Invitation for Bid

1) The Sunshine Construction Plc. has entered into a Contract Agreement with the Ethiopian Roads Authority for the Construction works of Debre Birhan-Ankober Road Upgrading Project. New road alignment has been proposed and detailed geotechnical investigation was recommended prior to any construction activity due to the nature of the area, which should be Sub-Contracted to the Specialty Sub-Contractor who have sufficient work experience ‘in the areas of geotechnical investigation and related fields.

2) Pursuant to the signed Contract Agreement, Sunshine Construction Plc. now invites eligible bidders to submit a sealed bid for providing the necessary Equipment’s, labor, and material for the geotechnical investigation work for the new road alignment section on the above-mentioned road project (i.e. Debre Birhan-Ankober Road Upgrading Project).

3) The interested bidders can obtain Terms of Reference prepared in Contract language (i.e. English) from the Sunshine Construction Plc. Head office, Contract Administration Department.

4) Bidders shall present a copy of their:

i. Certificate of Registration from the concerned the government body in such areas of Specialization (i.e. Drilling and Geotechnical Investigation work).

ii. Renewed Trade License for the year 2012 E.C.

iii. Tax clearance certificate, which states that bidders can participate in any public tender valid at the bid submission date and VAT Registration certificate.

iv. Registration as a supplier in the list of the mandated public body (i.e. Public Procurement and Property Administration Agency (PPPAA).

5) Bids shall be submitted/delivered to the address indicated below on/or before 14 consecutive working days from the date of the announcement.

NOTICE OF INVITATION TO BIDS FOR ROAD MARKING WORK

  1. FAL General Contractor has signed contract agreement with Addis Ababa City Roads Authority for the construction works of Package 34 Road Project, Lot 1: Bole Bulbula Quarry Entrance -Wereda 12 Intersection-Bulbula 40/60 Condominium Road Project and Package 9 Road Projects; Bole Ayat Site 1, 2, 3, 4 and Ayat Meri Site 4 Condominiums Housing Road Construction Projects (herein after called “the Projects”). FAL General Contractor intends to sublet road marking works of the projects to eligible bidders, experienced in road marking work, to ensure completion of road marking works within short time as per the requirements of the contracts.
  2. The projects are located in Addis Ababa, around Bole Bulbula 40/60 condominium housing and around Ayat 40/60 condominium sites. The work under this bid consists of thermoplastic road marking work for the projects including provision of all materials, plant (equipment), labor and other incidentals necessary for road marking work as per the Specifications of the projects. The period of road marking work for each project is 15 calendar days.
  3. FAL General Contractor now invites experienced eligible bidders in road marking work, which fulfill the following requirements, to submit sealed bids for road marking work mentioned in item(2):

The bidders shall have relevant experience in road marking work and have a certificate of registration from Ministry of Works and Urban Development renewed for 2013 E.C. and other appropriate documentary evidences demonstrating the bidder’s compliance which shall include:-

  • (I) Its trading license renewed for 2013 E.C;
  • (ii) Its tax clearance certificate valid at least at bid submission date that permits the bidder to participate in any public tender, and VAT registration certificate; and
  • (iii) Registration as supplier in the list of the mandated public body, i.e. Public Procurement and Property Administration Agency (PPPAA)

4. Bidding will be conducted through the Local Competitive Bidding (LCB) procedure, specified in the bidding documents, and is open to all eligible bidders. The detail qualification criteria are stated in the bidding document.

5.   5. ተጫራቾች የሚወዳደሩበት ዋጋ በፖስታ በማሽግ ይህ የጨረታ ማስታወቂያ ከወጣበት ቀን ጀምሮ ለ21 ተከታታይ ቀናት ውስጥ ከካፋ ዞን ሳይለም ወረዳ ፋይ/ኢኮ/ልማ/ጽ/ቤት ቢሮ ቁጥር 4 በመቅረብ ለዚህ በተዘጋጀው ጨረታ ሳጥን ውስጥ ማስገባት የሚችል፣

  9. እያንዳንዱ ተወዳዳሪ ማሸነፉን ሲያረጋግጥ ዕቃዎቹን ለሳይለም ወረዳ ፋይናንስ ጽ/ቤት በጥራት ኮሚቴ ጥራቱ ሲረጋገጥ ንብረት ክፍል ማስረከብ የሚችል፡፡

ስለዚህ በጨረታው ለመሳተፍ የምትፈልጉ ተጫራቾች፡

1. ተጫራቾች በዘርፉ የታደሰ ሕጋዊ የንግድ ፈቃድ፣ የተጨማሪ እሴት ታክስ፣ የምዝገባ ሰርተፍኬት፣ የገንዘብና ኢኮኖሚ ልማት ሚኒስቴር፣ የምዝገባ የምስክር ወረቀት የአገር ውስጥ ገቢ የድጋፍ ደብዳቤ ማስረጃና እንዲሁም ለቀለም ቅብና ለብረት አጥር ስራ የምትወዳደሩ ከያዝነው ዓመት በፊት ያለ የሁለት ዓመት የስራ አፈጻጸም መያያዝ ይኖርበታል።

2.ለሚወዳደሩባቸው የአገልግሎት አይነቶች የጨረታ ማስከበሪያ ዋስትና ለሁሉም ሎቶች በመወዳደሪያ ሰነዱ ላይ የተጠቀሰውን በሲፒኦ ወይም በባንክ የተረጋገጠ የባንክ ዋስትና ማስያዝ ይጠበቅባቸዋል።

3. ተጫራቾች የጨረታውን ሰነድ ይህ ማስታወቂያ ከወጣበት ቀን ጀምሮ ስንግድ ባንክ ቁጥር 1000002565173 የጨረታ ሰነድ ለመግዛት የሚያስችል ብር 100 /አንድ መቶ ብር/ በትምህርት ቤቱ አዲስ ህንፃ ላይ 2ኛ ፎቅ በሚገኘው የፋይናንስ ክፍል ደረሰኝ በማስቆረጥ በዚሁ ፎቅ ላይ በሚገኘው ቢሮ ቁጥር 209 ከግዥ ክፍል የጨረታ ሰነዱን መግዛት የምትችሉና እስከ ጨረታ መዝጊያው ቀንና ሰዓት ድረስ ሰነድ ማስገባት የምትችሉ መሆኑን እንገልፃለን።

4. የጨረታ ሰነድ አቀራረቡ ቴክኒካል ሰነድ ኦርጅናል 1 ቴክኒካል ሰነድ ቅጂ፣ 1 የፋይናንሻል ሰነድ ኦርጅናል 1 የፋይናንሻል ሰነድ ቅጂ፣ እንዲሁም ሲፒኦ ለብቻው የታሸገ መሆን አለበት፡፡

5. ተጫራቾች የሚጫረቱበትን ዋጋ መግለጽ የሚችሉት የጨረታውን ሰነድ በሰም በታሸገ ኤንቨሎፕ ከአስፈላጊው ማስረጃ ጋር በማያያዝ ጨረታው ከወጣበት ቀን ጀምሮ በሰንጠረዥ እስከ ተቀመጠው የመዝጊያ ቀንና ሰዓት ድረስ ብቻ ነው።

  3. የጨረታ ሰነዱን በአራዳ ክ/ከ/ህንጻ ኮንስትራክሽን ጽ/ቤት 3ተኛ ፎቅ ላይ ከላይ የተዘረዘሩትን መረጃዎች ዋናና ኮፒ በመያዝ ዘወትር በሥራ ቀንና ሰዓት የጨረታ ሰነዱን መውሰድ ይችላሉ።
  4. ተጫራቾች አንድ ዋናና ሁለት ኮፒ የፋይናንሽያል ጨረታ ሰነድ በተለያየ ኤንቬሎፕ በማዘጋጀትና በሰም በማሸግ በአራዳ ክ/ከ/ህንጻ ኮንስትራክሽን ጽ/ቤት 3ተኛ ፎቅ ለዚሁ ተግባር በተዘጋጀው ሣጥን ውስጥ ከላይ በተጠቀሰው ጊዜ ማስገባት ይኖርባቸዋል፡፡
  5. ጨረታው በዚሁ ዕለት ከጠዋቱ 4፡30 ሰዓት ላይ በአራዳ ክ/ከ/ህንጻ ኮንስትራክሽን ጽ/ቤት3ተኛፎቅተጫራቾች ወይም ህጋዊ ወኪሎቻቸው ባሉበት ይከፈታል፡፡
  6. ማንኛውም ተጫራቾች በተራ ቁጥር ሁለት (2) ላይ የተጠቀሱትን ሰነዶች በፋይናንሻል ኦሪጅናል ሰነድ ውስጥ ማስገባት ይኖርባቸዋል፡፡
  7.  ስርዝ ድልዝ ኖሮት ካልተፈመ፣ በፍሉድ የጠፋ ሰነድ፣ በሰም ያልታሸገ ሰነድ ከጨረታው ያሰርዛል፡፡
  8.  መስሪያ ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውን በሙሉ ወይም በከፊል የመሠረዝ መብቱ የተጠበቀ ነው።
  9. ተጨማሪ ማብራሪያ ከፈለጉ በክፍለ ከተማው አስተዳደር ህንጻ ኮንስትራከሽን ጽ/ቤት በግንባር በመቅረብ መረዳት ይችላሉ፡፡

  8. ተጫራቾች ተወዳድረው ያሸነፉበትን የግንባታ ዕቃ ሁሉ በራሳቸው ወጪ ማቅረብ አለባቸው።

1. The Government of Ethiopia has received loan from IDA towards the cost of Projects under OWNP Phase II and part of the funds cover eligible payments under the contract for drilling and construction of water wells of water supply projects.

  7. ተጫራቾች የጨረታ ሰነዱን ለእያንዳንዱ ሎት የማይመለስብር 200 (ሁለት መቶ ብር) በመከፈልና በጥቃቅን የተደራጁከሆኑም ከአደራጃቸው መስሪያ ቤት የተደራጁበትን ዓመተምህረት በመጥቀስና የድጋፍ ደብዳቤ በመጻፍ ሙግዛት ይቻላል፡፡ተጫራቾች የመወዳደሪያ ሰነዳቸውን በታሸገ ኤንቨሎፕ በማድረግይህ ማስታወቂያ በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ ባሉትለ21ቀናት በአየር ላይ የሚውል ሲሆን በ22ኛው ቀን ከጠዋቱ3፡30 ሰዓት ይታሸግና በዚሁ ቀን ከጠዋቱ 4፡00 ሰዓት ይከፈታል፡፡ጨረታው ሲከፈት ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው ባይገኙጨረታውን ከመከፈት እያስተጓጉልም፡፡ ጨረታው የሚከፈትበትቀን የበዓል ቀን ከሆነ በሚቀጥለው የስራ ቀን ታሽጎ በተጠቀሰውሰዓት ይከፈታል፡፡
  8. የጨረታ ሰነዱን ጨረታው ከወጣበት ቀን ጀምሮ ዘወትር በስራሰዓት ብቸና ከተማ አስ/ገ/ኢ/ል/ጽ/ቤት ግ/ፋ/ን/አስ/ቡድን ቢሮቁጥር 1 መውሰድ የሚቻል መሆኑንና ለእያንዳንዳቸው ሎቶችእርጅናልና ኮፒን በመለየት በአንድ ፖስታ በማሽግ እስከ 22ኛው ቀንከጠዋቱ 3፡30 ሰዓት ድረስ ማስገባት ይኖርባቸዋል፡፡ በተጨማሪምተጫራቾች የሚጫረቱበትን የሎት ቁጥር፣ ፊርማ፣ ማህተም፣ ስምናአድራሻ በፖስታቸው ላይ እና በሰነዱ ላይ ሙግለጽ አለባቸው፡፡እንዲሁም በግንባታ ግዥው የግንባታ ብቃት ማረጋገጫ ከአማራክልል እና ከፌዴራል ውጭ የሆነ አሽናፊ ተጫራች ካለ የግንባታውልን በሚይዝበት ወቅት የግንባታ ግዥው ባወጣው ክልል ውስጥየቅርንጫፍ ጽ/ቤት ሰርፍኬት ማቅረብ አለበት፡
  9. . ለሁሉም ሉቶች ለተጠቀሰው ግዥ በእንግሊዘኛ የቀረበ የጨረታሰነድ ካለ አሸናፊው ውል ሲይዝ በአማርኛ ማስተርጎም አለበትማንኛውንም የግንባታ እቃዎችና የሰው ሃይል አሸናፊው ራሱን ችሎየሚሰራ መሆን አለበት፡፡

8. Bids must be accompanied by a bid security of not less than 1% of the bid price for a singlelot in Ethiopian Birr in the form of Bank Guarantee or CPO by the name of Oromia Water& Energy Resource Development Bureau.

9. Bureau reserves the right to reject all or part of the bid.
