The Water Development Commission has secured budget from the Federal Government of Ethiopia in the form of a “Capital Budget” it intends to apply to cover eligible payments under the CR-WASH water supply projects.

Accordingly, the Commission would like to invite interested & eligible bidders for the procurement of Civil Work Construction with Pipes and Fittings Installation, Supply of Pipes, Fittings and Supply & Installation of Electromechanical Equipment for Gambella Town Immediate Improvement & Expansion of Water Supply Project upon fulfilling the following terms and conditions

1) Renewed Trade license for the year 2012 EFY, the license should be indicating the stream of business in which the bidder is engaged.

2) TIN and VAT Registration Certificate.

3) A valid tax clearance certificate issued by the tax authority.

4) Certificate for registration in supplier list.

5) Business organization registration certificate or trade license issued by the country of establishment, if applicable.

6) Letter of Authorized signature(Power of Attorney)

7) Manufacturer Authorization.

A. Bidding will be conducted through the National Competitive bidding procedure as specified in the Public Procurement Directives.

B. Interested eligible bidders may obtain further information from Water Development Commission, Engineering Procurement and Contract Management Directorate and inspect the bidding documents during office hours from 8:30 AM -12:30 AM in the morning and 1:30 PM to 5:00 PM in the afternoon at the address given below

C. A complete set of bidding documents in English language may be purchased by interested eligible bidders upon payment of a non-refundable fee of Ethiopian Birr (ETB) 200.00 (ETB Two Hundred only). The method of payment will be in cash.

D. The Technical & Financial offer of the bidder shall submit in one envelope.

E. The deadline for bid submission is on or before January 27, 2021, at 2:00 PM and it will be open publicly in the same date at 2:30 PM in room no. 35 of the procurement section of Water Development Commission.

F. Electronic bidding will not be permitted and late bids will be rejected.

G. All bids must be accompanied by a Bid Security of ETB 500,000.00 (Five Hundred Thousand Birr Only) or equivalent in freely convertible currency in the form of An Unconditional Bank Guarantee, An irrevocable Letter of Credit, CPO, Check certified by a reputable bank or financial institution in the name of Water Development Commission. The bid security shall be valid for twenty-eight days (28) beyond the end of the validity period of the bid.

  1. በጨረታው ለመሳተፍ የሚፈልጉ ተጫራቾች ለሎት የማይመለስ ብር 300,00/ሶስት መቶ ብር/ በመክፈል ይህ የጨረታ ማስታወቂያ በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ ለተከታታይ 21 ቀናት ያህል ሰነዱን ከወሎ ዩኒቨርሲቲ ኮምቦልቻ ቴክኖሎጅ ኢንስቲትዩት ግዢ ቡድን ቢሮ ቁጥር 302 በሚገኘው መውሰድ/መግዛት የሚችሉና ለዚሁ በተዘጋጀው የጨረታ ሳጥን ውስጥ ፖስታውን ከኣንድ ኮፒ ጋር እንዲሁም ለየብቻ በማሸግ በተዘጋጀው ሣጥን ውስጥ ማስገባት ኣለባቸው።

  3. ተጫራቾች ሊሰራ ከሚፈለገው ስራ ጋር በዘርፉ ቀጥተኛ ወይንም ተዛማጅ እና በዘመኑ የታደሰ ሕጋዊ የንግድ ፈቃድ፣ የታደሰ የሙያ ብቃት ማረጋገጫ ሰርተፍኬት፡ የንግድ ምዝገባ የምስከር ወረቀት፣ የተጨማሪ እሴት ታከስ የምዝገባ የምስክር ወረቀት የግብር ከሊራንስ የግብር(ጨረታ እንዲጫረቱ፡ የማል) የግብር ከፋይ መለያ ቁጥር እና የመንግስት ግዥና ንብረት አስተዳደር ኤጀንሲ ድረ ገፅ በስራ ዘርፉ ተመዝጋቢ መሆን አለባቸው። 
  4. ተጫራቾች ዋጋ መሙላት ያለባቸወ ዩኒቨርሲቲው ባቀረበው የጨረታ ሰነድ ላይ ብቻ ነው፡፡ እንዲሁም ስርዝ ድልዝ ያለው የጨረታ ሰነድ ተቀባይነት የለውም፡፡
  5. ተወዳዳሪው /ተጫራቹ/ ለግንባታ ስራው በባንክ የተረጋገጠ የጨረታ ማስከበሪያ ዋስትና ሲፒኦ ብር 250,000,00 /ሁለት መቶ ሃምሳ ሺህ ብር/ ወይም በባንከ የተረጋገጠ የባንክ ጋራንቲ ብር 250,000.00 /ሃምሳ ሺህ ብር ብቻ የ90 ቀናት ያህል ሊቆይ የሚችል የጨረታ ዋስትና ማስከበሪያ ማስያዝ ይኖርባቸዋል፡፡
  6. ለጨረታ ማስከበሪያ የተያዘው ገንዘብ በጨረታ ለተሸነፈ ድርጅት አሸናፊው ድርጅት ከአዋርድ ከተደረገ በኋላ ወዲያውኑ ይመለሳል ፡፡
  7. ተጫራቶች በቀረበው ዝርዝር ስፔስፊኬሽን ወይንም bill of quantity መሠረት ማቅረብ የሚችሉ መሆን አለባቸው 
  8. አንዱ ተጫራች ባቀረበው ዋጋ ላይ ተንተርሶ ዋጋማቅረብ አይቻልም::
  9. ጨረታው የሚከፈተው ይህ የጨረታ ማስታወቂያ በጋዜጣ ከወጣበት ቀን ጀምሮ በ22ኛው ቀን ከጠዋቱ 4፡00 ሰዓት የጨረታ ሳጥኑ ታሽጎ በዕለቱ ከጠዋቱ 4፡30 ሰዓት ተጫራቾች/ህጋዊ ወኪሎቻቸው በተገኘበት በኮምቦልቻ በሚገኘው የኢንስቲትዩቱ ግዢ ቡድን ቢሮ ቁጥር 302 የሚከፈት ይሆናል፡፡
  10. በተራ ቁጥር-9 ላይ የተጠቀሰው ቀን የጨረታ መክፈቻ ቀን የስራ ቀን ካልሆነ በቀጣይ ቀን ባለው የስራ ቀን በተራ ቁጥር-9 ላይ በተጠቀሰው የስራ ሰዓት የሚታሸግና የሚከፈት ይሆናል፡፡
  11. ስርዝ ድል ያለው የዋጋ መሙያ ሰነድ ተቀባይነት የለውም
  12. የተጫራች አለመኖር ፖስታው ተሟልቶ እስከተገኘ ድረስ ጨረታውን አያስተጓጉልም::
  13. ቴክኖሎጂ ኢንስቲትዩቱ የተሻለ መንገድ ካገኘ ጨረታውን በሙሉም ሆነ በከፊል የመሰረዝ መብቱ የተጠበቀ ነው።
  14. ተጫራቾች ከዚህ የጨረታ ማስታወቂያ በተጨማሪ ከጨረታ ሰነዱ ጋር የተያያዘውን የተጫራቶች መመሪያ ባለማንበብ እና ባለመገንዘብ/ ባለመረዳት ለሚከሰተው ችግር ዩኒቨርሲቲው ተጠያቂ አይሆንም፡፡
  15. ጨረታው ፀንቶ የሚቆየው 60 ቀናት ያህል ብቻ ነው፡፡

የግዥ መለያቁጥር፡- ብሐሥ/ኢሕምኢ/የኮንቲነር ዕድሣት ግዥ/066/2013 ዓ.ም የኢትየጵያ ሕብረተሰብ ጤና ኢንስቲትዩት በ2013 በጀት ዓመት 11 /የኮንቲነር ዕድሣት ሥራ/ በግልጽ ጨረታ አወዳድሮ ለማስራት ይፈልጋል መስፈርቱን የሚያሟሉና በየዘርፉ የተሰማሩ ህጋዊ ተቋራጮቾችን በግልፅ ጨረታ አወዳድሮ ማሠራት ይፈልጋል፡፡

ስለሆነም በዚህ ጨረታ ለመሣተፍ የሚፈልጉ፡-

1. ተጫራቾች የማይመለስ ብር 100.00 /አንድ መቶ ብር/ በጥሬ ገንዘብ በመክፈል የተዘጋጀውን የጨረታ ሠነድ ከኢንስቲትዩቱ ግዥ ኬዝ ቲም ቢሮ ቁጥር 5 ዘወትር በሥራ ሰዓት ከሰኞ እስከ ዓርብ ጠዋት ከ2፡30 እስከ 6፡30 ሰዓት ከሰዓት በኋላ ከ7፡30 -1፡00 ሰዓት መውሰድ ይችላሉ፡፡

  • ሀ. የግዥ ኤጀንሲ ሥራ ተቋራጭነት የተመዘገቡ፣
  • ሊ የቫት ተመዝጋቢ የሆኑ፣ የዘመኑን ግብር የከፈሉና አግባብነት ያለው የታደሰ ንግድ ፈቃድ ማቅረብ የሚችሉ መሆን አለባቸው፡፡
  • ሐ. ታክስ ክሊራንስ (ከግብር ሰብሳቢ መሥሪያ ቤት የድጋፍ ደብዳቤ) የግብር ከፋይ ምዝገባ ሠርተፊኬት (TN No.)፣

2 ተጫራቾች ለጨረታ ማስከበሪያ የሚሆን ብር 20,000.00 (ሀያ ሺህ ብር) በባንክ በተረጋገጠ ሲፒኦ ወይም በባንክ ዋስትና ማስያዝ ይኖርባቸዋል፡፡

3 ተጫራቾች የሚወዳደሩበትን ዋጋ በሰም በታሸገ ኢንቨሎፕ ቴክኒካል ፕሮፖዛል አንድ ኦርጂናል አንድ ኮፒ ፋይናንሺያል ፕሮፖዛል አንድ ኦርጂናል እንድ ኮፒ ሠነዶችን አስፈላጊ መረጃዎችን ሁሉ በማካተት እና በማሸግ ማስታወቂያ ከወጣበት ጊዜ ጀምሮ እስከ ታህሳስ 19 ቀን 2013 ዓም ድረስ ከኢንስቲትዩቱ ግዥ ኬዝ ቲም ቢሮ ቁጥር 05 ማስገባት አለባቸው

4. የጨረታው አሸናፊ ሆነው የተመረጡ ድርጅቶች የጨረታው ውጤት በደብዳቤ ከተገለፀላቸው ቀን ጀምሮ በ10 ቀናት ውስጥ በኢንስቲትዩቱ ግዥ ኬዝ ቲም በመቅረብ ያሸነፉበትን ዋጋ 10% ለመልካም አፈጻፀም ዋስትና በማስያዝ ውል መፈረም አለባቸው፡፡

5 የጨረታው አሸናፊ የሆኑ ድርጅቶች በፈረሙት ውል መሠረት በራሳቸው ትራንስፖርት አሸናፊ የሆኑባቸውን የኮንቲነር ዕድሣት ዕቃዎች ኢንስቲትዩቱ ዕቃ ግምጃ ቤት ድረስ ማቅረብ አለባቸው፡፡

6. የጨረታው አሽናፊ ያልሆኑ ድርጅቶች ለጨረታ ማስከበሪያ ያስያዙት ሲፒኦ የጨረታ አሸናፊነት ተለይቶ የአሸናፊነት ደብዳቤ ከተሰጠው በኋላ ባሉት 5 ቀናት ውስጥ ይመለስላቸዋል፡፡

7. የጨረታው ሣጥን ታህሳስ 19/2010 ዓ.ም ከቀኑ 8፡00 ሰዓት ይዘጋል፡፡

8.የጨረታ ሣጥን ታህሳስ 19/2013 ዓ.ም ከቀኑ 8፡30 ሰዓት ተጫራቶች ወይም ህጋዊ ወኪሎች እንዲሁም የኢንስቲትዩቱ ኦዲትና የሥነ ምግባር ባለሙያ በተገኙበት ይከፈታል፡፡

9 ከጨረታው መዝጊያ ቀንና ሰዓት በኋላ የሚቀርቡ የመጫረቻ ሠነዶች ተቀባይነት የላቸውም፡፡

10. ኢንስቲትዩቱ በሙሉም ሆነ በከፊል ጨረታውን የመሠረዝ መብቱ የተጠበቀ ነው፡፡

  1. Oromia Livestock resource development Agency had secured a budget for construction of Store, Office, Guard House & Dry Latrine At Medda Site and also secured a budget for construction of Store at Choppi Degega & at Boku Melbana (Medda).

INVITATION FOR BID

Arsi Zone cooperative promotion Agency has obtained budget from the Italian Agency For Development Cooperation needs to Construction of Ware House at 8(eight) site

1. The Agency invites all registered contractors of category GC6/BCS and above with renewed license valid for the year 2013 Ethiopian Calendar for furnishing the necessary labor, material, equipment, and service for the construction of Ware House as the following lots.

  • Lot-I Two seed Warehouse, Office, Toilet, Guardhouse and Fence
  • Lot-Il Four Type -1 Grain Warehouse, Office, Toilet, Guardhouse and Fence
  • Lot-III Two Type-2 Grain Warehouse, Office, Toilet, Guard house, and Fence

2. Interested and eligible bidders can purchase bidding documents from Arsi Zone Finance & Economic Co-operative Office. Submission of written application & nonrefundable fee of Eth 300 (three hundred birrs). The Bid will be submitted on the 22nd working day of announcement of the bid at 3:00 am in Arsi Zone Finance & Economic Co-operative Office Hall & will be open at 3.30 am on the same day & place of the submission. In case, If 22nd day is the Holiday it will submit & open the next working days at the same time & place. 1

3. A bidder has to be registered to collect “VAT” and a copy of the VAT certificate, trade license, registration certificate, and tax clearance from Oromia or Federal Revenue Bureau must be attached with the application and not miss to submit with qualification document.

4. All bids must be accompanied by a bid security in an acceptable form of an Unconditional bank guarantee or CPO birr 75,000.00 (Seventy Five thousand Birr) and must be addressed to the project owner.

5. The bid security shall be wax sealed, stamped & signed in separate envelop marked “Bid security” and bid security to be submitted by a bidder shall carefully address the Employer’s name, the exact name of the site for which it is submitted & the validity of the bid security. Failure of stating any of which would cause rejection from the bid.

6. submission and opening of the bid;

  • A. The original and copies of the qualification document shall be placed separately in wax-sealed, stamped & signed envelope marked as “QUALIFICATION DOCUMENT” and both envelopes shall be placed in one large outer envelope and wax sealed. The outer and inner envelopes shall bear the submission address and other information indicated on/in the datasheet
  • B. The original and machine copies of the financial offer documents shall be placed separately in a wax-sealed envelope marked as “THE FINANCIAL OFFER DOCUMENT” and these envelopes shall be placed in a large outer envelope and wax sealed. The outer and inner envelopes shall bear the submission address and other information indicated on/in the datasheet. In preparing the bid document bidders are expected to examine the bid data in the tender document
  • C. The qualification document will be opened on the same day of bid submission date at 3:30 am in the Presence of the Tender committee & bidders or legal representative represented by the bidder
  • D. The financial offer document shall remain sealed and deposited in a box prepared for this purpose in the presence of the bidders and tender committee or any authorized body represented by the client until financial offer(s) of qualified bidders are opened publicly.
  • E. The committee assigned by the client will evaluate the qualification of the bidders based on the basis of their responsiveness to the bid document, by applying the evaluation criterion, sub-criterion, and points assigned to the criterion in the data sheet. Each qualification document will be given a score point.
  • F. Only financial offers of those bidders who fully respond or 100% (one hundred percent) will be opened on the financial opening date.
  • G. The client shall address the financial opening date, place, and time to the bidders
  • H. Every envelope should be wax-sealed, signed, and stamped by the bidder properly and separately.
  • I A bidder will be rejected if it does not respond to the tender document according to this invitation or fails to achieve the minimum technical score indicated in the tender document,
  • J. Any attempt of submission forged or false document and/or indication of financial offer on the qualification document shall result in a rejection of the bid.
  • K. The client shall not bear any responsibility for miss placement of “Qualification document” in the “financial offer document” envelope or vice versa, which results in the rejection of the bidder.

7. The validity of the bid shall be 120 days from the date of bid opening

8. The completion deadline of the project under bid should be negotiated during the award and become part of the binding document (agreement).

9. A contractor who have a project in our zonal must be scored 70% (seventy percent) physical status and above work, progress can participate to this bid

10. The Agency may not award more than one project at a time also A bidder Cannot Participate more than one site

  1. የዘመኑ ንግድ ፍቃድ ያሳደሱ የቫት እና ቲን ነምበር ተመዝጋቢ መሆናቸውን የሚገልፅ ማስረጃ ማቅረብ የሚችሉ፡

  3. በጨረታው ለመወዳዳር የሚፈልጉ ተወዳዳሪዎች የሚገዙት ጨረታ ሰነዱን ጠቅሰው በማመልከቻ ሲጠይቁ ተወካዮች ከሆኑ ከድርጅቱ ህጋዊ ውክልና ይዘው መምጣት አለባቸው
  4. ተጫራቾች ይህ ማስታወቂያ ከወጣበት ቀን ጀምሮ እስከ 15ኛው ተከታታይ የስራ ቀናት እስከ 8፡00 ሰዓት ድረስ የማይመለስ ብር 150 /አንድ መቶ ሀምሳ ብር/ በመክፈል የጨረታውን ሰነድ መሀል አምባ ገ/ጉ/ወ/ወረዳ ፋኢል ጽ/ቤት ቢሮ ቁጥር 03 ድረስ በመቅረብ መውሰድ ይችላሉ፡፡
  5. የጨረታ ማስከበሪያ በባንክ የተረጋገጠ ሲፒኦ ብር 15000 (አስራ አምስት ሺህ ብር) በገ/ጉ/ወ/ወ/ፋኢል ፅ/ቤት ስም ማሰራት አለባቸው፡፡
  6. ተጫራቾች የጫረታውን ቴክኒካል እና ፋይናንሻል ዶክመንት ሀ/ለቴከኒካል ዶከመንት አንድ ኦርጅናል እና ሁለት ፎቶ ኮፒ በማድረግ ቴክኒካል በሚል በመለየት ለ/ለፋይናንሻል ዶክመንት አንድ ኦርጅናል እና ሁለት ፎቶ ኮፒ በማድረግ ፋይናንሻል በሚል በመለየት በሰም በማሸግ ከላይ በተጠቀሰው የጫረታ ማስከበሪያ ሲፒኦ/ከባንክ በተረጋገጠ ሲፒኦ ከፋይናንሻል ኦርጅናል ዶክመንቱ ጋር በማድረግ በሰም በማሸግ ፋይናንሻል ዶከመንት በሚል በመለየት ይህ ማስታወቂያ አየር ላይ ከዋለበት ቀን ጀምሮ ባሉት 15 (አስራ አምስት) ተከታታይ የስራ ቀናት መሀል አምባ የገ/ጉ/ወ/ወረዳ ፋኢል ጽ/ቤት ቢሮ ቁጥር 03 ድረስ በመምጣት ለጨረታ አገልግሎት በተዘጋጀው ሳጥን ማስገባት ይኖርባቸዋል፡፡
  7. የጨረታው ሰነድ በ15ኛው ተከታታይ የስራ ቀን ከቀኑ 8፡00 ሰዓት ይታሸጋል ከቀኑ 8፡30 ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ይከፈታል፡፡
  8. መስሪያ ቤቱ የተሻለ መንገድ ከገኘ ጨረታውን በከፊልም ሆነ ሙሉ በሙሉ የመሰረዝ መብቱ በህግ የተጠበቀ ነው፡፡

ማሳሰቢያ፡- 

  1. በአፈፃፀም ምከንያት ማስጠንቀቂያ የተሰጣቸው ድርጅቶች መወዳደር አይችሉም ፡፡
  2. ተጫራቾች ተጫርተው ካሸነፉ በኋላ አገልግሎታቸው ጥራት ያለውና ቀልጣፋ ካልሆነ የውል ጊዜን የምናቋርጥ መሆኑን እንገልፃለን፡፡
  3. ጨረታው የሚከፈትበት ቀን በአል ወይም ቅዳሜና እሁድ ከሆነ ወደ ሚቀጥለው የስራ ቀን ይዘዋወራል፡፡
  4. ሁለት እና ከዛ በላይ የሆነ ፕሮጀከት የያዘ አካል መወዳደር አይችልም፡፡

የጨረታ ማስታወቂያ

በጋሞ ዞን የሠላምሰር ከተማ አስተዳደር ፋይናንስ ጽ/ቤት በ2013 ዓ/ም በክልል መንግስት፣ በዞኑና በከተማ አስተዳደር የሚለቀቀውን ማችንግ ፈንድ መነሻ ለከተማው ውስጥ ለውስጥ ኮብልስቶንና ኮብልስቶን ሳይድ ዲች ግንባታ ሥራ በተያዘው በጀት የሚሰራውን ሥራ በጨረታ አወዳድሮ ለማሰራት ይፈልጋል፡፡

ስለዚህም በጨረታው መሳተፍ የሚፈልጉት ፡

በመንግሥት ግዥ አዋጅና ደንብ መመሪያ መሠረት፡

  1. የታደሰ የንግድ ፍቃድ ያላቸው ፣
  2. የዘመኑ ግብር የተከፈለበት፣
  3.  የግብር ከፋይነት ምዝገባ ቁጥር TIN Number/
  4. ቫት ተመዝጋቢ የሆኑ
  5. ከሽያጭ ዋጋ ላይ የመንግስት ግብር 2% ለመክፈል ፈቃደኛ የሆነ
  6. የንግድ ምዝገባ ምስከር ወረቀት
  7. የአቅራቢነት ምስክር ወረቀት ማቅረብ የሚችል
  8. ደረጃ 8 እና ከዛ በላይ
  9. አስፈላጊውን የግንባታ ማቴሪያሎችን መሳሪያዎችን በግላቸው አጓጉዞ መስራት የሚችሉ
  10. መልካም የስራ አፈፃፀም ያለው
  11. ማንኛውንም ተጫራች ከውድድር በፊት የስራ ሳይቱን በራሱ አይቶ ማረጋገጥ አለበት
  12. ተጫራቶች ቴከኒካልና ፋይናንሻል ሰነድ በተለያዩ ፖስታ ማቅረብ አለባቸው
  13. የተጫራቹ ዋጋ የሂሳብ ስህተት ከእርማት በኋላ ከ2% በላይ መሆን የለበትም
  14. ተጫራቾች የጨረታውን ሰነድ ዋና እና ኮፒ በመለየት በአንድ እናት ፖስታ ውስጥ በማስገባት በሰም በታሸገ ፖስታ በማድረግ በሠ/በርከ/አ/ፋ/ጽ/ቤት ቢሮ ቁጥር 02 ላይ ለዚህ ተብሎ በተዘጋጀው ጨረታ ሣጥን ውስጥ ማስገባት ይችላሉ።
  15. በጨረታ ሂደት ላይ አሸናፊ የሆነ ድርጅት ከጠቅላላው ዋጋ ላይ የውል ማስከበሪያ 10% ማስያዝ አለበት
  16. ጨረታው በአየር ላይ የሚቆየው ይህ ማስታወቂያ ከወጣበት ቀን ጀምሮ ባሉት 15 /አስራ አምስት / ተከታታይ ቀናት ይሆናል፡፡
  17. ተጫራቾች የሥራ ዝርዝር የሚገልጸውን ሰነድ በሳይት የማይመለስ ብር 150.00 /አንድ መቶ ሃምሳ ብር በመከፈል ይህ ማስታወቂያ ከወጣበት ቀን ጀምሮ ባሉት 15 /አስራ አምስት/ ተከታታይ ቀናት በሠላም በር ከተማ አ/ስር ፋ/ጽ/ቤት ድረስ በመቅረብ የተዘጋጀውን ሰነድ መግዛት የሚችሉ ይሆናል፡፡
  18. ተጫራቾች የጨረታ ማስከበሪያ የሚመለስ 20,000.00 /ሃያ ሺህ ብር/ በጠቅላላ ዋጋ በጥሬ ገንዘብ ወይም በቼክ CPO ከጨረታ ሰነድ ጋር ማቅረብ ይኖርባቸዋል፡፡
  19. የጨረታ አሸናፊ አሸናፊነቱ በጽሁፍ እንደተገለፀለት ወዲያውኑ በ5 በሥራ ቀናት ውስጥ መጥተው የጨረታ ውል መፈረም አለበት ይህ ባይፈፀም ከ5 የሥራ ቀናት በኋላ ቀደም ሲል የጨረታ ማስከበሪያ ያስያዙት ገንዘብ ለመንግስት ገቢ ሆኖ ከጨረታ ይሰረዛል፡፡
  20. የጨረታው ሳጥን የሚታሸገው የጨረታው ማብቂያ በ15ኛው ቀን ከቀኑ 6፡00 ይሆናል፡፡
  21. ጨረታው የሚከፈተው በ15ኛው ቀን 8፡00 ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ይሆናል
  22. ተጫራቾች ወይም የተጫራቹ ወኪል ባለመገኘት ጨረታውን መከፈትን አያስተጓጉልም፡፡
  23. 15ኛው ቀን ሰንበት ወይም በዓል ቀን ከሆነ በሚቀጥለው ሥራ ቀን የሚከፈት ይሆናል

Gumbichu Woreda Agriculture and Natural Resource Office (AGP) invite all eligible and qualified who are financially and Technical capable to furnish the necessary labor, material, and equipment to undertake the construction of the following project.

1.All Bidders are required to present:

የቢሾፍቱ ከተማ ገንዘብና ኢኮኖሚ ትብብር ጽ/ቤት በከተማው ውስጥ የሚሰሩ ከዚህ በታች የተዘረዘሩትን ስራዎችን

  1. Construction of One stop shop around Conference Hall.
  2. Construction of Urban Park In front of Air force, GC5, BC4  ከዛ በላይ የሆኑ ስራ ተቋራጮችን አወዳድሮ ማሰራት ይፈልጋል፡፡

ስለዚህ ጨረታው ላይ ለመሳተፍ የሚፈልጉና ከዚህ በታች የተዘረዘሩትን መስፈርቶች የሚያሟሉ ተጫራቾች እንዲወዳደሩ ይጋብዛል፡፡

  1.  ተጫራቶች በዘርፉ ሕጋዊ ንግድ ፍቃድ ያላቸውና የዘመኑን ግብር የከፈሉ መሆን አለባቸው።
  2. የተጨማሪ እሴት ታክስ (VAT) ከፋይነት የተመዘገቡ መሆን ይጠበቅባቸዋል፡፡

The Kegna Beverages Share Company intends to initially select applicants for the procurement of Design, Manufacture, Supply and Erection of PEB (Pre-Engineered Building) and Civil Works of Greenfield Brewery (Kegna Brewery Factory) near Ginchi Town, in Oromia Region of Ethiopia, with annual sales of 3 Million HL beer expandable to 6 million HL beer.

These competitive bids are based upon Ethiopian Public procurement standard for the international purchase of Goods, Services and Works (PPA, Version 2011) for both PEB Works and Civil Works of the project, respectively.

The Description of the goods and Works are:

  • Lot 1: Design, Manufacture, Supply, and Erection of PEB (Pre-Engineered Building)
  • Lot 2: Civil Works for Factory buildings, Auxiliary buildings, and site infrastructure at Kegna Brewery Factory

The bid documents may be purchased by interested Applicants upon submission of a written application letter to the address given below with payment of a non-refundable fee of ETB 10,000 (Ten thousand Ethiopian Birr) including VAT for each lot or in equivalent USD at the prevailing rate. The Applicant can deposit the amount at Banks (more information is available at the address given below) and come with the deposit slip to collect the bid documents.

The applicant should present a copy of the Trade License renewed for 2020 G.C, VAT Registration certificate, tax clearance certificate for both Lot 1 and Lot 2 during the purchase of the bid documents.

Interested applicants can purchase the documents from the address given below starting 23rd of December 2020 for Lot 1 and starting 25th of December 2020 for lot 2.

  2. በዘርፉ 2013 ዓ.ም ግብር የከፈለ እና የታደሰ ፍቃድ ማቅረብ የሚችሉ፡፡

  6.  ተጫረቶች የጨረታውን ዋጋ ማቅረቢያ ሠነድ መሠረት ዋጋ በመሙላት ኦርጂናል እና ሁለት ኮፒ ፋይናንሻል 1ኛ ኮፒ ፋይናንሻል 2ኛ ኮፒ በመለያት በኤንቨሎፕ አሽገዉ ሦስቱን ደግመዉ በአንድ ኤንቨሎፕ በማሸግ፣አንዲሁም የቴክኒካል ሰነዳቸዉን ኦርጂናል እና ሁለት ኮፒ ፣ ቴክኒካል 1ኛ ኮፒ፣ ቴክኒካል 2ኛ ኮፒ በመለያት በኤንቨሎፕ አሽገዉ ሦስቱን ደግመዉ በአንድ ኤንቨሎፕ በማሸግ በመጨረሻምቴክኒካልን እና ፋይናንሻሉን በአንድ ኤንቨሎፕ በማሸግ ይህ ማስታወቂያ በጋዜጣ ከወጣበት ቀን ጀምሮ አስከ 21ኛው የሥራ ቀን 8:30 ድረስ ለጨረታዉ በተዘጋጀዉ ሳጥን ውስጥ ዘወትር በሥራ ሰዓት ማስገባት ይችላሉ፡፡
  7. ጨረታዉ በ21ኛዉ ቀን የሥራ ቀን ካልሆነ በቀጣዩ የሥራ ቀን ከቀኑ 8:30 ታሽጎ በዚሁ ቀን 9:00 ሰዓት የጨረታዉ ተሳታፊዎች ወይም ህጋዊ ወኪሎቻቸዉ በተገኙበት በጅማ ከተማ ገንዘብና ኢኮኖሚ ልማት ጽ/ቤት ይከፈታል፡፡
  8.  መ/ቤቱ ለማስጠገን ያፈለገውን መንገድ በሁሉም ቀበሌ ሲሆን፤ ዝርዝር ሁኔታን የሚገልጽ ማስረጃ ለጨረታው ከተዘጋጀው ሠነድ ጋር ማግኘት ይቻላል፡፡
  9. ዝርዝር የመወዳደሪያ መስፈርት ከጨረታ ሰነድላይ ማግኘት ይችላሉ፡፡
  10. መስሪያቤቱ ጨረታውን በሙሉ ወይም በከፊል የመሠረዝ መብቱ በህግ የተጠበቀ ነው፡፡

1 የግብርና ትራንስፎርሜሽን ኤጀንሲ የኦሮሚያ ክልል ቢሮ የተለያዩ የግንባታ ሥራዎች ከዚህ በታች በተቀመጠው ሠንጠረዥ መሠረት በግልፅ ጨረታ አወዳድሮ ለማሰራት ይፈልጋል፡፡

2. በጨረታው ለመሳተፍ የሚፈልጉ ተወዳዳሪዎች ከዚህ በታች የተዘረዘሩትን መሥፈርቶች ማሟላት ይጠበቅባቸዋል፡፡

  • i. ተጫራቶች በጨረታ ለመወዳደር በዚሁ የሥራ ዘርፍ የተሰማሩ ሆኖ ህጋዊ የንግድ ፍቃድና የዘመኑን ግብር የከፈሉ መሆናቸውን የሚያረጋግጥ ማስረጃ ማቅረብ የሚችሉ፡፡
  • ii. የግንባታ ሥራ ብቃት የሚያረጋግጥ ከደረጃ 6 እና ከዚያ በላይ ማቅረብ የሚችሉ፡፡
  • ii በግንባታ ዘርፍ ሥራ ላይ ቢያንስ ሁለት የግንባታ ሥራዎችን በአመርቂ ሁኔታ ሰርቶ ያስረከበ፤ ለዚህም ማረጋገጫ መያያዝ ይኖርባቸዋል።
  • iV የተጨማሪ እሴት ታክስ (ቫት) ተመዝጋቢ የሆኑ።
  • V የአቅራቢነት ምዝገባ ምሥክር ወረቀት ወይም በግዢ ኤጀንሲ ዌብ ሣይት ላይ የተመዘገቡ።
  • vi. የግብር ግዴታቸውን ስለመወጣታቸው የሚያሣይ ማረጋገጫ የሚያቀርቡ።
  • i. ደረጃ 6 እና ከዚያ በላይ

3 ተወዳዳሪዎች ሠነዳቸውን ሲያቀርቡ የፋይናንስና የቴክኒክ ሠነዶችን ለይተው በሰም በታሸገ ኤንቬሎፕ ማቅረብ ይኖርባቸዋል።

4. ተወዳዳሪዎች ለሥራው የሚያቀርቡትን ዋጋ መሥሪያ ቤቱ ከጨረታ ሠነዱ ጋር ባቀረበው የዋጋ ማቅረቢያ ሠነድ ላይ የተሞላ ዋጋ መቅረብ አለበት፣

5. ተጫራቾች የጨረታ ማስከበሪያ ብር 30,000.00 / ሠላሳ ሺህ/ በባንክ በተረጋገጠ /ሲፒኦ/ ወይም የባንክ ዋስትና ማስያዝ አለባቸው። የባንክ ዋስትና የሚያሲዙ ከሆነ በቅድመ ሁኔታ ላይ ያልተመሠረተ የ90 ቀን የባንክ ዋስትና ማስያዝ ይኖርባቸዋል።የኢንሹራንስ ሠነድ ተቀባይነት የለውም፡፡

6. ተጫራቾች የጨረታ ሠነዳቸውን ሞልተው ከመወዳደራቸው በፊት ፕሮጀከቱ የሚገነባበት ቦታ (ሣይት አይተው መሙላት አለባቸው። ይህን ሳያደርጉ ቀርተው ካሸነፉ በኋላ ከሣይት ልማት (and cleaning, land cutting & fling or any work related to site work) ጋር ተያይዘው የሚቀርቡ ማንኛውም የቫሪየሽን ጥያቄዎች ተቀባይነት አይኖራቸውም።

7. ጨረታው ታህሳስ 27 ቀን 2010 ዓ.ም ከጠዋቱ 4፡00 ሰዓት ተዘግቶ በዚሁ ዕለት ከጠዋቱ 4፡30 ሰዓት ላይ የተጫራቾች የቴክኒክ እና የዋጋ ማወዳደሪያ ሠነድ በተመሣሣይ ሰዓት ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ስግብርና ትራንስፎርሜሽን ኤጀንሲ የመሰብሰቢያ አዳራሽ በይፋ ይከፈታል፡፡

8. በአማርኛ ቋንቋ የተዘጋጀውን የጨረታ ሠነድ ይህ ማስታወቂያ ከወጣበት ቀን ጀምሮ 200.00 (ሁለት መቶ ብር) በመክፈል ማግኘት ይቻላል፡፡

9. ተጫራቾች በጨረታ ሠነዱ ላይ ማብራሪያ ሲፈልጉ ከዚህ በታች በተገለፀው አድራሻ መጠየቅ ይችላሉ::

10. መሥሪያ ቤቱ የተሻለ መንገድ ካገኘ ጨረታውን በከፊልም ሆነ በሙሉ የመሠረዝ መብቱ በህግ የተጠበቀ ነው።

Amendment for Invitation for Bids (IFB)

It is recalled that Ethiopian Public Health Institute (EPHI) is in the process of Procurement of the Construction of 290 m3 Pioneer Water Tank Works with Bid Reference Number NCB/EPHI/PCT/water tank/062/2013.

Accordingly, the institute invited sealed bids from eligible and qualified bidders published on December 11, 2020, in the Ethiopian Herald newspaper. However, the published invitation letter mistakenly written the Construction of 290 m3 Pioneer Water Tank Works instead of the Construction of 290 m3 Pioneer Water Tank Works, and bids will be opened on January 4, 2021, at 2:30 P.M.

Therefore, please consider the above amendment, and all other things remain the same.

The Ethiopian Public Health Institute (EPHI) invites sealed bids from eligible and qualified bidders for the Construction of 2901t. Pioneer Water Tank Works.

Bidding will be conducted through the National Competitive Biddings (NCB)

NCB procedures specified in the Government Procurement Guideline. Interested Bidders should fulfill the following requirements:

  • VAT registration certificate.
  • TIN Certificate.
  • Tax Clearance
