4. The bid documents should be submitted in one original and two copies.

The original and copies of the technical bid documents shall be sealed in separate envelopes and marked *Original, Technical documents and copy 1 and 2 of Technical document” Respectively and the three envelops shall than be sealed in an outer envelop marked.

Technical documents similar to the original and copies of the financial documents shall be sealed in separate envelopes and marked “Original Financial document” and Copy 1 and of the financial document respectively and the three envelops shall be sealed in outer envelops marked financial document. Then the technical and financial documents shall then be sealed in mother envelope marked with the name of the bidder project and Lot No. all envelops shall than be sealed with wax.

ስለዚህ የሚከተሉትን መስፈርቶች የሚያሟሉ ተጫራቾች መወዳደር የሚችሉ መሆኑን ይጋብዛሉ፡፡

  1. በዘመኑ የታደሰ ህጋዊ የንግድ ፈቃድ ማቅረብ የሚችሉ፣
  2. የግብር ከፋይ መለያ ቁጥር/ቲን/ ማቅረብ የሚችሉ፣

  9. አሸናፊው ተጫራች የውል ስምምነት እንዲፈፀም ከተገለፀበት ጊዜ ውስጥ ካሸነፈበት የግንባታ ስራ የዕቃ /አገልግሎት ጠቅላላ ዋጋ 10 በመቶ የተሽከርካሪ ኩንትራት ጥገና ከሆነ 3 በመቶ የግዥ ውል ማስከበሪያ ፕርፎርማንስ ቦንድ በታወቀ ባንክ በተረጋገጠ ትዕዛዝ/ሲፒኦ/ ወይም በጥሬ ገንዘብ ወይም በሁኔታ ላይ ያልተመሰረተ የባንክ ዋስትና/Unconditional bank grantee/ ማስያዝ ይኖርበታል፡፡ ካሸናፊው የሚቀርበው የውል ማስከበሪያ ዋስትና ፀንቶ መቆያ ጊዜ ውሉ ከሚጠናቀቅበት የመጨረሻ ቀን በኋላ ቢያንስ ለተጨማሪ 30 ቀናት ፀንቶ መቆየት ይኖርበታል፡፡
  10. ማንኛውም ተጫራች የግንባታ ዋጋውን ግዥ ሃሣቡን በአንደ ወይም አንድ ወጥ በሆኑ ሁለት ቅጅዎች ማለትም ዋና እና ቅጅ በማለት ኦርጅናል ለብቻው ቅጅውን ለብቻ በጥንቃቄ በታሸገ ሁለት እጁ እነሴ ወረዳ አስተዳደር ጽ/ቤት ቢሮ ቁጥር 2 በተዘጋጀው የጨረታ ሣጥን ዘወትር በስራ ሰዓት ጋዜጣው በአየር ላይ ከዋለበት ቀን ጀምሮ ለ21 ተከታታይ የስራ ቀናት ማስገባት ይቻላል፡፡
  11.  ጨረታው ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ሁለት እጁ እነሴ ወረዳ አስተዳደር ጽ/ቤት በ22ኛው ቀን በ3፡30 ታሽጐ በ4፡00 ይከፈታል፡፡ የስራ ቀን ካልሆነ በሚቀጥለው የስራ ቀን ይከፈታል፡፡ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተጠቀሰው የጨረታ መክፈቻ ሰዓት ባይገኙ መ/ቤቱ ጨረታውን መክፈት መብት አለው፡፡
  12. የተጫራቾች የጨረታ መወዳደሪያ ሃሣባቸውን ዋና እና ቅጅ ወይም ኦርጅናል እና ኮፒ ማስገባት ለመ/ቤቱ ደህንነት እንጀ እንደ ጨረታ መወዳደሪያ መስፈርት አያገለግልም፡፡
  13. መ/ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውንሙሉ በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ነው፡፡
  14. ተጫራቾች የሚያቀርቡት ዋጋ ማንኛውንም አይነት ግብር የሸፈነ መሆን አለበት፡፡
  15. በጨረታው መሣተፍ የሚፈልጉ ስለጨረታው ዝርዝር መረጃ ከፈለጉ በሁለት እጁ እነሴ ወረዳ አስተዳደር ጽ/ቤት ድረስ በአካል በመገኘት ማግኘት ይችላሉ፡፡
  16.  ጨረታውን ያሸነፈውን ድርጅት ለግንባታው የሚያስፈልጉ ሁሉንም ማቴሪያሎች የሚችል መሆን አለበት፡፡
  17. በተጨማሪ በግዥ አፈፃፀም መመሪያ ቁጥር 1/2003 መሰረት ተፈፃሚ ይሆናል፡፡

  3. ጨረታው አየር ላይ የሚውልበት ጊዜ ጨረታው በጋዜጣ ከወጣበት ቀን ጀምሮ በመቁጠር ለ7 ተከታታይ ቀናት ብቻ አየር ላይ ይውላል፡፡ የሚዘጋበት በ7ኛው ቀን ከቀኑ 4፡00 ሲሆን የሚከፈተውም በዚህ ቀን ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት በመርከብ ሁለገብ የገበሬዎች ኀብረት ስራ ማህበር ዩኒየን ጽ/ቤት በባህር ዳር ከተማ ቀበሌ 15 በሚገኘው ቢሮ በ4፡30 ይከፈታል፡፡ ተጫራቾች አለመገኘታቸው ጨረታውን ከመክፈት አያግደውም፡፡ ማንኛውም ተጫራች የጨረታ ሰነዱን በአንድ ፖስታ ከዋጋ ማቅረቢያ ጋር በማሸግ በጨረታ ሣጥን ውስጥ ማስገባት ይኖርበታል፡፡
  4. ተጫራቾች የጨረታ ማስከበሪያ ዋስትና/ቢድ ቦንድ/ የጠቅላላውን ዋጋ 2 በመቶ በባንክ በተረጋገጠ የክፍያ ትዕዛዝ/ሲፒኦ/ ወይም በሁኔታዎች ያልተመሰረተ የባንክ ዋስትና በሚወዳደሩበት መርከብ ዩኒየን ስም ማስያዝ አለባቸው፡፡
  5. በተጨማሪም አሸናፊ አሸናፊነቱን በደብዳቤ ከተገለፀበት ጊዜ ጀምሮ በአምስት ቀናት ውስጥ ቀርቦ ከዩኒየኑ ጋር የውል ማስከበሪያ 10 በመቶ በባንክ በማስያዝ ውል መያዝ ይኖርበታል፡፡
  6. ዩኒየን የተሻለ መንገድ ካገኘ ጨረታውን በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ነው፡፡
  7. ተወዳዳሪዎች የእያንዳንዱን የሎት ዝርዝር መረጃዎችን/የጨረታ ሰነድ/ ብር 50 በመክፈል ከቢሮ ቁጥር 106 በመግዛት መውሰድ ይችላሉ፡፡

  8. ማንኛውም ተጫራች የጨረታ ሃሣቡን ሰነድ በጥንቃቄ በታሸገ ኢንቨሎፕ/ፖስታ/ ውስጥ አድርጎ ኦርጅናል እና ኮፒ በማለት እብናት ወረዳ ገ/ኢ/ል/ጽ/ቤት ግዥና ንብ/አስ/ቡድን ቢሮ ቁጥር 06 ማስገባት ይችላሉ፡፡ ጨረታው ይህ ማስታወቂያ ከወጣበት የመጀመሪያ ቀን አንስቶ ለተከታታይ ለ21 ቀን በአየር ላይ ውሎ በ22ኛው ቀን ይከፈታል፡፡
  9. ጨረታው ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው ቢገኙም ባይገኙም በግዥና ንብ/አስ/ቡድን ቢሮ ቁጥር 06 ጨረታው በወጣ በ22ኛው ቀን ከጠዋቱ 4፡45 ታሽጐ 5፡00 ላይ ይከፈታል፡፡ ቀኑ ቅዳሜና እሁድ/የህዝብ በዓል ከሆነ/ በቀጣይ የስራ ቀን በተመሣሣይ ሰዓት ይከፈታል፡፡
  10. አሸናፊው ለስራ በተፈለገበት ሰዓት ለ3 ቀናት ተጠብቆ ካልቀረበ በመመሪያ መሰረት መ/ቤቱ እርምጃ ለመውሰድ መብቱ የተጠበቀ ነው፡፡
  11. ተጫራቾች የዋጋ ዝርዝር በሚሞሉበት ሰዓት ስርዝ ድልዝ ወይም በፍሉድ የጠፋ መሆን ከጨረታ ውጭ ያደርጋል፡፡
  12. ተጫራቾች ከጨረታ ሰነዱ ውስጥ አንዱን ያልሞላ ከጨረታ ውጭ ይሆናል፡፡
  13. የጨረታ ሰነዱን ቢሮ ቁጥር 08 የማይመለስ 500 ብር በመክፈል ሰነዱን መግዛት ይችላሉ፡፡
  14. አሸናፊው አሸናፊነቱን እንደተገለፀለት ከ5 የስራ ቀናት በኋላ ባሉት 5 ተከታታይ ቀናት ውስጥ እብናት ወረዳ ገ/ኢ/ል/ጽ/ቤት ድረስ በመቅረብ የውል ማስከበሪያ በማስያዝ ውል መውሰድ አለበት፡፡
  15.  መ/ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውን ሙሉ በሙሉ ወይም በከፈል የመሰረዝ መብት አለው፡፡ ጨረታው ፀንቶ የሚቆይበት ጊዜ 40 ቀን ነው፡፡

  9. ማንኛውም ተጫራች የሚጫረትበትን የጨረታ ሰነድ ኦርጅናልና ኮፒ በማለት በጥንቃቄ በታሸጉ በ2 የተለያዩ ፖስታዎች በተዘጋጀው የጨረታ ሳጥን ጨረታው ከወጣበት በ22ኛው ቀን 4፡00 ድረስ ማስገባት ይኖርባቸዋል፡፡

  12. ተጫራቾች ከአብክመ ውጭ ከሆኑ በአማራ ክልል በሚገኙ ፍቃድ ሰጭ አካል የተሰጠ አጭር ጊዜ ምዝገባ ምስክር ወረቀት ማቅረብ አለባቸው፡፡
  13. ተጫራቾች ከአሁን በፊት ግንባታ ጥለው ያልጠፉ፣ ያላቋረጡ፣ ክስ የሌለባቸው መሆን አለባቸው፡፡

  13. የተጫራቾች ያለመገኘት የጨረታውን የመክፈት ሂደት አያስተጓጉለውም::

Norwegian Church Aid (NCA) is an international organization working for global justice, currently operating in 24 countries. In Ethiopia, NCA is legally registered with Civil Society Organizations Agency as a Foreign Charity. 

NCA has maintained a presence in Ethiopia since 1974, undertaking both emergency and development activities in five thematic programs; namely, Water, Sanitation and Hygiene (WASH), Reproductive Health, Climate Resilience, Humanitarian Response and Peace Building. Currently NCA is working in Oromia, Amhara, Tigray, Somali, the Southern Nations, Nationalities and Peoples’ Region (SNNPR) and Gambela National Regional States and the Addis Ababa City Administration. 

The Humanitarian response program of NCA under Gambella filed office, is implementing WASH Projects particularly Mensuration hygiene management project in Gambella region Jewi refugee camp and part of Gambella town. 

NCA Gambella field office planned to construct two permanent female-friendly latrine with four seats and two iron sheet -superstructure safe space block both in Gambella town and jewi refugee camp using a fund obtained from its own source. Therefore, NCA-G is seeking a wax-sealed bid from eligible and potential contractors who has experience in the area of the assignment. 

ELIGIBILITY: 

  1.  Bidders must have renewed trade licence/ certificates for 2012 E.C. (2019/20 G.C.), VAT, TIN, Registration Certificate and other supporting letter/s concerning whether they have paid the taxes for government. Recommendation letter and/or any other proof documents (like Contracts/ POs/ completion certificates etc.) from UN agencies, other INGOs, governmental organizations and local NGOs for performing similar construction activities in the past two years. 
  2. Activities

  • Dismantle the existing two old rub halls and erect the new two rub halls size 24 X 10 mt-in Kombolcha
  • Dismantle the existing two rub halls and erect the new two rub halls size 24 Mt X 10 mt in Adama
  • Erect two big rub halls size 40Mt X 20 mt in Adama.

Please note that all the old sheets and aluminum bars/ pillars will be removed and replaced by the new one

Detail type (pictures) and specification of the rub halls are available in CRS Ethiopia Supply Chain department located in Swaziland Street, Gulele Sub-City, Addis Ababa.

Any interested bidder can come and collect the instruction how the installation is conducted.
