Invitation to bid for Consultancy Service for the development of Proposal and Conceptual Design for Andode Integrated Freight Complex (IFC)

  1. Bidder must be Vat registration certificate, renewed trade license related to a given assignment for 2013 E.C and registration certificate from ministry of works and urban development or other authorized authority for which they are registered on list TIN no. certificate & supplier list.
  2. The Addis Ababa City Administration Transport Bureau has funds within Employer’s budget to be used for the procurement of the Service stated above.
  3. Bidding will be conducted in accordance with the open National Competitive Bidding Procedure contained in the Public Procurement Proclamation of the Federal Government of Ethiopia and is open to all bidders from eligible source countries.
  4. A complete set of Bidding Document may be purchased by interested bidders upon payment of a non-refundable fee of Ethiopian Birr 100.00 (One hundred Birr) form Procurement, Property Administration and General Service Directorate 6th floor Room No 607

The Government of Federal Democratic Republicof Ethiopia has received financing from the World Bank toward the cost of the Road Sector Support Project (RSSP) initiative, and intends to apply part of the proceeds for Consultancy Services for the Assessment and Enhancement of Capacity of Domestic Road Contractors and Consultants. The consulting services (“the Services”) include rendering the service with due diligence and efficiency in full support to assess and enhance the local road construction industry gaps and its limitations in the performance and have to recommend all the necessary measures to transform the industry to excellence. The entire assignment is expected to be completed within a period of 12 (Twelve) months after contract signing, The Ethiopian Roads Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The following criteria will be used to assess the Expression of Interest documents;

Eligibility,

  • Company Establishment [Technical and Managerial Organization of the firm regarding its Areas of Expertise, Core Business and Year in the Business)
  • Number and diversity of permanent personnel related to the service [Team leader, Contract engineer, Business Analyst specialist, financial management expert, strategic planner, etc…]
  • Consultancy Services Turnover in the Last Five years
  • General Experience: Experiences in planning, designing, constructing, administrating/ managing road construction and supervision projects in the last ten years,
  • Specific Experience: Experience in evaluation, review, or assistance to companies of public and private business and institutional change management of road networks, providing training program with regard to contractual, technical and managerial issues of road construction and supervision projects, providing quality and businesses management systems, advising and interpreting other related projects on the road construction sector in the last ten years.
  • Familiarity, Knowledge, and Experience in the region (in Ethiopia and other Sub Sahara Countries) is an advantage, but not mandatory.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, (January 2011, Revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. Consultants are advised to specifically indicate the type of association in their application.

  1. The Ethiopian Wildlife Conservation Authority has funds within the Government Capital budget to be used for the procurement of Consulting Services for the Detailed Engineering Design and Environmental Impact Assessment of Nechsar National Park Road Project.
  2. The Authority invites sealed bids from eligible bidders of Construction Consultants of Grade 3 and above for the Consulting Services for the Detailed Engineering Design and Environmental Impact Assessment of Nechsar National Park Road Project within the period of 90 calendar days.

7. Bidders must also fulfill the following technical criteria renewed professional license, Experience, and renewed employment Agreement for each professional, specific experience of the consultant with supporting documents; data sheet should be signed and submitted with technical document.

8. All bids must be accompanied by a bid security of Ethiopian Birr 50,000.00 (Fifty Thousand Birr) for the Consulting Services for the Detailed Engineering Design and Environmental Impact Assessment of Nechsar National Park  Road Project in the form of CPO and Unconditional Bank Guarantee.

9. Bids must be delivered to the address below at Authority Main office (Sengatera Square Yobek Commercial Center) 9th Floor on or before the 21st  Calendar days (Continuous Days) of the bid first announcement on The Ethiopian Herald on or before 10:00 AM. If the 21st Calendar days (Continuous Day) of the closing date is weekend or holidays, It will be conducted on the next working day. Late bids shall be rejected.

10. Evaluation is to be carried out in stages, the technical evaluation will be conducted first and financial bids of only technically qualified bidders will be opened next.

11. Bidders are instructed to submit “one original” and one “copy” of the technical and financial proposal in separate envelopes each.

12. Bidders shall submit two envelopes, technical information & bid security in one envelope and Finical bid separately in another envelope and should be sealed in an outer envelope.

13. Technical document and bid security will be opened in the presence of the bidders/ legal representatives who choose to attend at the address below on the 21st  day of the bid the first announcement on The Ethiopian Herald 10:30 AM.   9. ማንኛውም ተጫራቾች የጨረታ ሃሳቡን ቴክኒካልና ፋይናንሽያል  ሰነዶችን ኦሪጅናል ኮፒ እና የጨረታ ማስከበሪያ አጠቃሎ በአንድ ፖስታ እንዲሁም ስም አድራሻና የተጫረቱበትን የምክር አገልግሎት አይነት በመግለጽ አጠቃለው በጥንቃቄ በታሸገ ፖስታ ፍ/ሰላም ከተማ አስተዳደር ከተማ ልማት ቤቶችና ኮንስትራክሽን አገልግሎት ጽ/ቤት በግዥ ፋይ/ንብ/አስ/ደ/ስራ ቡድን ወይም ቢሮ ቁጥር 22 በተዘጋጀው የጨረታ ሳጥን ጨረታው በጋዜጣ ከወጣበት ቀን ጀምሮ ባሉት ለ21  ተከታታይ ቀናት ዘወትር በስራ ቀንና ሰዓት ማግኘት ይችላሉ፡፡
  10. ጨረታው ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት በግዥ ፋይ/ንብ/አስ/ደ/ቡድን ክፍል በቢሮ ቁጥር 22 ጨረታው በጋዜጣ  ከወጣበት ጀምሮ ለ 21 ተከታታይ ቀናት በአየር ላይ ይውል በ22ኛው  ቀን በ4፡00 ሰዓት ታሽጎ 4፡30 ተጫራቾች ወይም ህጋዊ ወኪሎች በተገኙበት ይከፈታል ነገር ግን 22ኛው ቀን ቅዳሜ እና እሁድ ወይም አመታዊ ዝግ ከሆነ ወደሚቀጥለው የስራ ቀን ራዘማል፡፡ ባይገኙም ጨረታውን ለመክፈት አያስተጓጉልም፡፡

The services also involve the development of Standard Organizational Guidance/ Procedure Documents and Best-practice Technical Manuals related to Project Design, Procurement, and Construction Project Management, in alignment with and in support of the existing manuals/ guidelines.

  • Experience in Establishment/ development of Technical Manuals/ Specifications/Standards/ Guidelines related to Road/Highway design, cone construction or maintenance, for road/highway agencies or for “Transport/Road Research Agencies”. Thi Experience in any of the above-consulting services for Agencies/Authorities incorporated in “Developed countries”.

The consulting services (“the Services”) include rendering the service with due diligence and efficiency in full support to assess and enhance the local road construction industry gaps and its limitations in the performance and have to recommend all the necessary measures to transform the industry to excellence. The entire assignment is expected to be completed within a period of 12 (Twelve) months after contract signing, The Ethiopian Roads Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The following criteria will be used to assess the Expression of Interest documents;

Eligibility,

  • Company Establishment [Technical and Managerial Organization of the firm regarding its Areas of Expertise, Core Business and Year in the Business)
  • Number and diversity of permanent personnel related to the service [Team leader, Contract engineer, Business Analyst specialist, financial management expert, strategic planner, etc…]
  • Consultancy Services Turnover in the Last Five years
  • General Experience: Experiences in planning, designing, constructing, administrating/ managing road construction and supervision projects in the last ten years,
  • Specific Experience: Experience in evaluation, review, or assistance to companies of public and private business and institutional change management of road networks, providing training program with regard to contractual, technical and managerial issues of road construction and supervision projects, providing quality and businesses management systems, advising and interpreting other related projects on the road construction sector in the last ten years.
  • Familiarity, Knowledge, and Experience in the region (in Ethiopia and other Sub Sahara Countries) is an advantage, but not mandatory.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, (January 2011, Revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. Consultants are advised to specifically indicate the type of association in their application.

A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines.

  1. The Ethiopian Wildlife Conservation Authority has funds within the Government Capital budget to be used for the procurement of Consulting Services for the Detailed Engineering Design and Environmental Impact Assessment of Nechsar National Park Road Project.
  2. The Authority invites sealed bids from eligible bidders of Construction Consultants of Grade 3 and above for the Consulting Services for the Detailed Engineering Design and Environmental Impact Assessment of Nechsar National Park Road Project within the period of 90 calendar days.

7. Bidders must also fulfill the following technical criteria renewed professional license, Experience, and renewed employment Agreement for each professional, specific experience of the consultant with supporting documents; data sheet should be signed and submitted with technical document.

8. All bids must be accompanied by a bid security of Ethiopian Birr 50,000.00 (Fifty Thousand Birr) for the Consulting Services for the Detailed Engineering Design and Environmental Impact Assessment of Nechsar National Park  Road Project in the form of CPO and Unconditional Bank Guarantee.

9. Bids must be delivered to the address below at Authority Main office (Sengatera Square Yobek Commercial Center) 9th Floor on or before the 21st  Calendar days (Continuous Days) of the bid first announcement on The Ethiopian Herald on or before 10:00 AM. If the 21st Calendar days (Continuous Day) of the closing date is weekend or holidays, It will be conducted on the next working day. Late bids shall be rejected.

10. Evaluation is to be carried out in stages, the technical evaluation will be conducted first and financial bids of only technically qualified bidders will be opened next.

11. Bidders are instructed to submit “one original” and one “copy” of the technical and financial proposal in separate envelopes each.

12. Bidders shall submit two envelopes, technical information & bid security in one envelope and Finical bid separately in another envelope and should be sealed in an outer envelope.

13. Technical document and bid security will be opened in the presence of the bidders/ legal representatives who choose to attend at the address below on the 21st  day of the bid the first announcement on The Ethiopian Herald 10:30 AM. If the 21st date of the opening date is a weekend or holiday, it will be conducted on the next working day.

Yabello City Administration has allocated/received funds and intends to apply part of the proceeds of these funds towards the cost of consultancy services for Asset study & inventory of city administration. Yabello City Administration now invites suitably qualified bidders to submit sealed expressions of interest for the consultancy of infrastructure asset inventory studies.

The objective this consultancy service includes Make inventory of all infrastructure asset category, assessing the condition of each assets of the city administration using simple and acceptable indicators and differentiate assets that need maintenance and which needs rehabilitation, calculating cost of maintenance, replacement and the likes with use of the updated cost factors and rates/Integrating linking the physical data with all attributes indicated and develop Geo-database for all infrastructure categories using state of the art and standard GIS application specifically Linear Referencing: and detailed in the Terms of Reference and Request for Proposals to be provided to the short listed firms.

It is envisaged that the service will require the services of a registered firm of consultants that has demonstrated ability and experience in the similar Services. Only consultants of category 3 and above and with valid licenses for the current year issued by the Ministry of Urban Development and Construction are eligible to participate

Schedule: It is expected that the work will start shortly after the signing of the contract. potentially in next fifteen days after contract signing. In sending their expressions of interest.

Eligible firms should provide information indicating that they are registered and qualified to perform the services. (Brochures and resume of the firms, descriptions of similar assignments previously had done Experience in the region and/or other regions or developing countries and availability of skills). Failure to submit registration and license documents with the expression of interest will result in disqualification.

A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines. Expressions of interest will be evaluated in accordance with the Public Procurement Proclamation of the Government of the Federal Democratic Republic of Ethiopia.

  1. በየዘመኑ የታደስ ህጋዊ የንግድ ፍቃድ ያላቸው እና ግብር ከፋይ መለያ ቁጥር ያላቸው ከ50 ሺህ ብር በላይ ለሆነ ግዥ የቫት ተመዝጋቢ የሆኑ እና የዘመኑን ግብር የከፈሉ፡፡

  5. የምንኛውም ተጫራች የጨረታ ሃሳቡን በእንድ ወይም አንድ ወጥ በሆኑ 2 ቅጅዎች ዋና እና ቅጅ በማለት በጥንቃቄ በታሸገ ፖስታ በምዕራብ ጎንደር ዞን እ/አ/ጫ/ወ/ገ/ኢ/ት /ግ/ን/አስ/በድን መሪ ሲሮ በተዘጋጀው የጨረታ ሳጥን ዘወትር በስራ ሰዓት ማስገባት ይኖርባቸዋል፡፡
  6. ጨረታው በአዲስ ዘመን ጋዜጣ ታትሞ ከወጣበት ቀን ጀምሮ ለ15 ተከታታይ ቀን በአየር ላይ የሚቆይ ይሆናል፡፡
  7. የጨረታ ማስታወቂያው በ16ው ቀን ከጥዋቱ 3 ሰዓት ታሽጎ 3፡30 በአ/አ/ጫ/ወ/ገ/ኢ/ት/ግ/ፋ/ንብ/አስ/የስራ ሂደት ቢሮ ተወዳዳሪዎች ወይም ህጋዊ ወኪሎቻቸው ቢገኙም ባይገኙም በግልፅ ይከፈታል፡፡
  8. የዲዛይን ዋጋ መሟላት አለበት ካልተሟላ ግን ከጨረታው ውጭ የሚሆን መሆኑን እንገልፃለን፡፡

The Ethiopian Roads Authority now invites suitably qualified consulting firms to submit sealed expression of interest letter for the above Services. Expressions of interest will be evaluated in accordance with the Public Procurement and Property Administration Proclamation of the Government of the Federal Democratic Republic of Ethiopia. Participation is open to all eligible consulting firms. Consultants may constitute joint-ventures to enhance their qualifications and should clearly indicate the intention to apply in a joint venture, sub-consultancy or other defined type of association.

Applicants shall submit their company profile along with their expression of interest Letter.   3. የሚገዙ እቃዎችን አይነትና ዝርዝር እስፔስፍኬሽን ከጨረታ ሰነዱ ላይ ማግኘት ይችላሉ
  4. ጨረታው በሎት ስለሆነ ነጣጥሎ ወይም ከፋፍሎ መሙላት ከውድድር ውጭ ያደርጋል፣
  5. ተጫራቾች የጨረታ ሰነዱን ለመግዛት ለእያንዳንዱ የጨረታ ሰነድ የማይመለስ የኢትዮጵያ ብር 50/ሀምሳ ብርበመክፈል አንጎት ወረዳ ገ/ኢ/ት/ጽ/ቤት የግ/ን/አስ ቡድን ቢሮ ቁጥር 4 ይህ የጨረታ ማስታወቂያ በአዲስ ዘመን ጋዜጣ ከወጣት ቀን ጀምሮ ዘወትር በስራ ሰዓት መግዛት ይቻላል ፡፡
  6. ማንኛውንም ተጫራች የጨረታ ማስከበሪያ የሚወዳደሩበትን እቃ ከሞሉት ጠቅላላ ዋጋ ቫትን ጨምሮ 2% በባንክ በተረጋገጠ ትእዛዝ ሲፒኦ ወይም በሁኔታ ላይ ያልተመሰረተ የባንክ ዋስትና ቢድ ቦንድ ወይም በጥሬ ገንዘብ በደረሰኝ በመቁረጥ ፖስታው ውስጥ አሽጎ አያይዞ/ማቅረብ ይኖርበታል፡፡
  7. ማንኛውም ተጫራች ጨረታ የሞላበትን ሰነድ በጥንቃቄ በታሸገ ፖስታ አንዱን ዋና፣አንዱን ኮፒ /ቅጅ/ በማለት አ/ወ/ገ/ኢ/ት/ጽ/ቤት ቢሮ ቁጥር 4 ለዚሁ ተብሎ በተዘጋጀ የጨረታ ሳጥን ዘወትር በስራ ሰዓት ይህ የጨረታ ማስታወቂያ በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ ማስገባት ይችላሉ፡፡
  8.  ጨረታው ተጫራቾች ህጋዊ ወኪሎቻቸው በተገኙበት በአ/ወ/ገ/ኢ/ት/ጽ/ቤት ቢሮ ቁጥር 4 ማስታወቂያው በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ ከሎት 1-10 በ16 ቀን እና ሎት 11 22ኛው ቀን 400 ሰዓት ታሽጎ 430 ላይ ይከፈታል፡፡
  9. አሸናፊው ተጫራች ውጤቱ በማስታወቂያ ከተገለጸበት ቀን ጀምሮ ከ5 የስራ ቀናት በኋላ ባሉት 5 ተከታታይ ቀናት ውስጥ ያሸንፉበትን ጠቅላላ ዋጋ 10% በማስያዝና እቃዎችን ለማቅረብ አን/ወ/ሴ/መ/ቤቶች ባሉት የፑል ንብረት ክፍሎች ለማስረከብ ውለታ መውሰድ ይኖርባቸዋል፡፡
  10.  የጨረታ መክፈቻ የመጨረሻ ቀን ዝግ ከሆነ ወደ ሚቀጥለው የስራ ቀን ይሸጋገራል፡፡
  11. ስለጨረታው ዝርዝር ሁኔታ መረጃ ካስፈለገ አ/ወ/ገ/ኢ/ት/ጽ/ቤት የግዥ ንብ/አስ/ ቡድን በአካል በመገኘት ወይንም በስልክ ቁጥር 033 831 90 62 በመደወል መጠየቅ ይችላሉ፡፡

2. The duration of the consultancy service is specified on the above table.

3. The request for proposal documents for each package for road design was prepared by our office. Every consulting firm who fulfills the eligibility can buy and participate on any Lot.

4. The Sidama Roads Authority now invites bidders to submit sealed bids for providing necessary labor, materials and equipment for the consulting of these projects.

5. The above-stated duration of Consultancy service, is allotted for all projects within a package, thus the selected bidder is expected to finalize all projects within the package on or before the allotted duration for each package and the schedule will also submit accordingly.

i. Certificate of Registration from Ministry of Urban Development, housing and construction or relevant regional Authorities for the consultant Registration with Category Grade-3 and above renewed for this fiscal year and other appropriate documentary evidence demonstrating the bidder’s compliance (Certificate on compliance) which shall include the following.

ii. Trading (business) license renewed for this fiscal year.

iii. It’s tax clearance certificate which states that the bidder is eligible to purchase in any public tender and valid at least the deadline for submission of the bid

Dodola City Administration has allocated/received funds and intends to apply part of the proceeds of these funds towards the cost of consultancy services for Asset study & inventory of city administration. Dodola City Administration now invites suitably qualified bidders to submit sealed expressions of interest for the consultancy of infrastructure asset inventory studies. :

The objective of this consultancy service includes Make an inventory of all infrastructure asset category, assessing the condition of each asset of the city administration using simple and acceptable indicators and differentiate assets that need maintenance and which needs rehabilitation, calculating the cost of maintenance, replacement and the likes with use of the updated cost factors and rates, Integrating/linking the physical data with all attributes indicated and develop Geo-database for all infrastructure categories using state of the art and standard GIS application specifically Linear Referencing; and detailed in the Terms of Reference and Request for Proposals to be provided to the short listed firms.

It is envisaged that the service will require the services of a registered firm of consultants that has demonstrated ability and experience in similar Services. Schedule: It is expected that the work will start shortly after the signing of the contract, potentially in next fifteen days after contract signing.In sending their expressions of interest. A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines. Expressions of interest will be evaluated in accordance with the Public  Procurement Proclamation of the Government of the Federal Democratic Republic of Ethiopia.
