(PROCUREMENT REFERENCE NO 026/IPDC/RFP/CS/19 20/01) CONSULTANCY SERVICES TO PROVIDE DESIGNS, CONTRACT DOCUMENTATION OF THE CHANCERY AND GUEST HOUSE MAINTENANCE AND RENOVATION WORKS AND SUPERVISION

  • 1.0 The Government of the Republic of Malawi through the Embassy of the Republic of Malawi in Addis Ababa, Ethiopia has identified funds to be used towards the cost of maintenance and renovation works and use part of the funds for consulting services.
  • 2.0 The purpose of this consultancy is to provide Project Management Services. The consultant undertaking this exercise will be required to work in close liaison with the Government of the Republic of Malawi through Buildings Department of the Ministry of Transport and Public Works to generate detailed designs, bidding documentation and confidential cost estimates to facilitate the preparations and award of contract to a competent contractor following a competitive tendering procedure after prequalification of contractors. The consultant shall also supervise the selected contractor during the construction period.
  • 3.0 The Embassy of the Republic of Malawi in Addis Ababa, Ethiopia, invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria is:

3.1 Qualification on the field of assignment

. The assignment is expected to be conducted by a consortium of firms in joint venture or, and in association to have a multi discipline team of experts. As a guide the following experts will be required:

  • a. Project Team Leader (Architect)
  • b. Quantity Surveyors
  • c. Civil/Structural Engineers
  • d. Electrical and Mechanical Engineers
  • e. Materials specialist
  • f. Clerk of works

. All the firms should be eligible by showing their legal status in accordance with Ethiopian laws and regulations such as:

  • a. Registrar of Companies Certificate
  • b. Current National Construction Industry Council Certificate
  • c. Ethiopian Revenue Authority (RA) – VAT and Tax Clearance Certificate.

3.2 Core business and years in business

The consultant should indicate its core business and the number of years the consultant has engaged in similar assignments.

3.3 Availability of appropriate skills among staff

. The consultant should provide the academic and professional qualifications and experience of the proposed staff, sharing that the professionals are properly registered in their professionals.

3.4 Client references

The consultant should provide traceable references of past clients for which similar services have been provided. The information shall include addresses, contact numbers and persons and email address.

3.5 Financial strength

The information provided in paragraph 3.4 should include the contract values.

  • 4.0 Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. However, a consultant in joint-venture as lead consultants nor a lead consultant cannot also be included as a sub-consultant in other submissions.
  • 5.0 After Request for Proposals (RFP) and the submission of bid documents, the Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.

  • 10ኛ. ማንኛውም ተጫራች የጨረታውን ሰነድ/ቴክኒኩንና ፋይናንሺያሉን/  ኮፒ እና ኦርጅናሉን በተናጠል አጠቃላይ በ2 (ሁለት) ፖስታ ማቅረብ ይኖርባቸዋል፡፡
  • 11ኛ. ቴክኒካል ኮፒ-1 (አንድ ፖስታ) ቴክኒካል ኦርጂናል በአንድ ፖስታ በአጠቃላይ ኮፒ እና ኦርጂናሉን በአንድ ትልቁ ፖስታ አስገብቶ ማቅረብ ይኖርባቸዋል፡፡

  • 13ኛ. የጨረታው አከፋፈት የሚካሄደው በቅድሚያ የቴክኒከ ግምገማ ውጤት እንደተጸ የቴክኒኩ ግምገማ ያለፉ ተጫራቾች የፋይናንስ ሰነዳቸውን የመከፍት ሲሆን የቴክኒኩን ግምገማ  ያላለፉ ተጫራች  የፋይናንስ ሰነዳቸው ሳይከፈት የሚመለስላቸው ይሆናል፡፡
  • 14ኛ. የጨረታው ውድድር የሚካሄደው ቴክኒኩን በተመለከተ ለእያንዳንዱ  ስራ የሚሰጠውን ነጥብ ጠቅላላ ድምር ከፍተኛ ነጥብ 70 (ሰባና ከዛ በላይ) ያመጣ ተጫራች ለፋይናንስ የሚያልፍ ሲሆን የዋጋ ማቅረቢያ(Finance) በተመለከተለእያንዳንዱ ሥራ የሚሰጠውን ዋጋ ተደምሮ ከጠቅላላ ዋጋ ዝቅተኛ (Least bidder) ያቀረበ  አሸናፊ ይሆናል፡፡
  • 15ኛ.  በጨረታው  የተሸነፉ ተሳታፊዎች መሸነፋቸው አንደተረጋገጠ ለጨረታው ማስከበሪያ ዋስትና ያስያዙት ገንዘብ /ሲፒኦ/ (CPO) ወዲያውኑ ይመለስላቸዋል፡፡
  • 16ኛ ጽ/ቤቱ የተሻለ መንገድ ካገኘ ጨረታውን በከፊም ሆነ ወይም ሙሉ በሙሉ የመሠረዝ መብቱ በህግ የተጠበቀ ነው፡፡
  • 17ኛ ተጫራቾች ሙሉ የቴክኒካል መስፈርቱን ተጨማሪ መረጃዎችን ከሰነዱ ላይ የምታገኙ መሆኑን እንገልጻለን፡፡
  • 18ኛ. ማንኛውም ተጫራች ጨረታው ከተከፈተ በኋላ በጨረታ ላይ የተገለጹትን ማንኛውንም ሁኔታዎች መለወጥ ወይንም ማሻሻል ወይንም ጨረታውን ትቻለሁ ማለት አይቻልም።

ማሳሰቢያ፡-ጨረታው የሚከፈትበት ቀን በበዓልና በዝግ ቀናት ላይ ከዋለ በቀጣዩ የሥራ ቀን ላይ ይሆናል፡፡

PHARMACEUTICAL SUPPLY AGENCY ERP  IMPLEMENTATION

The Ethiopian Pharmaceuticals Supply Agency (EPSA) is a legal entity established under the law of the Federal Democratic Republic of Ethiopia to overcome the problems and assure uninterrupted supply of pharmaceuticals to the public at an affordable price, by Proclamation No. 553/2007 as part of Pharmaceutical Logistic Master Plan implementation with the following objectives:

  • i. To supply quality assured essential pharmaceuticals at affordable prices in a sustainable manner to public health institutions,
  • ii. To play a complementary role in developmental efforts for health service expansion and strengthening by ensuring enhanced and sustainable supply of pharmaceuticals;
  • iii. To create enabling conditions for enhancing the accumulation of funds in its revolving and cost recovery process and thereby ensure the realization of the objectives

EPSA is organized under the head office and nineteen branches. The head office plays facilitation roles in planning, procurement & replenishment of pharmaceuticals, and fulfillment of other resources for the branches. Branches are positioned to fulfill public health facilities’ needs and collect cash from delivery.

The main business activities of the Agency operate on a Revolving Drug Fund (RDF), a fund contributed by the government, donors, and others as initial capital for the purchase and distribution/sales of Essential Pharmaceuticals. In parallel, the Agency administers several projects organized under various health programmers such as HIV/AIDS,

TB, Malaria, etc… and financed by different organizations which require periodic (or on demand) performance reports independently by project and consolidated by financier. On provision of such services EPSA collects service charges from the financier and account it later into its ROF.

The Agency is under procurement process of ERP Tier 1 Solution (Oracle or SAP) and invites the expression of interest from prospective Consultants for the Contract Management and Quality Assurance services from contract negotiation to post-implementation service agreement.

EOI is open to all firms /companies having the required experience. The EOI floating period 7 Working days starting from published date on Ethiopian herald newspaper. Interested applicant may also obtain the EOI documents on the submission of a written application to the address below. EOI documents are immediately available after date of publication of the notice.

The Government of the Republic of Malawi through the Embassy of the Republic of Malawi in Addis Ababa, Ethiopia has identified funds to be used towards the cost of maintenance and renovation works and use part of the funds for consulting services.

1.0 The purpose of this consultancy is to provide Project Management Services. The consultant undertaking this exercise will be required to work in close liaison with the Government of the Republic of Malawi through the Buildings Department of the Ministry of Transport and Public Works to generate detailed designs, bidding documentation and confidential cost estimates to facilitate the preparations and award of a contract to a competent contractor following a competitive tendering procedure after prequalification of contractors. The consultant shall also supervise the selected contractor during the construction period.

3.0 The Embassy of the Republic of Malawi in Addis Ababa, Ethiopia, invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The short-listing criteria are:

3.1 Qualification in the field of assignment

  • The assignment is expected to be conducted by consortium firms in a joint venture or, and in association to have a multi-discipline team of experts.

As a guide the following experts will be required:

3.4 Client references

  • The consultant should provide traceable references of past clients for which similar services have been provided. The information shall include addresses, contact numbers and persons and email address.

3.5 Financial strength

  • The information provided in paragraph 3.4 should include contract values.

4.0 Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. However, a consultant in joint-venture as lead consultants nor a lead consultant cannot also be included as a sub-consultant in other submissions.

5.0 After Request for Proposals (RFP) and the submission of bid documents, the Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.

  9. ማንኛውም ተጫራቾች የጨረታ ሃሳቡን ቴክኒካልና ፋይናንሽያል  ሰነዶችን ኦሪጅናል ኮፒ እና የጨረታ ማስከበሪያ አጠቃሎ በአንድ ፖስታ እንዲሁም ስም አድራሻና የተጫረቱበትን የምክር አገልግሎት አይነት በመግለጽ አጠቃለው በጥንቃቄ በታሸገ ፖስታ ፍ/ሰላም ከተማ አስተዳደር ከተማ ልማት ቤቶችና ኮንስትራክሽን አገልግሎት ጽ/ቤት በግዥ ፋይ/ንብ/አስ/ደ/ስራ ቡድን ወይም ቢሮ ቁጥር 22 በተዘጋጀው የጨረታ ሳጥን ጨረታው በጋዜጣ ከወጣበት ቀን ጀምሮ ባሉት ለ21  ተከታታይ ቀናት ዘወትር በስራ ቀንና ሰዓት ማግኘት ይችላሉ፡፡

ECPMI now invites eligible bidders, which fulfill the following requirements, to submit scaled bids for the subject of procurement stated above: The Bidder shall provide such evidence of their eligibility satisfactory to ECPMI, to verify that the Bidder is not insolvent, in receivership. bankrupt or being wound up not have had their business activities suspended and not be the subject of legal proceedings for any of the foregoing, ii) The bidders shall provide appropriate documentary evidence demonstrating in compliance, which shall include: Valid business license in Construction Management Consultancy or Management Consultancy Service Streams VAT registration certificate issued by the tax authority; Valid Tax clearance certificate; Registration as supplier in the list of the mandated public body, Public Procurement and Property Administration Agency, and

  1. The Ethiopian Construction Project Management Institute (ECPMI) is a Federal Government Institute established with the objective of ensuring the effective implementation of the Country’s short and long-term construction programs and projects through building the National Construction Project Management Capacity.
  2. . ECPMI has allocated sufficient funds and intends to procure “Assessment of Construction Professionals and Companies Capacity Gap and Development of working systems to address the identified gaps as per the approved Construction Industry Capacity Building Framework (CICBF)”
  3. The consultancy service of which the details are in the bidding document prepared for the services which include strengthening competitiveness of the construction industry, and creating enabling environment for those actors and professionals of the sector, building the capacity of contractors, consulting organizations, micro and medium size construction enterprises as well as fulfilling the industry’s human resource need in terms of quality, quantity and skill level. To this end, the gaps within the construction industry in terms of construction professionals, companies, input materials and technologies shall be identified and implementation plans and working systems prepared.
  4. . ECPMI now invites eligible bidders, which fulfill the following requirements, to submit sealed bids for the subject of procurement stated above:

i. The Bidder shall provide such evidence of their eligibility in the form of at least 3 (Three) Certificates of satisfactory execution of contracts provided by contracting parties to the contracts successfully completed in the course of the past 5 (Five) years with a budget of at least 500,000.00 ETB total sum contract value.

iiThe Bidder shall provide such evidence of their financial stability in the form of three most recent balance sheets, three most recent income statement and three most recent financial audit report from authorized auditor.

iii The bidders shall provide appropriate documentary evidence demonstrating its legal status and eligibility, which shall include:

  • Renewed Business license for the year 2013E.C. and Business registration certificate
  • VAT registration certificate issued by the tax authority
  • Registration as supplier in the list of the mandated public body, Public Procurement Administration agency and
  • Recognized universities or other consultancy bodies with updated consultancy licenses.

5. The time for completion of the assignment is 9 months

6. The bids will be evaluated in accordance with the Public Procurement and Property Administration Proclamation of the Government of the Federal Democratic Republic of Ethiopia. Participation is open to all eligible bidders.

The Ethiopian Public Health Institute has received financing from the World Bank toward the cost of the Africa CDC project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Ethiopia is the construction of Biosafety Level 3 (BSL3) Laboratory within the premises of Ethiopian Public Health Institute. An environmental and social impact assessment (ESIA) document and infection control and waste management plan (ICWMP) describing the potential environmental and social risks associated with the laboratory and the proposed mitigation measures for the risks have already been prepared. The objective of this assignment is, therefore, to update the ESIA and ICWMP with further investigations and recommendations on proposed medical waste management systems and facilities for the proposed BSL3 lab.

Specific Activities

In order to update the ESIA and ICWMP, the consultant, in consultation with the client’s and the World Bank’s specialists, shall undertake the following activities:

i, investigate potential risks associated with the installation of a new incinerator at Ethiopian Public Health Institute and recommend mitigation measures;

ii. assess risks which may arise during decommissioning of the existing/old incinerators and propose mitigation measures;

iii. assess the feasibility of the proposed wastewater treatment system and propose options for onsite wastewater treatment;

iv. assessment of the capacity/due diligence of wastewater treatment plants (such as Kality, Sendafa, and any other options to be proposed by the client) for the handling of the partially treated wastewater (onsite), incineration residues, and wastewater sludge;

v. update the ESIA and ICWMP based on the assessment findings;

vi. incorporate the client’s and World Bank’s comments on the updated ESIA and ICWMP and submit the final /acceptable versions to the client and the Banks,

Desired Qualifications of the Consultants

The consultancy firm should have the expertise and practical experience in hazardous waste management. Preference will be given to a consultancy firm that has practical experience in Wastewater Management ESIA reparation and laboratory facility construction and or incinerator installation and demolishing ESIA reparation. Preference will also be given to consultancy firm that has at least 5 years of experience and those may which have previous experience with the World Bank-financed projects.

Duration of the Assignment

The consultants are expected to finalize the assessment and updating of the ESIA and ICWMP within 60 days. This includes the days which will be needed to address all comments on the updated ESIA, if any, by the client and the Bank.

The Ethiopian Public Health Institute now invites eligible consulting firms(“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are core business and years in business, relevant experience related to the assignment, the technical and managerial capability of the firm.

The General Objective of the Assignment

3. The DB Services and/or Works under these contracts generally consist of design services and construction works of two building components, namely; corporate office and commercial building components.

4. The DB Services and/or Works under these contracts in detail consists of:

  • a. Relocation of utility lines in the underground and other infrastructures,
  • b. pre-design services including, but not limited to, development of a detailed design brief, data collection, topographical surveys and interpretation, determination of the optimum building types and space allocations, and development of a schedule of accommodations in consultation with the employer sufficient for the conceptual, preliminary and final design Services. All works required to have reports including design reports.

The building shall have an estimated minimum total floor area of 148,180 m’ on lot A and 16,034 m on Lot B fulfill the minimum FAR requirement of the local development plan and an estimated net floor area of not less than 80% and in no way its maximum total floor area shall be more than 160,000 mº for block A and 27,000 m2 for Block B which may be developed in stages/phases to respect the Bank’s ability to finance.

6. Bidding / tendering shall be conducted through Open International Competitive Bidding (ICB) procedures and is open to all eligible bidders as specified and defined in the Bid/tender Document.

Tender Document may be obtained by any interested eligible bidder on the submission of a written application to Amhara National Regional State Cultural, Tourism Bureau Mulualem Cultural Center, and upon non-refundable Payment of Birr 200 During the official working hours upon presentation of a certificate of registration on the service providers and currently renewed license.

2. Wax-sealed bid documents (one original and one copy) shall be delivered for both prequalification (Technical) and priced (Financial) document separately. All bid must to delivered to mulualem cultural center

Prequalification(Technical) and price (financial) document shall be in separate sealed envelopes and must be accompanied by a bid security in an acceptable form to of 2% of the total bid amount separate envelope. Pre-qualification (technical) documents will be opened in the presence of bidder’s representatives who choose to attend of 12/04/13 E.C at 4:30 local time at the office of Amhara National Regional State Cultural, Tourism Bureau Mulualme Cultural Center.

  • 6. Rejection Criteria:- The employer will reject the bidder whose bid does not fulfill the following conditions.
  • 1. Bidders should attach/present a currently renewed Trade license renewed certificate of competence for Consultancy perceptional & renewed Registration Certificate to the technical document.
  • 2. Bidders should submit one original & one-copy for both Technical and financial documents in a separately sealed envelope.
  • 7. Bidders must present a certificate of VAT registration
  • 8. The successful bidder shall furnish Professional indemnity insurance.
  • 9. The Employer reserves the right to reject any or all bids.
  • 10. The financial proposal fills with the Form F2 otherwise reject the bids.
