Assignment Title: Consultancy Service to Prepare Street Addressing Maps of the 17 Urban Centers

The Government of the Federal Democratic Republic of Ethiopia has received financing from the Ministry of Finance toward the cost of the Prepare Street Addressing Maps of the 17 Urban Centers and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include undertaking for the Prepare Street Addressing Maps of the 17 Urban Centers

1. General Objective of the assignment

The purpose of this assignment is to produce street addressing maps of the 17 urban centers to be used as basic input for the implementation of modern street addressing system.

1.1 Specific objectives

Prepare two types of thematic maps: namely the Address Map which mainly shows the street and House number along with the boundaries and label of the subdivisions or urban administrative Structures (i.e sub city/kifleketema, wereda/kebele, neighborhood, and block) and signage maps. Which include the position and mounting type (i.e. wall- or post mounted) of the street signs. Develop comprehensive Addressing Spatial Database as per the standard prescribed.

2. SCOPE OF THE ASSIGNMENT

2.1 Spatial scope

Pertaining to spatial scope, the present assignment will cover production of Street Addressing Maps of the 17 urban centers. Debremarkos, Debrebirhan, Dessie Kombolcha, Gondar, Adigrat, Axum and Shire, Assela, Bishoftu, Shashemene, Nekemte, Jimma, Dilla, Hosaena, Wolayta Sodo and Arbaminch)

2.2 Thematic Scope

The task of this consultancy will focus on preparation of Address Maps, Signage Maps and Developing Spatial Database of the urban centers mentioned above. The assignment is expected to commence after contract signing Mid-March 2021. The estimated implementation period for the assignment is approximately Nine (9) months.

It is expected that the Consultant will provide Project Head or Coordinator minimum of MSc. in Urban Planning or GIS/Geo-informatics at least 8 year experience. The principal experts are GIS/Geo-informatics/Cartography professionals and Urban Planners.

The minimum required Experience for the above mentioned professionals (principal experts) should be 8 and 6 for BSc & MSc qualification respectively. Experience in the development of street addressing system is highly desirable. Additional staffs whose relevant qualification is first degree and above are also required for data Collection purpose. Relevant qualification for data collectors are GIS, Urban Planning, Surveying Applied Geography, Civil Engineering and Drafting.

Federal Urban Land and Land Related Property Registry and Information Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria

  1. Core Business (Areas of Expertise);
  2. Years in Business;
  3. Experience in similar Assignments; and
  4. Technical and Managerial Capability.

Key Experts will not be evaluated at the short-listing stage and CVs should not be submitted.

The Federal Urban Land and Land Related Property Registry and Information Agency, now invite all eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. The consultant will be selected in accordance with procedure set out in the Federal Democratic Republic of Ethiopia Public Procurement Agency Guidelines Selection and Employment of Consultants by Public Procurement agency, April, 2011.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations Consultants may obtain further information from the address below during office hours: 8:30 A.M-12:00 Noon and 1:30 P.M-5:30 P.M from Monday to Thursday, and 8:30 A.M-11:30 A.M and 1:30 P.M-5:30 P.M on Friday.
