ግልጽ የጨረታ ማስታወቂያ

በምስ/ጐጃም መስተዳደር ዞን የደ/ኤልያስ ወረዳ ገን/ኢኮ/ት/ዋ/ጽ/ቤት የግዥ ንብ/አስ/ቡድን በደ/ኤ/ ወረዳ ውስጥ ለሚገኙ ሴ/መ/ቤቶች በ2013 በጀት ዓመት አገልግሎት የሚውል

• ሎት 3 የውጭ ስሪት ፈርኒቸር
• ሎት 4 ኤሌክትሮኒክስ መለዋወጫ
• ሎት 5 የጐፍጭማ ሁለተኛ ደረጃ ት/ቤት አጥር
• ሎት 6 ጓይ ታዳጊ ከተማ የስራ እድል መፍጠሪያ አገልግሎት የሚውል ሸድ ግንባታ በደረጃ GC/BC-9 እና ከዚያ በላይ በሆኑ ተቋራጮች ግንባታውን ማስገንባት ይፈልጋል፡፡
• ሎት 7 የደ/ኤል/ወ/መነኸሪያ ጥገና አወዳድሮ ማስጠገን ይፈልጋል፡፡

ስለዚህ በጨረታው ለመሣተፍ የምትፈልጉ ድርጅቶች በዘርፉ የተሰማራችሁ ነጋዴዎች/ተቋራጮች/ መካከል የታደሰ የንግደ ፈቃድ ያላቸው ግብር ከፋይ መለያ ቁጥር ሰርተፊኬት እና ጨረታው ከ200 ሺህ ብር በላይ ከሆነ የቫት ተመዝጋቢ መሆናቸውን የሚገልጽ ማስረጃ የሚያቀርቡ ተጫራቾች መሣተፍ ይችላሉ፡፡

1. ጨረታው በጋዜጣ ከወጣበት ቀን ጀምሮ በተከታታይ 15 ቀናት እንዲሁም የሸድ ግንባታውና የጐፍጭማ ት/ቤት አጥር፣ የደ/ኤ/መነኸሪያ እና መንገድ ጥገና ለ30 ተከታታይ ቀናት ከደ/ኤ/ወ/ገን/ኢኮ/ል/ት/ጽ/ቤት ቢሮ ቁጥር 8 ድረስ በመቅረብ የማይመለስ ብር 30 በመክፈል የተዘጋጀውን የዕቃ እና የግንባታ ዝርዝር የያዘ የጨረታ ሰነድ በመግዛት መወዳደር ይችላሉ፡፡
2. ሰነዱን በጥንቃቄ በመሙላትና በፖስታ በማሸግ የድርጅቱን አድራሻና ህጋዊ ማህተም ፊርማ ሙሉ ስም በመፃፍ በተዘጋጀው የጨረታ ሣጥን እስከ 16ኛው ቀን ከጠዋቱ 3፡30 ድረስ ማስገባት አለባቸው፡፡ ጨረታው በ16ኛው ቀን ከጠዋቱ በ3፡30 ይዘጋና በዕለቱ የስራ ቀን ከጠዋቱ 4፡00 ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው ቢገኙም ባይገኙም በጽ/ቤቱ የግዥ ንብ/አስ/ቡድን ቢሮ ቁጥር 8 በግልጽ የሚከፈት ሲሆን የሸድና አጥር ግንባታውን ሰነዱን በጥንቃቄ በመሙላትና ኮፒ እና ኦርጅናል ለየብቻ በፖስታ በማሸግ የድርጅቱን አድራሻ፣ ህጋዊ ማህተም እና ፊርማ ሙሉ ስም በመፃፍ በተዘጋጀው የጨረታ ሣጥን እስከ 31ኛው ቀን ከጠዋቱ 3፡30 ድረስ በማስገባት በ31ኛው ቀን ከጠዋቱ 3፡30 ይዘጋና በዕለቱ 4፡00 በግልጽ ይከፈታል፡፡
3.  ተጫራቾች በሞሉት የጨረታ ዋጋ መጠን የጨረታ ማስከበሪያ የሞሉትን ጠቅላላ ዋጋ 1 በመቶ በመ/ቤታችን መ/ሂ1 ወይም በባንክ በተረጋገጠ ሲፒኦ፣ በሁኔታ ላይ ያልተመሰረተ የባንክ ጋራንቲ ማስያዝ ይኖርባቸዋል፡፡
   
4. አሸናፊው ድርጅት አሸናፊነቱ ውጤት ከተገለፀበት ቀን ጀምሮ በ5 የስራ ቀናት በኋላ ባሉት 5 ተከታታይ ቀናት ውስጥ ውል መያዝ አለበት፡፡ ውል ሲይዝ የውል ማስከበሪያ 10 በመቶ በመ/ቤቱ መሂ/1 ወይም በሲፒኦ በባንክ አሊያም በሁኔታ ላይ ያልተመሰረተ የባንክ ጋራቲ ማስያዝ ይኖርባቸዋል፡፡
5.  ተጫራቾች የጨረታው ሰነድ በሚያስቀምጠው አይነት ወይም ስፔስፊኬሽን መሰረት ሞልተው ማቅረብ ይኖርባቸዋል፡፡
6.  ተጫራቾች ያሸነፉትን እቃ ደ/ኤሌያስ ወረዳ በሚገኙ ንብረት ክፍል ድረስ በራሣቸው ወጭ በማምጣት ማስረከብ ይኖርባቸዋል፡፡
7. በጨረታው ለመሣተፍ ፍላጎት ያላቸው ህጋዊ ተጫራቾች የበለጠ መረጃ ለማግኘት ከፈለጋችሁ በስልክ ቁጥር 058 2500485/0010/0011 በመደወል መረጃ ማግኘት ይቻላል፡፡
8.  መ/ቤቱ የተሻለ መንገድ ካገኘ ጨረታውን በሙሉም ሆነ በከፊል የመሰረዝ መብቱ የተጠበቀ ነው፡፡
9. ውድድሩ በጥቅል ወይም በሎት መሆኑን እንገልፃለን፡፡
10.  ለሸድ ግንባታው እና ለመነኸሪያ ጥገናው፣ አጥር ሰነድ ለመግዛት ሲመጡ የታደሰ ንግድ ፈቃድ እንዲሁም በቴክኒክና ሙያ የተደራጁ ከሆነ የድጋፍ ደብዳቤ ይዘው መቅረብ አለባቸው፡፡

Invitation to Bid

1.  The Office of Finance and Economic Development (OFED) of Wolaita Sodo City having legal address at:

2. The OFED now invites sealed bids from eligible and qualified bidders for Maintenance of Gravel Road.

3. Bidding will be conducted through the National Open Biding and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

4. Interested eligible bidders may obtain further information from Office of Finance and Economic Development, and inspect the Bidding Documents at the address given below from 8:30AM to 12:30PM and from 1:30PM to 5:30PM.

5. Qualification requirements include: Legal, Professional, Technical and Financial admissibility of the bids, as detailed in the Bidding Documents.

6. Appropriate margin of preference shall be applied for local companies. Additional details are provided in the Bidding Documents.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of 500 ETB (Five hundred Ethiopian Birr). The method of payment will be in cash, against a receipt. The Bidding Documents will not be sent by any other method than through a bidder’s representative (in person).

8. Bids must be delivered to the address below at or before 9:30 AM, 18th January, 2021. Late bids will be rejected.

9. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 10:00AM, 18th January, 2021.

10. All bids must be accompanied by a Bid Security of 50,000 ETB (Fifty thousand Ethiopian Birr) or an equivalent amount in a freely convertible currency.

በድጋሚ የወጣ የጨረታ ማስታወቂያ የጅማ ከተማ አስተዳደር

የጅማ ከተማ አስተዳደር ገንዘብና ኢኮኖሚ ትብብር ጽ/ቤት በ2013 በጀት ዘመን ከመንገድ ፈቃድ ጽ/ቤት ባገኘው የመንገድ ጥገና እና በከተማው የዉስጥ ገቢ በጀት የከተማው የውስጥ ለውስጥ መንገዶች ለማሠራት ጨረታ ማውጣቱ ይታወቃል ሆኖም የሚከተሉትን በድጋሚ አንደሚከተለው በመከፋፈል ማጫረት ይፈልጋል፡፡

• Gravel Resurfacing/ Municipal/ lot 1 Jimma/City/ M-03/2013
• Gravel_Resurfacing/ Municipal/ lot 3 Jimma/ City/ M-05/2013 ለመጠገን ይፈልጋል፡፡ ስለዚህ ከላይ የተጠቀሱትን ሥራ መሥራት የሚችልን ድርጅት አወዳደሮ ማሠራት ይፈልጋል፡፡

ስለሆነም፣የሚከተሉት መስፈርትና ሰነዶች ላይ የሚገኙትን መስፈርቶች የምታሟሉ ተጫራቾች መወዳደር የምትችሉ መሆናችሁን ይጋብዛል፡፡

1. . በኮንስትራክሽን ማሽነሪ አከራይ ፍቃድ የተመዘገቡበትን ማስረጃ፣ የግብር ከፋይና የተጨማሪ እሴት ታክስ (TIN &VAT) ምዝገባ ሠርቲፍኬት ማቅረብ የሚችሉ፡፡

3. የጨረታ ማስከበሪያ ብር 40,000.00 (አርባ ሺህ) በ ‘CPO’ ስለእያንዳንዱ (ለአንዱ)ማቅረብ የሚችሉ፡፡
4. ከአንድ ጨረታ በላዩ የሚሳተፍ ድርጅት ለእያንዳንዱ የተለያየ ሰነድ ማቅረብ ይኖርበታል፡፡
5. ያጨረታውን ሠነድ ይህ ማስታወቂያ ከወጣበት ቀን ጀምሮ ባሉት በ 21 ተከታታይ የሥራ ቀናት ውስጥ የማይመለስ ብር 500.00 (አምስት መቶ ብር) ስእያንዳንዱ ሎት በመክፈል ኦርጂናል እና የማይመለስ ኮፒ የሥራ ፍቃድ በማቅረብ ከጅማ ከተማ አስተዳደር ገንዘብና ኢኮኖሚ ልማት ጽ/ቤት (ከዚህ በታች በተገለጸው አድራሻ መግዛት ይችላሉ፡፡
6.  ተጫረቶች የጨረታውን ዋጋ ማቅረቢያ ሠነድ መሠረት ዋጋ በመሙላት ኦርጂናል እና ሁለት ኮፒ ፋይናንሻል 1ኛ ኮፒ ፋይናንሻል 2ኛ ኮፒ በመለያት በኤንቨሎፕ አሽገዉ ሦስቱን ደግመዉ በአንድ ኤንቨሎፕ በማሸግ፣አንዲሁም የቴክኒካል ሰነዳቸዉን ኦርጂናል እና ሁለት ኮፒ ፣ ቴክኒካል 1ኛ ኮፒ፣ ቴክኒካል 2ኛ ኮፒ በመለያት በኤንቨሎፕ አሽገዉ ሦስቱን ደግመዉ በአንድ ኤንቨሎፕ በማሸግ በመጨረሻምቴክኒካልን እና ፋይናንሻሉን በአንድ ኤንቨሎፕ በማሸግ ይህ ማስታወቂያ በጋዜጣ ከወጣበት ቀን ጀምሮ አስከ 21ኛው የሥራ ቀን 8:30 ድረስ ለጨረታዉ በተዘጋጀዉ ሳጥን ውስጥ ዘወትር በሥራ ሰዓት ማስገባት ይችላሉ፡፡
7. ጨረታዉ በ21ኛዉ ቀን የሥራ ቀን ካልሆነ በቀጣዩ የሥራ ቀን ከቀኑ 8:30 ታሽጎ በዚሁ ቀን 9:00 ሰዓት የጨረታዉ ተሳታፊዎች ወይም ህጋዊ ወኪሎቻቸዉ በተገኙበት በጅማ ከተማ ገንዘብና ኢኮኖሚ ልማት ጽ/ቤት ይከፈታል፡፡
8.  መ/ቤቱ ለማስጠገን ያፈለገውን መንገድ በሁሉም ቀበሌ ሲሆን፤ ዝርዝር ሁኔታን የሚገልጽ ማስረጃ ለጨረታው ከተዘጋጀው ሠነድ ጋር ማግኘት ይቻላል፡፡
9. ዝርዝር የመወዳደሪያ መስፈርት ከጨረታ ሰነድላይ ማግኘት ይችላሉ፡፡
10. መስሪያቤቱ ጨረታውን በሙሉ ወይም በከፊል የመሠረዝ መብቱ በህግ የተጠበቀ ነው፡፡

የእግረኛ መንገድ በኮብልስቶን

ግንባታ ሥራ ግልጽ ጨረታ ማስታወቂያ

በአብክመ የከሚሴ ከተማ ልማት ቤቶች ኮንስትራክሽን ከተማ አገልግሎት ጽ/ቤት መትሆሮ ቀበሌ ለሚሰራው 810 ሜትር የእግረኛ መንገድ በኮብልስቶን ግንባታ ስራ ለማሰራት በዘርፉ የንግድ ፈቃድ ያላቸው ድርጅቶችን/ ተቋራጮችን በግልፅ ጨረታ አወዳድሮ ማሰራት ይፈልጋል።

ስለሆነም በጨረታው ላይ ለመሳተፍ ፍቃደኛ የሆኑ ።

1. ደረጃቸው GC-RC 9 እና ከዚያ በላይ የሆኑ፤ ለስራው ህጋዊ አግባብነት ያለው ፈቃድ ኖሯቸው የዘመኑን ግብር የከፈሉ እና እድሳት ያደረጉ፥ ለስራው የምዝገባ የምስክር ወረቀት ያላቸው፤የቫት ተመዝጋቢ የሆኑና የግብር ከፋይ መለያ ቁጥር TIN ያላቸው፤

2. የጨረታው ሰነድ ከከሚሴ ከተማ አስተዳደር ልማት ቤቶች ኮንስትራክሽን ከተማ አገልግሎት ጽ/ቤት ቢሮ ቁጥር 33 በግዢ/ፋይ/ንብ/አስ/ዋና የስራ ሂደት ይህ ማስታወቂያ በጋዜጣ ከወጣበት ዕለት ጀምሮ 21/ሀያ አንድ/ ተከታታይ ቀናት ከላይ የተዘረዘሩትን መረጃዎች ዋናና ኮፒ በመያዝ ዘወትር በስራ ቀንና ሰዓት ለአንዱ ሰነድ የማይመለስ የኢትዮ ብር 100/አንድ መቶ ብር/ በመክፈል የጨረታ ሰነዱን መውሰድ ይችላሉ ።

3 ተጫራቾች የጨረታውን የፋይናንሻል ሰነድ ለየብቻው ዋና እና ኮፒ በማድረግ በታሸገ ኤንቨሎፖች በአብክመ የከሚሴ ከተማ ልማት ቤቶች ኮንስትራክሽን ከተማ አገልግሎት ጽ/ቤት በግዢ/ፋይ/ንብ/አስ/ዋና የስራ ሂደት ለዚሁ ተግባር በተዘጋጀው ሣጥን ውስጥ ይህ ማስታወቂያ በጋዜጣ ታትሞ ከወጣበት ቀን ጀምሮ በሀያ ሁለተኛው ቀን (22) ቀን ከጠዋቱ 3፡00 ሰዓት እስከ 4፡00 ሰዓት ድረስ የእግረኛ መንገድ በኮብልስቶን ግንባታ ስራ የጨረታ ሰነድ ማስገባት ይኖርባቸዋል።

4. ጨረታው በዚሁ ዕለት ከጠዋቱ 4፡30 ሰዓት በግዢ/ፋይ/ ንብ/አስ/ዋና የስራ ሂደት ቢሮ ተጫራቾች ወይንም ህጋዊ ወኪሎቻቸው በተገኙበት ይከፈታል።

5. ተጫራቾች ተመላሽ የሚደረግ የጨረታ ማስከበሪያ ዋስትና የእግረኛ መንገድ በኮብልስቶን ግንባታ ስራ ጨረታ በሚከፈትበት ቀን 30,000/ሰላሳ ሺህ ብር በጥሬ ገንዘብ ወይንም በባንክ ትእዛዝ /CPO/በቢድ ቦንድ እና በጥቃቅን ዋስትና ማስያዝ አለባቸው ።

6. የጨረታ አሸናፊ የሆነው ድርጅት ውል በሚዋዋልበት ጊዜ የውለታ ማስከበሪያ ከአጠቃላይ ድምር ዋጋ 10% ማስያዝ ይኖርበታል ።

7. መሥሪያ ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውን በሙሉ ወይንም በከፊል የመሰረዝ መብቱ የተጠበቀ ነው ።

8. ተጨማሪ ማብራሪያ ከፈለጉ በከሚሴ ከተማ ልማት ቤቶች ኮንስትራክሽን ከተማ አገልግሎት ጽ/ቤት በግንባር በመቅረብ ወይንም በስልክ ቁጥር 033 554 0255 ደውለው መረዳት ይችላሉ።

ማሳሰቢያ ተጫራቾች ጨረታ በሚከፈትበት ቀን ግብር የከፈሉበት የግብር ክሊራንስ አያይዘው ማቅረብ ይጠበቅባቸዋል ይህ ካልሆነ ጨረታው ውድቅ የሚሆን መሆኑን እናሳውቃለን።

• ለሁሉም ሎቶች SC/RC ደረጃ 10/ አስር እና ከዚያ በላይ በግልጽ ጨረታ አወዳድሮ ለማሰራት እና መግዛት ይፈልጋል :: ዝርዝር መረጃውንም በጨረታ ሰነዱ ተካቷል :: በጨረታ ለመሳተፍ ተጫራቾች ማሟላት የሚገባቸው።

1. በዘመኑ የታደሰ ህጋዊ ንግድ ፈቃድ ያላቸው፣
2.  የግብር መክፈያ መለያ ቁጥር (TIN NO) ያላቸው፤
3. ለሁሉም ሎቶች የታደሰ የግንባታ የምስክር ሰርተፍኬት ማቅርብ አለባቸው።
4. የግዥው መጠን ብር 200,000.00 (ሁለት መቶ ሺ ብር) እና በላይ ከሆነ ተጫራቾች የተጨማሪ እሴት ታክስ (VAT) ከፋይነት የተመዘገቡ መሆናቸውን የሚያረጋግጥ የምስክር ወረቀት ማቅረብ  አለባቸው።
5. ተጫራቾች በጨረታ ለመሳተፍ ከላይ ከተራ ቁጥር 1-4 የተጠቀሱትን ማስረጃዎች ኮፒ ከመጫረቻ ሰነዶቻቸው ጋር ኢያይዘው ማቅረብ አለባቸው::
6. አንድ አመት እና ከዚያ በላይ የሆናቸው ተቋራጮች የመልካም ስራ አፈጻጸም ማያያዝ አለባቸው::
7. ተጫራቾች የጨረታ ሰነዱን ለእያንዳንዱ ሎት የማይመለስ ብር 200/ሁለት መቶ ብር በመክፈልና በጥቃቅን የተደራጁ ከሆኑም ከአደራጃቸው መስሪያ ቤት የተደራጁበትን ዓመተ ምህረት በመጥቀስና የድጋፍ ደብዳቤ በማጻፍ መግዛት ይችላሉ። ተጫራቾች የመወዳደሪያ ሰነዳቸውን በታሸገ ኤንቨሎፕ በማድርግ ይህ ማስታወቂያ በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ ባሉት ለ 21ቀናት በአየር ላይ የሚውል ሲሆን በ 22ኛው ቀን ከጠዋቱ 3፡30 ሰዓት ይታሸግና በዚሁ ቀን ከጠዋቱ 4፡00 ሰዓት ይከፈታል። ጨረታው ሲከፈት ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው ባይገኙ ጨረታውን ከመክፈት አያስተጓጉልም። ጨረታው የሚከፈትበት ቀን የበዓል ቀን ከሆነ በሚቀጥለው የስራ ቀን ታሽጎ በተጠቀሰው ሰዓት ይከፈታል።
8. የጨረታ ሰነዱን ጨረታው ከወጣበት ቀን ጀምሮ ዘወትር በስራ ሰዓት ብቸና ከተማ አስ/ገ/ኢ/ልጽ/ቤት ግ/ፋ/ን/አስ/ቡድን ቢሮ ቁጥር 1 መውሰድ የሚቻል መሆኑንና ለእያንዳንዳቸው ሎቶች ኦርጅናልና  ኮፒን በመለየት በኣንድ ፖስታ በማሸግ እስከ 22ኛው ቀን ከጠዋቱ 3፡30 ሰዓት ድረስ ማስገባት ይኖርባቸዋል። በተጨማሪ ተጫራቾች የሚጫረቱበትን የሎት ቁጥር፣ ፊርማ፣ ማህተም ፣ ስምና አድራሻ በፖስታቸው ላይ እና በሰነዱ ላይ መግለጽ አለባቸው።እንዲሁም በግንባታ ግዥው የግንባታ ብቃት ማረጋገጫ ከአማራ ክልል እና ከፌዴራል ውጭ የሆነ አሸናፊ ተጫራች ካለ የግንባታ ውልን በሚይዝበት ወቅት የግንባታ ግዥው ባወጣው ክልል ውስጥ የቅርንጫፍ ጽ/ቤት ሰርተፍኬት ማቅረብ አለበት።ከክልል እና ከፌዴራል ውጭ የሆነ አሸናፊ ተጫራች ካለ የግንባታ ውልን በሚይዝበት ወቅት የግንባታ ግዥው ባወጣው ክልል ውስጥ የቅርንጫፍ ጽ/ቤት ሰርተፍኬት ማቅረብ አለበት።
9. ለሁሉም ሎቶች ለተጠቀሰው ግዥ በእንግሊዘኛ የቀርበ የጨረታ  ሰነድ ካለ አሸናፊው ውል ሲይዝ በአማርኛ ማስተርጎም አለበት ማንኛውንም የግንባታ እቃዎችና የሰው ሃይል አሸናፊው ራሱ ችሎ የሚሰራ መሆን አለበት።
10. ተጫራቾች የጨረታ ማስከበሪያ ለሚወዳደሩበት ለሁሉም ሎቶች  10,000/አስር ሺህ ብር ብቻ ፣ በባንክ የተረጋገጠ ትዕዛዝ/ሲፒኦ/ ፣ በጥሬ ገንዘብ፣ በሁኔታ ላይ ያልተመሰረተ የባንክ ዋስትና ወይም  በባንክ የተረጋገጠ ሌተር ኦፍ ክሬዲት በማቅረብ በጥቃቅን የተደራጁ ከሆነም ከአደራጃቸው መስሪያ ቤት የተደራጁበትን ዓመተ ምህረት በመጥቀስ የብር መጠኑን በመግለጽ የድጋፍ ደብዳቤ በማፃፍ ማቅረብ አለባቸው::
11. ለሁሉም ሎቶች አሸናፊው አሸናፊነቱ ከተገለጸለት ቀን በኋላ ለውል ማስከበሪያ 10% ዋስትና በጥሬ ገንዘብ ወይም በባንክ በተረጋገጠ ሲፒኦ ወይም በሁኔታ ላይ ያልተመሰረተ የባንክ ዋስትና በማቅረብ ወይም በጥቃቅን የተደራጁ ከሆኑም ከአደራጃቸው መስሪያ ቤት የተደራጁበትን ዓመተ ምህረት በመጥቀስ የብር መጠኑን በመግለጽ የድጋፍ ደብዳቤ በማጻፍ ማቅረብ አለባቸው።
12. ከሎት2 እስከ ሎት- 6 የግንባታ ግዥ አሸናፊው ተጫራች ከተደራጁ ማህበራት ውጭ ከሆኑ ተቋራጮች ለጥቃቅንና አነስተኛ ተቋማት ከአጠቃላይ የግንባታ ውሉ በእያንዳንዱ የክፍያ ሰርተፍኬት 10%  አውት ሶርስ ማድረግ እና በውሉ በተቀመጡ የክፍያ ሂደቶች አውት ሶርስ የተደረገበትን መረጃ ማቅረብ አለበት።
13.  በጨረታ ሰነዱ ላይ ስርዝ ድልዝ ወይም ለመለየት አሻሚ የሆኑ ነገሮች  መኖር የለበትም ካለ ተጫራቹ ፊርማ ማድርግ አለበት።
14. በእያንዳንዱ ሎት መስሪያ ቤቱ አሸናፊ የሚለየው በጠቅላላ ዋጋ ጥቅል ድምር ዝቅተኛ ዋጋ መሆኑ መታወቅ አለበት።
15.  ተጫራቾች ከአንድ የመጫረቻ ሰነድ በላይ መግዛት ወይም መጫረት አይችሉም።
16.  ተጫራቾች ከጨረታ ሰነዱ ጋር የተያያዘውን የተጫራቾች መመሪያ ማየት ይችላሉ።
17. ተጫራቾች በጨረታ ለመሳተፍ አስፈላጊ ማስረጃዎች ፎቶ ኮፒ  በማድረግ ከመጫረቻ ሰነዳቸው ጋር አያይዘው ማቅረብ ይችላሉ።
18. የጨረታ መዝጊያ ከተጠናቀቀ በኋላ ተጫራቶች በአቀረቡት የመወዳደሪያ ሃሣብ ላይ ለውጥ ማድረግና ከጨረታው ራሳቸውን ማግለል አይችሉም።
19. መስሪያ ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውን በከፊልም ሆነ ሙሉ በሙሉ የመሰረዝ መብቱ የተጠበቀ ነው።

በደ/ብ/ብ/ሕ/ክ/መንግስት በጉራጌ ዞን የምሁርና አክሊል ወረዳ ትራንስፖርትና መንገድ ልማት ጽ/ቤት ህጋዊ ተጫራቾችን አወዳድሮ ከደሳ-ሰላም፤ ከገንቡያ_መስቀልዝግባ ፤ ከደንገዝ-ዴባር ፤ እና ከዳሜ- ፈረዝጉራ የጠጠር መንገድ ስራ ማሰራት ይፈልጋል፡፡

በመሆኑም:-

1. GC/RC ደረጃ 9ኝና ከዛ በላይ የግንባታ ፍቃድ ያላችሁ፡፡
2. በዘርፉ የታደሰ ንግድ ፈቃድ፤ የግብር ከፋይነት መለያ ቁጥር፧ የተ.እ.ታ ተመዝጋቢ መሆናቸውን የሚያረጋግጥ የምስክር ወረቀት ማቅረብ የሚችሉ፡፡
3. ተጫራቾች የጨረታ ሰነዱን በም/አ/ወ/ገ/ባ/ቅ/ጽ/ቤት የማይመለስ 100/ አንድ መቶ ብር/ በመክፈል ከምሁርና አክሊል ወረዳ ፋይናንስ/ፅ/ቤት ግዥ ቢሮ ጨረታው በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ ባሉት 21 (ሃያ አንድ) ተከታታይ ቀናት እስከ ቀኑ 5፡00 ሰዓት ድረስ መግዛት ይችላሉ፡፡
4.  ተጫራቾች የጨረታ ማስከበሪያ ብር 10,000 (አስር ሺህ ብር) በም/አ/ወ/ፋ/ፅ/ቤት ስም ማሰራት ይጠበቅባቸዋል፡፡ የጨረታው ማስከበሪያው በኦሪጅናል ዶክመንት ውስጥ መሆን ይኖርበታል፡፡
5. ተጫራቾች ኦርጅናልና ሁለት ቅጂ ሰነዶችን በመለየት በታሸገ ፖስታ በማድረግ ይህ ጨረታ በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ እስከ ሃያ አንደኛው ቀን ከቀኑ 8፡00 ሰዓት ድረስ በተዘጋጀው የጨረታ ሰነድ ማቆያ ሳጥን ማስገባት ይጠበቅባቸዋል፡፡
6. ጨረታው በሃያ አንደኛው ቀን ከቀኑ 8፡30 ሰዓት ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ይከፈታል። የተጫራቾች አለመገኘት ጨረታው እንዳይከፈት አያደርግም።
7. ጨረታው የሚከፈትበ ትን ቀን በዓል ወይም ቅዳሜና እሁድ ከሆነ ወደ ሚቀጥለው የስራ ቀን ይተላለፋል፡፡

The Federal Democratic Republic of Ethiopia (FDRE) has applied for financing from Saudi Fund for Development (SFD) for the Construction Works of Debre Markos -Digua Tsion – Mota Road Project, Contract 1: Debre Markos – Km 60.56 (60.56 Km) and Construction Works of Debre Markos – Digua Tsion – Mota Road Project, Contract 2: Km 60.56 – Mota (57.81 Km).

In relation to this, through a Specific Procurement Notice published on the previous issues of the Ethiopian Herald Newspaper dated October 15 and 16, 2020, the Ethiopian Roads Authority invited interested Suppliers/ Contractors to submit sealed bids for the provision of the necessary labor, material, and equipment for the Construction of these Roads.

However, since it is found necessary to change the tendering strategy (method of procurement) for the selection of the Civil Works Contract, the Client decided to cancel the tender. Hence, the Client wishes to inform prospective bidders, intending to participate in the tender, that it has been deemed necessary to cancel the bid due to the reason noted above.

INVITATION FOR BIDS

The Ethiopian Roads Authority (ERA) on Behalf of the FDRE invites international eligible Contractors (including all members of a joint venture and all Subcontractors of bidders) for the Construction Works of Debre Markos – Digua Tsion – Mota Road Project. The Road Project is to be constructed in two separate Contracts, Contract 1: Debre Markos – Km 60.56 (60.56 Km) and Contract 2: Km 60.56 – Mota (57.81 Km).
3.  In general, the proposed Debre Markos – Digua Tsion – Mota Road Project consists of construction of 60.56 Km and 57.81 Km roads to Asphalt Concrete surfacing to ERA DC5 standard (ERA’s Geometric Design Manual – 2013).

The works also include the construction of minor and major drainage structures. Rural sections shall have a road carriageway width of 7.0m (with 1.5m and 0.5m sealed with Single Bituminous Surface Treatment shoulders on each side for flat/rolling sections and mountainous sections respectively). For town sections; Zonal seat shall have 2.5m median width with both sides having 3.5m parking lane, 3.5m Carriageway, and 2.5m walkway, and Woreda seats shall have 7m carriageway with 3.5m parking lane and 2.5m walkway on each side. Whereas, Kebele seats shall have a 7m carriageway with 2.5 m paved shoulder on each side. The time of completion for each project is 42 months (1278 calendar days) including a mobilization period of 120 calendar days.

5. Bidders may obtain a complete set of bidding documents at the above office starting from October 19, 2020, and upon payment of a non-refundable fee of 300 US$ (Three Hundred US Dollars) or 10,000 ETB (Ten Thousand Ethiopian Birr) for each project. Payment shall be made in cash, bank certified check or telegraphic transfer to the Employer’s Bank Account in the Commercial Bank of Ethiopia-Sengatera Branch through Account No.01715-33144600.

The document will be sent by registered airmail if required so by the bidder but under no circumstances will the procuring entity be held responsible for late delivery or loss of the documents so mailed.

6. Bidding will be conducted through the International Competitive Bidding (ICB) procedure specified in the bidding documents and is open to all eligible bidders. The minimum General and Specific Construction Experience is as shown below;

7. The bidding procedure to be followed is a two-envelope procedure. The post-qualification documents and financial offers should be sealed in two separate envelopes. The first envelope containing the post-qualification application and bid security is clearly marked “Post Qualification Application and Bid Security” and the second envelope that contains the offer is marked “Submission of Offer” for the Construction Works of Debre Markos – Digua Tsion – Mota Road Project, Contract 1: Debre Markos – Km 60.56 (60.56 Km) for Contract 1 and “Submission of Offer” for the Construction Works of Debre Markos – Digua Tsion – Mota Road Project, Contract 2: Km 60.56 – Mota (57.81 Km) for Contract 2 and the two envelopes shall also be enclosed by an outer envelope marked “Post Qualification Application and Offer for Construction Works of Debre Markos – Digua Tsion – Mota Road Project, Contract 1: Debre Markos – Km 60.56 (60.56 Km)” for Contract 1 and “Post Qualification Application and Offer for the Construction Works of Debre Markos Digua Tsion – Mota Road Project, Contract 2: Km 60.56 – Mota (57.81 Km)” for Contract 2.

Evaluation is also to be carried out in two stages, the post-qualification application and the bid security will be opened first and the qualification evaluation will be undertaken. The bid that is responsive to the minimum post-qualification criteria will be opened for further evaluation. The offers of those bidders who fail the minimum qualification criteria shall be returned unopened after the award of the contract.

The Bids shall be prepared in one original and four copies. Bids for each project must be accompanied by a bid security of USD 1,000,000.00 (United States Dollar: One Million) or Equivalent in a format acceptable to the Employer for each project/contract. Payment shall be made in cash, bank certified check or telegraphic transfer to the Employer’s Bank Account in the Commercial Bank of Ethiopia-Sengatera Branch through Account No.01715-33144600.

The document will be sent by registered airmail if required so by the bidder but under no circumstances will the procuring entity be held responsible for late delivery or loss of the documents so mailed.

6. Bidding will be conducted through the International Competitive Bidding (ICB) procedure specified in the bidding documents and is open to all eligible bidders. The minimum General and Specific Construction Experience is as shown below;

7. The bidding procedure to be followed is a two-envelope procedure. The post-qualification documents and financial offers should be sealed in two separate envelopes. The first envelope containing the post-qualification application and bid security is clearly marked “Post Qualification Application and Bid Security” and the second envelope that contains the offer is marked “Submission of Offer” for the Construction Works of Debre Markos – Digua Tsion – Mota Road Project, Contract 1: Debre Markos – Km 60.56 (60.56 Km) for Contract 1 and “Submission of Offer” for the Construction Works of Debre Markos – Digua Tsion – Mota Road Project, Contract 2: Km 60.56 – Mota (57.81 Km) for Contract 2 and the two envelopes shall also be enclosed by an outer envelope marked “Post Qualification Application and Offer for Construction Works of Debre Markos – Digua Tsion – Mota Road Project, Contract 1: Debre Markos – Km 60.56 (60.56 Km)” for Contract 1 and “Post Qualification Application and Offer for the Construction Works of Debre Markos Digua Tsion – Mota Road Project, Contract 2: Km 60.56 – Mota (57.81 Km)” for Contract 2.

Evaluation is also to be carried out in two stages, the post-qualification application and the bid security will be opened first and the qualification evaluation will be undertaken. The bid that is responsive to the minimum post-qualification criteria will be opened for further evaluation. The offers of those bidders who fail the minimum qualification criteria shall be returned unopened after the award of the contract.

The Bids shall be prepared in one original and four copies. Bids for each project must be accompanied by a bid security of USD 1,000,000.00 (United States Dollar: One Million) or Equivalent in a format acceptable to the Employer for each project/contract. Late bids will be rejected. Post-Qualification Application and Bid security of the bidders will be opened immediately thereafter in the presence of the  Contract Award Committee and bidders’ representatives who choose to attend on the final date and time of bid submission and at the address stated here above.

9.The Ethiopian Roads Authority reserves the right to accept or reject any or all bids.
