a) The deadline for Bid submission (both technical and financial offers independently) is: 21st Calendar day beginning from the first date of advertisement. If the 21st calendar day is a holiday the last bid submission date will be the next working day. Time: 10:00 AM (morning 4:00Local time) for lot-9 and 11:00 AM (morning 5:00Local time) for lot-10.

b) The Bid proposal opening is: 21st Calendar day beginning from the first date of advertisement. If the 21st calendar day is a holiday the last bid submission date will be the next working day. Time: 10:15 AM (morning 4:15Lecal time) for lot-9 and 11:15 AM(morning 5:15Local time) for lot-10.

C) Bidders are required to submit bid documents in two envelopes containing the technical and financial proposals separately.

d) The Bidder shall prepare and submit original and copies of the technical part of the bid sealed in separate envelopes and clearly marking each as Original & Copy. Bidders shall not indicate their price in their technical offer.

e) The Bidder shall prepare and submit original and copies of the financial offer (Bid price Schedule) in separately sealed envelopes, clearly marking each as Original & Copy.

f) The original and all copies of Technical Bid should be placed in Sealed Envelope clearly marked as “TECHINICAL BID” and the Original and all Copies of financial bid in sealed envelope clearly marked as “FINANCIAL BID” and warnings: DO NOT OPEN with the financial bid. And failure to do the above things will result automatic rejection from the tender.

g) The Bidder shall submit the BID BOND/ Guarantee in a separate/third/ envelope clearly marking it as Bid Guarantee. The three envelopes shall then be enclosed inside one big envelope, all together.

h) Only financials offers of those bidders who score the minimum qualifying point and above as per the tender document, will be opened on the financial opening date.

i) Any attempt of submission of forged/false document and/or indication of financial offer on the technical proposal shall result in rejection of the bid.

j) The public body shall not bear any responsibility for misplacement of technical document in the financial document or vise versa, which result in rejection of the bid.

6. The Intended completion date of the whole of the works shall be 180 calendar day

1. Esdros Construction, Trade and Industry Share Company invites expressions of interest (EOI) from competent Local or International construction/engineering firms to Express their Interest and submita prequalification documents and information listed in the Appendix on or before 5:00PM 25″ September 2020 at Esdros Head Office Arat Killo for preliminary assessment to undertake the construction of the facility as outlined above together with the related sub-works.

West wollega zone Homa woreda Administration office has secured budget for the constriction of G+3 office Building project work at west Wolega zone Homa woreda Homa Town 

West wollega zone Homa woreda Administration office now invites wax-sealed bids from eligible bidders who are interested and capable to allocate their sufficient resource for work of G+3 office Building which can be completed within the maximum of 365 calendar days. Bidding will be conducted in accordance with the open national tendering procedures contained in the public procurement proclamation of the Federal Democratic Republic of Ethiopia and is open to all eligible bidders. 

The Bidder shall enclose the original and each copy of the bid, in separate sealed envelopes, duly marking the envelopes as “ORIGINAL” and “COPY.” These envelopes containing the original, bid security (sealed separately) and the copies shall then be enclosed in one single envelope. A complete set of bidding documents in English may be purchased by interested bidders on the submission of WRITTEN APPLICATION INDICATING THE PROJECT, VAT REGISTRATION CERTIFICATE, CERTIFICATE OF COMPETENCE FROM MINISTRY OF CONSTRUCTION AND URBAN DEVELOPMENT OR RENEWED REGISTRATION CERTIFICATE FROM OROMIA CONSTRUCTION BUREAU, RENEWED TRADE LICENSE, RENEWED TRADE REGISTRATION CERTIFICATE, VALID TAX CLEARANCE during period of bid validity from Oromia Revenue Bureau, to the address given below and up on payment of a non-refundable fee of Ethiopian Birr 300.00 only in cash starting from the first date notice viewed on the newspaper during office hours through Monday to Friday. 

Bids must be delivered in the morning on or before 4:00 am local time, on the 21st day from the first announcement date (must be on a working day). The original technical requirement will be opened on the same day at 4:30 am local time in the presence of the bidders’ representative who chooses to attend. 

The bid is valid for 90-days. All bids must be accompanied by a bid security of Ethiopian Birr 100,000.00 (One Hundred thousand birr) for the project which will be payable on the first demand to the client, bid security is acceptable in the form of CPO or Unconditional Bank Guarantee. Late bids shall be rejected and the West wollega zone Homa woreda Administration office has the right to accept/reject the bid.

በደ/ብ/ብ/ሕ/ከ/መንግስት በምዕራብ ኦሞ ዞን ቤሮ ወረዳ እረሻ ተፈ/ሀ/ል/ጽ/ቤት 2013 በጀት ዓመት በወረዳ ማእከል ሊያሰራ ላሰበው የህዝብ መሰብሰቢያ አዳራሽ እና ቢሮ ግንባታ ስራ በጨረታ አወዳድሮ ከዚህ በታች የተዘረዘሩት መስፈርት የሚያሟሉ ተጫራቾችን ማሰራት ይፈልጋል።

1. በኮንስትራክሽን ዘርፍ ፍቃድ ያላቸው ደረጃ 5/GC/BC እና ከዛ በላይ የሆኑ።
2. ተጫራቾች ሰነድ ለመግዛት በሚመጡበት ጊዜ ለበጀት ዓመቱ የሚያገለግል የንግድ ፍቃድ ምዝገባ ምስክር ወረቀት፡- የቫት ተመዝጋቢ ሰርተፍኬት የግብር ከፋይ መለያ ቁጥር እና ምስክር ወረቀት ዋናውን በማቅረብ በምዕራብ ኦሞ ዞን ቤሮ ወረዳ ፋይ/ኢ/ል/ጽ/ቤት የጨረታ ኮሚቴ ቢሮ የጨረታውን ሰነድ የማይመለስ 300 (ሶስት መቶ ብር) በመክፈል መግዛት ይጠበቅባቸዋል።
3. የአቅራቢነት ምስክር ወረቀት እና ከግብር ነፃ መሆኑን የሚገልጽ ማስረጃ ማቅረብ የሚችል።
4. ጨረታ ማስከበሪያ ብር 100,000 (አንድ መቶ ሺ ብር) ከባንክ የተረጋገጠ ሲፒኦ መቅረብ የሚችል።
5. ተጫራቾች የገዙትን ሰነድ (ፋይናንሻል እና ቴክኒካል)ከላይ የተዘረዘሩትን አስፈላጊ የሆኑትን መረጃዎች ለእያንዳንዳቸው አንድ ኦርጅናል እና ሁለት ኮፒ በሰም በታሸገ ፖስታ በማቅረብ የፋይናንሻል እና ቴከኒካል ዶክመንቱን በጥቅሉ በአንድ ፖስታ መታሸግ አለባቸው።
6. እያንዳንዱ ፖስታ በሰም ታሽጎ በማህተም መመታት እና መፈረም አለበት።
7. ተጫራቾች በሁሉም የዋጋ ማቅረቢያ ሰነዶች ላይ የተጫራቶች ህጋዊ ወኪል ፊርማ እና እንዲሁም የድርጅቱ ማህተም መኖር አለበት።
8.  እያንዳንዱ ፖስታ የሚወዳደሩበትን የስራ ቦታ፤ የሎት ቁጥር፣ የተቋራጩ አድራሻ እና የተወካዩ ስልከ ቁጥር በመግለጽ መፃፍ አለበት።
9. ይህ ጨረታ በማስታወቂያ ከወጣበት ቀን ጀምሮ ለ15 ተከታታይ የስራ ቀናት ማንኛውም ተጫራች የጨረታ ሰነድ ቴክኒካል ዶክመንት አንድ ኦርጅናልና አንድ ኮፒ የፋይናንሻል  ዶክመንት አንድ ኦርጅናል ሁለት ኮፒ በማድረግ ማስገባት አለባቸው።
10. ጨረታው የሚታሸገው ጨረታው በማስታወቂያ ከወጣበት ቀን ጀምሮ 16ተኛው ቀን ወይም 16ተኛው ቀን የበአል ወይም የእረፍት ቀን ከሆነ በቀጣዩ የሰራቀን የሚውል ሆኖ በምዕራብ ኦሞ ዞን ቤሮ ወረዳ ፋ/ኢ/ል/ጽ/ቤት የጨረታ ኮሚቴ ቢሮ ከጠዋቱ 4፡00 ሰዓት ተጫራቾች ወይም ተወካዮቻቸው በተገኙበት ይታሸጋል።
11. ጨረታው የሚከፈተው ጨረታው ማስታወቂያ ከወጣበት ቀን ጀምሮ 16ተኛው ወይም 16ተኛው ቀን የበዓል ወይም የዕረፍት ቀን ከሆነ በቀጣዩ የስራ ቀን የሚውል ሆኖ በምዕራብ ኦሞ ዞን ቤሮ ወረዳ ፋ/ኢ/ል/ጽ/ቤት የጨረታ ኮሚቴ ቢሮ ከቀኑ 8፡00 ሰዓት ተጫራቾች ወይም ተወካዮቻቸው በተገኙበት ይከፈታል።
12. መ/ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውን ሙሉ በሙሉ ወይም በከፊል የመሰረዝ መብቱ በህግ የተጠበቀ ነው፡፡
