The Federal Democratic Republic of Ethiopia SNNPR Lowlands Livelihood Resilience Project (LLRP) has received financing from the World Bank toward the cost of the Lowlands Livelihood Resilience Project (LLRP). Bidding will he conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loons and IDA Credits & Grants by World Bank Borrowers date Dec 20,2016 November 1,2017 and August 1,2018 (“Procurement Guidelines”). and is open to all eligible bidders as defined in the Procurement Guidelines.

Personnel requirements

The Drilling Contractor shall provide capable and experienced personnel to perform the work. The Drilling Contractor’s project manager shall be an Engineering Geologist or drilling engineer with at least 10 years of drilling experience who shall be responsible for site operations. At each drill site, the Drilling Contractor shall also provide an Engineering Geologist or drilling engineer with at least 4 years of experience and other suitable to perform the work. Changes in personnel during the execution of the contract shall be done subject to the approval of the Supervisor or Designated Representative. The Drilling Contractor shall be fully operational, with the drilling unit and installation crew working within two weeks of commencing core drilling construction.

• The Contractor shall submit with his Geotechnical Plan, an organizational chart showing the structure of the working team and the number of personnel who will be employed for the works,
• The Contractor shall submit qualifications of its personnel to the client SDCSE at the time of submissions Technical Proposal.

Material requirement

• The equipment shall include heavy duty drilling rigs provided with hydraulic feed mechanisms to facilitate obtaining undisturbed soil samples in overburden and cores in the rock.
• Drill rods should have a minimum outer diameter of 76mm supplied by the specialized manufacturer.
• Rods and joints have to be in perfect condition to avoid failures and deviation of boreholes..
• The toe to the lining shall no time be more than 1.0 m above the level to which soil has been removed from the borehole.
• Before taking any undisturbed samples or making any in-situ tests, the lining shall be carried down to the bottom of the bore holes at the test depth.

• The Contractor shall use an adequate number of drilling rigs for core diameters of at least 76.2mm (NX-Size) both in rock and overburden.
• Larger diameter cores maybe specifically requested by the Client for laboratory testing.
• The machines shall be mobile or type so that small crews can reasonably be expected to move them across difficult terrain.
• No additional allowance or payment will be made for penetration of boulders, cementing, and use of bentonite circulation and reaming of the hole.
• Cementing and bentonite circulation may only be applied after approval of the Client.
• The Contractor shall provide all necessary water, water tanks and suitable means of pressurizing for cleaning casing prior to sampling, coring rock etc.
• The Contractor shall provide such platforms as may be necessary to maintain drill rigs level when making horizontal or vertical borings on sloped land, soft ground and similar.
• The Contractor shall provide pontoons and such platforms as may be necessary to maintain drill rigs level when making vertical borings in the middle of a river.
• Coring of rock and undisturbed sampling shall be done with rigs mounted on a fixed platform to avoid any crucial disturbance

TheBenishangul-Gumuz Region Water, Irrigation and Energy Resources Development Bureau has received budget from the One WaSH National Program Consolidated WaSH Account Phase Two (OWNP-CWA Phase Two Fund) towards the cost of the Water Supply and sanitation Project for Drilling, Construction and Supply and Installation of Hand Pumps. It intends to apply part of the funds to cover eligible payments under the Contract for shallow wells Drilling and Construction in Kemashi Woreda.

2. The Benishangul-Gumuz Region Water, Irrigation and Energy Resources Development Bureau now invites sealed bids from qualified eligible bidders for the construction of the following numbers of items as indicated.

Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of works under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 edition, and is open to all eligible bidders as defined in the Procurement Guidelines. (v) Experienced drilling team and(vi) Good performance or absence of last warning in similar works in our Bureau. Additional details are provided in the Bidding Documents.

8. During Evaluation of qualified bidders before and after award Inspection of the presence of all required personnel, machinery and other construction material as per specified and submitted document for checking readiness and best performance of intended work.

1. The Benishangul-Gumuz Region Water, Irrigation and Energy Resources Development Bureau has received budget from the One WaSH National Program Consolidated WaSH Account Phase Two (OWNP-CWA Phase Two Fund) towards the cost of the Water Supply and sanitation Project for Drilling, Construction and Supply and Installation of Hand Pumps. It intends to apply part of the funds to cover eligible payments under the Contract for shallow wells Drilling and Construction in Dibatie Woreda.

2. The Benishangul – Gumuz Region Water, Irrigation and Energy Resources Development Bureau now invites sealed bids from qualified eligible bidders for the construction of the following numbers ofitems as indicated.

Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of works under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 edition, and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting for the World Bank’s policy on conflict of interest.

4. The bidder should have suitable type of rig i.e. for drilling of soft and hard formation.

5. Bidders can participate in two contracts and award to two contracts with two different drilling rig machine, equipment and manpower crews i.e. separate Equipment and manpower for each contract.

6. Bids shall be valid for a period of One hundred twenty (120) days and Bid security period is One hundred Fifty (150) days after Bid opening. Bids must be accompanied by bid security of not less than Ethiopian Birr 150,000.00 /ETB One hundred fifty Thousand/ of each contract specified in No.2 above. The bid shall be delivered to The Ministry of Water, Irrigation and Energy Meeting Hall on January 21,2021 at 3:00 P.M. Bids shall be opened at 3:30 P.M on January 21,2021 in the presence of the bidders who wish to attend. Electronic bidding will not be permitted. Late bids will be rejected.

7. Qualification requirements for each contract include: (i) ownership (or existing lease) of a suitable, new or good status drilling rig machine, (ii) Drilling and construction of at least 26 Shallow Wells construction contracts of similar size in the last three years, (iii) Minimum average annual construction turnover of ETB = 9,000,000.00 calculated as total certified payments received for contracts in progress and/or completed within the last three years, iv) liquidated asset of at least 2,000,000.00.(v)

Experienced drilling team and(vi) Good performance or absence of last warning in similar works in our Bureau. Additional details are provided in the Bidding Documents.

8. During Evaluation of qualified bidders before and after award Inspection of presence of all required personnel, machinery and other construction material as per specified and submitted document for checking readiness and best performance of intended work.

9. A complete set of Bidding Documents in English may be purchased directly from the Water, Irrigation and Energy Resources Development Bureau by presenting 2011/2012 EC renewed relevant license and permit from the concerned Ministries (MOWIE, MOFEC, ERCA, etc) and upon payment of a nonrefundable fee Birr 500.00 (Five Hundred ETB) on submission of a written application to the address indicated below:

1.  The Federal Democratic Republic of Ethiopia has received financing from the World Bank for the implementation of the Water Supply, Sanitation & Hygiene program (One WaSH National Program phase-II) in the country. The Water Development Commission (WDC) intends to apply part of the proceeds to cover eligible payments under the contract for construction of Drilling and Construction of fourteen deep water Wells for Hammer and Benatsemay Woredas CR-WASH Multi Village Water Supply Project in SNNPR, South Omo Zone WDC now invites sealed bids from eligible bidders for the above-mentioned works, the lots are:

2 Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in the World Bank’s “Procurement regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018″), and is open to all eligible bidders as defined in the Procurement Guideline

3. Key Qualification Requirements are:

• Financial Capability: The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as ETB 9,937,500.00 for each lots the subject contract(s) net of the Bidder’s other commitments. If the bidder participates on more than one lot the above mentioned Financial Capability shall be multiplied by the above figure accordingly
• Average Annual Construction Turnover: Minimum average annual construction tumover of ETB 19,875,000.00 calculated as total certified payments received for contracts in progress and/or completed within the last 3 (three) years for each lots. Specific Construction & Contract Management Experience: A minimum number of similar contracts specified below that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or sub-contractor for the last four years, A minimum number of similar contracts specified below that have been satisfactorily and substantially completed as a prime contractor, joint venture member management contractor or sub-contractor, two contracts, for the last of four years each of minimum value greater than or equal to ETB 5,300,000.00 (five million three hundred thousand) and or one contract with ETB 10,600,000.00 (Ten million Six hundred thousand) for each lots. The similar contracts shall be based on the following Based on Section VII,
• Scope of Works, specify the minimum key requirements in terms of physical size, complexity, construction method, technology and/or other characteristics including part of the requirements that may be met by specialized subcontractors, if permitted in accordance with ITB 343, Drilling and construction of deep wells with greater or equal to 260m depth in 12″ and 14”, installation and removal of pumping units for pumping test and well completion report if the bidder participates on more than one lot the above monitory values will multiplied accordingly

5. A complete set of bidding documents in English Language may be purchased by interested bidders upon the submission of a written application to and upon payment of a non-refundable fee of ETB 500.00 (five Hundred) or equivalent amount in a freely convertible currency

1. 2. The SNNPRS Water Mines and Energy Development Bureau now invites sealed bids from qualified eligible bidders having renewed registration licenses for the execution of Drilling &Construction of 4 Boreholes in Silte Zone (Dalocha Woreda ) Halaba Zone (Wera Dijo Woreda) and kemebata Tembaro Zone(Damboya and Angacha woreda)
3. Bidding will be conducted through a NATIONAL COMPETITIVE BIDDING (NCB) procedure specified in the World Bank’s Guidelines: Procurement under IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines.

የኢትዮጵያ ኤሌክትሪክ ኃይል ለተለያዩ ኃይል ማመንጫ ጣቢያ ሠራተኞች የሚያገለግል የውኃ ጉድጓድ ቁፋሮ ሥራ ለማሰራት በዘርፉ ከተሰማሩ ድርጅቶች በጨረታ አወዳድሮ ግዥውን መፈፀም ይፈልጋል፡፡

ስለሆነም ከዚህ በታች የተመለከቱትን መስፈርቶች የሚያሟሉ ተጫራቾች በጨረታው መወዳደር ይችላሉ፡፡

•  ተጫራቾች በዘርፉ የተሰማሩና የታደሰ ንግድ ፈቃድ ያላቸው፣ የዘመኑን ግብር የከፈሉ እና የተጨማሪ እሴት ታክስ ተመዝጋቢ የሆኑ መሆን አለባቸው፡፡

• ማንኛውም ተጫራች የጨረታ ማስከበሪያ/Bid Security/ የጠቅላላ ሥራውን ቫትን ሳይጨምር 150,000.00 (አንድ መቶ ሃምሳ ሺህ) ለ90 ቀን የአገልግሎት ጊዜ የሚቆይ የባንክ ክፍያ ትእዛዝ (CPO) ወይም የባንክ ጋራንቲ ማቅረብ ግዴታ አለባቸው፡፡
•  ጨረታው ታኅሣሥ 22 ቀን 2013 ዓ.ም ከቀኑ 8፡00 ሰዓት ተዘግቶ ተጫራቾች ወይም ሕጋዊ ወኪሎቻቸው በተገኙበት ታኅሣሥ 22 ቀን 2013 ዓ.ም ከቀኑ 8፡30 ይከፈታል፡፡
