PDC requests interested applicants for a price quotation for the activities listed below.
1. Routine maintenance of 13Km road from Betela (Nyangatom Woreda) to Kibish through gravelling Peace and Development Center (PDC) Request for Quotation (RFQ) RFQ Number: 003/2020 For awarding a contract for gravel road maintenance Issuance Date: December 13, 2020

Invites bid for urgent rents of road construction machinery for gravel road maintenance. Peace and Development Center (PDC) is implementing a project supported by the European Union Trust Fund (EUTF) in partnership with Pact under contract number 18-EUTF SEEK-PDC 1003 (254-009309).
PDC invites sealed bid from eligible qualified bidders for urgent rents of construction machinery listed below for road maintenance of 13km at Nyangatom woreda from Belela to Kibish through graveling.

INSTRUCTIONS TO OFFERORS
Number of Quotes per Offeror: Only one quote per firm will be accepted. Quote of Statement of Compliance: Vendors are to offer a standard product exactly or closely matching the specifications mentioned in the RFQ. Source Origin and Nationality Requirements: Please state the source and origin of the product. Price: Price should be fixed per working hour. Currencies: Prices shall be stated in Birr. Language: The quote, as well as all correspondence and documents relating to the offer shall be in English,
VALIDITY
Quotes shall remain valid at least for 30 days from the due date for receipt of quotes. In exceptional circumstances, prior to expiry of the original offer validity period, PDC may request that the offeror extend the period of validity for a specified additional period. Offeror agreeing to the request will not be required to modify its quote.
PREPARATION AND SUBMISSION OF QUOTES
Quotes shall be submitted in person, the Technical Proposal and Financial (price) quotation separately in WAX SEALED envelope to:
Quotes must be received by PDC no later than the due date and time as shown on the cover sheet of this RFQ. PDC may, at its discretion, extend the due date and time for the submission of quotes by amending this RFQ.
Any quote after the due date and time for submission of quotes will NOT be accepted or it will be rejected.
EVALUATION OF QUOTES
All qualified bidders are encouraged to submit a bid. Qualified bidders are those that are registered and have been licensed to supply construction equipment rental with the inclusion of copies of the following documents with their bids:

e. Mail and email address
f. Telephone numbers
PDC will conduct the bid evaluation on the basis of impartiality, respect of experience, technical qualifications and financial resources. More specifically, quotes will be evaluated based on the following criteria:
Overall responsiveness of the quote
Confirmation to product specifications
Total price
Timeliness of work accomplishment
Past performance supported by adequate construction evidences showing supply of equipment rental services in the country
WARRANTY
The warranty for service covers a minimum of 1 year/12 N months.
PDC reserves the right to inspect a successful bidder’s facilities before making a final decision.
PDC shall not be responsible for any cost incurred by the vendor for the preparation of quotation or any other related costs. PDC has the right to cancel this bid in wholeor partially if found such decision will serve its best interest.
INFORMATION FOR OFFERORS
CLARIFICATION OF QUOTES
During evaluation of the quotes, PDC may, at its discretion, ask the offeror for a clarification of their quotes. Clarifications are limited to exchanges of information with a Firm to resolve minor or clerical errors; they do not offer an opportunity for a Firm to modify or change an offer.
AWARD CRITERIA
PDC is not obligated to make an award by virtue of having issued this solicitation. Any award is predicated on PDC receiving funding for this express purpose from EUTF. PDC may make an award to a single offeror should such an award be advantageous to PDC. Alternatively, PDC may make awards to different offerors should such multiple awards be more advantageous to PDC. Any award(s) ( will be made to the responsible offeror whose offer(s) has/have been determined to be most advantageous to 1 PDC. PDC reserves the right to cancel or reject the offer, in part or the whole as deemed best serve its interest,

Information submitted in response to this RFQ will be kept confidential.

Completion date of the road maintenance is no later than 45 days after placing order
