Amhara Road Works Enterprise (ARWE) entered in to a contract agreement with the Ethiopian Roads Authority (ERA), for the Construction of Dembecha-Feres BetAdet Road Project, Contract I: Dembecha – Sekela and Link Road to Bibugn Wereda Road Project

  1. Hence, the Amhara Road Works Enterprise now invites eligible bidders submit sealed bids for providing the necessary labour, material and equipment for construction works of Consultant Camp at Contract I: Dembecha – Sekela and Link Road to Bibugn Wereda Road Project.
  2. Interested bidders shall submit the following evidence;
  • i) Certificate of Registration from relevant authority.
  • ii) Trading License renewed for 2012/2013 EFY; and
  • iii) Tax Clearance Certificate, which states that the bidder can participate in any public tender, valid at bid submission date;
  • iv) VAT Registration Certificate; and
  • v) Registration as Supplier in the list of the mandated public body, i.e. public Procurement and Property Administration Agency (PPPAA).

3. Bidders should submit the required firm experience, key personnel’s and machineries attaching with their technical proposal document.

4. Bidding will be conducted through National Competitive Bidding (NCB) and procedures as specified above and is open to all eligible bidders as specified and defined in the Bidding Documents.

5. Interested eligible bidders may obtain further information from and inspect the bidding documents at the address given below from 8:30 a.m. to 12:30 a.m. and 1:30 p.m. to 5:30 p.m. local time from Monday to Thursday, from 8:30 to 11:30 a.m. and 1:30 p.m. to 5:30 p.m. local time on Friday and from 8:30 a.m. to 12:00 a.m. local time on Saturday.

A complete set of bidding documents prepared in English language may be purchased by interested bidders on the submission of a written application to the address below and a nonrefundable fee of ETB 300 (Three Hundred Birr). The method of payment shall be in cash.

6. Bidders shall submit their Bids in two envelopes, the first envelop labeled as “Qualification Information and Bid Security” and the second envelope “Financial Bid”, separate sealed and the two envelopes sealed in one other outer envelope.

7. Evaluation is to be carried out in two stages, Qualification Information first and Financial Bids of qualified Bidders next.

8. Bidder must be accompanied by a bid security amount of ETB 150,000/ One Hundred Fifty Thousand Birr) for this Construction in a format of Unconditional Bank Guarantee or CPO. Late bids will be rejected.

9. Bids must be delivered to the address below on or before 20 calendar days from the first date of advertisement at 2:30 PM The qualification information and the bid security will be publicly opened the same day (20 calendar days from the first date of advertisement) and same place at 3:00 PM at the company Head office in the presence of the bidders of their legal representatives who wish to attend.

  6. ተወዳዳሪ ተቋራጮች የጨረታ ሰነዱን በአግባቡ በመሙላትና በማሸግ በ22ኛው ቀን እስከ ጠዋቱ 3፡59 ድረስ ደብረ ማርቆስ ዩኒቨርሲቲ ህንፃ ቁጥር 27 ቢሮ ቁጥር 10 ድረስ በመቅረብ ለዚሁ ተብሎ በተዘጋጀው የጨረታ ሳጥን ውስጥ ማስገባት አለባቸው፣
  7. ጨረታው 22ኛው ቀን ከጠዋቱ 400 ሰዓት ተዘግቶ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት በዚሁ ቀን ከጠዋቱ 430 ሰዓት በደብረ ማርቆስ ዩኒቨርሲቲ አስተዳደር ህንፃ ቁጥር 27 በግዥ ቡድን ቢሮ ቁጥር 10 ይከፈታል። ሆኖም ተጫራቾች በጨረታው ላይ መገኘት ካልቻሉ መስፈርቱን እስካሟሉ ድረስ በጨረታው ላይ ያልተገኙ ተጫራቾች ፖስታን ጨምሮ ጨረታው በእለቱ ይከፈታል።
  8. የጨረታውን ፋይናንሽያል ኦርጅናል ዶክመንቶች እንዲሁም የጨረታ ማስከበሪያውን ለየብቻ አስተማማኝ በሆነ ማጣበቂያ በታሸገ ፖስታ በማድረግና በእያንዳንዱ ፖስታ ላይ የመ/ቤቱን ሙሉ ስምና አድራሻ በመፃፍ ማህተም በማድረግ በተጠቃለለ አንድ ፖስታ በማሸግ ማቅረብ ሲኖርባቸው ፋይናንሽያል ዶክመንቶች ከኦርጅናሉ በተጨማሪ ኣንድ ኮፒ ማቅረብ አለባቸው።
  9. ዩኒቨርሲቲው ጨረታውን በከፊልም ሆነ ሙሉ በሙሉ የመሠረዝ መብቱ የተጠበቀ ነው።

The federal democratic republic of Ethiopia has received financing from the International Development association (IDA) towards the cost of urban institutional and infrastructure development project (UIIDP). It is intended that part of the proceeds of this credit will be applied to eligible payments under the contract for the

  1. The City Administration now invites sealed bids from eligible bidders for the provision and construction of projects listed above
  2. Bidding will be conducted in accordance with the open national tendering procedures contained in the Public Procurement Proclamation of the Federal Government of Ethiopia and is open to all eligible GC/WWC/RC bidders of category IV (4)/111(3)/III(3)respectively & above for Drainage, and Electro Mechanical bidders of category II(2) and above for Expansion of Street light. they are required to submit a business license renewed for the current year (2013), VAT registration certificate and tax payer registration certificate (TIN)from legally authorized body to do so.
  3. Interested eligible bidders may obtain further information and inspect the bidding documents during official working hours at the address below. Bidders (contractors), following another procurement procedure, who made past contractual obligations with Jimma City Administration and have project(s) on hand whose current outstanding performance is less than 70% are not eligible to participate in this bid.
  4. Bidders who apply more than one project from the Jimma City Administration under invitation in the same time shall submit their bid separately for each project they are interested to apply for. However, bidder may be considered on the projects under invitations subjected to fulfilling of the aggregate of Qualification Criteria for individual and multiple projects specified in the respective bidding documents. If not the client is subject to consider only the preceding bid based on the date of invitation or the date & time of bid Opening.
  5.  A complete set of Bidding Documents may be purchased as of the 1st  day announcement on this newspaper by interested bidders on the submission of a written application (request) accompanied by copies of renewed business license, competency registration certificate, other necessary documents and certificates to the address set forth below and upon payment of a non-refundable fee of Ethiopian Birr 500 (five hundred) during official working hours.

የሚከተሉትን መስፈርቶች የሚያሟሉ ህጋዊ ተጫራቾች በማወዳደር ለማሰራት ይፈልጋል፡፡

በዚህ መሰረት፡- በዘርፉ ህጋዊ የንግድ ፈቃድ ያላቸው በውሃ ነክ  ስራዎች እና ደረጃ 8 እና ከዚያ በላይ የሆኑ እንዲሁም የሙያ የብቃት ማረጋገጫ ሰርተፊኬት ያላቸው አወዳድሮ ለማሰራት ይፈልጋል፡፡

  1. በዘርፉ የዘመኑ የታደሰ ህጋዊ ንግድ ፍቃድ ያላቸው፡፡
  2. የዘመኑን ግብር የከፈሉ ለመሆናቸው ማስረጃ ማቅረብ የሚችሉ፡፡
  3. የግብረ ከፋይ መለያ ቁጥር /TIN / ያላቸው፡፡
  4. ተጫራቾች በአንድ ሠነድ ከ200,000 /ከሁለት መቶ ሺህ ብር /በላይ ለሆነ ዋጋ የተጨማሪ እሴት ታክስ (VAT) ከፋይነት የተመዘገቡ መሆናቸውን የሚያረጋግጥ የምስክር ወረቀት ማቅረብ አለባቸው፡፡
  5. ተጫራቾች በጨረታ ለመሳተፍ ከላይ በተ/ቁ 1-4 የተጠቀሱትንና የሚመለከታችውን ማስረጃዎች ፎቶ ኮፒ ከመጫረቻ ሰነዶቻቸው ጋር አያይዘው ማቅረብ አለባቸው፡፡
  6. ተጫራቾች የጨረታውን ሰነድ ከአንኮር ወረዳ ገንዘብና ኢኮኖሚ ት/ጽ/ቤት የማይመለስ ብር 30/ ሰላሳ ብር /በመክፈልና ዘወትር በስራ ሰዓት ለመግዛት ይህ የጨረታ ማስታወቂያ በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ 21 ተከታታይ የካላንደር ቀን በመቁጠር ከቀኑ 6፡30 ሰዓት ድረስ መግዛት ይችላሉ፡፡
  7.  በጥቃቅንና አነስተኛ ህ/ስ/ማህበር የተሰማሩ ማህበራት ደረጃውን የሚያሟሉ ከሆነ ያሉበትን ደረጃ ከአደራጃቸው ጥቃቅንና አነስተኛ ጽ/ቤት ያሉበትን ደረጃ የሚገልፅ መረጃ ማቅረብ ከቻሉ በልዩ አስተያየትም ተጠቃሚ ይሆናሉ፡፡
  8. ተጫራቾች ቀደም ሲል በወጡ ጨረታዎች የገባውን ግዴታ ሳያከብር በመቅረቱ ስልጣን ባለው ኣካል የታገደ ወይም ጨረታውን ባወጣው መሴት ቀደም ሲል በውሉ መሰረት ጀምረው ያቋረጡ ከሆነ በጨረታው ላይ አይሳተፉም፡፡ እንዲሁም ጨረታውን ባለማከናወናቸው በድርድር ላይ ያሉ ተጫራቾች አይሳተፉም፡፡
  9. የጨረታ ማስከበሪያ በድ ቦንድ ከ1% የማያንስ በጥሬ ንዘብ ወይም በመ/ቤቱ ህጋዊ ደረሰኝ ወይም በባንከ በተረጋጋጠ ቼክ ሌተር ኦፍ ክሬዲት ወይም ሲፒኦ ከጨረታ ሰነድ ጋር ታሽጎ በማቅረብ ማስያዝ አለባቸው፡፡ ሲፒኦ የሚቀርብ ከሆነ የአንኮበር ወረዳ ገንዘብና ኢኮኖሚ ት ጽ/ ቤት ተብሎ ካልመጣ ቢድ ቦንድ ተቀባይነት አይኖረውም፡፡
  10. የጨረታ ሰነድ የሚገባው ይህ ማስታወቂያ ከወጣበት ቀን ጀምሮ ባሉት ለ21 ተከታታይ የካላንደር ቀናት የሚወዳደሩበትን ዋጋ በጥንቃቄ በመሙላት ስርዝ ድልዝ ሳይኖረው የጨረታ ሰነዱን ኦርጅናል እና ኮፒ ለየብቻው በጥሩ ሁኔታ በታሸገ ኤንቨሎፕ በማድረግ የሚወዳደሩበትን ሳይት በመግለፅ ኣንኮበር ወረዳ ገ/ኢ/ት/ጽ/ቤት ለዚሁ ስሪ በተዘጋጀው ሳጥን ዘወትር በስራ ሰዓት ማሰገባት አለባቸው::
  11. የጨረታው የመጨረሻ የማስገቢያ ቀን በ21ኛው ቀን ከቀኑ 8፡00 ሰዓት ድረስ ነው፡፡
  12. ጨረታው የሚከፈተው በዚያው ዕለት ከቀኑ 8፡00 ሰዓት ታሽጎ ወዳ የውኑ 8፡30 ሰዓት ተጫራቾች ወይም ህጋዊ ወኪሎች በተገኙበት ወይም ባይገኙም ይከፈታል፡፡ የመክፈቻው ቀን የስራ ቀናት ላይ ካልዋለ በቀጣይ የስራ ቀናት በተመሳሳይ ቦታና ሰዓት የሚከፈት ይሆናል፡፡
  13. አንድ ተጫራች ባቀረበው ዋጋ ላይ ተንተርሶ ዋጋ ማቅረብ አይችልም፡፡
  14. ተጫራቾች የጨረታው አሸናፊነት ከተገለፀላቸው በኋላ በ5 ቀናት ውስጥ ቀርበው ውለታ ካልፈፀሙና የውል ማስከበሪያ ካላስያዙ ያስያዙት የጨረታ ማስከበሪያ ለመንግስት ግቢ ይሆናል፡፡
  15. ተጫራቾች የጨረታ አሸናፊው ከተገለፀ በኋላ የውል ማስከበሪያ ከጠቅላላ ዋጋው 10% ማስያዝ ይኖርበታል፡፡
  16. ቀሪ ዝርዝር ሥራዎችን የጨረታ ሰነድ በግልፅ ዕለተዘጋጀ ከሚሸጠው የጨረታ ሰነድ ላይ ማግኘት ይቻላል።
  17. ጽ/ቤቱ የተሻለ ዘዴ ካገኘ ጨረታውን ሙሉ በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ነው፡፡

We also support 38 public health facilities to strengthen the existing family planning and comprehensive abortion care services. 

Our service delivery channels are designed to reach women and couples most in need with comprehensive, safe and affordable SRH services; operating in all regions except Somali, Benishangul Gumuz and Harari. Our work also contributes to the Government of Ethiopia’s Health Sector Transformation Plan (HSTP) aim of halving maternal and child mortality by 2020 through building sustainable platforms to bring lasting impact on the health status of Ethiopians.

  6. ህ ማስታወቂያ በአዲስ ዘመን ጋዜጣ ታትሞ ከወጣበት ቀን ጀምሮ እስከ 21ኛው የስራ ቀናት መዲ-ወላቡ ወረዳ ገ/ኢ/ት/ጽ/ቤት ቢሮ ቁጥር 6 በመቅረብ የማይመለስ ብር 100.00 /አንድ መቶ ብር/ በመክፈል የጨረታ ሰነዱን መግዛት ይችላሉ፡፡ 
  7. ኮንትራክተሮች የጨረታ ማስከበሪያ የጨረታውን 1.5% በባንክ በተመከረ CPO ሲያሲይዙ አነስተኛና ጥቃቅን ኢንተርፕራይዝ /IMX/ ከደረጃቸው አካል ላይ በቀጥታ ለዚህ ውድድር በዋስትና የተጻፈ ማስረጃ ማቅረብ የሚችሉ፡፡ 
  8. ጨረታው የሚታሸገውና የሚከፈተው ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት በ22ኛው የሥራ ቀን ከጠዋቱ 4:00 ሰዓት ታሽጎ በዚሁ እለት ከጠዋቱ 4፡30 ስዓት በወረዳ ፋይናንስ ቢሮ ቁጥር1 የሚከፈት ይሆናል፡፡ ዕለቱ በዓል ወይም ዝግ ከሆነ በቀጣዩ የስራ ቀን ጨረታው ይከፈታል፡፡

West Shewa Zone Aministration Office now invites eligible bidders for the construction of Fence, Cafe, Parking, Guard House and Site Work Office.

1. Oromia Regional State, West Shewa Zone Administration Office received budget from national regional state of Oromia towards the construction of Fence, Cafe, Parking, Guard House and Site Work Office in Ambo town with in two consecutive budget years (2012-2013 E.C.)

2. West Shewa Zone Administration Office invites all contractors of category general or building contractors of GC-5 / BC-5 & above with renewed their license valid for the year 2012 E.C for furnishing the necessary labor, material, equipment & service for the construction of the Fence, Cafe, Parking, Guard House and Site Work Office

3. Bidding documents may be purchased at the office of respective Zone Finance & Economic Cooperation Office up on submission of written application and a non refundable fee of birr 500(five hundred) in cash starting from first date notice viewed on news paper during office hours through Monday to Friday.

4. A bidder has to be registered to collect “VAT” and TIN registration certificate, valid trade license and valid registration – certificate with ministry of construction or Oromia construction bureau, must be submitted attached with the application.

5. Bidders may obtain further information, inspect and acquire the the bidding documents, from the above mentioned Zone office.

6. All bids must be accompanied by a bid security in CPO or Unconditional bank guarantee of 150,000 (One hundred Fifty thousand) birr valid for 118 days after the date of bid opining, the bid security must be addressed to West Shewa ZoneAdministration Office & sealed. Bid security must be put in the original technical document. Failure to do this will result in automatic rejection

7. Bidding will be conducted in accordance with the open national tendering procedures contained in the public procurement proclamation of the federal democratic republic of Ethiopia and is open to all eligible bidders-i.e. (two-stages: the first stage is preliminary and technical evaluation the second stages is :- preliminary and Financial evaluation),

9. Submission and opining of the bid (in respective Him Zone office)

a. The dead line ofbid (both technical qualification and financial offers independently) submission shall  be on or before at 8:00 local time of 21st Calendar days from first announcement date.

b. The original and copy of the technical qualification documents shall be placed in a sealed envelope marked as “Technical Qualification Documents” and both envelopes shall be placed in a large outer envelope and sealed. This outer envelope shall bear the submission address and other information indicated in the data sheet and be clearly marked as “TO BE OPENED ONLY IN THE PRESENCE OF TENDER COMMITTEE” The original and copy of the financial offer documents shall be placed in a sealed envelope marked as “THE FINANCIAL OFFER DOCUMENTS” and both envelopes shall be placed in a large outer envelope and sealed. This outer envelope shall bear the submission address and other Information indicated on in the data sheet and be clearly marked as “To Be Opened Only In The Presence Of Tender Committee”.

d. The sealing, signing and marking of the bids must be according to guidelines stated under instruction of bidders.

e. In preparing the bid document bidders are expected to examine the bid data in the tender document.

f. The qualification document will be opened at the same day at 8:30 local time of 21st day from first announcement date of calendar day

g. The financial offer document shall remain sealed and deposited in a box prepared for this purpose in the presence of auditor or any other authorized body by the client, until financial offers(S) of qualified bidders are opened publicity.

h. The committee assigned by the client will evaluate the qualification of the bidders based on the basis of their responsiveness to the bid document, by applying the evaluation criterion, sub criterion and points assigned to the criterion in the data sheet, Each qualification document will be given the score point. A bidder will be rejected at this stage if it does not respond to tender document or fails to achieve the minimum technical score indicted in the tender document.

i. Only financial offers of those bidders who score the minimum qualifying point, 70% (seventy percent) and above will be opened on the financial  opening date. The financial opened of the bidders who have scored less than the minimum passing point (i, e 70% will be returned un opened. The client shall address the financial opening date and time to the bidders. Any attempts of submission forged (false) document and / or indication of financial offer on the technical qualification document shall result in rejection of the bid.

k. The client shall not bear and responsibility for misplacement of “Technical Qualification document” in “The Financial Offer Document” envelops or vice versa, which result in rejection of the bidder.

10. The validity of the bid shall be 90 calendar days from the date of bid opening.

11. The construction of the work shall be completed with a maximum of 200 (Two Hundred) calendar days from the commencement date of the work & if there is favorable condition (having full budget) the client can minimize the date of completion work.

  1. Interested bidders who have relevant renewed trade license for the current budget year, Tax Clearance & VAT registration evidence
  2. Bid document can be obtained from City Government of Addis Ababa Job Creation and Enterprise Development Bureau, Churchill Road, in front of Elaina Hotel, Tinsae Building, 7th floor, Office No, 7.2, Finance Directorate, during office hours against a non-refundable payment of birr 100 (one hundred birr) starting from 5 October 2020, 8:30 AM (Morning).
  3. Bidding will be conducted through the National competitive bidding procedures and is open to all eligible bidders.
  4. Completion Period: within 90 calendar days starting from date of contract signing.
  5. Bids must be accomplished by bid bond of Ethiopian birr 10,000.00 (Ten thousand birr) for each lot in the form of UN Conditional bank guarantee or certified payment order (C.PO)
  6. Bids shall be submitted each having one original & two copies,
  7. Bidders should submit their technical and financial offers in wax-sealed envelope to the Agency starting from the date announced on the Ethiopian Herald
  8. Bid will be closed in the presence of bidders or their legal representative on the 4 November 2020 at 10:00 AM(morning) & opened on the same date at 10:30 AM (morning) in the presence of bidder’s representative, who choose to attend, at the address below.
  9. Late bids will be rejected.
  10. Bidders may obtain further information from City Government of Addis Ababa Job Creation and Enterprise Development Bureau Government Procurement Directorate.
