Norwegian Church Aid (NCA) is an international organization working for global justice, currently operating in 24 countries. In Ethiopia, NCA is legally registered with Civil Society Organizations Agency as a Foreign Charity.
NCA has maintained a presence in Ethiopia since 1974, undertaking both emergency and development activities in five thematic programs; namely, Water, Sanitation and Hygiene (WASH), Reproductive Health, Climate Resilience, Humanitarian Response and Peace Building. Currently NCA is working in Oromia, Amhara, Tigray, Somali, the Southern Nations, Nationalities and Peoples’ Region (SNNPR) and Gambela National Regional States and the Addis Ababa City Administration.
The Humanitarian response program of NCA under Gambella filed office, is implementing WASH Projects particularly Mensuration hygiene management project in Gambella region Jewi refugee camp and part of Gambella town.
NCA Gambella field office planned to construct two permanent female-friendly latrine with four seats and two iron sheet -superstructure safe space block both in Gambella town and jewi refugee camp using a fund obtained from its own source. Therefore, NCA-G is seeking a wax-sealed bid from eligible and potential contractors who has experience in the area of the assignment.
ELIGIBILITY:
Bidders must have renewed trade licence/ certificates for 2012 E.C. (2019/20 G.C.), VAT, TIN, Registration Certificate and other supporting letter/s concerning whether they have paid the taxes for government. Recommendation letter and/or any other proof documents (like Contracts/ POs/ completion certificates etc.) from UN agencies, other INGOs, governmental organizations and local NGOs for performing similar construction activities in the past two years.

The Financial Offer Document shall also be produced in the same manner as the technical document and shall be placed in a single wax sealed envelope marked as “Financial Offer Document”. Finally, both documents shall be placed in one outer mother envelope; every envelope should be wax sealed, signed and stamped properly.
6. Bids must be delivered to the address Debre Tabor University on or before 11:00 AM on 21 continuous days beginning from the date of bid announcement on the newspaper. Activities
Dismantle the existing two old rub halls and erect the new two rub halls size 24 X 10 mt-in Kombolcha
Dismantle the existing two rub halls and erect the new two rub halls size 24 M1 X 10 mt in Adama
Erect two big rub halls size 40 M X 20 mt in Adama.
Please note that all the old sheets and aluminum bars/ pillars will be removed and replaced by the new one
Detail type (pictures) and specification of the rub halls are available in CRS Ethiopia Supply Chain department located in Swaziland Street, Gulele Sub-City, Addis Ababa Any interested bidder can come and collect the instruction how the installation is conducted.

4. Bidding will be conducted in accordance with the Open National tendering procedure contained in the public and procurement administration proclamation of the government.
5. Submission and opening of the bid (at Mettu University procurement Directorate office)
a) The deadline for Bid submission (both technical and financial offers independently) is: 21st Calendar day beginning from the first date of advertisement. If the 21st calendar day is a holiday the last bid submission date will be the next working day. Time: 10:00 AM (morning 4:00Local time) for lot-9 and 11:00 AM (morning 5:00Local time) for lot-10.

f) The original and all copies of Technical Bid should be placed in Sealed Envelope clearly marked as “TECHINICAL BID” and the Original and all Copies of financial bid in sealed envelope clearly marked as “FINANCIAL BID” and warnings: DO NOT OPEN with the financial bid. And failure to do the above things will result automatic rejection from the tender.
g) The Bidder shall submit the BID BOND/ Guarantee in a separate/third/ envelope clearly marking it as Bid Guarantee. The three envelopes shall then be enclosed inside one big envelope, all together.
h) Only financials offers of those bidders who score the minimum qualifying point and above as per the tender document, will be opened on the financial opening date.
i) Any attempt of submission of forged/false document and/or indication of financial offer on the technical proposal shall result in rejection of the bid.
j) The public body shall not bear any responsibility for misplacement of technical document in the financial document or vise versa, which result in rejection of the bid.
