1. Bank of Abyssinia interested to develop its headquarters building Project (4B + G + M + 50-60) for the Design Build (DB) Services and / or Works to be procured through Open International Competitive Bid (ICB).
2. The Project Building is located in Addis Ababa City, around the Mexico square area, adjacent to Wabi Shebelle hotel
3. The DB Services and / or Works under these contracts generally consist of design services and construction works of two building components, namely; corporate office and commercial building components.
4. The DB Services and / or Works under these contracts in detail consists of:
a. Relocation of utility lines in the underground and other infrastructures;
b. pre-design services including, but not limited to; development of a detailed design brief, data collection, topographical surveys and interpretation, determination of the optimum building types and space allocations, and development of schedule of accommodations in consultation with the employer sufficient for the conceptual, preliminary and final design Services. All works required to have reports including design report.
c. Design services including Conceptual and Preliminary design services necessary and sufficient to acquire a Building Permit and final design Services at stages necessary and sufficient for the construction works.
d. Construction works of the 4B + G + M + 50-60 headquarters building project.
5. The building shall have an estimated minimum total floor area of 148,180 m² on lot A and 16,034 m2 on Lot B fulfill the minimum FAR requirement of the local development plan and an estimated net floor area of not less than 80% and in no way its maximum total floor area shall be more than 160,000 m2 for block A and 27,000m2 for Block B which may be developed in stages / phases to respect the Bank’s ability to finance.
6. Bidding / tendering shall be conducted through Open International Competitive Bidding (ICB) procedures and is open to all eligible bidders as specified and defined in the Bid / tender Document.

3. Bidding will be conducted through the National Competitive Bidding (NCB), a procedure specified in the World Bank’s Guidelines: Procurement under IDA Credits, and is open to all bidders from eligible source countries as defined in the Bidding documents.

5. Qualification requirements include:
For the bidders;
*Bidders should have the experience on civil construction works and supply and installation of at least three similar natures and size of works in the last five years, supported with names of clients, type and value of contracts.
6. A complete set of Bidding Documents in English may be purchased directly from The Ministry of Water, Irrigation and Energy or The Benishangul – Gumuz Region Bureau of Water, Irrigation and Energy Resources Development, Building No.: Meeting Hall and Regional One WaSH Program Management Unit /PMU/by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of ETB 500.00/Five Hundred Birr/ in cash or cheque against receipt.
7. Bids must be delivered to the address below at or before Dec.24, 2020 at 3:00P.M. Electronic bidding shall not be permitted. Late bids will be rejected.
8. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below on Dec.24, 2020 at 3:30 P.M. All bids shall be accompanied by a Bid Security of (CPO) or Bank Guarantee 800,000.00 in Ethiopian Birr or an equivalent amount in a freely convertible currency. For Bank Guarantee the bidders must use the bank guarantee form included in section IV (Bid Forms) of this bidding document.
9. Bids shall be valid for a period of one hundred twenty (120) days after Bid submission date.

1. The Government of Ethiopia has received a fund towards the cost of Water Supply, Sanitation, and Hygiene Projects proceeds of this portion to payments under the contract for Civil Works Construction, Supply and Installation of Pipes & Fittings, and Supply and Installation of Electro-Mechanical Equipment for Keshaf-Center RPS Kebeles Multi-Village Water Supply, Sanitation and Hygiene Project that includes borehole pumping station, transmission pipelines, service reservoirs, distribution network, auxiliary buildings and other ancillary works and electromechanical works.
