1. The Ethiopian Petroleum Supply Enterprise EPSE) has funds within the Procuring Entity’s budget to be used for the procurement of Re-Painting Works for Petroicurn Storage Tanks and allied Pipelines & other equipment a Mekelle Depot The scope includes surface preparation and application of paints on SUPPLY AND APPLY basis 
2. The Ethiopian Pevoleum Supply Enterprise invites sealed bids from eligible bidders for the fornishing of the nccessary labour, materials and equipment for the Re Painting Works 
3. Bidding will be conducted in accordance with the open national tendering procedures and is open to all bidders 
4. Bids shall be submitted into two separate outer envelopes, the first envelope containing the original and copy of the technical proposal cpvelopes, the second envelope containing the original and copy of the financial proposal envelopes 
5. Interested eligible bidders may obtain further information from EPSE and inspect the bidding document at the address given below at 9(a) from. 08:00 to 12:00 hours AM and 01:00 to 05:00 hours PM. 
6. A complete set of Bidding Documents prepared in the English language may be obtained by any interested bidders, at the address below at 9(b) upon payment in cash, a non-refundable fee of Ethiopian Birr 200.00 (Two Hundred Birr Only) 
7. Bids must be delivered to the address below at 9(C) at or before 18/02/2013 10 hours AM Addis Ababa time Bids must be accompanied by a bid security of 60,000.00 Ethiopian Birr . The bid security shall be in CPO or a Bank guarantee or Bank certified checque issued by a recognized Bank established in Ethiopia.. Late bids shall be rejected. Bids will be opened in the presence of the bidder’s representatives who choose to attend at the address below at 9(d) at 18/02/2013 10:05 hours AM Addis Ababa time.

የመጋዝን እና የቢሮ ግልጽ የጨረታ ማስታወቂያ

በአማራ ብሔራዊ ክልላዊ መንግስት በምስራቅ ጐጃም ዞን በሁለት እጁ እነሴ ወረዳ የአጋሞ ውሃ ቀበሌ አስተዳደር ለአጋም ውሃ ሁለገብ ህብረት ስራ ማህበር አንድ መጋዘን እና አራት ቢሮዎች በግልጽ ጨረታ አወዳድሮ ማሰራት ይፈልጋል፡፡

ስለዚህ የሚከተሉትን መስፈርቶች የሚያሟሉ ተጫራቾች መወዳደር የሚችሉ መሆኑን ይጋብዛሉ፡፡

1. በዘመኑ የታደሰ ህጋዊ የንግድ ፈቃድ ማቅረብ የሚችሉ፣
2. የግብር ከፋይ መለያ ቁጥር/ቲን/ ማቅረብ የሚችሉ፣
3. የግዥው መጠን ብር 200 ሺህ እና በላይ ከሆነ የተጨማሪ እሴት ታከስ/ቫት ከፋይነት የተመዘገቡ መሆናቸውን የሚያረጋግጥ የምስክር ወረቀት ማቅረብ የሚችሉ መሆን አለባቸው፡፡
4. ተጫራቾች በጨረታወ ለመሣተፍ ከላይ በተራ ቁጥር 1-3 የተጠቀሱትንና የሚመለከታቸው ማስረጃዎች ፎቶ ኮፒ ከመጫረቻ ሰነዶቻቸው ጋር አያይዘው ማቅረብ ግዴታ አለባቸው፡፡
5.  በጨረታው መሣተፍ የሚችሉ ተጫራቾች ከደረጃ 10 እና በላይ መሆን አለባቸው፡፡
6. የጨረታ ሰነዱ ዝርዝር መግለጫ/ስፖስፊኬሽን/ ከጨረታ ሰነዱ ማግኘት ይቻላል፡፡
7.  ተጫራቾች የጨረታ ሰነዱን የማይመለስ ብር 200 በሁለት እጁ እነሴ ወረዳ አስተዳደር ጽ/ቤት ገቢ በማድረግ ማግኘት ይችላሉ፡፡
8. ተጫራቾች የጨረታ ማስከበሪያ ዋስትና ቢድ ቦንድ ለሚወዳደሩበት የሞሉትን ጥቅል ዋጋ 2 በመቶ በባንክ በተረጋገጠ የክፍያ ትዕዛዝ/ሲፒኦ/ ወይም በጥሬ ገንዘብ በፖስታ ታሽጐ ከሰነዱ ጋር መቅረብ አለበት፡፡
9. አሸናፊው ተጫራች የውል ስምምነት እንዲፈፀም ከተገለፀበት ጊዜ ውስጥ ካሸነፈበት የግንባታ ስራ የዕቃ /አገልግሎት ጠቅላላ ዋጋ 10 በመቶ የተሽከርካሪ ኩንትራት ጥገና ከሆነ 3 በመቶ የግዥ ውል ማስከበሪያ ፕርፎርማንስ ቦንድ በታወቀ ባንክ በተረጋገጠ ትዕዛዝ/ሲፒኦ/ ወይም በጥሬ ገንዘብ ወይም በሁኔታ ላይ ያልተመሰረተ የባንክ ዋስትና/Unconditional bank grantee/ ማስያዝ ይኖርበታል፡፡ ካሸናፊው የሚቀርበው የውል ማስከበሪያ ዋስትና ፀንቶ መቆያ ጊዜ ውሉ ከሚጠናቀቅበት የመጨረሻ ቀን በኋላ ቢያንስ ለተጨማሪ 30 ቀናት ፀንቶ መቆየት ይኖርበታል፡፡
10. ማንኛውም ተጫራች የግንባታ ዋጋውን ግዥ ሃሣቡን በአንደ ወይም አንድ ወጥ በሆኑ ሁለት ቅጅዎች ማለትም ዋና እና ቅጅ በማለት ኦርጅናል ለብቻው ቅጅውን ለብቻ በጥንቃቄ በታሸገ ሁለት እጁ እነሴ ወረዳ አስተዳደር ጽ/ቤት ቢሮ ቁጥር 2 በተዘጋጀው የጨረታ ሣጥን ዘወትር በስራ ሰዓት ጋዜጣው በአየር ላይ ከዋለበት ቀን ጀምሮ ለ21 ተከታታይ የስራ ቀናት ማስገባት ይቻላል፡፡
11.  ጨረታው ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ሁለት እጁ እነሴ ወረዳ አስተዳደር ጽ/ቤት በ22ኛው ቀን በ3፡30 ታሽጐ በ4፡00 ይከፈታል፡፡ የስራ ቀን ካልሆነ በሚቀጥለው የስራ ቀን ይከፈታል፡፡ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተጠቀሰው የጨረታ መክፈቻ ሰዓት ባይገኙ መ/ቤቱ ጨረታውን መክፈት መብት አለው፡፡
12. የተጫራቾች የጨረታ መወዳደሪያ ሃሣባቸውን ዋና እና ቅጅ ወይም ኦርጅናል እና ኮፒ ማስገባት ለመ/ቤቱ ደህንነት እንጀ እንደ ጨረታ መወዳደሪያ መስፈርት አያገለግልም፡፡
13. መ/ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውንሙሉ በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ነው፡፡
14. ተጫራቾች የሚያቀርቡት ዋጋ ማንኛውንም አይነት ግብር የሸፈነ መሆን አለበት፡፡
15. በጨረታው መሣተፍ የሚፈልጉ ስለጨረታው ዝርዝር መረጃ ከፈለጉ በሁለት እጁ እነሴ ወረዳ አስተዳደር ጽ/ቤት ድረስ በአካል በመገኘት ማግኘት ይችላሉ፡፡
16.  ጨረታውን ያሸነፈውን ድርጅት ለግንባታው የሚያስፈልጉ ሁሉንም ማቴሪያሎች የሚችል መሆን አለበት፡፡
17. በተጨማሪ በግዥ አፈፃፀም መመሪያ ቁጥር 1/2003 መሰረት ተፈፃሚ ይሆናል፡፡

እና የመጋዝን እድሣት የጨረታ ማስታወቂያ

የመርከብ/ሁለ/የ/ህ/ስ/ማ/ዩኒየን ከዚህ በታች በሎት የተዘረዘሩትን ስራዎች በግልጽ ጨረታ አወዳድሮ ለማሰራት ይፈልጋል፡፡

• ሎት 1 በባህር ዳር ከተማ የዋናውን ቢሮ የእድሣት ስራ
• ሎት 2 በባህር ዳር ከተማ ቀበሌ 14 ከሚገኘው ዱቄት ፋብሪካ የአጥር ስራ እና የመጋዝን ጥገና ስራ
• ሎት 3 በዱርቤቴ ከሚኘው መጋዝን አጥር እና የመጋዝን ጥገና ስራ፡፡ ተጫራቾች ማሟላት ያለባቸው ግዴታዎች፡፡

1. ተጫራቾች በዘርፉ የታደሰ ህጋዊ ንግድ ፈቃድ ያላቸው ሆኖ የዘመኑን ግብር የከፈሉና የግብር ከፋይነት መለያ ቁጥር ያላቸው መሆን ይኖርባቸዋል፡፡ ተጫራቾች ደረጃቸው 8 G.C/B.C እና ከዚያ በላይ የሆኑ የግንባታ ስራ ተቋራጮች መሆን አለባቸው፡፡
2. ተጫራቾች በጨረታ ለመሣተፍ ከላይ ከተራ ቁጥር 1 የተጠቀሱትንና የሚመለከታቸውን ማስረጃዎች ፎቶ ኮፒ ማቅረብ አለባቸው፡፡
3. ጨረታው አየር ላይ የሚውልበት ጊዜ ጨረታው በጋዜጣ ከወጣበት ቀን ጀምሮ በመቁጠር ለ7 ተከታታይ ቀናት ብቻ አየር ላይ ይውላል፡፡ የሚዘጋበት በ7ኛው ቀን ከቀኑ 4፡00 ሲሆን የሚከፈተውም በዚህ ቀን ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት በመርከብ ሁለገብ የገበሬዎች ኀብረት ስራ ማህበር ዩኒየን ጽ/ቤት በባህር ዳር ከተማ ቀበሌ 15 በሚገኘው ቢሮ በ4፡30 ይከፈታል፡፡ ተጫራቾች አለመገኘታቸው ጨረታውን ከመክፈት አያግደውም፡፡ ማንኛውም ተጫራች የጨረታ ሰነዱን በአንድ ፖስታ ከዋጋ ማቅረቢያ ጋር በማሸግ በጨረታ ሣጥን ውስጥ ማስገባት ይኖርበታል፡፡
4. ተጫራቾች የጨረታ ማስከበሪያ ዋስትና/ቢድ ቦንድ/ የጠቅላላውን ዋጋ 2 በመቶ በባንክ በተረጋገጠ የክፍያ ትዕዛዝ/ሲፒኦ/ ወይም በሁኔታዎች ያልተመሰረተ የባንክ ዋስትና በሚወዳደሩበት መርከብ ዩኒየን ስም ማስያዝ አለባቸው፡፡
5. በተጨማሪም አሸናፊ አሸናፊነቱን በደብዳቤ ከተገለፀበት ጊዜ ጀምሮ በአምስት ቀናት ውስጥ ቀርቦ ከዩኒየኑ ጋር የውል ማስከበሪያ 10 በመቶ በባንክ በማስያዝ ውል መያዝ ይኖርበታል፡፡
6. ዩኒየን የተሻለ መንገድ ካገኘ ጨረታውን በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ነው፡፡
7. ተወዳዳሪዎች የእያንዳንዱን የሎት ዝርዝር መረጃዎችን/የጨረታ ሰነድ/ ብር 50 በመክፈል ከቢሮ ቁጥር 106 በመግዛት መውሰድ ይችላሉ፡፡
8. አሸናፊው ውል ከተያዘበት ቀን ጀምሮ በአምስት ተከታታይ ቀናት ውስጥ ወደ ስራ መግባት አለበት፡፡

የግንባታ ግልጽ ጨረታ ማስታወቂያ

የሐይቅ አጠቃላይ 2ኛ ደረጃ ትም/ቤት ተጀምሮ ሳይጠናቀቅ የቆመውን የ1ኛ ፎቅ /የ1st ፍሎር/ ባለ5 የመማሪያ ክፍል ግንባታን በግልጽ ጨረታ አወዳድሮ ማስጨረስ ይፈልጋል፡፡ ስለዚህ ከዚህ በታችያሉትን መስፈርቶች የምታሟሉ ሁሉ የጨረታ ሰነዱን በመግዛት መጫረት የምትችሉ መሆኑን እየገለጽንተጫራቾች ማሟላት የሚገባቸው መስፈትቶችም፤

1. ህጋዊ የንግድ ፈቃድ ያለቸው፣የሚፈለግባቸውን የንግድ ግብር የከፈሉ፣ ያደሱ፣ የግብር ከፋይመለያ ቁጥር /TIN NUMBER/ ያላቸውና የቫት ተመዝጋቢ የሆኑና ለነዚህም መረጃ ማቅረብየሚችሉ መሆን አለባቸው
2. ጨረታውን ያሸነፈ የውል ማስከበሪያ 10 በመቶ አስይዞ መ/ቤቱ በሚፈልገው የውል አይነት መስማማት የሚችልና
3. የሙያ ምዘና የስራ ፈቃድ ማረጋገጫ ማቅረብ የሚችል መሆን አለበት፡፡
4. ተጫራጮች የመወዳደሪያ ዋጋቸውን በወቅቱ ነጻ ገበያ መሠረት መሙላት አለባቸው
5. ደረጃ 8 /ስምንት/ BC/GC ግንባታ ሥራ ተቋራጭ እና በላይ የሆነና የ2011 ዓ.ም እና የቅርብ ጊዜ በተመሳሳይ ስራ የመልካም ስራ አፈጻፀም መረጃ ማቅረብ አለባቸው፡፡
6. በጨረታ እንድሳተፍ ከገቢዎች ጽ/ቤት ከፍቃድ ሰጭ አካል ማረጋገጫ ማቅረብ የሚችል፡፡
7. ተጫራቾች የጨረታ ሰነዱን ይህ ጨረታ ከወጣበት ቀን ጀምሮ አስከ 21ኛው ቀን ድረስ ባሉት 21 ተከታታይ ቀናቶች 11፡30 ድረስ ዘወትር በስራ ሠዓት ሐይቅ አጠቃላይ 2ኛ ደረጃ ትም/ቤት በመምጣት የማይመለስ ብር 100 /አንድ መቶ ብር ብቻ/ በመክፈል መግዛት ይችላሉ፡፡
8. ተጫራቾች የጨረታ ማስከበሪ ዋስትና ቢድ ቦንድ ለሚወዳደሩበት ግንባታ ጠቅላላ ዋጋ የተጫረቱበትን 2 በመቶ በባንክ በተመሠከረ ሲፒኦ ወይም በጥሬ ገንዘብ ማስያዝ አለባቸው፡፡
9. ማንኛውም ተጫራች የሚጫረትበትን የጨረታ ሰነድ ኦርጅናልና ኮፒ በማለት በጥንቃቄ በታሸጉ በ2 የተለያዩ ፖስታዎች በተዘጋጀው የጨረታ ሳጥን ጨረታው ከወጣበት በ22ኛው ቀን 4፡00 ድረስ ማስገባት ይኖርባቸዋል፡፡
10. ጨረታው ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ይህ ማስታወቂያ ከወጣበት በ22ኛው ቀን 4፡00 ላይ ታሽጎ በዚሁ ቀን 4፡30 ላይ ይከፈታል፡፡ይህ ቀን የስራ ቀን ካልሆነ /ዝግ ከሆነ/ በሚቀጥለው የስራ ቀን በተመሳሳይ ሰዓት የሚታሸግና የሚከፈት ይሆናል፡፡ በእለቱ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው ባይገኙም ጨረታውን ከመከፈት አያግደውም፡፡
11. በጨረታ ሰነዱ ላይ ስርዝ ድልዝ ወይም በፍሉድ መጠቀምና አሻሚ ነገሮች ካሉ ከውድድሩ ውጭ ያደርጋል፡፡
12. ተጫራቾች ከአብክመ ውጭ ከሆኑ በአማራ ክልል በሚገኙ ፍቃድ ሰጭ አካል የተሰጠ አጭር ጊዜ ምዝገባ ምስክር ወረቀት ማቅረብ አለባቸው፡፡
13. ተጫራቾች ከአሁን በፊት ግንባታ ጥለው ያልጠፉ፣ ያላቋረጡ፣ ክስ የሌለባቸው መሆን አለባቸው፡፡
14. መ/ቤቱ የተሸለ አማራጭ ካገኘ ጨረታውን በከፊልም ሆነ ሙሉ በሙሉ የመሰረዝ መብቱ የተጠበቀ ነው፡፡ ይህ ሲባል ጨረታው በመሰረዙ ምክንያት ተጫራቾች ለጨረታ ሲወዳደሩ ላወጡት ወጭ ትም/ቤቱ ኃላፊነት የማይወስድ መሆኑን እንገልጻለን፡፡
15. የበለጠ መረጃ ከፈለጉ በስልክ ቁጥር 0332220220 ወይም 0972430212 ደውለው መጠየቅ ይችላሉ፡፡

የጨረታው መለያ ቁጥር 001/2013

የየም ልዩ ወረዳ ጤና ጥበቃ ጽ/ቤት የተለያዩ አገልግሎት የሚሰጥ ስራዎችን በጨረታ አወዳድሮ ለማሰራት ይፈልጋል ::

1. ተጫራቾች በዘርፉ የታደሰ የሥራ ፈቃድና የዘመኑን የሥራ ግብር አጠናቀው የከፈሉበት ማስረጃ፣ የተጨማሪ እሴት ታክስ ተመዝጋቢ፣ የንግድ መለያ ቁጥር/Tin number/ ጨምሮ ማቅረብ ይኖርባቸዋል።
2. ተጫራቾች የጨረታ ማስከበሪያ በባንክ የተረጋገጠ ሲፒኦ/ ከጨረታው ሰነዱ ጋር አያይዘው ማቅረብ አለባቸው፡፡
3. ተጫራቾች ጨረታው በአዲስ ዘመን ጋዜጣ ከወጣበት ዕለት ጀምሮ ዘወትር ለ21 ስራ ቀናት የማይመለስ ብር 100.00 ብር (አንድ መቶ ብር) በመክፈል ሰነዱን መግዛት ይችላሉ።
4. ተጫራቾች የመጫረቻ ሰነዳቸው ፋይናሽያልና ቴክኒካል ኦርጅናልና ኮፒ ለየብቻ በታሸገ ኤንቨሎፕ ይህ ማስታወቂያ ከወጣበት በመጨረሻው ቀን እስከ 4፡00 ሰዓት ድረስ የም ልዩ ወረዳ ፋ/ጽ/ቤት በተዘጋጀ የጨረታ ሳጥን ውስጥ መጨመር ይኖርባቸዋል ።
5. ጨረታው ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት በ21ኛው ቀን 4፡00 ሰዓት ላይ ታሽጎ በዕለቱ 4፡30 ሰዓት በፋ/ጽ/ቤት ውስጥ ይከፈታል ::
6. ጽ/ቤቱ የተሻለ ሁኔታ ካገኘ ጨረታውን በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ነው።
7. አሸናፊው ከተረጋገጠ በኋላ ወዲያውኑ ሌሎች ያስያዙት የጨረታ ማስከበሪያ (ቢድ ቦንድ) ይመለሳል።
8. ተጫራቾች ለእያንዳንዱ ዝርዝር ዋጋ ከቫት ውጭና ከቫት ጋር ያለውን ዋጋ ለይቶ ማስቀመጥ ይጠበቅባቸዋል፡፡
9. የዘገየ ጨረታና በጨረታ መክፈቻ ላይ ያልተነበበ ጨረታ ተቀባይነት የለውም፡፡
10. ተጫራቾች የመወዳደሪያ ሃሳብና ዋጋ ላይ ስምና ፊርማቸውን፣ ቀንና የድርጅቱ ማህተም ማሳረፍ ይኖርባቸዋል፡፡
11. አሸናፊው ተጫራች ሙሉ በሙሉ በውሉ መሠረት ማጠናቀቃቸው ከተረጋገጠ በኋላ ሙሉ ክፍያ ይከፈላቸዋል፡፡
12.  የጨረታ መክፈቻው በበዓላትና በእረፍት ቀን ላይ ከዋለ በሚቀጥለው ቀን ላይ ጨረታው የሚከፈት ይሆናል፡፡
13. የተጫራቾች ያለመገኘት የጨረታውን የመክፈት ሂደት አያስተጓጉለውም::
14. በተጫራቾች ዋጋ ላይ ተንተርሶ ዋጋ ማቅረብ አይቻልም ::
15. ተጫራቾች የሥራ ፈቃዳቸው ያልተሟላ መረጃና የዋጋ ሰነድ ላይ ስርዝ ድልዝ እንዲኖረው አይፈቀድም፡፡
16. ለተደራጁ አነስተኛና ጥቃቅን ማህበራት ተሻሽሎ በወጣው ደንብ ቁጥር 172/2011 በደንቡ መሠረት ቅድሚያ ይሰጣቸዋል፡፡
17.  የየም ልዩ ወረዳ ፋ/ጽ/ቤት ሣጃ ከተማ ሲሆን ከአ/አ 240 ኪሜ ወደ ጅማ በሚወስደው መንገድ ላይ እንገኛለን፡፡
18.  አሸናፊው የሆነ ተጫራች ተቋሙ ቅድሜ ክፍያ ለመክፈል አይገደድም።

2. The Ethiopian Petroleum Supply Enterprise invites sealed bids from eligible bidders for the furnishing the necessary labour, materials and equipment for Installation service of Aluminum Internal Floating Roof (IFR). The Aluminum  Internal Floating Roof (IFR) will be provided by EPSE
3. Bidders shall submit bids for the entire items. Partial offers shall be rejected

Norwegian Church Aid (NCA) is an international organization working for global justice, currently operating in 24 countries. In Ethiopia, NCA is legally registered with Civil Society Organizations Agency as a Foreign Charity. 

NCA has maintained a presence in Ethiopia since 1974, undertaking both emergency and development activities in five thematic programs; namely, Water, Sanitation and Hygiene (WASH), Reproductive Health, Climate Resilience, Humanitarian Response and Peace Building. Currently NCA is working in Oromia, Amhara, Tigray, Somali, the Southern Nations, Nationalities and Peoples’ Region (SNNPR) and Gambela National Regional States and the Addis Ababa City Administration. 

The Humanitarian response program of NCA under Gambella filed office, is implementing WASH Projects particularly Mensuration hygiene management project in Gambella region Jewi refugee camp and part of Gambella town. 

NCA Gambella field office planned to construct two permanent female-friendly latrine with four seats and two iron sheet -superstructure safe space block both in Gambella town and jewi refugee camp using a fund obtained from its own source. Therefore, NCA-G is seeking a wax-sealed bid from eligible and potential contractors who has experience in the area of the assignment. 

ELIGIBILITY: 

1.  Bidders must have renewed trade licence/ certificates for 2012 E.C. (2019/20 G.C.), VAT, TIN, Registration Certificate and other supporting letter/s concerning whether they have paid the taxes for government. RaDO would like to invite interested contractors to bid for the construction of Two Staff Residences at Gure Shembola & Tsore Camp-Asossa.
