The National Regional State of Oromiya represented by OROMIYA ROADS AUTHORITY has allocated sufficient budget to finance the Construction works of Obora-Sidan-Tulu Wayu Gravel Road Project, Contract II (31+500 – 61+500) Rural Roads Project.

This request for expression of interest follows the general procurement notice for this project that appeared in the United Nations Development Business (WB2837-732/08) on July 16/2008

The consultant service will cover rapid assessment, detail socio-economic surveying, assess and identify land and land-related assets & bio-physical components and resources, design and suggest appropriate mitigation measures, produce the draft and final EIA, and RAP statement reports.

The city Administration requires technical assistance from experienced engineering consultants in the same service. Therefore, the city seeks expression of interest from eligible firms to provide technical assistance for full ELA and RAP for the Abattoir construction. Water Development Commission has secured budget from the Government of Ethiopia toward the cost of implementation of Water Supply, Sanitation and Hygiene Project and intends to apply part of the proceeds for Consultancy service for Preparation of Standard Latrine Designs for urban and rural areas.

Objective

The ultimate general objective of the assignment is to developing a standard latrine catalog so as to improve the health status of the community and create healthy and productive citizens by creating sustainable latrine infrastructure that hygienically contains human excreta and break disease transmission routes.

The specific objectives of this particular assignment are:

  • to assess and review the existing public, communal/ shared toilets, Individual House Hold Toilets (IHHTS), institution toilets which are currently functional and non-functional and propose guidance for their rehabilitation and upgrading as appropriate 
  • to prepare a standard latrine catalog with the complete design document and user manual for various types of latrines required for households, communities, public spaces and institutions, tourist attractions, and transport routes and facilities.

Scope

The general scope of work is described as presented in the TOR. The execution of the following tasks is expected to be accomplished during the consultancy service. There are four major tasks that should be carried out by the consultant to accomplish the assignment.

  • Review of available latrine standards
  • Produce the technical design of latrines for new, upgrading, and rehabilitation
  • Latrine catalog preparation
  • User manual preparation and
  • Training material preparation and training of trainers

The assignment will be in the form of a Lump sum. Accordingly, the estimated professional staff-months are 31. The assignment will be expected to start in the First week of March 2021 & the implementation period is also 6 months. The Water Development Commission has budgeted for assessment of groundwater potential of the Gelealo Woreda of the Afar Regional State and intends to apply part of the budget for consulting services.

The Consulting Services (“the Services”) include:

  1. Study and Design of Groundwater Sources;
  2. Supervision & Contract Administration of Drilling and Construction of Deep Wells; and
  3. Prepare Detail Feasibility Design, Environmental & Social Impact Assessment (ESIA), and prepare Tender Document for the water shortage Kebeles in Gelealo Woreda of the Afar Regional State.

The intended duration of the assignment is 7 (seven) months after the commencement of the assignment. The assignment will be performed in the form of a lump-sum contract for source investigation & detailed feasibility design, and a time-based contract for supervision & contract administration of drilling& contraction of deep wells. General Objective of the Assignment

The overall objective of the assignment is to conduct a groundwater investigation to identify fluoride-free water source for the fluoride affected and shortage& absence of potable water Kebeles namely RebenaSegento, Diyara, Herto Buri, ModaytuBuri and Adlalitain Gelealo Woreda of the Afar Region. The work involves selecting of groundwater exploiting wells, supervision of the drilling & construction works& designing of water systems that convey water to the community.

Specific Objectives of the Assignment

  • Assessment of the groundwater potential of the Gelealo Woreda that is situated along the Awash River Basin;
  • Determine the hydrogeological condition of the area;
  • The extent of the aquifer both vertically and laterally should be mapped and thoroughly studied to verify the groundwater potential of the wellfields;
  • To undertake detail geological, hydrogeological, hydro-chemical studies supported by geophysical investigation and socio-environmental parameters/ characteristics of the Rebena Segento as well as the surrounding areas for the water source of the Fluoride affected Kebeles Supervise the drilling and construction works at the recommended borehole sites;
  • Prepare detailed design with the accompanying maps and drawings (setting and design of associated structures) including preparation of Tender Document.

The water source to be identified should consider the fast increasing trend of the Kebeles population and development to provide sufficient and sustainable potable water.

The location of the source should also consider the easiness of delivery to the beneficiary population and management of operation of the system.

  • 2.1. የተለያዩ ዲያሜትር ያላቸው ባህር ዛፍ አጣና/ርዝመት ስድስት ሜትርና ከዚያ በላይ የሆነ/፤ ጠጠር 00፣01፣02፣ አሸዋ፣ ብሎኬት ክላስ ቢ ባለ 20፣ OPC ሲሚንቶ፣ EGA ቆርቆሮ የተለያዩ ርዝመት ያላቸው፣ የአናፂ ሽቦ፣ የፊሮየ ሽቦ፣ G-28 ሽትሜታል፣ MJ ቦልት፣ ቦንዳ፣ የተለያየ ድያሜትር ያላቸው፡፡ ብረቶች፣ የተለያዩ PVC ኤሌክትሪክ ገመዶች፣ የተለያዩ የኤሌክትሪክ ሶኬቶችና እስዊቾች፣ የተለያዩ ድያሜትር ያላቸው U PVC፣ በግልጽ ጨረታ አወዳድሮ መግዛት ይፈልጋል፡፡
  • 2.2. ከላይ ለተዘረዘሩት ስራዎች ለስራው ልዩ ሙያ እና ልምድ ያላቸው ባለሙያዎችን በግልጽ ጨረታ አወዳድሮ መቅጠር ይፈልጋል፡፡ ማለትም፡- ፌሮየ፣ የብሎኬት መደርደር ባለሙያ፣ የልስን ስራ ባለሙያ፣ EGA ቆርቆሮ የእጅ ሙያ ስራ፣ እና የኤሌክትሪክ የእጅ ሙያ ስራ የመሣሰሉትን ማሰራት፡፡ በመሆኑም ከዚህ በታች ያሉት መስፈርቶችን ማሟላት የሚችሉ ተጫራቾች በሙሉ፡-

በዚህ መሰረት፡-

  1. በዘርፉ የታደሰ ህጋዊ የንግድ ፈቃድ ያላቸው፣
  2. የዘመኑን ግብር የከፈሉ ለመሆናቸው ማስረጃ ማቅረብ የሚችሉ፣
  3. የግብር ከፋይ መለያ ቁጥር ያላቸው፣
  4. ለእያንዳንዱ የእጅ ሙያ ስራ ዘርፍ ስራ ለመስራት የሙያ ፈቃድ ያላቸው፣
  5. ተጫራቾች የእጅ ሙያ ስራ ዘመኑን ግብር የከፈሉ፣ የታደሰ ንግድ ፈቃድ ያላቸው መሆን ይጠበቅባቸዋል፡፡
  6. ተጫራቾች ለተጠየቁት ለእያንዳንዱ የእጅ ሙያ ስራ ል ምድ ማስረጃ ማቅረብ የሚችል ቢሆ ን ይመረጣል፡፡
  7. የግዥው መጠን ከ50 ሺህ በላይ ከሆነ የተጨማሪ እሴት ታክስ ከፋይነት የተመዘገቡ መሆናቸው የሚያረጋግጥ የምስክር ወረቀት ማቅረብ የሚችሉ፣
  8. ተጫራቾች ከላይ 1-4 የተጠቀሱትን መረጃዎች በሚነበብ ኦርጅናልና ፎቶ ኮፒ ከጨረታ ሰነዳቸው ጋር አያይዘው ማቅረብ አለባቸው፡፡
  9. ተጫራቾች የዲዛይን ስራ ከላይ 1-4 የተጠቀሱትን በማሟላት ተጨማሪ በዘመኑ የታደሰ በከተማ ልማት የተሰጡ የድርጅቱ የሙያ ብቃት ማረጋገጫ ማቅረብ የሚችል መሆን አለበት፡፡
  10. ተጫራቾች የዲዛይን ስራ ከአሁን በፊት የሰሩበትን የብቃት ማረጋገጫ/ የመልካም ስራ አፈፃፀ/ ማቅረብ የሚችሉ መሆን አለባቸው፡፡
  11. ተጫራቾች የዲዛይን ስራ ስራውን የሚጠይቅ የባለሙያ ስብጥር ማቅረብ የሚችሉ፣
  12. ተጫራቾች የጨረታ ሰነዱ ላይ የሚሞሉት ዋጋ ቫትን ጨምሮ መሆን አለበት፡፡
  13. ተጫራቾች ከአንድ ስራ ወይም ግዥ በላይ መጫረት ይችላሉ፡፡
  14. ተጫራቾች ለሞሉት የመወዳደሪያ ጠቅላላ ዋጋ መጠን 1 በመቶ የጨረታ ማስከበሪያ ዋስትና በባንክ የተረጋገጠ ሲፒኦ ከጨረታ ፖስታ ጋር በማያያዝ ማቅረብ አለባቸው፡፡
  15. ተጫራቾች የመወዳደሪያ ሰነዳቸውን በጥንቃቄ በፖስታ አሽገው ስማቸውን፣ አድራሻቸውን፣ የድርጅቱ ማህተም እና ፊርማቸውን በእያንዳንዱ ዋጋ መሙየ ገጽ ላይ በማስቀመጥና ድርጅቱ ድረስ በመምጣት ለጨረታ በተዘጋጀው ማጥን ማስገባት አለባቸው፡፡
  16. 16. ተጫራቾች የጨረታ ሰነዱ የማይመለስ 200 ብር ብቻ በመክፈል አብክመ ቤቶች ልማት ድርጅት ደሴ ቅ/ጽ/ቤት ግ/ክ/ንብ/አስ/ደ/የስራ ሂደት ቢሮ ቁጥር 303 በአካል በመቅረብ መግዛት ይችላሉ፡፡ ተጨማሪም የሚገዙ እቃዎች አይነትና ዝርዝር መግለጫ ከጨረታ ሰነዱ ማግኘት ይችላሉ፡፡
  17. ተጫራቾች በሌላ ተወዳዳሪ ዋጋ ላይ ተንተርሰው መጫረት አይችሉም፡፡
  18. ማንኛውም ተጫራች በሰነዱ ላይ ማብራሪያ ከፈለገ በስልክ ወይም በአካል በመቅረብ ማብራሪያ መጠየቅ ይችላል፡፡
  19. ጨረታው የሚከፈተው ይህ ማስታወቂያ በጋዜጣ ታትሞ ከወጣበት ቀን ጀምሮ 21 ተከታታይ የስራ ቀናት ቅዳሜ ጨምሮ ቆይታ ይኖረዋል፡፡ በ22ኛው ቀን ከጠዋቱ 3፡30 ላይ የጨረታ ሣጥኑ ታሽጐ በ4፡00 ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው/የውክልና ማስረጃ ፎቶ ኮፒ በማስረከብ/ በተገኙበት ይከፈታል፡፡ እለቱ ህዝባዊ በአል ወይም እሁድ ከሆነ በቀጣይ የስራ ቀን ተጫራቾች ቢገኙም ባይገኙም ጨረታው በ4፡00 ይከፈታል፡፡
  20. አሸናፊው ከተለየበት ቀን ጀምሮ ከአምስት የስራ ቀናት በኋላ ባሉት 5 ተከታታይ ቀናት ውስጥ የው– ማስከበሪያ ብር 10 በመቶ በመክፈል ውል ይዞ ያሸነፉበትን እቃ በታዘዘው መሠረት ጥራቱን በጠበቀ መልኩ አብክመ ቤቶች ልማት ድርጅት ደሴ ቅ/ጽ/ቤት ድረስ ማቅረብ አለበት፡፡ እቃውን የምንረከበው ጥራቱ በባለሙያ ተረጋግጦ ሲሆን ጥራቱን ያልጠበቀ እቃ የሚያቀርብ ነጋዴ እቃውን የማንቀበል መሆኑን አውቆ ለሚደርሰው ኪሣራ ድርጅቱ ተጠያቂ አይሆንም፡፡
  21. አሸናፊው የሚለየው ለእያንዳንዱ የተዘረዘሩትን እቃዎች ዝቅተኛ ዋጋ የሞላ ነው፡፡
  22. በጨረታው ለመሣተፍ የሚፈልግ ስለጨረታው ዝርዝር መረጃ ከፈለጉ አብክመ ቤቶች ልማት ድርጅት ደ/ቅ/ጽ/ቤት ግ/ክ/ንብ/አስ/ደ/የስራ ሂደት ቢሮ ቁጥር 303 በአካል በመገኘት ወይም በስልክ ቁጥር 033 312 —ወይም 03333120114 በመደወል ማግኘት ይቻላል፡፡
  23. ድርጅቱ ጨረታውን በሙሉም ሆነ በከፊል የመሰረዝ መብቱ የተጠበቀ ነው፡፡ እንዲሁም ተጫራቾች በጨረታ ማስታወቂያው ላይ ያልተገለፁ ሁኔታዎች ቢኖሩ በግዥ መመሪያው ተገዥ መሆን አለባቸው፡፡
  24. ድርጅቱ በግዥ መመሪያው መሰረት በእያንዳንዱ እቃ ላይ 20 በመቶ የመቀነስ ወይም የመጨመር መብቱ የተጠበቀ ነው፡፡

ማሣሰቢያ፡- 1 በዋጋ መሙያ ሰንጠረዥ ላይ ከተጠቀሰው ዝርዝር ስፔስፊኬሽን ውጭ በመሰረዝ እና በመደለዝ የራሱን ስፔስፊኬሽን የሞላ እና የድርጅቱ ህጋዊ ማህተም የሌለበት ሰነድ የሚያቀርብ ተወዳዳሪ ከውድድር ውጭ ይሆናል፡፡

Invitation to Project Evaluation Service Bid

  1.  The Ethiopian Red Cross Society (ERCS) invites sealed bid from prospective eligible bidder who have legal licenses and experience to provide Project Final Evaluation Service.
  2. Interested eligible bidders can purchase a complete set of bidding document against a non-refundable payment of ETB 100 (Birr Hundred) from ERCS Logistics Department, Procurement Division, First floor, Office No.25 Which is located around Addis Ababa Stadium.
  3.  All tenders must be submitted to Ethiopia Red Cross Society along with a BID SECURITY (BID BOND) in acceptable forms (CPO OR BANK GUARANTEE) Specified in the Bidding Data Sheet amounting Eth.Birr. 10,000 (Ten Thousand) , on separate envelope. The bid Security Shall be valid for 28 consecutive days beyond the end of the validity period of the bid.
  4. Financial offer shall be produced in separate sealed envelopes labelled as ORIGINAL and COPY. TECHNICAL OFFER shall be made in a separate third sealed envelope clearly labelled as TECHNICAL OFFER. The four envelopes including the CPO shall then be sealed in and signed, sealed outer envelope, addressed to Ethiopia Red Cross Society whose address is mentioned below.
  5. Bidders are kindly requested to submit their price quotation along with technical document based on detailed requirements on our Bid Document on or before Nov. 18,2020 at 2:00 PM. and will be mopened on the same date at 2:30 pm at ERCS Conference roomin the presence of bidders or their authorized representatives who are willing to attend the ceremony.
  6.  Bidders are advised to read bidding document thoroughly and fill all the necessary details requested in the bidding document.
  7. . Failure to comply of the conditions from No.2 to 6 above shall result in an automatic rejection.

  3. የጨረታ ሰነዱን ከአቃቂ ቃሊቲ ክ/ከተማ ኮንስትራክሽን ጽ/ቤት 2ተኛ ፎቅ ይህ ማስታወቂያ በጋዜጣ ከወጣበት እለት አንስቶ ባሉ ሰባት የስራ ቀናት ከላይ የተዘረዘሩትን ዋናና ኮፒ በመያዝ ዘወትር በስራ ቀንና ሰዓት የማይመለስ ብር 500 (አምስት መቶ ብር) በመከፈል የጨረታ ሰነዱን መወሰድ ይችላሉ፡፡
  4. ተጫራቾች የጨረታውን
  • ሀ, ቴከኒካል ሰነደ አንድ ዋና እና ሁለት ኮፒ (እያንዳንዳቸው በሰም የታሸጉ)
  • ለ ፋይናንሺያል ሰነድ አንድ ዋና እና ሁለት ኮፒ (እያንዳንዳቸው በሰም የታሸጉ) በማድረግ በሰም በታሸገ ኤንቨሎፕ እንዲሁም ሁሉንም ሰነዶች በአንድ እናት ፖስታ በሰም በማሸግ እቃቂ ቃሊቲ ክ/ከተማ 7ኛ ፎቅ አዳራሽ ለዚሁ ተግባር በተዘጋጀ ሳጥን ውስጥ ማስታወቂያው በጋዜጣ ከወጣበት ዕለት አንስቶ በስምንተኛው የስራ ቀን የጨረታ መመሪያው በሚያዘው መሰረት በዚሁ ዕለት የጨረታ ሰነዱን (Technical and Financial) ሁሉንም ሰነዶች በአንድ እናት ፖስታ በማሸግ ከጠዋቱ 2፡30 ሰዓት እስከ 4፡00 ሰዓት ድረስ ባለው ጊዜ ማስገባት ይኖርባቸዋል፡፡ ኦርጅናሉ ላይ ኦርጅናል፣ ኮፒዎቹ ላይ ኮፒ በማለት መጻፍ ያለባቸው እና ሁሉንም ፖስታዎች በሰም ማሸግ ያለባቸው ሲሆን፣ ይህን አለማድረግ ከውድድር ያሰርዛል፡፡

5ጨረታው በዚሁ ዕለት ከጠዋቱ 4፡30 ሰዓት ላይ በእቃቂ ቃሊቲ ከ፡ ከተማ 7ኛ ፎቅ አዳራሽ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት የቴክኒካል ጨረታ ሰነድ ይከፈታል፡፡

6. ተጫራቾች የጨረታ ማስከበሪያ ዋስትና (bid bond) 5,000 (አምስት ሺ ብር) በባንክ ትዕዛዝ (CPO) ወይም በባንክ ዋስትና በአቃቂ ቃሊቲ ክ/ከተማ የመንግስት ኮንስትራክሽን ጽ/ቤት ስም ማስያዝ አለባቸው፡፡ የሚያስይዙትንም (CPO) ወይም የባንክ ዋስትና ከቴክኒካል ኦሪጂናል ዶክመንት ጋር አያይዘው ማቅረብ አለባቸው፡፡

7 በአቃቂ ቃሊቲ ክ/ከተማ ስራ ያላቸው የስራ ተቋራጮች በክ/ከተማው ጨረታ ለመሳተፍ የያዙትን ስራ ከ 70% በላይ ማድረሳቸውን መረጃ ማቅረብ ይጠበቅባቸዋል፡፡

8. የጨረታውን መመሪያ አለማከበር እና ከላይ የተጠቀሱትን መስፈርቶች አለማሟላት ከተወዳዳሪነት ያሰርዛል፡፡

9.ከአንድ ሰነድ በላይ መወዳደር፣ ከተወዳደሩበት ሁሉ ላይ ያሰርዛል፤ በተጨማሪም ተጫራቶች ሞልተው ያስገቡት ሰነድ በሁሉም ገፆች ላይ ማህተም እና ፊርማ አለማድረግ ፣ የስራ ዝርዝር ዋጋ (Rate) ላይ የማይነበብ እና ያልተፈረመበት ስርዝ ድልዝ ካለ፣ዋጋ(Rate) ያልተሞላበት የስራ ዝርዝር እንዲሁም የስራ ዝርዝር ዋጋ (Rate) ላይ ፍሉድ መጠቀም ከተወዳዳሪነት ያሰርዛል፡፡

10. የበለጠ ማብራሪያ ካስፈለገ በአቃቂ ቃሊቲ ክፍለ ከተማ ኮንስትራክሽን ጽ/ቤት በአካል በመቅረብ መረዳት ይቻላል ::

11. አድራሻ ከቃሊቲ መናኸሪያ ፊት ለፊት በሚገኘው አቃቂ ቃሊቲ ክፍለ ከተማ ህንጻ ላይ ሁለተኛ ፎቅ የመንግስት ኮንስትራክሽን ጽ/ቤት የምህንድስና ግዢ ቡድን፡፡

12 ልዩ አማካሪው ጨረታውን ካሸነፉ በኋላ ቢያንስ የሰራተኛውን 40% በክፍለ ከተማው የተመዘገባ ስራ አጥ ባለሙያ ወይም መሃንዲስ መቅጠር አለበት፡፡ ለዚህም መተማመኛ በድርጅቱ ኃላፊ ወይም ስራ አስኪያጅ የተፈረመና ማህተም ያለው ደብዳቤ የሚያቀርብ ማረጋገጫ ደብዳቤ ማቅረብ አለበት፡፡

13, አማካሪው ደርጀት የዲዛይን ማሻሻያ፣ የግንባታ ክትትል እና ውል የማስተዳደር ስራ ይሰራል፡፡

14. ኣማካሪ ድርጅቱ ሥራውን በጥራት ለማከናወን የሚከተላቸውን መሰረታዊ ስትራቴጂዎች የሚያቀርብና እነዚህም ባለመፈጸማቸው ተጠያቂ እንደሚያደርገው ማረጋገጫ የጻፈና በስራ አስኪያጅ ወይም በኃላፈው የተፈረመና ማህተም ያለው ሰነድ የሚያቀርብ፡፡

15. ልዩ አማካሪው በደረጃው እንዲያሟላ የሚጠበቅበትን የሰው ሃይል ያለውና በህጋዊ መንገድ በከፍለ ከተማችን የተመዘገቡ ባለሙያዎችን የሚቀጥር መሆኑን የሚገልጽ ሰነድ እንዲሁም ፕሮጀከቱን በጥራት ለማከናወን በቴክኒክ ሰነዱ ላይ አስፈላጊ ናቸው የተባሉ ባለሙያዎችን በወቅቱ እንደሚያሟላ በድርጅቱ ኃላፊ ወይም ስራ አስኪያጅ የተፈረመና ማህተም ያለው ደብዳቤ የሚያቀርብ፡፡

16. መስሪያ ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውን ሙሉ በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ነው

REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING FIRMS SELECTION)

  1.  The Addis Ababa Water and Sewerage Authority Water and Sanitation Infrastructure Development Division Office has intended to allocate finance for construction of a decentralized wastewater treatment plant to be implemented at Condominium Housing sites( 12 condominium building sites) and intends to apply part of the proceeds for consulting services (detail design, Contract Administration and Construction Supervision)
  2. The consulting services (“the Services”)include: This is a mixture of lump sum and time-based contract for consultancy services pertaining to Phase-1: Detail Design, Tender DocumentPreparation, Tendering, and Tender Assistance for the design of Waste Water Treatment Plant project. The consultancy service of the WWTP is exp to take 6 months. Tendering and Tender Assistance would be an intermittent input the actual dates of which would be determined right after completion of the Detail Design and Tender DocumentPreparationPhase 2: Construction Supervision and contract administration of the WWTPs construction project. Supervision and ContractAdministration are expected to take 10months. This period includes testing and commissioning of the WWTPs.
  3. The consulting firm to be hired must be highly competent/reputable and must have experienced key professionals and appropriate support staff with ample work experience.
  4. The AAWSA-Water and Sanitation Infrastructure Development Division now invite eligible consulting firms (“Consultants”) to express their interest in providing the services. Interested consulting firms must provide information indicating that they are qualified to perform the consulting services for both phases (brochures, core business, years of experience in the business, description of similar assignments, experience in similar conditions, the technical and managerial organizational structure of the firm, availability of appropriate skills, general qualification, etc…).
  5. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. The Expression of Interest should clearly specify the type of relationship the consultants propose to establish.

  7.  ተጫራቾች ለወሰዱት የጨረታ ሰነድ በእያንዳንዱ ገጽ ላይ የድርጅታቸውን ማህተም፣ ስምና ፊርማ በማድረግ መመለስ ይገባቸዋል፡፡

Invitation for Bid

1) The Sunshine Construction Plc. has entered into a Contract Agreement with the Ethiopian Roads Authority for the Construction works of Debre Birhan-Ankober Road Upgrading Project. New road alignment has been proposed and detailed geotechnical investigation was recommended prior to any construction activity due to the nature of the area, which should be Sub-Contracted to the Specialty Sub-Contractor who have sufficient work experience ‘in the areas of geotechnical investigation and related fields.

2) Pursuant to the signed Contract Agreement, Sunshine Construction Plc. now invites eligible bidders to submit a sealed bid for providing the necessary Equipment’s, labor, and material for the geotechnical investigation work for the new road alignment section on the above-mentioned road project (i.e. Debre Birhan-Ankober Road Upgrading Project).

3) The interested bidders can obtain Terms of Reference prepared in Contract language (i.e. English) from the Sunshine Construction Plc. Head office, Contract Administration Department.

4) Bidders shall present a copy of their:

i. Certificate of Registration from the concerned the government body in such areas of Specialization (i.e. Drilling and Geotechnical Investigation work).

ii. Renewed Trade License for the year 2012 E.C.

iii. Tax clearance certificate, which states that bidders can participate in any public tender valid at the bid submission date and VAT Registration certificate.

iv. Registration as a supplier in the list of the mandated public body (i.e. Public Procurement and Property Administration Agency (PPPAA).

5) Bids shall be submitted/delivered to the address indicated below on/or before 14 consecutive working days from the date of the announcement.

  1. MoE invites expressions of interest (EOI) from competent consultants to Express their Interest and submit a pre-qualification documents and information listed in the Appendix on or before [November 11,2020 before 4:00 hours at, Ministry of Education/MOE] Procurement Service and Administration Directorate, old building, 2nd floor for preliminary assessment to undertake the design of the facility for CEICT. The scope of the overall works after tender award will include, but is not limited to:
  • Concept development, preliminary designs development
  • Tender document preparation and process facilitation Design Review

2. The requirement is however more detailed in a Request for Proposal (RFP) document which will be circulated to shortlisted firms upon evaluation of submissions.   5. ኣማራጭ ዋጋ በዚህ ጨረታ ማቅረብ አይቻልም።
  6. በጨረታ ለመሳተፍ የሚፈልጉ ሁሉ የጨረታ ውጤቱ እንደታወቀ ተመላሽ የሚሆን የጨረታ ማስከበሪያ ዋስትና ለፌዴራል ማረሚያ ቤቶች ኮሚሽን ተብሎ በተዘጋጀው ከባንከ በተመሰከረለት ሲፒኦ 20,000.00 ብር (ሃያ ሺህ ብር) ማስያዝ ይኖርባቸዋል፡፡
  7. እንዲሁም የባንክ ዋስትና የሚያሲዙ ተጫራቾች የቆይታ ጊዜው ጨረታው ከተከፈተበት ቀን ጀምሮ የሚቆጠር 60 ቀንና ከዚያም በላይ መሆን ይኖርበታል፡፡
  8. ተጫራቾች ቴከኒካል ሰነዶችና የዋጋ ማቅረቢያዎችን ዘፋይናንሻል/ ሰነዶችን በተለያዩ ፖስታ ታሽጎ ለየብቻ ማቅረብ አለበት ቴከኒካልና ፋይናንሻል ሰነድ በአንድ ላይ አሽጎ ያቀረበ ተወዳዳሪ ያለምንም ቅድመ ሁኔታ ከጨረታው ውጭ ይደረጋል
  9. ማንኛውም ተጫራቾች የሚያስገባው ሰነድ ፋይናንሻል የጨረታ ሰነድ አንድ ኦርጅናልና አንድ ኮፒ በተለያዩ ፖስታ በሰም በማሸግ በፖስታው ላይ የጨረታ ሰነዱን ቁጥር የሚጫረቱበትን በትክክል መጻፍ እንዲሁም በፖስታው ላይ እና በሁሉም የመጫረቻ ሰነድ ላይ የድርጅቱን ማህተም በመምታት ማስገባት ያለበት ሲሆን ስርዝ ድልዝ በፍሉድ የጠፋ ሰነድ ዋጋ ያልተሞላበት ዝርዝር ተቀባይነት የለውም።
  10. ተጫራቾች የጨረታ ማስከበሪያ የሚያሲዙት ሲፒኦ ከቴከኒክ ሰነዶች ጋር በአንድ ላይ ታሽገው መቅረብ አለባቸው፡፡
  11. ተጫራቾች ፒያሳ አ/አበባ ከተማ አስተዳደር ፖሊስ ኮሚሽን ከፍ ብሎ በሚገኘው ፌዴራል ማረሚያ ቤቶች ኮሚሽን ዋናው መ/ቤት ኛ ፎቅ የግዥና ፋይናንስ ቢሮ ቀርበው በእያንዳንዱ የጨረታ ሰነድ የማይመለስ ብር 100.00 /አንድ መቶ ብር/ በመከፈል መግዛት ይችላሉ።
  12. ጨረታው በ26/02/2013 ዓ.ም ከረፋዱ 6:00 ሰዓት ታሽጎ ከቀኑ 8፡00 ሰዓት የሚከፈት ሲሆን በመ/ቤቱ ስመሰብሰቢያ አዳራሽ ይከፈታል
  13.  ዘግይተው የሚመጡ የጨረታ ሰነዶች ተቀባይነት የላቸውም፣

5. የጨረታ መክፈቻ ቀን ማስታወቂያ በጋዜጣ ከወጣበት 15 ተከታታይ ቀናት በኋላ ባለው መጀመሪያ የስራ ቀን ከሰዓት በኋላ 800 ሰዓት ታሽጎ ወዲያውኑ 830 ሰዓት ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ይከፈታል።የጨረታው መክፈቻ ቀን ቅዳሜ እና እሁድ ወይም የበዓል ቀን ከሆነ በሚቀጠለው የስራ ቀን ይሆናል፡፡

6. ተጫራቾች በጨረታው ለመወዳደር በአቅራቢዎች ዝርዝር መመዝገባቸውን የሚያሳይ የምስክር ወረቀት ማቅረብ አለባቸው፡፡

7. ኢንስቲትዩቱ ጨረታውን እንደአስፈላጊነቱ በከፊል ወይም በሙሉ የመሰረዝ መብቱ የተጠበቀ ነው፡፡

  1.  The Addis Ababa Water and Sewerage Authority Water and Sanitation Infrastructure Development Division Office has intended to allocate finance for Chefe 26km Sewer Line Construction Project in Addis Ababa, and intends to apply part of the proceeds for consulting services (Contract Administration and Construction Supervision).
  2. The consulting services (“the Services”) include:

4. The AAWSA-Water and Sanitation Infrastructure Development Division now invites eligible consulting firms (“Consultants”) to express their interest in providing the services. Interested consulting firms must provide information indicating that they are qualified to perform the consulting services (brochures, core business, years of experience in the business, description of similar assignments, experience in similar conditions, technical and managerial organizational structure of the firm, availability of appropriate skills, general qualification etc…).

5. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The Expression of Interest should clearly specify the type of relationship the consultants propose to establish.

ኮሜርሻል ኖሚኒስ ኃ/የተ/የግል ማህበር ከዚህ በታች የተገለጸውን የህንጻ ውስጣዊ ዲዛይን ስራ የተለያዩ ድርጅቶችን በጨረታ አወዳድሮ ማሰራት ይፈልጋል፡፡

*** ገርጂ የሚገኘውን ህንጻ ውስጣዊ ዲዛይን ስራ (interior designs and supervision of Building maintenance and Fence work).

  • በዘርፉ የታደሰ የንግድ ፈቃድ እና የንግድ ምዝገባ የምስክር ወረቀት፡፡
  • የተጨማሪ እሴት ታክስ የምዝገባ ሰርተፍኬት እና ቲን ሰርተፍኬት፡፡
  • በጨረታ ላይ መሳተፍ እንደሚችሉ የሚገልጽ ከገቢዎች የተሰጠ ታክስ ክሊራንስ ደብዳቤ፡፡
  • ከኮንስትራክሽን ሚኒስቴር የተሰጠ የግንባታ ዲዛይንና አናላይዝ ፍቃድ፡፡
  • ደረጃ 6 እና ከዛ በላይ ፍቃድ ያለው::
  • ሶስት አመት በተመሳሳይ ዲዛይንና አናላይዝ ስራ ልምድ ያለው፡፡
  • የጨረታ ማስከበሪያ ሲፒኦ ብር 20,000.00፡፡
  • በመሆኑም ከላይ የተገለጹትን ዝርዝር ቴክኒካል ዶክመንቶች የሚያሟሉ ተጫራቾች ቴክኒካል ዶክመንቶችን በሰም በታሸገ የተለየ ኤንቨሎፕ በማድረግ እንዲሁም የመጫረቻ ዋጋ (ፋይናንሻል ዶክመንት) በሰም በታሸገ ሁለተኛ ሌላ ኤንቨሎፕ በማድረግ እንድትወዳደሩ ይጋብዛል፡፡
  • የጨረታ ዶክመንቱን የኢትዮጵያ ንግድ ባንክ ተክለኃይማኖት ቅርንጫፍ በሚገኝበት ሕንፃ 3ኛ ፎቅ የቢሮ ቁጥር 118 ሎጅስቲክስ እና ፋሲሊቲ ማኔጅመንት ዋና ክፍል ብር 100.00 በመክፈል ሰኞ እስከ አርብ (ጠዋት 2፡00 -6፡00 እንዲሁም ከሠዓት 7፡00 – 11፡00) ማግኘት ይቻላል፡፡
  • ተጫራቾች የመጫረቻ ዶክመንታቸውን ከላይ በተጠቀሰው አድራሻና የሥራ ሰዓት በተዘጋጀው የጨረታ ሳጥን ውስጥ እስከ ጥቅምት 24 ቀን 2013 . ጠዋት 400 ድረስ ማስገባት ይችላሉ።
  • ጨረታው በዚሁ ዕለት ከጠዋቱ 430 ተጫራቾች ወይም ሕጋዊ ወኪሎቻቸው በተገኙበት በድርጅቱ የመሰብሰቢያ አዳራሽ ይከፈታል፡፡ ከላይ የተጠቀሱትን መስፈርቶች እና ቅድመ ሁኔታዎች ያላሟላ ተጫራች ያለተጨማሪ ማስታወቂያ ከውድድሩ ዉጪ ይደረጋል፡፡
  • ድርጅቱ ጨረታውን በከፊልም ሆነ ሙሉ በሙሉ የመሰረዝ መብቱ የተጠበቀ ነው፡፡
