  1.  The Federal Supreme Court, Purchasing Division has funds within the procuring Entity’s budget to be used for the design and consultancy of database center building for federal courts of Ethiopia.
  2. The Federal Supreme Court invites registered, Designers and Consultants, with their professional and trade license valid for the year 2012 E.C, registered for VAT and having tax clearance certificate and any relevant professional practice certificate, Registration as a supplier in the list of the mandated public body, i.e. public Procurement and Property Agency (PPPAA) website, www.ppa.gov.et  and its trading license to submit sealed bids for providing the necessary labor, materials and equipment for the supply of the following project: design and consultancy of database center building for federal courts of Ethiopia.

The Ethiopian Roads Authority now invites suitably qualified consulting firms to submit sealed expression of interest letter for the above Services. INVITATION FOR INTERNATIONAL BID

Procurement Reference Number: BOA/PD/O-ICB-01/2020/21

1. Bank of Abyssinia interested to develop its headquarters building Project (4B + G + M + 50-60) for the Design Build (DB) Services and / or Works to be procured through Open International Competitive Bid (ICB).

2. The Project Building is located in Addis Ababa City, around the Mexico square area, adjacent to Wabi Shebelle hotel

3. The DB Services and / or Works under these contracts generally consist of design services and construction works of two building components, namely; corporate office and commercial building components.

4. The DB Services and / or Works under these contracts in detail consists of:

  • a. Relocation of utility lines in the underground and other infrastructures;
  • b. pre-design services including, but not limited to; development of a detailed design brief, data collection, topographical surveys and interpretation, determination of the optimum building types and space allocations, and development of schedule of accommodations in consultation with the employer sufficient for the conceptual, preliminary and final design Services. All works required to have reports including design report.
  • c. Design services including Conceptual and Preliminary design services necessary and sufficient to acquire a Building Permit and final design Services at stages necessary and sufficient for the construction works.
  • d. Construction works of the 4B + G + M + 50-60 headquarters building project.

5. The building shall have an estimated minimum total floor area of 148,180 m² on lot A and 16,034 m2 on Lot B fulfill the minimum FAR requirement of the local development plan and an estimated net floor area of not less than 80% and in no way its maximum total floor area shall be more than 160,000 m2 for block A and 27,000m2 for Block B which may be developed in stages / phases to respect the Bank’s ability to finance.

6. Bidding / tendering shall be conducted through Open International Competitive Bidding (ICB) procedures and is open to all eligible bidders as specified and defined in the Bid / tender Document.

7. A complete set of bidding document may be purchased / collected by invited bidders on the submission of a written application to the address below and upon a payment of nonrefundable fee of ETB 500.00 (Five Hundred Ethiopian Birr) or equivalent USD amount.

10. All bids must be accompanied by a Bid Security of USD 50,000.00 or ETB 1,800,000.00 in Certified Cheque (CPO) or unconditional Bank guarantee countered by local bank. Bid securities issued by foreign banks or financial institutions shall be counterguaranteed by an Ethiopian bank.

11. Late bids will be rejected. Responsiveness and qualification information and bid security of the bidders shall be opened first in the presence of all bidders’ representatives who chose to attend, at the address of: Bank of Abyssinia Board Room, RAS Building, 2nd floor, on the final date of the bid submission; that is, January 26, 2021 at 5:00 (time) as stated in the BDS.

ስለሆነም

  1.  በዘመኑ የታደሰ ህጋዊ የንግድ ፍቃድ ያላቸው፣ የግብር ከፋይ መለያ ቁጥር (TIN) ያላቸው
  2. የግዥው መጠን ከ200,000 /ሁለት መቶ ሺህ ብር/በላይ ከሆነ የተጨማሪ እሴት ታክስ የተመዘገቡና መረጃ ማቅረብ የሚችሉ፣
  3. የሚገዙ እቃዎችን አይነትና ዝርዝር እስፔስፍኬሽን ከጨረታ ሰነዱ ላይ ማግኘት ይችላሉ
  4. ጨረታው በሎት ስለሆነ ነጣጥሎ ወይም ከፋፍሎ መሙላት ከውድድር ውጭ ያደርጋል፣
  5. ተጫራቾች የጨረታ ሰነዱን ለመግዛት ለእያንዳንዱ የጨረታ ሰነድ የማይመለስ የኢትዮጵያ ብር 50/ሀምሳ ብርበመክፈል አንጎት ወረዳ ገ/ኢ/ት/ጽ/ቤት የግ/ን/አስ ቡድን ቢሮ ቁጥር 4 ይህ የጨረታ ማስታወቂያ በአዲስ ዘመን ጋዜጣ ከወጣት ቀን ጀምሮ ዘወትር በስራ ሰዓት መግዛት ይቻላል ፡፡
  6. ማንኛውንም ተጫራች የጨረታ ማስከበሪያ የሚወዳደሩበትን እቃ ከሞሉት ጠቅላላ ዋጋ ቫትን ጨምሮ 2% በባንክ በተረጋገጠ ትእዛዝ ሲፒኦ ወይም በሁኔታ ላይ ያልተመሰረተ የባንክ ዋስትና ቢድ ቦንድ ወይም በጥሬ ገንዘብ በደረሰኝ በመቁረጥ ፖስታው ውስጥ አሽጎ አያይዞ/ማቅረብ ይኖርበታል፡፡
  7. ማንኛውም ተጫራች ጨረታ የሞላበትን ሰነድ በጥንቃቄ በታሸገ ፖስታ አንዱን ዋና፣አንዱን ኮፒ /ቅጅ/ በማለት አ/ወ/ገ/ኢ/ት/ጽ/ቤት ቢሮ ቁጥር 4 ለዚሁ ተብሎ በተዘጋጀ የጨረታ ሳጥን ዘወትር በስራ ሰዓት ይህ የጨረታ ማስታወቂያ በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ ማስገባት ይችላሉ፡፡
  8.  ጨረታው ተጫራቾች ህጋዊ ወኪሎቻቸው በተገኙበት በአ/ወ/ገ/ኢ/ት/ጽ/ቤት ቢሮ ቁጥር 4 ማስታወቂያው በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ ከሎት 1-10 በ16 ቀን እና ሎት 11 22ኛው ቀን 400 ሰዓት ታሽጎ 430 ላይ ይከፈታል፡፡
  9. አሸናፊው ተጫራች ውጤቱ በማስታወቂያ ከተገለጸበት ቀን ጀምሮ ከ5 የስራ ቀናት በኋላ ባሉት 5 ተከታታይ ቀናት ውስጥ ያሸንፉበትን ጠቅላላ ዋጋ 10% በማስያዝና እቃዎችን ለማቅረብ አን/ወ/ሴ/መ/ቤቶች ባሉት የፑል ንብረት ክፍሎች ለማስረከብ ውለታ መውሰድ ይኖርባቸዋል፡፡
  10.  የጨረታ መክፈቻ የመጨረሻ ቀን ዝግ ከሆነ ወደ ሚቀጥለው የስራ ቀን ይሸጋገራል፡፡
  11. ስለጨረታው ዝርዝር ሁኔታ መረጃ ካስፈለገ አ/ወ/ገ/ኢ/ት/ጽ/ቤት የግዥ ንብ/አስ/ ቡድን በአካል በመገኘት ወይንም በስልክ ቁጥር 033 831 90 62 በመደወል መጠየቅ ይችላሉ፡፡
  12. መ/ቤቱ የተሻለ አማራጭ መንገድ ካገኘ ጨረታውን ሙሉ በሙሉም ሆነ በከፊል የመሰረዝ መብት አለው።

በአማራ ብሄራዊ ክልላዊ መንግሥት የላልይበላ/ከ/አስ/ር/ከ/ል/ቤ/ኮ/አገ/ት/ጽ/ቤት ስር የግ/ፋይ./ንብ/አስ/ቡድን በCIP በተያዘ በጀት ቀበሌ የጠጠር መንገድ GC&RC

  • (ሎት 1 )፣ ደረጃ 9 እና በላይ ሲሆኑ ሥራ ተቋራጭ እንዲሁም በሮሀ ቀበሌ Basement+G+2 ቢሮ ግንባታ የዲዛይንና የማማከር ሥራ(ሎት ) ለሚሠሩ ተቋራጭ ደረጃ 6 እና  በላይ እንዲሁም የመንገድ መብራት ፓውዛ ሎት(2)፣ ኤሌክትሮኒክስ  ዕቃዎች ለ3ኛ ጊዜ (ሎት) በግልጽ ጨረታ አወዳድሮ ካሸናፊው ውል በመያዝ መግዛትና ማሠራት ይፈልጋል።

ስለሆነም፡-

  1. ተጫራቾች የ2013 የታደሰ የንግድ ፈቃድ ፣የምዝገባ የምስክር ወረቀት ፣የግብር ከፋይ መለያ ቁጥር /ቲን ነምበር። የቫት የምዝገባ የምስከር ወረቀት፣ ለጠጠር መንገድና ለዲዛይንና ለማማከር ሥራ ብቃት ማረጋገጫ የመልካም ሥራ አፈፃፀም ማቅረብ ይኖርባቸዋል፡፡
  2. ተጫራቾች በጨረታው ለመሳተፍ ከላይ በተራ ቁጥር 1  የተጠቀሱትንና የሚመለከታቸውን መረጃዎች ፎቶ ኮፒ በማድረግ ከሚመረቱባቸው ሰነዶች ጋር አያይዘው ማቅረብ ይጠበቅባቸዋል፡፡
  3. ለጠጠር መንገድና ለዲዛይንና ማማከር ሥራ ተጫራቾች ጨረታው በአዲስ ዘመን ጋዜጣ በአየር ላይ ከዋለበት ቀን ጀምሮ ለ21 ተከታታይ ቀናት ክፍት ሆኖ ቆይቶ በ22ኛው ቀን ከጠዋቱ 400 ታሽጎ ተጫራቾች/ህጋዊ ወኪሎቻቸው በተገኙበት በላልይበላ ከተማ አስተዳደር/ከ/ል/ቤ/ኮ/አገ/ት ጽ/በት /የግ/ፋይ/ንብ/አስ/ቡድን ቢሮ ቁጥር 10 በ4:30 ላይ የሚከፈት ሲሆን፤ የመንገድ መብራት ፓውዛና ኤሌክትሮኒክስ ዕቃዎች ከሆነ በሚቀጥለው የሥራ ቀን በተመሳሳይ ሰዓት ይከፈታል፡፡
  4. ለጠጠር መንገድና ለዲዛይንና ማማከር ስራ ተጫራቾች ይህ  ጨረታ በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ ዘወትር በስራ ስዓት እስከ 21 ኛው ቀን 11:30 ድረስ በላልይበላ ከተማ አስተዳደር /ከ/ል/ቤ/ኮ/አገ/ት/ጽ/ቤት/የግ/ፋይ/ንብ/ አስ/ቡድን ቢሮ ቁጥር 10 በመምጣት የጨረታ ሰነዱን በብር 100.00/አንድ መቶ/ብር በመክፈል መግዛት የሚችሉ ሲሆን፤ የመንገድ መብራት ፓውዛና ኤሌክትሮኒክስ ዕቃዎች ደግሞ ከላይ በተገለጸው የገንዘብ መጠን ዘወትር በሥራ ስዓት አስከ 15ኛው ቀን 11፡30 ድረስ በመምጣት የጨረታ ሰነዱን መግዛት ይችላሉ።
  5. የጨረታ ሰነዱን የገዙ ተጫራቾች የጨረታ ማስከበሪያ ዋስትና በቁርጥ ዋጋ ለጠጠር መንገድ ብር 9029፣ ለዲዛይንና ማማከር ሥራ 7000፣ መንገድ መብራት ፓውዛ 5900፣ ኤሌክትሮኒክስ ዕቃዎች 3000 በባንክ በተረጋገጠ የክፍያ ትዕዛዝ ሲፒኦ/ ወይም በሁኔታ ላይ ያልተመሰረተ የባንክ ዋስትና ወይም በጥሬ ገንዘብ በማስያዝ በፖስታ አሽገው በጨረታ ሳጥን ውስጥ ማስገባት አለባቸው፡፡
  6. ለዲዛይንና ማማከር ሥራ ተጫራች የጨረታ ሃሳባቸውን 1 ወይም ወጥ በሆነ 2 ቅጅዎች ማለትም ዋና እና ቅጅ በማለት ለቴክኒካልና ለፋይናንሻል ለእያንዳንዳቸው ለየብቻ በጥንቃቄ በታሸገ ፖስታ የላሊበላ ከተማ አስተዳደር/ከ/ል/ቤ/ኮ/አገ/ት/ጽ/ ቤት /የግ/ፋይ/ንብ/አስ/ቡድን የጨረታ ኮሚቴው ባዘጋጀው  የጨረታ ሳጥን ውስ እስከ 22ኛው ቀን 4፡00 ድረስ ማስገባት የሚኖርሳቸው ሲሆን፤ ለጠጠር መንገድሥራከላይ በተገለጸው ተመሳሳይ ቀንና ስዓት ለፋይናንሻል ብቻ ዋና እና ቅጅ በማለት ማስገባት የሚኖርባቸው ሲሆን፤ በሌላ በኩል ደግሞ የመንገድ መብራት ፓውዛና ለኤሌከትሮኒክስ ዕቃዎች እስከ 16ኛው ቀን  ድረስ ከላይ በተገለጸው ተመሳሳይ ቀንና ሰዓት ለፋይናንሻል ብቻ ዋና እና ቅጅ በማለት ማስገባት ይኖርባቸዋል።
  7. አሸናፊ ስሆነው ተጫራች ለሚሠራው ሥራ እንዲሁም ለሚያቀርበው ዕቃ 10% የውል ማስከበሪያ በማስያዝ በፍትህ   ጽ/ቤት በመቅረብ ቅድሚያ ውለታ መውሰድ አለበት፡፡
  8. ተጫራቾች ያሸነፉትን ሥራ እንዲሁም ለሚያቀርበው ዕቃ  በውሉና በሥራ ዝርዝሩ እንዲሁም በስፔስፍኬሽኑ መሰረት በጥራት ካላስረከበ ያስያዘው የውል ማስከበሪያ ዋስትናውርስ ይሆናል፡፡
  9. ተጫራቾች ያሸነፉትን የመንገድ መብራት ፓውዛና ለኤሌክትሮኒክስ ዕቃዎች በራሳቸው በአሸናፊዎች ሙሉ ወጪ  የላልይበላይ ከተ/አስ/ር ከ/ል/ቤ/ኮ/አገ/ት/ጽ/ቤት ድረስ ማቅረብ ይጠበቅባቸዋል፡፡
  10. ተጫራቾች በጨረታው ላይ ማብራሪያ/ማሻሻያ ጥያቄ ካላቸው ለጠጠር መንገድ ሥራና ለዲዛይንና የማማከር ሥራ ከጨረታው የጊዜ ገደብ ከ15 ቀን በፊት ማቅረብ የሚኖርባቸው ሲሆን፤ የመንገድ መብራት ፓውዛና ለኤሌከትሮኒክስ ዕቃዎች ከጨረታው የጊዜ ገደብ ከ10 ቀን በፊት ማቅረብ ይኖርባቸዋል።
  11. የኤሌከትሮኒከስ እና የመንገድ መብራት ፓውዛ የጨረታ ዋጋ ጸንቶ የሚቆዩበት ጊዜ ጨረታው ከተከፈተበት ቀን ጀምሮ ለ40 ቀን ፀንቶ የሚቆይ ሲሆን፤ የዲዛይንናስማማከር ሥራናለጠጠር  መንገድ ሥራ ደክሞ ለ60 ቀናት ጸንቶ የሚቆይ ይሆናል፡፡
  12. ተጫራቾች ከዚህ በፊት ጨረታ አሸናፊ ሆነው እንደውላቸው  ያላጠናቀቀ ወይም ከታወቀ ተቋም ዕገዳ የተደረገባቸውን አያሳትፍም።
  13. ማንኛውም ተጫራች የጨረታ ሰነድ ሊሞላ ስርዝ ድልዝ ማድረግና ያጨረታ ሰነዱ ላይ ዋጋ ሳይሞሉ ከፍት በማደረግ ከጨረታ ውድድር ውጪ ያስደርጋል፡፡
  14. መ/ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውን በከፊልም ሆነ ሙሉ በሙሉ የመሠረዝ መብቱ የተጠበቀ ነው፡፡
  15. ተጫራቾች ስለጨረታው ዝርዝር መረጃ ከፈለጉ የግ/ፋይ/ንብ/ አስ/ር ቡድን ድረስ በአካል በመገኘት ወይም በስል ቁጥር፡03333360016/033 3360728 በመደወል ማግኘት ይችላሉ።

7ተጨማሪ የማወዳደርያ ሰነዳቸው ላይ የግዥውን አይነት በመጥቀስ ፊርማና ማህተም በእያንዳንዱ ገፅ ላይ በማድረግ ቴክኒካልና ፋይናንሻል በተለያዩ ፖስታ በማሸግ ኦርጅናልና ኮፒ ማቅረብ አለበት።
8ተጫራቾች ይህ ማስታወቂያ ለመጀመሪያ ጊዜ በጋዜጣ ከወጣበት ቀን ጀምሮ በተገለፀው የመጨረሻ የጨረታ ማቅረቢያ ጊዜ ድረስ ባሉት ተከታታይ 15 የስራ ቀናት ውስጥ የጨረታ ኤንቨሎፖች የፌደራል የተቀናጀ መሠረተ ልማቶች ማስተባበሪያ ኤጀንሲ 2ኛ ፎቅ በሚገኘው ቢሮ ግዥ ክፍል ለዚሁ በተዘጋጀው የጨረታ ሳጥን ውስጥ ማስገባት ይኖርባቸዋል፡፡
9የጨረታው ሳጥን ከላይ በተገለፀው የጨረታው የመጨረሻ ማቅረቢያ ቀን እና ሰዓት ላይ ተዘግቶ በዚሁ እለት የመክፈቻ ሠዓት ላይ 2ኛ ፎቅ በሚገኘው የኤጀንሲው የስብሰባ አዳራሽ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት የመክፈቻ ስነስርዓት ይካሄዳል፡፡
10ከላይ የተገለፀው የጨረታው መዝጊያ እና መክፈቻ ቀን የስራ ቀን ካልሆነ በሚቀጥለው የስራ ቀን የሚዘጋ እና በዕለቱ የሚከፈት ይሆናል፡፡
11በጨረታው አሸናፊ የሚሆነውን በስራ ልምድና እውቀት የተመረጠና ዝቅተኛ ዋጋ ያቀረበ ይሆናል፡፡
12ኤጀንሲው የተሻለ ዘዴ ካገኝ ጨረታውን በመሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ነው::
13የማይመለስ ብር(200) ሁለት መቶ በመክፈል ሰነዱን መግዛት ይችላሉ፡፡

የኢትዮጵያ ስፔስ ሳይንስና ቴክኖሎጂ ኢንስቲትዩት ለሚያሰራቸው የግንባታ ሥራዎች የምክር አገልግሎት ግዥ ጨረታ አወዳድሮ ማሰራት ይፈልጋል።

በዚህ መሠረት፡

በምስ/ጐጃም ዞን በደ/ማርቆስ ከተማ የጐዛምን ሁለ/የገ/ኃ/ሥ/ማ/ዩኒዬን ኃ.የተ. ለሚያስገነባው የአግሮ ሜካናይዜሽን አገልግሎት ማዕከል ግንባታ የግንባታ አማካሪ ደረጃ 5 እና በላይ የሆኑ ተወዳዳሪዎችን በጨረታ አወዳድሮ መቅጠር ይፈልጋል::

ስለሆነም፡-

  1. በዘመኑ የታደሰ ንግድ ፈቃድ ያላቸው እና የግብር ከፋይ ምዝገባ ሰርተፊኬት ያላቸው፣
  2. የተጨማሪ እሴት ታክስ ምዝገባ የምስክር ወረቀት ማቅረብ የሚችሉ፣
  3. ደረጃ 5 የታደሰ የግንባታ አማካሪ ምዝገባ ሰርተፊኬት ያላቸው፣
  4. ተጫራቾች የጨረታ ማሰከበሪያ የጠቅላላ ዋጋውን 2 በመቶ በባንክ በተረጋገጠ ሲፒኦ ማስያዘ አለባቸው::
  5. ተጫራቾች አሸናፊ ሆነው ሲመረጡ ያሸነፉበትን ጠቅላላ ዋጋ 10 በመቶ የውል ማስከበሪያ ማስያዝ ይጠበቅባቸዋል::
  6. ማንኛውም ተወዳዳሪ ጨረታ ከፍቶ አሸናፊውን በመለየት የስራ ውል ማዘጋጀት፣ ግንባታ ክትትል ማድረግ፣ የክፍያ ሰርተፊኬት ማዘጋጀት እና በዩኒዬኑ የሚገነቡ ተናንሽ የግንባታ ስራዎችን በሙያው ማገልገል የሚችሉበትን ወርሀዊ አገልግሎትን ዋጋ መሙላት ይኖርባቸዋል::
  7.  ህጋዊ የመንግስት ተቋማትና ኅብረት ሥራ ማሀበራት ያለምንም ተጨማሪ የንግድ ፈቃድ መሳታፍ ይችላሉ፣
  8. አሸናፊው የሚለየው የቴክኒክ መስፈርቶችን ከ100 በመያዝ እስከ 80 በመቶ እና በለይ ያመጡትን ተወዳዳሪዎች ለቀጣይ የዋጋ ውድድር እንዲያልፉ ይደረጋል:: በዋጋ ውድድሩ ወቅት ዝቅተኛ ዋጋ ያቀረበ ተወዳዳሪ የጨረታው አሸናፊ ይሆናል:: 80 በመቶ እና በላይ ያመጣ የቴክኒክ ማወዳደሪያ በዋጋ ላይ ለመወዳደር የሚያስችል ነጥብ እንጅ የዋጋ ውድድር ላይ የሚደመር አይደለም::
  9. የጨረታ ሠነዱ የሚገባው በአንድ ኦሪጅናል እና ሁለት ኮፒ ሲሆን ኦሪጅናል የቴክኒክ መወዳደሪያው ለብቻ በአንድ ፖስታ ሌሎች ሁለት ፓስታዎች በየብቻ ፖስታ በማድረግ ሦስቱ የቴክኒክ ፖስታዎችን እንደገና በአንድ ትልቅ ፖስታ ማድረግ፣ አንድ ኦሪጅናል እና ሁለት ኮፒ የዋጋ /ፋይናንሺያል/ መወዳደሪያዎችንም በተመሣሣይ መልኩ ለየብቻ በፖስታ ካደረጉ በኋላ ሦስቱንም በአነድ ትልቅ ፖስታ አድርጐ እንደገና ቴክኒክና የፋይናንስያ ፖስታዎችን በሌላ ትልቅ ፖስታ ውስጥ አድርጐ በድርጅቱ ማኅተም በተዘጋጀ ፖስታ በማሸግ ዩኒዬኑ ባዘጋጀው የጨረታ ሳጥን ውስጥ ማስገባት አለባቸው::
  10. ከላይ አስፈላጊ ናቸው ተብለው የተጠየቁ ሰነዶችን ሊነበብ በሚችል ኮፒ በማሰራት ከዋጋ ማቅረቢው ጋር በፖስታ በማሸግ ማቅረብ አለባቸው፣
  11. በጨረታው የሚሳተፉ ተጫራቾች የማይመለስ ብር 500 በመክፈል ይህ ማስታወቂያ በጋዜጣ ከወጣበት ቀን ጀምሮ ባሉት 15 ተከታታይ የስራ ቀናት ቅዳሜን ጨምሮ የጨረታ ዝርዝሩን ሠነድ ከጐዛመን ዩኒዬን ዋና ጽ/ቤት ዘወትር በስራ ሰአት ቢሮ ቁጥር 01 እስከ 11፡30 ድረስ መውሰድ ይችላሉ::

የደብረ ብርሃን ከተማ አስተዳደር ከተማ ልማት ቤቶች ኮንስትራክሽን አገልግሎት ፅ/ቤት በሚያስገነባቸው

  1. ሎት -01 ዘመናዊ የደረቅ ቆሻሻ ማስወገጃ ግንባታ ስራ የማማከር አገልግሎት ( Land fill & contract Management )
  2. ሎት 02 የመንገድ ዳር ላይ መብራት ዝርጋታ ስራ የዲዛይንና የግንባታ ቁጥጥር ስራ (Street Light Design and Contract Management) ለማሰራት በየሎቱ በስራው በቂ ልምድና ፍላጎት ያላቸውን አማካሪዎችን ቅድመ መረጣ (shor list) በማድረግ አወዳድሮ ለማሰራት ይፈልጋል።

የስራው ዓላማ፡ የስራው ዓላማና ዝርዝር ስራዎቹ በቢጋር (TOR) ላይ  እና በመወዳደሪያ ሃሳብ ማቅረቢያ (Request for proposal) ሰነድ ውስጥ ተዘርዝሮ ቅድመ መረጣቸውን ለሚያልፉ ተወዳዳሪዎች (short listed firms)ይሰጣል

በመሆኑም ከላይ በተጠቀሰው ስራ ላይ ለመወዳደር ፍላጎት እና በስራው ላይ በቂ ልምድ ያላችሁ ለቅድመ መረጣ /short list/ ለማድረግ የሚያስፈልጉ ከዚህ በታች የተጠቀሱትን ማስረጃዎች በማቅረብ ፍላጎታችሁን እንድትገልፁ ይጋብዛል፡፡

  1. በዘርፉ የዘመኑ የታደሰ ህጋዊ የንግድ ሥራ ፈቃድ፣ የተጨማሪ እሴት ታክስ (VAT) ከፋይነት ፣ የግብር ከፋይነት መለያ/TIN/፤ የሙያ ብቃት ማረጋገጫ ምስክር ወረቀት ከዋናው ጋር የተገናዘበ ኮፒ ከዚህ በፊት በዲዛይን ስራ እና ማማከር ስራ ላይ በቂ ልምድ ያለው ለመሆኑ ማስረጃ የሚያቀርብ
  2. ለዲዛይን ስራ እና ለማማከር ስራ ሊያሰማራቸው የሚችሉ ቁልፍ ባለሙያዎች የትምህርት ዝግጅትና የስራ ልምድ ማስረጃ የሚያቀርብ
  3. ሌሎች ለቅድመ መረጣ /short list/ ውድድር ላይ ያግዛሉ የሚባሉ የአማካሪ ድርጅቱን የመፈፀም አቅም ደረጃ፣መሳሪያና ቁሳቁስ የሚያስረዱ ማስረጃዎችን የሚያቀርብ ይህ የፍላጎት መግለጫ / Expression of Interest/ ማስታወቂያ በጋዜጣ ከወጣበት ቀን ጀምሮ ባሉት 15 ተከታታይ ቀናት ውስጥ በእያንዳንዱ ሎት ለየብቻ በታሸገ ፖስታ ከጥዋቱ 400 ድረስ ብቻ በደ/ብርሃን ከተማ አስተዳደር ከተማ ልማት ቤቶች ኮንስትራክሽን አገልግሎት ፅ/ቤት ግዥና ፋይናንስ ንብረት አስተዳደር ቡድን ግዥ ኦፊሰር ቢሮ ማስረከብ ይኖርባቸዋል፡፡ ከጥዋቱ 430 ቅድመ መረጣ (short List) ማድረግ ይጀምራል። ቅድመ መረጣው እንደተጠናቀቀ በየሎቱ ቅድመ መረጣውን ላለፉ ወይም ለተመረጡት /short listed firms/ የመወዳደሪያ ሃሳብ መጠየቂያ ይሰጣቸዋል፡፡

የፍላጎት መግለጫ ሰነዱ በድርጅቱ ህጋዊ ማህተም የተረጋገጠ መሆን አለበት፡፡ ስርዝ ድልዝ ወይም ለመለየት አሻሚ የሆነ ፅሁፍ መኖር የለበትም። አንድ አማካሪ ከአንድ ሎት በላይ መሳተፍ ከፈለገ ፍላጎቱን መግለፅ ወይም መወዳደር ይችላል ::

መ/ቤቱ የተሻለ ዘዴ ካገኘ የፍላጎት መግለጫ ማስታወቂያውን ሙሉ በሙሉ ወይም በከፊል የመሰረዝ መብት አለው፡፡

  2. ተጫራቾች የጨረታ ሰነዱን በየካ ክፍለ ከተማ ኮንስትራክሽን ጽ/ቤት ከምህንድስና ግዥ ከፍል 4ተኛ ፎቅይህ ማስታወቂያ ከወጣበትጊዜጀምሮ ለተከታታይ አስር የስራ ቀናት መውሰድ ይችላሉ፡፡
  3. ተጫራቾች ቴክኒካል እና ፋይናንሺያል ዶከመንቱን በተዘጋጀው ሰነድ ላይ በመሙላት ዋናውንና ሁለት ፎቶ ኮፒ በተለያዩ በታሸገ ኤንቨሎፖች ማቅረብ  ይኖርባቸዋል፡፡ በተጨማሪም የታሸጉትን ኤንቨሎፖች ዋና እና ኮፒ መሆናቸውን ለመለየት Original እና copy በማለት በግልፅ ለይተው ማቅረብ አለባቸው፡፡
  4. ጨረታው በአስራ አንደኛው የስራ ቀን በየካ ክፍለ ከተማ ኮንስትራክሽን ጽ/ቤት ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ከጠዋቱ 4፡30 ሰዓት ላይ ታሽጎ ከግማሽ ሰዓት ቆይታ በኋላ በ 5፡00 ሰዓት ይከፈታል፡፡
  5. ተጫራቾች በማጠቃለያ (SUMMARY) ገጽ ላይ ዋጋውን በግልጽ ማስቀመጥ አለባቸው፡፡
  6. ተጫራቾች የጨረታ ሰነዱ የማይመለስ ብር 100 በመክፈል ከየካ/ክ/ከተማ ኮንስትራክሽን ምህንድስና ግዥ ቡድን መውሰድ ይችላሉ፡፡
  7. ተጫራቾች የጨረታ ማስከበሪያ ዋስትና ያቀረቡትን የጠቅላላ ዋጋ 2% የገንዘብ መጠን የያዘ ጨረታ ማስከበሪያ ዋስትና እንደተጫራቹ ምርጫ ከታወቀ ባንክ የሚሰጥ በሁኔታ ላይ ያልተመሰረተ የባንክ ዋስትና ወይም ሲፒኦ የግዥ መመሪያው በሚያዘው መሰረት ለየካ ክ/ከተማ ኮንስትራክሽን ጽ/ቤት  ብለው አሰርተው ማቅረብ ይጠበቅባችኋል፡፡
  8. ጽ/ቤቱ የተሻለ መንገድ ካገኘ ጨረታውን በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ነው፡፡
  9. ማንኛውም በክፍለ ከተማችን ያለ ተጫራች በእጁ ፕሮጀክት ካለው በእጁ ያሉት ፕሮጀክቶች ደረጃ ከ75% መብለጡን የሚገልፅ ደብዳቤ ማረጋገጫ ማቅረብ ይኖርበታል።
