2. The Ethiopian Roads Authority now invites bidders to submit sealed bids for providing the necessary labor, material and equipment for construction works of the above road projects.

3. Interested bidders shall submit the following evidence:

a. In the case of Ethiopian bidders, Certificate of Registration from Ministry of Construction with the relevant Categories as specified in item 4 of tables below renewed for 2012 EFY and other appropriate documentary evidences demonstrating the bidder’s compliance, which shall include:

  • i) Trading License renewed for 2012 EFY;
  • ii) Tax Clearance Certificate, which states that the bidder can participate in any public tender, valid at bid submission date;
  • iii) VAT Registration Certificate; and
  • iv) Registration as Supplier in the list of the mandated public body, i.e. public Procurement and Property Administration Agency (PPPAA).

b. In case of bidders other than Ethiopians;

i) Business organization registration certificate or Trade License issued by the country of establishment.

ii) Tax Clearance Certificate issued from the Tax Authority (Inland Revenue Authority) which allows the bidder to participate in public tenders at the date of the deadline for bid submission if the foreign bidder already has on-going or completed projects in the Country, Ethiopia.

4. Bidding will be conducted through a National Competitive Bidding (NCB) procedures as specified on the tables above and is open to all eligible bidders as specified and defined in the Bidding Documents. If a bidder is awarded and /or recommended for award of any two works Contracts by ERA six months prior to the bid submission date of the subject projects and until award of the subject projects, the qualification criteria for the construction turnover will be the aggregate of the criteria of the subject projects; and that of the awarded Contracts and/or those recommended to be awarded. A detailed qualification criterion is stated in the respective bidding documents.

5. Interested eligible bidders may obtain further information from and inspect the bidding documents at the address given below from 8:30 a.m. to 12:30 p.m. and 1:30 p.m. to 5:30 p.m. local time from Monday to Thursday, and from 8:30 to 11:30 a.m. and 1:30 p.m. to 5:30 p.m. local time on Friday.

6. Bidders can apply for one or for all or for any number of projects from the above listed projects under the package and shall submit their bid separately for each project they are interested to apply for. However, bidders may be awarded on the projects under a package subjected to fulfilling of the Qualification Criteria for individual and multiple projects specified in the respective bidding documents based on the Employer’s best economical advantage.

7. Bidders shall submit their Bids in two envelopes, the first envelop labeled as “Qualification Information and Bid Security” and the second envelope “Financial Bid”, separate sealed and the two envelopes sealed in on other outer envelope.

8. Evaluation is to be carried out in two stages, Qualification Information first and Financial Bids of qualified Bidders next.

9. Bids must be delivered to the address, time and date specified below. Each bid must be accompanied by a bid security of ETB 500,000.00 for each project in a format acceptable to the employer. Late bids will be rejected. One Original and five Copies of the bids have to be submitted. The Qualification information and Bid Security will be opened immediately after the submission deadline in the presence of bidders’ representatives who choose to attend, at the address below.

10.The value of total certified payments received in each year shall be adjusted for inflation of Birr value through multiplying by Cn/Co factor, where Cn is value of 1 US Dollar in Birr on the 28 day prior to bid submission date and Co is the value of 1 US Dollar in Birr computed using the selling exchange rate prevailing on the last date of the respective fiscal year.

11. For the Specific construction projects experience requirement, the Contract value of projects referenced by the bidder shall be adjusted to reflect the current purchasing power of Ethiopian Birr by multiplying with Cn/Co factor, where Cn is the current selling exchange rate of 1 US Dollar to Ethiopian Birr which is taken at the 28th days prior to bid submission date and Co is the selling exchange rate of 1 US Dollar to Ethiopian Birr at the date of signing the Contract.

Bank of Abyssinia interested to develop its headquarters building Project (4B + G + M + 50-60) for the Design-Build (DB) Services and/or Works to be procured through Open International Competitive Bid (ICB)

2. The Project Building is located in Addis Ababa City, around the Mexico square area, adjacent to Wabi Shebelle Hotel

3. The DB Services and/or Works under these contracts generally consist of design services and construction works of two building components, namely; corporate office and commercial building components.

4. The DB Services and/or Works under these contracts in detail consists of:

  • a. Relocation of utility lines in the underground and other infrastructures,
  • b. pre-design services including, but not limited to, development of a detailed design brief, data collection, topographical surveys and interpretation, determination of the optimum building types and space allocations, and development of a schedule of accommodations in consultation with the employer sufficient for the conceptual, preliminary and final design Services. All works required to have reports including design reports.
  • c. Design services including Conceptual and Preliminary design services necessary and sufficient to acquire a Building Permit and final design Services at stages necessary and sufficient for the construction works.
  • d. Construction works of the 4B + G + M + 50-60 headquarters building project

5. The building shall have an estimated minimum total floor area of 148,180 m’ on lot A and 16,034 m on Lot B fulfill the minimum FAR requirement of the local development plan and an estimated net floor area of not less than 80% and in no way its maximum total floor area shall be more than 160,000 mº for block A and 27,000 m2 for Block B which may be developed in stages/phases to respect the Bank’s ability to finance.

6. Bidding / tendering shall be conducted through Open International Competitive Bidding (ICB) procedures and is open to all eligible bidders as specified and defined in the Bid/tender Document.

7. A complete set of bidding documents may be purchased/collected by invited bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of ETB 500.00 (Five Hundred Ethiopian Birr) or equivalent USD amount.

2. Bidding will be conducted through the National Open Biding and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

7. The bid is one envelope system for gravel road and drainage and two envelopes for street light construction. Therefore, the bidders shall be required to submit original bid documents in ONE envelope containing the technical and financial proposals in one and sealed on one mother envelope and clearly mark it “ORIGINAL” for gravel and drainage construction and one original technical document and one original financial proposal separately for street light construction clearly mark it “Original? And Bidder shall Submit copies of the bid documents in ONE envelope containing the technical and financial proposals and sealed on one mother envelopes and clearly mark it “COPY” for gravel and drainage construction and two copies of technical documents and two copies of financial documents separately for street light construction clearly mark it “COPY”

8. Tender will be opened after 30 days or on 31st days from the advertisement of this bid in the presence of those bidders or representatives who can attend at the address mentioned below at 10:30 AM. If the opening date becomes a weekend or holiday, it will be opened the next working day.

9. All bids must be accompanied by a Bid Security of 50,000ETB (Fifty thousand Ethiopian Birr).

10. Bidder has to confirm that he accepts the correction of the calculation error According to the provision stipulated in article 16.19.2.1 of the regional revised public procurement directive bidders with the arithmetic error of more or less than 2 % as compare to their respective readout price shall be rejected.

11. The Office of Finance and Economic Development of Sawla City reserves the right to reject any bid and to annul the bidding process and reject all bids at any time prior to contract award, without thereby incurring any liability to Bidders.

በዚሁ መሠረት፡

የጨረታ ማስታወቂያ

የቤንች ሸኮ ዞን የጊዲ ቤንች ወረዳ ፍ/ቤት በ2013 የበጀት ዘመን በዲዙ ከተማ ሊያሰራ ላቀደው የችሎት አዳራሽ እና የቢሮዎች ግንባታ ከዚህ በታች የተዘረዘሩትን መስፈርት የሚያሟሉ ተጫራቾችን በጨረታ አወዳድሮ ማሰራት ይፈልጋል፡፡

በዚህም መሰረት፡-

  1. የደረጃ ቢሲ/ጂሲ (BC/GC6 እና ከዚያ በላይ የሆነ፤
  2. ተጫራቾች ሰነድ ለመግዛት በሚመጡበት ጊዜ ለበጀት ዓመቱ የሚያገለግል የብቃት ማረጋገጫ፤ የንግድ ፍቃድ የምዝገባ ምስክር ወረቀት፣ የቫት ተመዝጋቢነት ሰርተፊኬት፤ የግብር ከፋይ መለያ እና ምስክር ወረቀት በማቅረብ በጊዲ ቤንች ወረዳ በሚገኘው ግዥ እና ከፍያ ክፍል የጨረታውን ሰነድ በማይመለስ 300 ብር በመክፈል መግዛት ይጠበቅባቸዋል፡፡
  3. የታደሰ የብቃት ማረጋገጫ በተገቢው ሁኔታ ማቅረብ የሚችል፡፡
  4. የጨረታ ማስከበሪ ብር 130,000 (አንድ መቶ ሰላሳ ሺህ ብር) በባንክ የተረጋገጠ ሲፒኦ ማስያዝ አለበት።
  5. ተጫራቾች የገዙትን ሰነድ (ፋይናንሻል እና ቴክኒካል) ከላይ የተዘረዘሩትን አስፈላጊ የሆኑትን መረጃዎች አንድኦሪጅናል እና ሁለት ኮፒ እያንዳንዱን ለየብቻ በሰም በማሸግ እና በጥቅል በሰም በታሸገ ፖስታ ማቅረብ አለባቸው።
  6. እያንዳንዱ ፖስታ በሰም ታሽጎ ማህተም መምታት ሙሉ አድራሻ በመፃፍ እና በመፈረም ኦርጅናልና ኮፒ የሚል ፅሁፍ በግልፅ በሚታይ ቦታ መፃፍ አለበት፡፡
  7. ተጫራቾች በሁሉም የዋጋ ማቅረቢያ ሰነዶች ላይ የተጫራቾች ህጋዊ ወኪል ፊርማ እንዲሁም የድርጅቱ ማህተም መኖር አለበት፡፡
  8. እያንዳንዱ ፖስታ የሚወዳደሩበትን የስራ ቦታ፤ የተጫራቹ አድራሻ እና የተወካዩ ስልክ ቁጥር በመግልዕ መፃፍ አለበት።
  9. ይህ ጨረታ በማስታወቂያ ከወጣበት ቀን ጀምሮ ለ21 ተከታታይ ቀናት ማንኛውም ተጫራቾች የጨረታ ሰነድ አንድ ኦርጅናል እና ሁለት ኮፒ በማድረግ ማስገባት አለባቸው፡፡
  10. ጨረታው የሚታሽገው በማስታ ወቂያ ከወጣበት ቀን ጀምሮ በ22ተኛው ቀን በጊዳ ቤንች ወረዳ ፍ/ቤት ውስጥ ከጠዋቱ 4፡00 ሰዓት ተጫራቾች ወይም ተወካዮቻቸው በተገኙበት ይታሽጋል፡፡
  11.  ጨረታው የሚከፈተው ጨረታው በማስታወቂያ ከወጣበት ቀን ጀምሮ በ22ተኛው ቀን በቤንች ሽኮ ዞን በጊዲ ቤንች ወረዳ ፍ/ቤት ከሰዓት በኋላ 8፡00 ሰዓት ተጫራቾች ወይም ህጋዊ ተወካዮቻቸው በተገኙበት ይከፈታል፡፡
  12.  የጊዲ ቤንች ወረዳ ፍ/ቤት የተሻለ አማራጭ ካገኘ ጨረታውን ሙሉ በሙሉ ወይም በከፊል የመሰረዝ መብቱ በህግ የተጠበቀ ነው።

ስለዚህ የሚከተሉትን መስፈርቶች የሚያሟሉ ተጫራቾች መወዳደር የሚችሉ ሲሆን፡-

  3. ተጫራቾች በጨረታ ለመሳተፍ ከላይ የተጠቀሱትንና የሚመለከታቸውን ማሰረጃዎች ፎቶ ኮፒ ከመጫረቻ ሰነዶቻቸው ጋር አያይዘው ማቅረብ አለባቸው፣
  4. የሚገዙ እቃዎችን አይነትና ዝርዝር መግለጫ /ስፔስፊኬሽን/ ከጨረታ ሰነዱ ማግኘት ይቻላል፣
  5. ተጫራቾች የጨረታ ሰነዱን ለእያንዳንዱ ሎት የማይመለስ ብር 50 በመክፈል ከአነደድ ወ/ገ/ኢ/ት/ጽ/ቤት ቢሮ ቁጥር 05 ማግኘት ይቻላል፣
  6. ተጫራቾች የጨረታ ማስከበሪያ ዋስትና ለሚወዳደሩበት የእቃው ዋጋ ለሎት 1- ብር 600፣ ለሎት 2- ብር 4000፤ ለሎት 3 – ብር 15 ሺህ ፣ ለሎት 4- ብር 2ሺህ 500 ፤ ለሎት 5- ብር 16 ሺህ ብር ፣ ሎት 6- ብር 16 ሺህ ፣ ለሎት 7- ብር 16 ሺህ በባንክ በተረጋገጠ የክፍያ ትዕዛዝ /ሲፒኦ/ ወይም በመ/ቤታችን የገቢ ደረሰኝ ወይም በጥሬ ገንዘብ ወይም በሁኔታ ላይ ያልተመሰረተ የባንክ ዋስተና ማስያዝ አለባቸው፣
  7. የጨረታ ዋጋው ፀንቶ የሚቆይ ጨረታው ከተከፈተበት ቀን ጀምሮ 40 ቀናት ብቻ ይሆናል፡፡
  8. ተጫራቾች የጨረታ ሀሣባቸውን በአንድ ኮፒ በጥንቃቄ በፖስታ አሽገው የድርጅቱን ህጋዊ ማህተምና ፊርማውን በማድረግ ማስታዋቂያው በጋዜጣ ከወጣበት ቀን ጀምሮ እስከ 16ኛው ቀን ከጠዋቱ 3፡30 ድረስ በጨረታ ሳጥኑ ማስገባት የሚችሉ ሲሆን ጨረታው በእለቱ 3፡30 ላይ ተዘግቶ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ከጠዋቱ 4፡00 ላይ በአነደድ ወረዳ ገንዘብ ኢኮኖሚ ትብብር ጽ/ቤት ቢሮ ቁጥር 3 የሚከፈት ሆኖ 16ኛው ቀን ቅዳሜና እሁድ ወይም የበአል ቀን ከሆነ በሚቀጥለው የስራ ቀን በተመማሣይ ቦታና ሰአት የሚከፈት ይሆናል፡፡ ሎት 5 ፤ ሎት 6 እና ሎት 7 ደግሞ በተመሣሣይ ማስታወቂያው በጋዜጣ ከወጣበት ቀን ጀምሮ እስከ 22ኛው ቀን ከጠዋቱ 3፡30 ድረስ በጨረታ ሳጥኑ ማስገባት የሚችሉ ሲሆን ጨረታው በእለቱ 3፡30 ላይ ተዘግቶ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ከጠዋቱ 4፡00 ላይ በአነደድ ወረዳ ገንዘብ ኢኮኖሚ ትብብር ጽ/ቤት ቢሮ ቁጥር 3 የሚከፈት ሆኖ 22ኛው ቀን ቅዳሜና እሁድ ወይም የበአል ቀን ከሆነ በሚቀጥለው የስራ ቀን በተመሣሣይ ቦታ እና ሰአት የሚከፈት ይሆናል፡፡ ሆኖም ተጫራቾች በራሳቸው ምርጫ ጨረታው የሚከፈትበት ጊዜ ባይገኙ ጨረታቸው ከመከፈት የማያስተጓጐል ከመሆኑም በተጨማሪ በጨረታው ሂደት ያልተገኙ ተጫራቾች ግን በተላለፈው ውሳኔ ተገዥ ይሆናሉ፡፡
  9. በጨረታው አሸናፊ የሆነው ድርጅት ውል በሚያዝበት ወቅት ያሸነፈበት እቃ /ንብረት/ ጠቅላላ ወጋ 10 በመቶ የውል ማስከበሪያ በባንክ በተረጋገጠ የክፍያ ትዕሻዘዝ /ሲፒኦ/ ወይም በመ/ቤታችን የገቢ ደረሰኝ ወይም በቴክኒክና ሙያ የተደራጀ ከሆነ ካደራጀው ተቋም የዋስተና ደብዳቤ ማፃፍ አለበት፡፡
  10.  አሸናፊው ድርጅት የሚያቀርበው የውል ማስከበሪያ ዋስተና ፀንቶ መቆያ ጊዜ ውሉ ከሚጠናቀቅበት የመጨረሻ ቀን ጀምሮ ቢያንስ በተጨማሪ 30 ቀን ፀንቶ መቆየት የሚችል መሆን አለበት፡፡
  11. በጨረታው አሸናፊ የሆነው ድርጅት ያሸነፈበት እቃ /ንብረት/ ጠቅላላ ወጭውን በመሸፈን አነደድ ወረዳ ገንዘብና ኢኮኖሚ ትብብር ጽ/ቤት ንብረት ክፈል ድረስ ማቅረብ አለበት ሎት 1ን በተመለከተ ደግሞ በጨረታ ሰነዱ በተዘረዘረው ቀበሌዎች ማድረስ አለበት፡፡ የማሽን ኪራዮችን በተመለከተ ደግሞ በሚሰሩበት ቦታ ድረስ በራሳቸው ማጓጓዥ በማምጣት መስራት አለባቸው፤
  12. ውድድሩ በጠቅላላ ዋጋ /ሎት/ ነው፣
  13. መ/ቤቱ የተሻለ አማሪጭ ካገኘ ጨረታውን በከፊልም ሆነ ሙሉ በሙለ ዩመሰረዝ መብቱ የተጠበቀ ነው፣
  14. በግንባታ ዘርፍ ለሚሳተፉ ተጫራቾች የህንፃ ስራ ተቋራጭ በደረጃ ጂሲ/ቢሲ/9 እና ከዚያ በላይ የሆነ የግንባታ የምስክር ወረቀት ከመሰረተ ልማት ሚኒስትር ወይም ከክልል ስራና ከተማ ልማት ቢሮ ማቅረብ የሚችል፤ ተቋራጮች ለግንባታ ስራ የሚያስፈልገውን የሰው ሀይል ማቴሪያልና ማሽነሪዎች ሙሉ በሙሉ እራሱን ችሎ መስራት የሚችል፡፡ በግንባታው ላይ አሸናፊ የሚሆነው ድርጅት 10 በመቶ የሚያወጣ ስራ ከጠቅላላ ዋጋው ላይ ለወጣቶች የስራ እድል ፈጠራ የሚሰጥ መሆን አለበት፡፡

FOR THE CONSTRUCTRUCTION OF RAINWATER

HARVESTING SCHEME PROJECT

IAG-E is Implementing a project supported by EU-EUTF under a contract awarded No. 254-009161(18-EUTF-RASMI-1004). For this project, IAG-E would like to accomplish the Construction of a Rain Water Harvesting Scheme Project that is to be executed in Somali Regional State, Dawa Zone, Mubarek Woreda, Malkamari district/kebele, Ethiopia. In detail, the project encompasses the construction of one surface reservoir with ancillary works; one cow & camel watering trough; and one goat & sheep watering trough. IAG now wants to invite all interested and eligible contractors of grade WWC/GC-5 and above to participate in the bid by providing written application together with copies of the following legal and mandatory documents:-

  • Relevant business license renewed for the fiscal year 2013 E.C.
  • Value Added Tax (VAT) & Tax-Payer Identification (TIN) registration certificates
  • Registration certificate from Federal or Regional Water Resource, Mine and Electricity Ministry or Bureau renewed for the year 2013
  • One page summary in water-related work experience

A bid document in English can be purchased from the IAG office or Mubarek woreda upon paying a non-refundable fee of 500.00 ETB in cash and according to the timetable provided in the table below.

The bidder shall sign and seal the original and copy of the bid document in separate securely closed envelopes duly marking the envelopes as “ORIGINAL” and “COPY” as appropriate underneath the name of the project and the client’s name and address.

The original and copy shall be delivered wrapped using another external envelope. All envelopes must be duly signed and sealed by the company’s authorized personnel. A separate sealed envelope marked “BID BOND” carrying the bidder’s Bid security/bond of 2% CPO or unconditional bank guarantee & the contractor’s “TECHNICAL DOCUMENT” should be included in the envelope containing the original financial document.

The bidder shall submit “TITLE DEED” for ownership of the construction machinery required or a lease agreement from the machinery renter that shall be valid for the entire project life. The required earthmoving machinery includes Bulldozer and/or Excavator, Loader, Dumper Truck/s, and Vibratory Compactor/Roller. The minimum capacity and productivity for the earthmoving machinery to be employed and the minimum daily operating hours envisaged shall be clearly stated, signed, and sealed to be delivered as a separate attachment in the technical document.

The original document shall be filled in ink for stating the bid-offer. The completed tender document shall be submitted in person at the IAG office. The tender submitted after the deadline will be automatically rejected. Failing to fulfill all the necessary conditions outlined in this invitation can result in disqualification. IAG also reserves the right to reject all or part of the bid.

Invitation to Bid

1. Daughters of Charity/ Urban Development Project (DOC/UDP) invites contractors of category GC/BC 6 and above, who have a license valid for the current year, to bid for furnishing the necessary labor, materials, equipment, and services for the constructions of 25 two-seat communal dry ventilated pit latrines at different locations in Woredas Three, Four and Five of Yeka Sub-City in Addis Ababa.

2. The bid document shall be available from the office of the Project against payment of a non-refundable fee of birr 150 during office hours upon presenting a copy of a renewed license and VAT registration certificate.

በአማራ ብሔራዊ ክልላዊ መንግስት በምስራቅ ጐጃም ዞን የሰዴ ወረዳ ገ/ኢ/ል/ጽ/ቤት ግዥ ንብ/አስ/ደ/የስራ ሂደት ለሰዴ ወረዳ ቴ/ሙ/ኢ/ል/ጽ/ቤት ለሰዴ ወረዳ ቴክኒክ ኮሌጅ ስራ አገልገሎት የሚውል ወርክ ሾፕ ግንባታ በግልጽ ጨረታ አወዳድሮ ማሰራት ይፈልጋል፡፡ ስለዙህ የሚከተሉትን መስፈርቶች የሚያሟሉ ተጫራቾች መወዳደር የሚችሉ መሆኑን ይጋብዛሉ፡፡

  1. በዘርፉ የዘመኑ የታደሰ ህጋዊ የንግድ ፈቃድ ማቅረብ የሚችሉ

  8. ተጫራቾች የጨረታ ሰነዱን የማይመለስ ብር 200 በመክፈል ከሰዴ/ወ/ገ/ኢ/ል/ጽ/ቤት ቢሮ ቁጥር 5 ከረዳት ገ/ያዥ ማግኘት ይችላሉ፡፡
  9.  ተጫራቾች የጨረታ ማስከበሪያ ዋስትና ቢድ ቦንድ ለሚወዳደሩበት አይነት ጨረታ የሞሉትን ጥቅል ዋጋ 2 በመቶ በባንክ በተረጋገጠ የክፍያ ትዕዛዝ /ሲፒኦ/ ወይም በሁኔታ ላይ ያልተመሰረተ የባንክ ዋስትና ወይም በጥሬ ገንዘብ ማስያዝ አለባቸው፡፡ በጥሬ ገንዘብ የሚይዘው ገንዘብ በሰዴ ወ/ገ/ኢ/ል/ጽ/ቤት የገቢ ደረሰኝ ገቢ ተደርጐ ኮፒው ከፋይናንኚያል ዶክመንቱ ጋር ገቢ መደረግ አለበት፡፡
  10. ማንኛውም ተጫራቾች ሀሣቡን ማለትም የፋይናንሽያል ዋጋ እና ቅጅ በማለት ኦርጅናል ለብቻው ቅጅውን ለብቻ በጥንቃቄ በታሸገ ፖስታ ሰዴ/ወ/ገ/ኢ/ል/ጽ/ቤት ግዥና ንብረት አስተዳደር ደጋፊ የስራ ሂደት ወይም ቢሮ ቁጥር 5 በተዘጋጀው የጨረታ ሳጥን ዘወትር በሥራ ሰአት ጋዜጣው በአየር ላይ ከዋለበት ቀን ጀምሮ ለ21 ተከታታይ ቀናት እና እስከ 22ኛው ቀን 3፡30 ድረስ ማስገባት ይቻላል፡፡ /ተጫራቾች የጨረታ መወዳደሪያ ሀሣባቸውን ዋና እና ቅጅ ወይም ኦርጅናል እና ኮፒ ቢያስገቡ ተመራጭ ይሆናል፡፡ ነገር ግን እንደ መስፈርት አይያዝም/
  11. ጨረታው ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት በግዥ ክፍል በቢሮ ቁጥር 5 የጨረታ ጋዜጣው በወጣ በ22ኛው ቀን 3፡30 ታሽጐ በ4፡00 ይከፈታል፡፡ የስራ ቀን ካልሆነ በሚቀጥለው የስራ ቀን ይከፈታል፡፡ ተጫራቾች ወይም ህጋዊ ወከሎቻቸው በተጠቀሰው የጨረታ መክፈቻ ሰአት ባየገኙ መ/ቤቱ ጨረታውን መክፈት መብት አለው፡፡
  12. መ/ቤቱ የተሻለ አማሪጭ ካገኘ ጨረታውን ሙሉ በሙሉ ወይም በከፊል የመሰረዝ መብቱየ ተጠበቀ ነው፡፡
  13. ተጫራቾች የሚያቀርቡት ዋጋ ማንኛውንም አይነት ግብር የሸፈነ መሆን አለበት፡፡
  14. በጨረታው መሳተፍ የሚፈልጉ ስለጨረታው ዝርዝር መረጃ ከፈለጉ ቢሮ ቁጥር 5 ድረስ በአካል በመገኘት ወይም በስልክ ቁጥር 0585554173 በመደወል ማግኘት ይችላሉ፡፡
  15. በተጨማሪ በግዥ አፈፃፀም መመሪያ ቁጥር 1/2003 መሰረት ተፈፃሚ ይሆናል፡፡

በአማራ ብሄራዊ ክልላዊ መንግስት የአንኮበር ወረዳ ገንዘብና ኢኮኖሚ ት/ጽ/ቤት ለአንኮበር ወረዳ ውሃ ጽ/ቤት በወረዳው በተያዘለት ካፒታል በጀት

  • በሀገረ ሰላም ቀበሌ አዲስ አለም ጎጥ የንፁህ መጠጥ ውሃ ግንባታ ሙሉ ጨረታ ቁጥር -1
  • በሀገረ ሰላም ቀበሌ አዲስ አለም ጎጥ የንፁህ መጠጥ ውሃ ግንባታ ሙሉ ጨረታ ቁጥር- 2

የሚከተሉትን መስፈርቶች የሚያሟሉ ህጋዊ ተጫራቾች በማወዳደር ለማሰራት ይፈልጋል።

በዚህ መሰረት፡

በዘርፉ ህጋዊ የንግድ ፈቃድ ያላቸው በውሃ ነከስራዎች እና ደረጃ 8 እና ከዚያ በላይ የሆኑ እንዲሁም የታደሰ የክልሉ ውሃ ቢሮ የሙያ የብቃት ማረጋገጫ ሰርተፍኬት ያላቸውን አርቴዥያኖች አወዳድሮ ለማሰራት ይፈልጋል ።

  1. በዘርፉ የዘመኑ የታደሰ ህጋዊ ንግድ ፍቃድ ያላቸው
  2.  የዘመኑ ግብር የከፈሉ ለመሆናቸው ማስረጃ ማቅረብ የሚችሉ፣
  3. የግብር ከፋይ መለያ ቁጥር TIN / ያላቸው ፣
  4. ተጫራቾች በአንድ ሠነድ ከ200,000 /ከሁለት መቶ ሺህ ብር/ በላይ ለሆነ ዋጋ የተጨማሪ እሴት ታክስ /VAT/ ከፋይነት የተመዘገበ መሆናቸውን የሚያረጋግጥ የምስክር ወረቀት ማቅረብ አለባቸው፤
  5. ተጫራቾች በጨረታ ለመሳተፍ ከላይ በተ/ቁ 1-4 የተጠቀሱትንና የሚመለከታችውን ማስረጃዎች ፎቶ ኮፒ ከመጫረቻ ሰነዶቻቸው ጋር አያይዘው ማቅረብ አለባቸው።
  6. ተጫራቾች የጨረታውን ሰነድ ከአንኮበር ወረዳ ገንዘብና ኢኮኖሚ ት/ጽ/ቤት የማይመለስ ብር 30/ ሰላሳ ብር / በመከፈልና ዘወትር በስራ ሰዓት በመግዛት ይህ የጨረታ ማስታወቂያ በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ 21 ተከታታይ የካላንደር ቀን በመቁጠር ከቀኑ 6፡30 ሰዓት ድረስ መግዛት ይችላሉ፡፡ 6. በጥቃቅን አነስተኛ ህ/ስ/ማህበር የተሰማሩ ማህበራት ደረጃውን የሚያሟሉ ከሆነ ያሉበትን ደረጃ ከአደራጃቸው ጥቃቅንና አነስተኛ ጽ/ቤት ያሉበትን ደረጃ የሚገልፅ መረጃ ማቅረብ ከቻሉ በልዩ አስተያየትም ተጠቃሚ ይሆናሉ!
  7. 7. ተጫራቾች ቀደም ሲል በወጡ ጨረታዎች የገባውን ግዴታ ሳያከብር በመቅረቱ ስልጣን ባለው አካል የታገደ ወይም ጨረታውን ባወጣው መ/ቤት ቀደም ሲል በውሉ መሰረት ጀምረው ያቋረጡ ከሆነ በጨረታው ላይ አይሳተፉም። እንዲሁም ጨረታው ባለማከናወናቸው በድርድር ላይ ያሉ ተጫራቾች አይሳተፉም፤
  8. የጨረታ ማስከበሪያ ቢድ ቦንድ ከ1% የማያንስ በጥሬ ገንዘብ ወይም በመ/ቤቱ ህጋዊ ደረሰኝ ወይም በባንክ በተረጋጋጠ ቼከ ሌተር ኦፍ ክሬዲት ወይም ሲፒኦ ከጨረታ ሰነድ ጋር ታሽጎ ማቅረብ ማስያዝ አለባቸው። ሲፒኦ የሚቀርብ ከሆነ የአንኮበር ወረዳ ገንዘብና ኢኮኖሚ ት ጽ/ ቤት ተብሎ ካልመጣ ቢድ ቦንድ ተቀባይነት አይኖረውም፣
  9. የጨረታ ሰነድ የሚገባው ይህ ማስታወቂያ ከወጣበት ቀን ጀምሮ ባሉት ለ21 ተከታታይ የካላንደር ቀናት የሚወዳደሩበትን ዋጋ በጥንቃቄ በመሙላት ስርዝ ድልዝ ሳይኖረው የጨረታ ሰነዱን ኦርጅናል እና ኮፒ ለየብቻው በጥሩ ሁኔታ በታሸገ ኤንቨሎፕ በማድረግ የሚወዳደሩበትን ሳይት በመግለፅ አንኮበር ወረዳ ገ/ኢ/ት/ጽ/ቤት ለዚሁ ስራ በተዘጋጀው ሳጥን ዘወትር በስራ ሰዓት ማስገባት አለባቸው፣ 
  10. ድረስ ነው፤
  11. ጨረታው የሚከፈተው በዚያው ዕለት ከቀኑ 8፡00 ታሽጎ ወዲያውኑ 8፡30 ተጫራቾች ወይም ህጋዊ ወኪሎች በተገኙበት ወይም ባይገኙም ይከፈታል። የመከፈቻው ቀን የስራ ቀናት ላይ ካልዋለ በቀጣይ የስራ ቀናት በተመሳሳይ ቦታና ሰዓት የሚከፈት ይሆናል ፤
  12. አንድ ተጫራች ባቀረበው ዋጋ ላይ ተንተርሶ ዋጋ ማቅረብ አይችልም፣
  13. ተጫራቾች የጨረታው አሸናፊነት ከተገለፀላቸው በኋላ በ5 ቀናት ውስጥ ቀርበው ወለታ ካልፈፀሙና የውል ማስከበሪያ ካላስያዙ ያስያዙት የጨረታ ማስከበሪያ ለመንግስት ገቢ ይሆና
  14. ተጫራቾች የጨረታ አሸናፊ ከተገለፀ በኋላ የውል ማስከበሪያ ከጠቅላላ ዋጋው 10% ማስያዝ ይኖርበታል፣
  15. ቀሪ ዝርዝር ሥራዎችን የጨረታ ሰነድ በግልፅ ስለተዘጋጀ ከሚሸጠው የጨረታ ሰነድ ላይ ማግኘት ይቻላል።

ወለጋ ዩኒቨርሲቲ በ2013 በጀት ዓመት የተለያዩ ግንባታዎችን ለማሰራት ይፈልጋል።

  1.  የወለጋ ዩኒቨርሲቲ ሪፈራር ሆስፒታል ስታፍ አፓርትመንት (Wollega University Referal Hospital Staff Appartement Building Constructoin) BC grade 3 and above or GC grade 3 and above
  2. ጊምቢ ካምፓስ የላብራቶሪ ክፍሎች ዲዛይን ስራ (Laboratory Building Design and Consultancy) ደረጃ 3 እና ከዚያ (Design and consultancy firm Grade 3 and above) )
  3. Master plan for Nekemte Gimbi & Shambu Campuses Design and consultancy service Grade 3 and above
  4. Model School Building G+2 and feferat Teaching Hospital MRI CT-Scan and Ray Building Reaminine werk G.c and above or B.Cgrade 5 andabove አወዳድሮ ለማሰራት ይፈልጋል። ስለዚህ ደንቡ በሚፈቅደዉ መሠረት የዓመቱን ግብር የከፈሉ፣ ህጋዊ ፍቃድ ያላቸዉን የሀገር ዉስጥ ተጫራቾች በጨረታው እንዲሳተፉ ይጋብዛል።

በዚሁ መሠረት፡

  1. በጨረታው ለመሳተፍ የሚፈልጉ ተጫራቾች የጨረታ ሠነዱን ወለጋ ዩኒቨርሲቲ ዋና ግቢ የግዥ ቡድን አስተባባሪ ቢሮ ቁጥር 109 ኣዲሱ አስተዳደር ሕንፃ አንደኛ ፎቅ በመቅረብ ለእያንዳንዱ የጨረታ ሠነድ የማይመለስ ብር 200.00 (ሁለት መቶ ብር) በመክፈል የጨረታ ሰነዱን በመግዛትና ለመጫረት የምትፈልጉ ተጫራቾች ማስታወቂያዉ በአዲስ ዘመን ጋዜጣ ከወጣበት ጀምሮ እስከ ህዳር 13/2013 ዓ.ም ተከታታይ የስራ ቀናት የጨረታ ሠነዱን መግዛት ይችላሉ ፡፡
  2. . የጨረታ ሠነዱን በሰም በታሸገ ኤንቨሎፕ ህዳር 14/2013 ዓ.ም እስከ ጠዋቱ 4፡00 ሰዓት ወለጋ ዩኒቨርሲቲ ዋና ግቢ አዲሱ አስተዳደር ሕንፃ አንደኛ ፎቅ የግዥ ቡድን አስተባባሪ ቢሮ ቁጥር 109 ለዚሁ ጨረታ በተዘጋጀው ሳጥን ዉስጥ ማስገባት ይኖርባቸዋል።
  3. ጨረታው ህዳር 14/2013 ዓ.ም ከጠዋቱ 4፡00 ሰዓት ተዘግቶ በዛው ዕለት 4፡30 ሰዓት ላይ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸዉ በተገኙበት ወለጋ ዩኒቨርሲቲ ዋና ግቢ የግዥ ቡድን አስተባባሪ ቢሮ ቁጥር 109 አዲሱ አስተዳደር ሕንፃ አንደኛ ፎቅ ይከፈታል።
  4. ተጫራቾች በሚያቀርቡት የጨረታ ሠነድ ጋር አካተዉ ማቅረብ ያለባቸዉ ሠነዶች የሚከተሉት ናቸዉ።

ሀ/ ከግንባታ ሥራ ጋር የተዛመደና በዘመኑ የታደሰ ህጋዊ የንግድ ፍቃድ እና የምዝገባ የምስክርወረቀት፡

ለ/ ካፌዴራል ሀገር ዉስጥ ገቢ ወይም ከሌሎች ግብር ሰብሳቢ የመንግስት መስሪያ ቤቶች ወቅታዊ የግብር ግዴታዎችን የተወጡና በጨረታዉ መካፈል የሚችሉ መሆኑን የሚገልጽ ማስረጃ፣ የአቅርቦት የምስክር ወረቀትና የሚጫረቱበትን ዋጋ፣ ከ100,000.00/መቶ ሺህ/ ብር የሚበልጥ ከሆነ የተጨማሪ እሴት ታክስ (VAT) የምዝገባ የምስክር ወረቀት ማቅረብ አለባቸዉ።

ሒ ተጫራቾች የሚያስይዙት የጨረታ ማስከበሪያ ዋስትና ቢድ ቦንድ መጠን በጨረታ መመሪያው ላይ የተገለጸ ሲሆን፡ የቢድ ቦንድ አቀራረብም በባንክ በተረጋገጠ /ሲፒኦ/ ከጨረታ ሠነዱ ጋር አሽገው ማቅረብ ይኖርባቸዋል ።

በደ/ብ/ብ/ሕ/ክ/መንግስት በጉራጌ ዞን የምሁርና አክሊል ወረዳ ትራንስፖርትና መንገድ ልማት ጽ/ቤት ህጋዊ ተጫራቾችን አወዳድሮ ከደሳ-ሰላም፤ ከገንቡያ_መስቀልዝግባ ፤ ከደንገዝ-ዴባር ፤ እና ከዳሜ- ፈረዝጉራ የጠጠር መንገድ ስራ ማሰራት ይፈልጋል፡፡

በመሆኑም:-

  1. GC/RC ደረጃ 9ኝና ከዛ በላይ የግንባታ ፍቃድ ያላችሁ፡፡
  2. በዘርፉ የታደሰ ንግድ ፈቃድ፤ የግብር ከፋይነት መለያ ቁጥር፧ የተ.እ.ታ ተመዝጋቢ መሆናቸውን የሚያረጋግጥ የምስክር ወረቀት ማቅረብ የሚችሉ፡፡
  3. ተጫራቾች የጨረታ ሰነዱን በም/አ/ወ/ገ/ባ/ቅ/ጽ/ቤት የማይመለስ 100/ አንድ መቶ ብር/ በመክፈል ምሁርና አክሊል ወረዳ ፋይናንስ/ፅ/ቤት ግዥ ቢሮ ጨረታው በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ ባሉት 21 (ሃያ አንድ) ተከታታይ ቀናት እስከ ቀኑ 5፡00 ሰዓት ድረስ መግዛት ይችላሉ፡፡
  4.  ተጫራቾች የጨረታ ማስከበሪያ ብር 10,000 (አስር ሺህ ብር) በም/አ/ወ/ፋ/ፅ/ቤት ስም ማሰራት ይጠበቅባቸዋል፡፡ የጨረታው ማስከበሪያው በኦሪጅናል ዶክመንት ውስጥ መሆን ይኖርበታል፡፡
  5. ተጫራቾች ኦርጅናልና ሁለት ቅጂ ሰነዶችን በመለየት በታሸገ ፖስታ በማድረግ ይህ ጨረታ በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ እስከ ሃያ አንደኛው ቀን ከቀኑ 8፡00 ሰዓት ድረስ በተዘጋጀው የጨረታ ሰነድ ማቆያ ሳጥን ማስገባት ይጠበቅባቸዋል፡፡
  6. ጨረታ በሃያ አንደኛው ቀን ከቀኑ 8፡30 ሰዓት ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ይከፈታል። የተጫራቾች አለመገኘት ጨረታው እንዳይከፈት አያደርግም።
  7. ጨረታው የሚከፈትበ ትን ቀን በዓል ወይም ቅዳሜና እሁድ ከሆነ ወደ ሚቀጥለው የስራ ቀን ይተላለፋል፡፡

  1. The OFED now invites sealed bids from eligible and qualified bidders for the construction of Retaining Wall 482 ML.
  2. Bidding will be conducted through the National Open Biding and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.
  3. Interested eligible bidders may obtain further information from the Office of Finance and Economic Development, and inspect the Bidding Documents at the address given below from 8:30 AM to 12:30 PM and from 1:30PM to 5:30 PM.
  4. Qualification requirements include: Legal, Professional, Technical and Financial admissibility of the bids, as detailed in the Bidding Documents. In addition, a bidder shall submit a renewed certificate of competence showing that it is a contractor of Grade-5 GC/RC and BC Grade 4 above Contractor. This is to be verified when necessary.
  5. Appropriate margin of preference shall be applied for local companies. Additional Details are provided in the Bidding Documents.
  6. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of 300 ETB (Three hundred Ethiopian Birr). The method of payment will be in cash, against a receipt. The Bidding Documents will not be sent by any other method than through a bidder’s representative (in person).
  7. Bids must be delivered to the address below at or before 2:00 PM, 21-Dec-2020 Late bids will be rejected.
  8. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 2:30PM, 21-Dec-2020.
  9.  All bids must be accompanied by a Bid Security of 30,000ETB (Thirty thousand Ethiopian Birr) or an equivalent amount in a freely convertible currency.

The Federal Democratic Republic of Ethiopia (FDRE) has applied for financing from Saudi Fund for Development (SFD) for the Construction Works of Debre Markos -Digua Tsion – Mota Road Project, Contract 1: Debre Markos – Km 60.56 (60.56 Km) and Construction Works of Debre Markos – Digua Tsion – Mota Road Project, Contract 2: Km 60.56 – Mota (57.81 Km).

In relation to this, through a Specific Procurement Notice published on the previous issues of the Ethiopian Herald Newspaper dated October 15 and 16, 2020, the Ethiopian Roads Authority invited interested Suppliers/ Contractors to submit sealed bids for the provision of the necessary labor, material, and equipment for the Construction of these Roads.

However, since it is found necessary to change the tendering strategy (method of procurement) for the selection of the Civil Works Contract, the Client decided to cancel the tender. Hence, the Client wishes to inform prospective bidders, intending to participate in the tender, that it has been deemed necessary to cancel the bid due to the reason noted above.

INVITATION FOR BIDS

  1.  The Federal Democratic Republic of Ethiopia (FDRE) has applied for financing from Saudi Fund for Development (SFD) for the Construction Works of Debre Markos – Digua Tsion – Mota Road Project.
  2. The Ethiopian Roads Authority (ERA) on Behalf of the FDRE invites international eligible Contractors (including all members of a joint venture and all Subcontractors of bidders) for the Construction Works of Debre Markos – Digua Tsion – Mota Road Project. The Road Project is to be constructed in two separate Contracts, Contract 1: Debre Markos – Km 60.56 (60.56 Km) and Contract 2: Km 60.56 – Mota (57.81 Km).
  3.  In general, the proposed Debre Markos – Digua Tsion – Mota Road Project consists of construction of 60.56 Km and 57.81 Km roads to Asphalt Concrete surfacing to ERA DC5 standard (ERA’s Geometric Design Manual – 2013).

The works also include the construction of minor and major drainage structures. Rural sections shall have a road carriageway width of 7.0m (with 1.5m and 0.5m sealed with Single Bituminous Surface Treatment shoulders on each side for flat/rolling sections and mountainous sections respectively). For town sections; Zonal seat shall have 2.5m median width with both sides having 3.5m parking lane, 3.5m Carriageway, and 2.5m walkway, and Woreda seats shall have 7m carriageway with 3.5m parking lane and 2.5m walkway on each side. Whereas, Kebele seats shall have a 7m carriageway with 2.5 m paved shoulder on each side. The time of completion for each project is 42 months (1278 calendar days) including a mobilization period of 120 calendar days.

5. Bidders may obtain a complete set of bidding documents at the above office starting from October 19, 2020, and upon payment of a non-refundable fee of 300 US$ (Three Hundred US Dollars) or 10,000 ETB (Ten Thousand Ethiopian Birr) for each project. Payment shall be made in cash, bank certified check or telegraphic transfer to the Employer’s Bank Account in the Commercial Bank of Ethiopia-Sengatera Branch through Account No.01715-33144600.

The document will be sent by registered airmail if required so by the bidder but under no circumstances will the procuring entity be held responsible for late delivery or loss of the documents so mailed.

6. Bidding will be conducted through the International Competitive Bidding (ICB) procedure specified in the bidding documents and is open to all eligible bidders. The minimum General and Specific Construction Experience is as shown below;

7. The bidding procedure to be followed is a two-envelope procedure. The post-qualification documents and financial offers should be sealed in two separate envelopes. The first envelope containing the post-qualification application and bid security is clearly marked “Post Qualification Application and Bid Security” and the second envelope that contains the offer is marked “Submission of Offer” for the Construction Works of Debre Markos – Digua Tsion – Mota Road Project, Contract 1: Debre Markos – Km 60.56 (60.56 Km) for Contract 1 and “Submission of Offer” for the Construction Works of Debre Markos – Digua Tsion – Mota Road Project, Contract 2: Km 60.56 – Mota (57.81 Km) for Contract 2 and the two envelopes shall also be enclosed by an outer envelope marked “Post Qualification Application and Offer for Construction Works of Debre Markos – Digua Tsion – Mota Road Project, Contract 1: Debre Markos – Km 60.56 (60.56 Km)” for Contract 1 and “Post Qualification Application and Offer for the Construction Works of Debre Markos Digua Tsion – Mota Road Project, Contract 2: Km 60.56 – Mota (57.81 Km)” for Contract 2.

Evaluation is also to be carried out in two stages, the post-qualification application and the bid security will be opened first and the qualification evaluation will be undertaken. The bid that is responsive to the minimum post-qualification criteria will be opened for further evaluation. The offers of those bidders who fail the minimum qualification criteria shall be returned unopened after the award of the contract.

The Bids shall be prepared in one original and four copies. Bids for each project must be accompanied by a bid security of USD 1,000,000.00 (United States Dollar: One Million) or Equivalent in a format acceptable to the Employer for each project/contract. Post-Qualification Application and Bid security of the bidders will be opened immediately thereafter in the presence of the  Contract Award Committee and bidders’ representatives who choose to attend on the final date and time of bid submission and at the address stated here above.

9.The Ethiopian Roads Authority reserves the right to accept or reject any or all bids.
