያ መስፈርት አያገለግልም፡፡
  13. መ/ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውንሙሉ በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ነው፡፡
  14. ተጫራቾች የሚያቀርቡት ዋጋ ማንኛውንም አይነት ግብር የሸፈነ መሆን አለበት፡፡
  15. በጨረታው መሣተፍ የሚፈልጉ ስለጨረታው ዝርዝር መረጃ ከፈለጉ በሁለት እጁ እነሴ ወረዳ አስተዳደር ጽ/ቤት ድረስ በአካል በመገኘት ማግኘት ይችላሉ፡፡
  16.  ጨረታውን ያሸነፈውን ድርጅት ለግንባታው የሚያስፈልጉ ሁሉንም ማቴሪያሎች የሚችል መሆን አለበት፡፡
  17. በተጨማሪ በግዥ አፈፃፀም መመሪያ ቁጥር 1/2003 መሰረት ተፈፃሚ ይሆናል፡፡
