1. Bank of Abyssinia interested to develop its headquarters building Project (4B + G + M + 50-60) for the Design Build (DB) Services and / or Works to be procured through Open International Competitive Bid (ICB).
2. The Project Building is located in Addis Ababa City, around the Mexico square area, adjacent to Wabi Shebelle hotel
3. The DB Services and / or Works under these contracts generally consist of design services and construction works of two building components, namely; corporate office and commercial building components.
4. The DB Services and / or Works under these contracts in detail consists of:
a. Relocation of utility lines in the underground and other infrastructures;
b. pre-design services including, but not limited to; development of a detailed design brief, data collection, topographical surveys and interpretation, determination of the optimum building types and space allocations, and development of schedule of accommodations in consultation with the employer sufficient for the conceptual, preliminary and final design Services. All works required to have reports including design report.
c. Design services including Conceptual and Preliminary design services necessary and sufficient to acquire a Building Permit and final design Services at stages necessary and sufficient for the construction works.
d. Construction works of the 4B + G + M + 50-60 headquarters building project.
5. The building shall have an estimated minimum total floor area of 148,180 m² on lot A and 16,034 m2 on Lot B fulfill the minimum FAR requirement of the local development plan and an estimated net floor area of not less than 80% and in no way its maximum total floor area shall be more than 160,000 m2 for block A and 27,000m2 for Block B which may be developed in stages / phases to respect the Bank’s ability to finance.
6. Bidding / tendering shall be conducted through Open International Competitive Bidding (ICB) procedures and is open to all eligible bidders as specified and defined in the Bid / tender Document.

The bid security shall, at the bidder’s option, be in the form of a certified chequè or bank guarantee by and an Ethiopian Bank. The bid invitation is open to all eligible Contractors who could present renewed trade license for the year 2013, Tax clearance, VAT and TIN Registration certificates issued by a tax authority,
Interested eligible bidders could purchase the bidding documents upon payment of a Non-refundable fee of Birr 300 (Three hundred only) on Commercial Bank of Ethiopia Account No 526C22000013 for each document to obtain a complete set of bidding document from D/ Tijo Revenue Authority Room No: 2, starting from 15/3/2013 to 15/4/2013 at working time.
All Bids shall be in fixed price, price adjustment will not be allowed.
Bids shall be valid for a period of 60 days after -bid opening and must be accompanied by a bid security of the amount stated above in the form of an unconditional bank guarantee, cash or CPO.
Interested eligible bidders may submit the filled bid document to Digelu & Tijo District Agriculture and Natural Resource Office at D/T’ijo Woreda Deputy Administrative Office including sealed bid documents of one original and two copies of each technical and financial proposals respectively in a separate envelope. It also describes bidders address, employer’s name, site name & shall be signed, stamped clearly marking as original & copy document.
The bid must be delivered to the address below at Sagure Town before or on at 4:00 AM on the 30 calendar days after the first bid announcement is posted on the newspaper. Late bidders shall be rejected.
Bids will be opened at 4:30 AM local time on the same date mentioned above and address in the presence of bidders/representatives who choose to attend.
Bidders have to visit the site and bring site visit evidence from District Agriculture and Natural Resource office or from the project Kebele according to the site visit format.
During bid opening, both technical & financial bid document will be opened simultaneously & those bidders who are technically qualified /responsive) for all technical evaluation criteria during the technical evaluation will be announced by letter or notice and compute for the financial evaluation; the least evaluated price bidder after the arithmetic check will be the winner.
The bid Submission process is only acceptable as expressed in the Standard Bidding Documents.
Bidders should carefully follow the procedures for the enveloping of the bids as expressed in the bid datasheet.
All Written contents & Qualification Criteria stated in the Standard Bidding Documents must be fulfilled, respected and has to be addressed briefly as per Order of standard stated in the World Bank Procurement procedural action and of Ethiopian Government
If the bidder wins more than one project, bidder has a chance of getting only one Project by his/her choice. And the bidder shall decide and notify his/her choice (project) by letter within five days to the employer after financial evaluation.
