NOTICE OF INVITATION FOR BIDS

1.The Federal Democratic Republic of Ethiopia (FDRE) has allocated a budget towards the cost of the following Road Construction Projects and intends to apply part of this budget to payments under these projects.

2. The Ethiopian Roads Authority now invites bidders to submit sealed bids for providing the necessary labor, material and equipment for construction works of the above road projects.

3. Interested bidders shall submit the following evidence:

a. In the case of Ethiopian bidders, Certificate of Registration from Ministry of Construction with the relevant Categories as specified in item 4 of tables below renewed for 2012 EFY and other appropriate documentary evidences demonstrating the bidder’s compliance, which shall include:

i) Trading License renewed for 2012 EFY;

ii) Tax Clearance Certificate, which states that the bidder can participate in any public tender, valid at bid submission date;

iii) VAT Registration Certificate; and

iv) Registration as Supplier in the list of the mandated public body, i.e. public Procurement and Property Administration Agency (PPPAA).

b. In case of bidders other than Ethiopians;

i) Business organization registration certificate or Trade License issued by the country of establishment.

ii) Tax Clearance Certificate issued from the Tax Authority (Inland Revenue Authority) which allows the bidder to participate in public tenders at the date of the deadline for bid submission if the foreign bidder already has on-going or completed projects in the Country; Ethiopia.

4. Bidding will be conducted through a National Competitive Bidding (NCB) procedures as specified on the tables above and is open to all eligible bidders as specified and defined in the Bidding Documents. The minimum Annual Construction Turnover, Cash Flow, General and Specific Construction Experience for each of the project is as shown below:

4. If a bidder is awarded and/or recommended for award of any two works Contracts by ERA six months prior to the bid submission date of the subject projects and until award of the subject projects, the qualification criteria for the construction turnover will be the aggregate of the criteria of the subject projects; and that of the awarded Contracts and/ or those recommended to be awarded. A detailed qualification criterion is stated in the respective bidding documents.

5. Interested eligible bidders may obtain further information from and inspect the bidding documents at the address given below from 8:30 a.m. to 12:30 p.m. and 1:30 p.m. to 5:30 p.m. local time from Monday to Thursday, and from 8:30 to 11:30 a.m. and 1:30 p.m. to 5:30 p.m. local time on Friday.

A complete set of bidding documents prepared in English language may be purchased by interested bidders on the submission of a written application to the address below and a nonrefundable fee of ETB 1,000 or USD 40 for each project, effective as of December14, 2020. The method of payment shall be in cash or direct deposit to ERA’s account in the Commercial Bank of Ethiopia – Sengatera Branch through Account No. 01715-33144600. 6. Bidders can apply for one or for all or for any number of projects from the above listed projects under the package and shall submit their bid separately for each project they are interested to apply for. However, bidders may be awarded on the projects under a package subjected to fulfilling of the Qualification Criteria for individual and multiple projects specified in the respective bidding documents based on the Employer’s best economical advantage.

7. Bidders shall submit their Bids in two envelopes, the first envelop labeled as “Qualification Information and Bid Security” and the second envelope “Financial Bid”, separate sealed and the two envelopes sealed in on other outer envelope.

8. Evaluation is to be carried out in two stages, Qualification Information first and Financial Bids of qualified Bidders next.

9. Bids must be delivered to the address, time and date specified below. Each bid must be accompanied by a bid security of ETB 500,000.00 for each project in a format acceptable to the employer. Late bids will be rejected. One Original and five Copies of the bids have to be submitted. The Qualification information and Bid Security will be opened immediately after the submission deadline in the presence of bidders’ representatives who choose to attend, at the address below.

10. The value of total certified payments received in each year shall be adjusted for inflation of Birr value through multiplying by Cn/Co factor, where Cn is value of 1 US Dollar in Birr on the 28 day prior to bid submission date and Co is the value of 1 US Dollar in Birr computed using the selling exchange rate prevailing on the last date of the respective fiscal year.

11. For the Specific construction projects experience requirement, the Contract value of projects referenced by the bidder shall be adjusted to reflect the current purchasing power of Ethiopian Birr by multiplying with Cn/Co factor, where Cn is the current selling exchange rate of 1 US Dollar to Ethiopian Birr which is taken at the 28th days prior to bid submission date and Co is the selling exchange rate of 1 US Dollar to Ethiopian Birr at the date of signing the Contract.

1. In the Government of the Federal Democratic Republic of Ethiopia here in after called “Borrower” has achieved from the International Development Association (IDA) (her in after called “loan”) to ward cost of the urban Intuitional Infrastructure Development Program (UIIDP) The “Borrower” intends to apply a portion of funds to eligible payments under the contracts for a cost of construction work of Arbaminch city , Bridge projects.

6. Bidders can apply for one or for all or for any number of projects from the above listed projects under the package and shall submit their bid separately for each project they are interested to apply for. However, bidders may be awarded on the projects under a package subjected to fulfilling of the Qualification Criteria for individual and multiple projects specified in the respective bidding documents based on the Employer’s best economical advantage.

7. Bidders shall submit their Bids in two envelopes, the first envelop labeled as “Qualification Information and Bid Security” and the second envelope “Financial Bid”, separate sealed and the two envelopes sealed in on other outer envelope.

8. Evaluation is to be carried out in two stages, Qualification Information first and Financial Bids of qualified Bidders next.

9. Bids must be delivered to the address, time and date specified below. Each bid must be accompanied by a bid security of ETB 500,000.00 for each project in a format acceptable to the employer. Late bids will be rejected. One Original and five Copies of the bids have to be submitted. The Qualification information and Bid Security will be opened immediately after the submission deadline in the presence of bidders’ representatives who choose to attend, at the address below.

10.The value of total certified payments received in each year shall be adjusted for inflation of Birr value through multiplying by Cn/Co factor, where Cn is value of 1 US Dollar in Birr on the 28 day prior to bid submission date and Co is the value of 1 US Dollar in Birr computed using the selling exchange rate prevailing on the last date of the respective fiscal year.

11. For the Specific construction projects experience requirement, the Contract value of projects referenced by the bidder shall be adjusted to reflect the current purchasing power of Ethiopian Birr by multiplying with Cn/Co factor, where Cn is the current selling exchange rate of 1 US Dollar to Ethiopian Birr which is taken at the 28th days prior to bid submission date and Co is the selling exchange rate of 1 US Dollar to Ethiopian Birr at the date of signing the Contract.

The Federal Democratic Republic of Ethiopia (FDRE) has applied for financing from Saudi Fund for Development (SFD) for the Construction Works of Debre Markos -Digua Tsion – Mota Road Project, Contract 1: Debre Markos – Km 60.56 (60.56 Km) and Construction Works of Debre Markos – Digua Tsion – Mota Road Project, Contract 2: Km 60.56 – Mota (57.81 Km).

In relation to this, through a Specific Procurement Notice published on the previous issues of the Ethiopian Herald Newspaper dated October 15 and 16, 2020, the Ethiopian Roads Authority invited interested Suppliers/ Contractors to submit sealed bids for the provision of the necessary labor, material, and equipment for the Construction of these Roads.

However, since it is found necessary to change the tendering strategy (method of procurement) for the selection of the Civil Works Contract, the Client decided to cancel the tender. Hence, the Client wishes to inform prospective bidders, intending to participate in the tender, that it has been deemed necessary to cancel the bid due to the reason noted above.

INVITATION FOR BIDS

  1.  The Federal Democratic Republic of Ethiopia (FDRE) has applied for financing from Saudi Fund for Development (SFD) for the Construction Works of Debre Markos – Digua Tsion – Mota Road Project.
  2. The Ethiopian Roads Authority (ERA) on Behalf of the FDRE invites international eligible Contractors (including all members of a joint venture and all Subcontractors of bidders) for the Construction Works of Debre Markos – Digua Tsion – Mota Road Project. The Road Project is to be constructed in two separate Contracts, Contract 1: Debre Markos – Km 60.56 (60.56 Km) and Contract 2: Km 60.56 – Mota (57.81 Km).
  3.  In general, the proposed Debre Markos – Digua Tsion – Mota Road Project consists of construction of 60.56 Km and 57.81 Km roads to Asphalt Concrete surfacing to ERA DC5 standard (ERA’s Geometric Design Manual – 2013).

The works also include the construction of minor and major drainage structures. Rural sections shall have a road carriageway width of 7.0m (with 1.5m and 0.5m sealed with Single Bituminous Surface Treatment shoulders on each side for flat/rolling sections and mountainous sections respectively). For town sections; Zonal seat shall have 2.5m median width with both sides having 3.5m parking lane, 3.5m Carriageway, and 2.5m walkway, and Woreda seats shall have 7m carriageway with 3.5m parking lane and 2.5m walkway on each side. Whereas, Kebele seats shall have a 7m carriageway with 2.5 m paved shoulder on each side. The time of completion for each project is 42 months (1278 calendar days) including a mobilization period of 120 calendar days.

5. The document will be sent by registered airmail if required so by the bidder but under no circumstances will the procuring entity be held responsible for late delivery or loss of the documents so mailed.

6. Bidding will be conducted through the International Competitive Bidding (ICB) procedure specified in the bidding documents and is open to all eligible bidders. The minimum General and Specific Construction Experience is as shown below;

  1. The Finance and Economic Cooperative Development Office now invites wax-sealed bids from eligible and qualified bidders for Awasho -Abosto on 30m Width Road Bridge.
  2. The delivery period is 120 calendar days.
  3. Bidding will be conducted through the National competitive bidding (NCB) and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.
  4. Interested eligible bidders may obtain further information from the Shashemene Municipal Infrastructure Department Ground floor and inspect the Bidding Documents at the address given below during Office Working hours.
  5. Qualifications requirements include Five years of General Experience in Construction, Specific Experience at least one work of similar nature, A minimum annual turnover specified in bidding document, Renewed Certificate of Competency General Contractor Grade 7(GC-7) or RC-7 and above for 2013 EFY from Ministry Of Urban Development And Construction(MUDC)/ Oromia Construction Authority, Valid Tax Clearance Certificate and VAT registration. A margin of preference for goods manufactured in Ethiopia and local companies engaged in construction or consultancy services shall not be applied. Additional details are provided in the Bidding Documents.
  6. 5. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a nonrefundable fee 300 (three hundred). The method of payment will be in cash appearing in person.
  7.  Bids must be delivered to the address below at or before the starting date of invitation of the bid posted on the newspaper at 4:00 am. Late bids will be rejected.
  8. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 4:30 am.
  9. . All bids must be accompanied by a Bid Security of 100,000 ETB (one hundred thousand)
  10.  The Finance and Economic Cooperative Development Office reserves the right to reject any bid and to annul the bidding process and reject all bids at any time prior to contract award, without thereby incurring any liability to Bidders.

NOTICE FOR CANCELATION OF INVITATION FOR BIDS

The Federal Democratic Republic of Ethiopia (FDRE) has applied for financing from Saudi Fund for Development (SFD) for the Construction Works of Debre Markos -Digua Tsion – Mota Road Project, Contract 1: Debre Markos – Km 60.56 (60.56 Km) and Construction Works of Debre Markos – Digua Tsion – Mota Road Project, Contract 2: Km 60.56 – Mota (57.81 Km).

In relation to this, through a Specific Procurement Notice published on the previous issues of the Ethiopian Herald Newspaper dated October 15 and 16, 2020, the Ethiopian Roads Authority invited interested Suppliers/ Contractors to submit sealed bids for the provision of the necessary labor, material, and equipment for the Construction of these Roads.

However, since it is found necessary to change the tendering strategy (method of procurement) for the selection of the Civil Works Contract, the Client decided to cancel the tender. Hence, the Client wishes to inform prospective bidders, intending to participate in the tender, that it has been deemed necessary to cancel the bid due to the reason noted above,

INVITATION FOR BIDS

  1.  The Federal Democratic Republic of Ethiopia (FDRE) has applied for financing from Saudi Fund for Development (SFD) for the Construction Works of Debre Markos – Digua Tsion – Mota Road Project.
  2. The Ethiopian Roads Authority (ERA) on Behalf of the FDRE invites international eligible Contractors (including all members of a joint venture and all Subcontractors of bidders) for the Construction Works of Debre Markos – Digua Tsion – Mota Road Project. The Road Project is to be constructed in two separate Contracts, Contract 1: Debre Markos – Km 60.56 (60.56 Km) and Contract 2: Km 60.56 – Mota (57.81 Km).
  3.  In general, the proposed Debre Markos – Digua Tsion – Mota Road Project consists of construction of 60.56 Km and 57.81 Km roads to Asphalt Concrete surfacing to ERA DC5 standard (ERA’s Geometric Design Manual – 2013).

The works also include the construction of minor and major drainage structures. Rural sections shall have a road carriageway width of 7.0m (with 1.5m and 0.5m sealed with Single Bituminous Surface Treatment shoulders on each side for flat/rolling sections and mountainous sections respectively). For town sections; Zonal seat shall have 2.5m median width with both sides having 3.5m parking lane, 3.5m Carriageway, and 2.5m walkway, and Woreda seats shall have 7m carriageway with 3.5m parking lane and 2.5m walkway on each side. Whereas, Kebele seats shall have a 7m carriageway with 2.5 m paved shoulder on each side. The time of completion for each project is 42 months (1278 calendar days) including a mobilization period of 120 calendar days.

5. Bidders may obtain a complete set of bidding documents at the above office starting from October 19, 2020, and upon payment of a non-refundable fee of 300 US$ (Three Hundred US Dollars) or 10,000 ETB (Ten Thousand Ethiopian Birr) for each project. Payment shall be made in cash, bank certified check or telegraphic transfer to the Employer’s Bank Account in the Commercial Bank of Ethiopia-Sengatera Branch through Account No.01715-33144600.

The document will be sent by registered airmail if required so by the bidder but under no circumstances will the procuring entity be held responsible for late delivery or loss of the documents so mailed.

6. Bidding will be conducted through the International Competitive Bidding (ICB) procedure specified in the bidding documents and is open to all eligible bidders. The minimum General and Specific Construction Experience is as shown below;

7. The bidding procedure to be followed is a two-envelope procedure. The post-qualification documents and financial offers should be sealed in two separate envelopes. The first envelope containing the post-qualification application and bid security is clearly marked “Post Qualification Application and Bid Security” and the second envelope that contains the offer is marked “Submission of Offer” for the Construction Works of Debre Markos – Digua Tsion – Mota Road Project, Contract 1: Debre Markos – Km 60.56 (60.56 Km) for Contract 1 and “Submission of Offer” for the Construction Works of Debre Markos – Digua Tsion – Mota Road Project, Contract 2: Km 60.56 – Mota (57.81 Km) for Contract 2 and the two envelopes shall also be enclosed by an outer envelope marked “Post Qualification Application and Offer for Construction Works of Debre Markos – Digua Tsion – Mota Road Project, Contract 1: Debre Markos – Km 60.56 (60.56 Km)” for Contract 1 and “Post Qualification Application and Offer for the Construction Works of Debre Markos Digua Tsion – Mota Road Project, Contract 2: Km 60.56 – Mota (57.81 Km)” for Contract 2.

Evaluation is also to be carried out in two stages, the post-qualification application and the bid security will be opened first and the qualification evaluation will be undertaken. The bid that is responsive to the minimum post-qualification criteria will be opened for further evaluation. The offers of those bidders who fail the minimum qualification criteria shall be returned unopened after the award of the contract.

The Bids shall be prepared in one original and four copies. Bids for each project must be accompanied by a bid security of USD 1,000,000.00 (United States Dollar: One Million) or Equivalent in a format acceptable to the Employer for each project/contract. Late bids will be rejected. Post-Qualification Application and Bid security of the bidders will be opened immediately thereafter in the presence of the  Contract Award Committee and bidders’ representatives who choose to attend on the final date and time of bid submission and at the address stated here above.

9.The Ethiopian Roads Authority reserves the right to accept or reject any or all bids.

  2. ተጫራቾች በጨረታው ለመሳተፍ ከላይ በተራ ቁጥር 1  የተጠቀሱትንና የሚመለከታቸውን መረጃዎች ፎቶ ኮፒ በማድረግ ከሚመረቱባቸው ሰነዶች ጋር አያይዘው ማቅረብ ይጠበቅባቸዋል፡፡
  3. ለጠጠር መንገድና ለዲዛይንና ማማከር ሥራ ተጫራቾች ጨረታው በአዲስ ዘመን ጋዜጣ በአየር ላይ ከዋለበት ቀን ጀምሮ ለ21 ተከታታይ ቀናት ክፍት ሆኖ ቆይቶ በ22ኛው ቀን ከጠዋቱ 400 ታሽጎ ተጫራቾች/ህጋዊ ወኪሎቻቸው በተገኙበት በላልይበላ ከተማ አስተዳደር/ከ/ል/ቤ/ኮ/አገ/ት ጽ/በት /የግ/ፋይ/ንብ/አስ/ቡድን ቢሮ ቁጥር 10 በ4:30 ላይ የሚከፈት ሲሆን፤ የመንገድ መብራት ፓውዛና ኤሌክትሮኒክስ ዕቃዎች ከሆነ በሚቀጥለው የሥራ ቀን በተመሳሳይ ሰዓት ይከፈታል፡፡
  4. ለጠጠር መንገድና ለዲዛይንና ማማከር ስራ ተጫራቾች ይህ  ጨረታ በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ ዘወትር በስራ ስዓት እስከ 21 ኛው ቀን 11:30 ድረስ በላልይበላ ከተማ አስተዳደር /ከ/ል/ቤ/ኮ/አገ/ት/ጽ/ቤት/የግ/ፋይ/ንብ/ አስ/ቡድን ቢሮ ቁጥር 10 በመምጣት የጨረታ ሰነዱን በብር 100.00/አንድ መቶ/ብር በመክፈል መግዛት የሚችሉ ሲሆን፤ የመንገድ መብራት ፓውዛና ኤሌክትሮኒክስ ዕቃዎች ደግሞ ከላይ በተገለጸው የገንዘብ መጠን ዘወትር በሥራ ስዓት አስከ 15ኛው ቀን 11፡30 ድረስ በመምጣት የጨረታ ሰነዱን መግዛት ይችላሉ።
  5. የጨረታ ሰነዱን የገዙ ተጫራቾች የጨረታ ማስከበሪያ ዋስትና በቁርጥ ዋጋ ለጠጠር መንገድ ብር 9029፣ ለዲዛይንና ማማከር ሥራ 7000፣ መንገድ መብራት ፓውዛ 5900፣ ኤሌክትሮኒክስ ዕቃዎች 3000 በባንክ በተረጋገጠ የክፍያ ትዕዛዝ ሲፒኦ/ ወይም በሁኔታ ላይ ያልተመሰረተ የባንክ ዋስትና ወይም በጥሬ ገንዘብ በማስያዝ በፖስታ አሽገው በጨረታ ሳጥን ውስጥ ማስገባት አለባቸው፡፡
  6. ለዲዛይንና ማማከር ሥራ ተጫራች የጨረታ ሃሳባቸውን 1 ወይም ወጥ በሆነ 2 ቅጅዎች ማለትም ዋና እና ቅጅ በማለት ለቴክኒካልና ለፋይናንሻል ለእያንዳንዳቸው ለየብቻ በጥንቃቄ በታሸገ ፖስታ የላሊበላ ከተማ አስተዳደር/ከ/ል/ቤ/ኮ/አገ/ት/ጽ/ ቤት /የግ/ፋይ/ንብ/አስ/ቡድን የጨረታ ኮሚቴው ባዘጋጀው  የጨረታ ሳጥን ውስ እስከ 22ኛው ቀን 4፡00 ድረስ ማስገባት የሚኖርሳቸው ሲሆን፤ ለጠጠር መንገድሥራከላይ በተገለጸው ተመሳሳይ ቀንና ስዓት ለፋይናንሻል ብቻ ዋና እና ቅጅ በማለት ማስገባት የሚኖርባቸው ሲሆን፤ በሌላ በኩል ደግሞ የመንገድ መብራት ፓውዛና ለኤሌከትሮኒክስ ዕቃዎች እስከ 16ኛው ቀን  ድረስ ከላይ በተገለጸው ተመሳሳይ ቀንና ሰዓት ለፋይናንሻል ብቻ ዋና እና ቅጅ በማለት ማስገባት ይኖርባቸዋል።
  7. አሸናፊ ስሆነው ተጫራች ለሚሠራው ሥራ እንዲሁም ለሚያቀርበው ዕቃ 10% የውል ማስከበሪያ በማስያዝ በፍትህ   ጽ/ቤት በመቅረብ ቅድሚያ ውለታ መውሰድ አለበት፡፡
  8. ተጫራቾች ያሸነፉትን ሥራ እንዲሁም ለሚያቀርበው ዕቃ  በውሉና በሥራ ዝርዝሩ እንዲሁም በስፔስፍኬሽኑ መሰረት በጥራት ካላስረከበ ያስያዘው የውል ማስከበሪያ ዋስትናውርስ ይሆናል፡፡
  9. ተጫራቾች ያሸነፉትን የመንገድ መብራት ፓውዛና ለኤሌክትሮኒክስ ዕቃዎች በራሳቸው በአሸናፊዎች ሙሉ ወጪ  የላልይበላይ ከተ/አስ/ር ከ/ል/ቤ/ኮ/አገ/ት/ጽ/ቤት ድረስ ማቅረብ ይጠበቅባቸዋል፡፡
  10. ተጫራቾች በጨረታው ላይ ማብራሪያ/ማሻሻያ ጥያቄ ካላቸው ለጠጠር መንገድ ሥራና ለዲዛይንና የማማከር ሥራ ከጨረታው የጊዜ ገደብ ከ15 ቀን በፊት ማቅረብ የሚኖርባቸው ሲሆን፤ የመንገድ መብራት ፓውዛና ለኤሌከትሮኒክስ ዕቃዎች ከጨረታው የጊዜ ገደብ ከ10 ቀን በፊት ማቅረብ ይኖርባቸዋል።
  11. የኤሌከትሮኒከስ እና የመንገድ መብራት ፓውዛ የጨረታ ዋጋ ጸንቶ የሚቆዩበት ጊዜ ጨረታው ከተከፈተበት ቀን ጀምሮ ለ40 ቀን ፀንቶ የሚቆይ ሲሆን፤ የዲዛይንናስማማከር ሥራናለጠጠር  መንገድ ሥራ ደክሞ ለ60 ቀናት ጸንቶ የሚቆይ ይሆናል፡፡
  12. ተጫራቾች ከዚህ በፊት ጨረታ አሸናፊ ሆነው እንደውላቸው  ያላጠናቀቀ ወይም ከታወቀ ተቋም ዕገዳ የተደረገባቸውን አያሳትፍም።
  13. ማንኛውም ተጫራች የጨረታ ሰነድ ሊሞላ ስርዝ ድልዝ ማድረግና ያጨረታ ሰነዱ ላይ ዋጋ ሳይሞሉ ከፍት በማደረግ ከጨረታ ውድድር ውጪ ያስደርጋል፡፡
  14. መ/ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውን በከፊልም ሆነ ሙሉ በሙሉ የመሠረዝ መብቱ የተጠበቀ ነው፡፡

  1.  የዘመኑን ግብር የከፈሉ እና የታደሰ ሕጋዊ የንግድ ፈቃድ ያላቸው፤
  2. የግብር ከፋይ መለያ ቁጥር /ቲን/ ያላቸው
  3. የግዥው መጠን ብር 50 ሺህ እና በላይ ከሆነ የተጨማሪ እሴት ታክስ /ቫት ተመዝጋቢነት/የምስክር ወረቀት ማቅረብ የሚችሉ፤
  4. ተጫራቾች የግንባታ ፈቃድ ማረጋገጫ የምዝገባ የምስክር ወረቀት ማቅረብ የሚችሉ፡፡
  5. ተጫራቾች በጨረታው ለመሳተፍ ከላይ ከተራ ቁጥር 1 እስከ 4 የተጠቀሱትን ማስረጃዎች ዋና እና ቅጂ በማድረግ ከመጫረቻ ሠነዱ ጋር አያይዞ በጥንቃቄ በታሸገ ፖስታ ማቅረብ አለባቸው፡፡ ጨረታው ሲሞላ ያለምንም ስርዝ ድልዝ መሞላት አለበት እንዲሁም አንድ ተጫራች መጫረት የሚችለው በአንድ ሎት ብቻ ነው፡፡
  6. ጨረታው በአየር ላይ የሚቆይበት ጊዜ ጨረታው በጋዜጣ ከወጣበት ቀን ጀምሮ ለ21 ቀን ነው፡፡
  7. ተጫራቾች የጨረታ ማስታዎቂያው ከወጣበት ቀን 14/03/2013 ዓ.ም ጀምሮ በወጣው ግልፅ ጨረታ ለ21 ተከታታይ ቀናት ውስጥ ሁለተኛ ፎቅ ቢሮ ቁጥር 10 የጨረታ ሰነዱን ማግኘት ይችላሉ፡
  8. ማንኛውም ተጫራች የጨረታ ሀሳቡን በአንድ ወይም አንድ ወጥ በሆኑ ሁለት ቅጅዎች ማለትም ዋናና ቅጅ በማለት በጥንቃቄ በታሸገ ፖስታ ሁለተኛ ፎቅ ቢሮ ቁጥር 10 በተዘጋጀው የጨረታ ሳጥን ዘወትር በስራ ስዓት እስከ 05/04/2013 ዓ/ም እስከ 3፡00 ማስገባት ይችላሉ፡፡
  9. ጨረታው ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ሁለተኛ ፎቅ ቢሮ ቁጥር 10 በቀን 05/04/2013 ዓ.ም 3፡00 ታሽጎ 4፡00 ይከፈታል፡፡የጨረታ መክፈቻ ቀኑ የህዝብ በዓል እና እሁድ ቅዳሜ ከሆነ በሚቀጥለው የስራ ቀን በተመሳሳይ ስዓት ይከፈታል፡፡

  12. . የጨረታው አሸናፊ 10 በመቶ የውል ማስከበሪያ ውል በሚይዝበት ወቅት ማስያዝ ወይም በጥቃቅን የተደራጁ ከሆነ ጥቃቅን ጽ/ቤት የዋስትና ደብዳቤ ማቅረብ አለባቸው፡፡
  13. አሸናፊ ድርጅት የሚሰራቸውን ስራዎች ማንኛውንም ማቴሪያሎች ወጭ በራሱ አቅርቦ መስራት የሚችል ፡፡
  14. መ/ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውን በከፊልም ሆነ ሙሉ በሙሉ የመሰረዝ መብቱ የተጠበቀ ነው፡፡
  15. . ለተጨማሪ መረጃ የእን/ከ/አስ/ከተማ/ል/ቤቶ/ኮንስ/ አገልግሎት ጽ/ቤት ሁለተኛ ፎቅ ቢሮ ቁጥር 10 ድረስ በአካል በመገኘት ወይም በስልክ ቁጥር 0582271759 በመደወል ማግኘት ይችላሉ፡፡ የውድድሩ ሁኔታ በሎት ዋጋ ይሆናል፡፡
  16. የውል ማስከበሪያው ዋስትና ፀንቶ መቆያ ጊዜ ውሉ ከሚጠናቀቅበት የመጨረሻ ቀን በኋላ ቢያንስ ለተጨማሪ 60/ስልሳ/ ቀናት ፀንቶ መቆየት ይኖርበታል፡፡

  • ሎት-1 ቀበሌ 01 ከገቢያው አህመድ እስከ መርጌታ ሰለሞን ቢራራ ፣ከዋናው አስፓልት እስከ ተገኘ ወፍጮ፣ ከዋናው አስፓልት እስከ አምሳል ፈንቴ እና ከሰይድ አደም እስከ እርዛ ወንዝ ድረስ ርዝመቱ 630 ሜትር ስፋት 10ሜትር፤
  • ሎት-2 ቀበሌ 04 ከሀብተ ወልድ ወፍጮ እስከ ጥምቀት ባህሩ ፣ ከዋናው አስፓልት እስከ ሰይድ የሱፍ እና ከዋናው አስፖልት እስከ አብቁተ ህንጻ ድረስ ያለውን መንገድ ርዝመት 550 ሜትር ስፋት 10 ሜትር በGC እና RC ደረጃ 9 እና ከዚያ በላይ፤ በUIIDP በጀት ለሚያሰራው የጠጠር መንገድና ዲች ግንባታ Package No Woreta UIIDP /CW/05/20/2021
  • ሎት-4 ቀበሌ 01 ከሞገስ ፀጋ ቤት እስከ ሆስፒታል ድረስ ርዝመቱ 700 ሜትር ስፋት 20 ሜትር በGC እና RC ደረጃ 4 እና ከዚያ በላይ፤
  • ሎት-5 ቀበሌ 04 ከአሚነት ሞሳ እስከ ኑሩ ክንዴ ፣ ከይጋርዱ ቤት እስከ ሀጅ አህመድ ሞሳ ፣ ከሀጅ እንዲሪስ ሰይድ የሱፍ እስከ በላይ አወቅ ቤት እና ከፈንቴ ክንዴ እስከ ኑሩ ሱሌማን ቤት ድረስ ርዝመቱ 715 ሜትር ስፋት 10 ሜትር በGC እና RC ደረጃ 9 እና ከዚያ በላይ ፤ በመደበኛ በጀት የጠጠር መንገድ እና የዲች ጥገና Package No Woreta CIp/Main/02/20/2021 ሎት-2 ቀበሌ 02 ከነጋ ምህረት እስከ ጀግኔ አበረ ቤት ርዝመቱ 670 ሜትር ስፋት 10 ሜትር፤ ሎት-3 ቀበሌ 01 የጠጠር መንገድ ጥገና ከመብራት ሀይል እስከ አዲሱ ቄራ ድረስ ርዝመት 1280 ሜትር ስፋት 10 ሜትር በGC እና RC ደረጃ 9 እና ከዚያ በላይ፤ የግንባታ ፈቃድ ካላቸው ተጫራቾች መካከል በግልጽ ጨረታ አወዳድሮ ማሰራት ይፈልጋል፡፡ ስለሆነም ፡-
  1. በዘመኑ የታደሰ ህጋዊ የንግድ ስራ ፈቃድ እና የግብር ከፋይ መለያ ቁጥር /ቲን/ ያላቸው፤
  2. የግዥው መጠን ከብር 200,000/ሁለት መቶ ሽህ ብር/ እና ከዚያ በላይ ከሆነ የተጨማሪ እሴት ታክስ (ቫት)ከፋይነት የተመዘገቡ መሆናቸውን የሚያረጋግጥ የምስክር ወረቀት ማቅረብ የሚችሉ፤
  3. ተጫራቾች ለወጣው የግንባታ ጨረታ ተመሳሳይ ስራ የሰሩበትን የመልካም ስራ አፈጻጸም ማቅረብ ይኖርባቸዋል፡፡
  4. ተጫራቾች ከተራ ቁጥር 1-3 ድረስ የተዘረዘሩትን እና የሚመለከታቸውን ማስረጃዎች ፎቶ ኮፒ በማድረግ ከመጫረቻ ሰነዶቻቸው ጋር አያይዘው ማቅረብ አለባቸው፤
  5. የጨረታውን ዝርዝር መግለጫ ከጨረታ ሰነዱ ማግኘት ይችላሉ፤
  6. በጥቃቅን የተደራጁ ተጫራቾች የልዩ አስተያየት ተጠቃሚ የሚያደርጋቸውን ወቅታዊ የሆነና ለጽ/ቤት በአድራሻ የተጻፈ ማሰረጃ ማያያዝ አለባቸው፤
  7. ተጫራቾች ለእያንዳንዱ ሎት የማይመለስ 200 /ሁለት መቶ ብር/ ከፍለው ከወረታ ከተማ አስ/ገ/ኢ/ት/ጽ/ቤት በግዥ/ፋ/ን/አስ/ቡድን ቢሮ ቁጥር 22 የጨረታ ሰነድ መግዛትና ማስገባት ይችላሉ፤
  8. ሎት-4 ቀበሌ 01 ከሞገስ ፀጋ ቤት እስከ ሆስፒታል ለሚያሰራው የጠጠር እና የዲች ግንባታ አሸናፊው ተጫራቾች የአሸነፉበትን ከጠቅላላ ዋጋ የግል ኮንትራክተር ከሆነ 10 በመቶ እና የልማት ድርጅት ከሆነ 15 በመቶ በጥቃቅን ለተደራጁ ወጣቶች አውትሶርስ ወይም ሰብ ኩንትራት መስጠት ይኖርበታል፤
  9. ተጫራቾች የጨረታ ማስከበሪያ ዋስትና (ቢድ ቦንድ) የመሬት ዝግጅት ስራና የዲች ግንባታ ሎት-1 ቀበሌ 01 ከገቢያው አህመድ እስከ መርጌታ ሰለሞን ቢራራ ፣ከዋናው አስፓልት እስከ ተገኘ ወፍጮ፣ ከዋናው አስፓልት እስከ አምሳል ፈንቴ እና ከሰይድ አደም እስከ እርዛ ወንዝ ብር 48,000 /አርባ ስምንት ሽህ ብር/ ሎት-2 ቀበሌ 04 ከሀብተ ወልድ ወፍጮ እስከ ጥምቀት ባህሩ ፣ ከዋናው አስፓልት እስከ ሰይድ የሱፍ እና ከዋናው አስፖልት እስከ አክሲ ህንጻ ብር 55,000 /አምሳ አምስት ሽህ ብር/ የጠጠር መንገድ እና ዲች ግንባታ ሎት-4 ቀበሌ 01 ከሞገስ ፀጋ ቤት እስከ ሆስፒታል ብር 140,000 /አንድ መቶ አርባ ሽህ ብር/ ሎት-5 ቀበሌ 04 ከአሚነት ሞሳ እስከ ኑሩ ክንዴ ፣ ከይጋርዱ ቤት እስከ ሀጅ አህመድ ሞሳ ፣ ከሀጅ እንዲሪስ ሰይድ የሱፍ እስከ በላይ አወቅ ቤት እና ከፈንቴ ክንዴ እስከ ኑሩ ሱሌማን ቤት ብር 51,000 / አምሳ አንድ ሽህ ብር/ የጠጠር መንገድና የዲች ጥገና ሎት-2 ቀበሌ 02 ከነጋ ምህረት እስከ ጀግኔ አበረ ቤት ብር 59,000 /አምሳ ዘጠኝ ሽህ ብር/ ሎት-3 ቀበሌ 01 የጠጠር መንገድ ጥገና ከመብራት ሀይል እስከ አዲሱ ቄራ ብር 34,000 /ሰላሳ አራት ሽህ ብር/ በባንክ የተረጋገጠ የክፍያ ትዕዛዝ ሲፒኦ ወይም በሁኔታ ላይ ያልተመሰረት የባንክ ዋስትና ወይም በጥሬ ገንዘብ ማስያዝ አለባቸው፡፡ በጥሬ ገንዘብ የሚያስይዙት ተጫራቾች በመ/ቤቱ የገቢ ማሰባሰቢያ ደረሰኝ በማስቆረጥና ደረሰኙን ኮፒ በማድረግ ከሰነዳቸው ጋር ማቅረብ አለባቸው፤
  10. ተጫራቾች የጨረታ ሰነዳቸውን በጥንቃቄ በታሸገ ፖስታ በማድረግ ስምና አድራሻ በመጻፈ ፊርማና ማኅተም በማድረግ እንዲሁም በፖስታው ላይ የሚወዳደሩበትን የግንባታ አይነትና ሎት በመጻፍ በወረታ ከተማ አስተዳደር ገንዘብ ኢኮኖሚ ትብብር ጽ/ቤት ግ/ፋ/ን/አስ/ቡድን ቢሮ ቁጥር 22 ለጨረታ ከተዘጋጀው የጨረታ ሳጥን ውስጥ ማስገባት ይኖርባቸዋል፡፡
  11. ተጫራቾች ጨረታውን በጋዜጣ ከወጣበት ቀን ጀምሮ ለተከታታይ 21 ቀናት ሁኖ በ22ኛው ቀን እስከ ጠዋቱ 4፡00 የመጫረቻ ሰነዳቸውን ከተዘጋጀው የጨረታ ሳጥን ማስገባት አለባቸው፤ ጨረታው በ22ኛው ቀን ከጠዋቱ 4፡00 ታሽጎ በዚው ቀን 4፡30 ላይ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ወረታ ከተማ አስተዳደር ገንዘብ ኢኮኖሚ ትብብር ጽ/ቤት ግ/ፋ/ን/አስ/ቡድን ቢሮ 22 ይከፈታል፡፡
  12. የጨረታ መክፈቻ ቀን ቅዳሜ ፣እሁድ ወይም የህዝብ በዓል ቀን ከሆነ ቀጣዩ የስራ ቀን በተመሳሳይ ሰዓት ይከፈታል፡፡
  13. ጨረታው በጥቅል፤ ሲሆን አንድ ተጫራች ከአንድ ጨረታ በላይ መወዳደር አይችልም ፡፡
  14. ስለጨረታው ዝርዝር ሁኔታ ለመጠየቅ ከፈለጉ በስልክ ቁጥር 058-446-1345 ወይም በአካል ቢሮ ቁጥር 22 በመምጣት መጠየቅ ይችላሉ፡፡
  15. ተጫማሪ በአብክመ የግዥ መመሪያ ቁጥር 1/2003 መሠረት ተፈጻሚ ይሆናል፡፡
  16. መስሪያ ቤቱ የተሻለ አማራጭ ካገኘ ሙሉ በሙሉ ወይም በከፊል ጨረታውን የመሰረዝ መብቱ የተጠበቀ ነው፡፡
  17. አጠቃላይ የውል ሁኔታ በተመለከተ ወይም general condition contract እና የተጫራቾች መመሪያ (instruction to bid) ከጨረታ ሰነዱ ጋር አታች አድርገናል፡፡

ግልጽ የጨረታ ማስታወቂያ

በአማራ ክልል በሰ/ወሎ/ ዞን የወልዲያ ከተማ አስ/ር/ኢ/ል/ከ/አገ/ጽ/ቤት በ2013 በጀት አመት በአለም ባንክና በመደበኛ በጀት ለሚያሰራው የመሰረተ ልማት ስራዎችና የእቃ ግዥና የማሽነሪ ኪራይ በግልፅ ጨረታ አወዳድሮ ማሰራትና መግዛት ይፈልጋል፡፡

ለዚህ ጨረታው ለመንገድ ጥገና ስራ መሳተፍ ለምትፈልጉ ሁሉ በደረጃ 6 እና በላይ ሙያ ባላቸው RC እና GC የስራ ተቋራጮች አወዳድሮ ማሰራትና መግዛት ይፈልጋል፡፡

  • ሎት 1 3 ሳይት መንገድ ጥገና ስራ በመደበኛ በጀት
  • ሎት 2 2 ሳይት መንገድ ጥገና ስራ በመደበኛ በጀት
  • የመንገድ ከፈታ ስራ በመደበኛ በጀት የማሽነሪ ኪራይ ሎት1
  • የኮብል ስቶን የመሬት ቆረጣ ስራ በመደበኛ በጀት የማሽነሪ ኪራይ ሎት2
  • ሎት 1. ኤሌክትሮኒክስ እቃዎች ግዥ በአለም ባንክ በጀት
  • ሎት 2 የጋቢዮን ሽቦ ግዥ በአለም ባንክ በጀት

ተቋራጮችና አቅራቢዎች አስፈላጊ የሆኑትን የግንባታ ማቴሪያሎትና የእጅ ዋጋ ችለው ለሚሰሩ ተወዳዳሪዎችና የእቃ አቅራቢዎች በግልጽ ጨረታ አወዳድሮ መግዛትና ማሰራት ይፈልጋል፡፡ስለሆነም ከዚህ በታች የተዘረዘሩትን መስፈርቶች የሚያሟሉ ተቋራጮችና አቅራቢዎች መወዳደር የሚችሉ መሆኑን ይጋብዛል፡፡ ስለዚህ፡-

  1.  የታደሰ ንግድ ፈቃድ ማስረጃ ማቅረብ አለበት፡፡
  2.  የግብር ከፋይ መለያ ቁጥር (ቲን) ማቅረብ አለበት፡፡
  3.  ቫት ተመዝጋቢ መሆን አለበት፡፡
  4.  ማንኛውም የስራ ተቋራጭ የብቃት ማረጋገጫ የምስክር ወረቀት ማቅረብ አለባቸው፡፡
  5.  ከአማራ ክልል ውጭ የሚመጡ ተጫራቾች በሚንስተር መ/ቤቱ የኮንስትራክሸንና ኢንዱስትሪ ልማት ቁጥጥር ባለስልጣን የምዝገባ ሰርትፈኬት ወይም አጭር ምዝገባ ማቅረብ አለበት፡፡
  6.  ተጫራቾች የጨረታ ማስከበሪያ /ቢድ ቦንድ/ ለሚወዳደሩበት የጠቅላላ ዋጋ 1 በመቶ በባንክ በተረጋገጠ ክፍያ ትዕዛዝ /ሲፒኦ/ ወይም በሁኔታ ላይ ያልተመሰረተ የባንክ ዋስትና ወይም በጥሬ ገንዘብ /በመ/ቤታችን ገንዘብ ያዥ/ ገቢ ሆኖ ገቢ የተደረገበትን ደረሰኝ ኮፒ አድርጎ ከጨረታ ሰነዱ ጋር ማስገባት ይኖርበታል
  7. ተጫራቾች የጨረታ ሰነዱን ወ//ከ/አስ/ር/ከ/ል/ቤ/ኮ/አገ/ጽ/ቤት ግዥና ፋይናንስ ንብረት አስተዳደር ደጋፊ የሥራ ሂደት ቢሮ ቁጥር 11 ድረስ በመምጣት ለእያንደንዳቸዉ ሰነዶች የማይመለስ 100 ብር /አንድ መቶ ብር/ በመክፈል ሰነዱን መግዛት ይችላሉ፡፡
  8. በጨረታ አሸናፊ ከሆኑ ለተወዳደሩበት ጠቅላላ ዋጋ 10 በመቶ የውል ማስከበሪያ ማሰያዝ አለብዎት፡፡
  9.  በጥቃቅንና አነስተኛ የተደራጁ ማህበራት ከሆኑ ካደራጃቸው አካል የድጋፍ ደብዳቤና የመልካም ስራ አፈጻጸም ወቅታዊ የሆነ መረጃ በሃላፊ የተፈረመ ማቅረብ አለበዎት፡፡
  10.  በጨረታ አሸናፊ ከሆኑ እና 10 በመቶ አስይዘው ወደ ስራ መግባተዎ ሲረጋገጥ እንደ የፕሮጀክቱ ዓይነት እስከ 30 በመቶ ቅድሚያ ክፍያ ይሰጣል፡፡
  11. ማንኛውም የግዥ ወይም የግንባታ ስራዎች የጨረታ ሰነዱን ዋጋ መሙያ ላይ ምንም አይነት ስርዝ ድልዝና በፍሉድ የጠፋ እንዲሁም የማይነበብ ወይም ተደጋግሞ የተጻፈ ያቀረቡ ተወዳዳሪዎች /ተጫራቾች/ ከጨረታ ውጭ ይሆናሉ፡፡
  12. የጨረታ ሰነዱን በኦርጅናልና በኮፒ በተለያየ ፖስታ በማሸግ የሚወዳደሩበትን ሳይት እና እቃ ዓይነት በፖስታው ላይ በመጻፍና በማዘጋጀት የድርጅቱን ማህተምና ፈርማ ሙሉ አድራሻ በመግለጽ በተለያየ ፓሰታ አሽጎ በወ/ከ/አስ/ኢን/ል/ከተማ አገልግሎ ጽ/ቤት ግዥና ፋይናንስ ንብረት አስተዳር ደጋፊ የሥራ ሂደት ቢሮ ቁጥር 11 ድረስ በመምጣት በተዘጋጅው የጨረታ ሳጥን ማሰገባት ይኖረባቸዋል፡፡
  13. ማንኛውም ተጫራቾች ከላይ ከተራ ቁጥር 1 እስከ 12 የተዘረዘሩት መስፈርቶች ለሁሉም ተጫራቾች (ተወዳዳሪዎች) ገዥ ይሆናል፡፡

1. ሎት 1 እና ሎት 2 የመንገድ ጥገና ስራ በወ/ከ/አስ/ከ/ል/ቤ/ኮን አገልግሎት ጽ/ቤት በ2013 ዓ.ም በመደበኛ በጀት በጀት ለሚያሰራው የመንገድ ጥገና ስራ ሎት 1 ሦስት ሳይት የመንገድ ጥገና ስራ ኮድ woldia – CW- GRm- CIP –02—01–2020/21 እና ሎት 2 ሁለት ሳይት የመንገድ ጥገና ስራ ኮድ woldia – CW- GRm- CIP–02—02–2020/21 ያሉትን የመንገድ ጥገና ስራ በደረጃ 6ና በላይ ሙያ ባላቸው RC እና GC የስራ ተቋራጮች አወዳድሮ ማሰራት ይፈልጋል፡፡

ስለዚህ ለመንገድ ጥገና ስራ የሚያስፈልጉ ማንኛውንም የማሽነሪና ማቴሪያሎች፤ የእጅ ዋጋ ችሎ ወይም አቅርቦ በደረጃ 6 በላይ ሞያ ባላቸዉ RC እና GC የስራ ተቋራጮች መስራት ለሚፈልጉ ሁሉ በተዘጋጀው ፕላንና የሰራ ዝርዝር መሰረት ይህ ማስታወቂያ ከወጣበት ቀን 14/03/2013 ዓ.ም ጀምሮ እስከ 05/04/2013 ዓ.ም ድረስ ዘወትር በሰራ ሰአት የጨረታ ሰነዱን በወ/ከ/አስ/ከ/ል/ቤ/ኮ/አገልግሎት ጽ/ቤት ግዥና ፋይናንስ ንብረት አስተዳር ቡድን ቢሮ ቁጥር 11 በመምጣት በተዘጋጅው የጨረታ ሳጥን ውስጥ ከጧዋቱ 3፡00 ሰዓት ድረስ ማሰገባት አለበዎት፡፡ የጨረታ ሳጥኑም በዚሁ ቀን 05/04/2013 ዓ.ም ከጧዋቱ 3፡00 ታሽጎ ከጠዋቱ 3፡30 ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት የጨረታ ሳጥኑ ይከፈታል፡፡

  1. Ethiopian Insurance Corporation (EIC) has budget to be used for the Procurement of EIC Car Parking Area Asphalt Rehabilitation at Eastern Addis District (Lot A) and Head Office (Lot B) at Ethiopian Insurance Corporation.
  2. Ethiopian Insurance Corporation invites wax-sealed bid from eligible bidders furnishing the necessary labor,material and equipment for the works of EIC Car Parking Area Asphalt Rehabilitation Project at Ethiopian Insurance Corporation, Addis Ababa.
  3. Bidding will be conducted in accordance with the Open National tendering procedures contained in the public procurement proclamation of the Federal Government of Ethiopia and Public Financial Enterprise Agency Purchasing Manual
  4. The bid is open to all eligible bidders,

All interested eligible bidders are required to submit renewed licenses for the current year, VAT registration certificate, tax payer registration certificate, tax clearance and proof of their up to date registration certificate from Trade Ministry of Infrastructure Development and Trade Bureau at the place of registration.

  9. The bid security shall, at the bidder’s option, be in the form of a certified cheque or bank guarantee by and an Ethiopian Bank. The format of the bid security should be in accordance with the form of bid security included in section 4, bidding forms or another form acceptable to the employer bid security shall be valid for 28 days beyond the validity of the bid.

The Procurement Reference Number is: GRRA NCB/005/2013

  1. The Gambella People’s National Regional State Gambella Rural Roads Authority has allocated budget towards the cost of the Construction works of One Single Pipe @ km 11+000, One Double Pipe Culvert @ km 10+600, and One Box Culvert @ km 12+900 in Metti-Dunchi Road Project in Majang Zone in Godere Woreda.
  2. The Gambella Rural Roads Authority (GRRA) now invites bidders to submit sealed bids for providing the necessary labor, material, and equipment for the above Culvert Structure Construction Project.
  3. Interested bidders shall submit the following evidence:
  • i. Certificate of registration from Ministry of Urban Development, Housing and Construction or other appropriate regional bureaus with relevant Category BC-7 or RC-8 or GC-8 and above renewed for 2012 EFY for construction works
  • ii. Trading License renewed for 2012 EFY;
  • iii. Tax Clearance certificate which states that the bidder can be participated in any public tender and valid at the deadline for submission of the bids;
  • iv. VAT Registration Certificate;
  • v. Registration as Supplier in the list of the mandated public body, ie Public Procurement and Property Administration Agency (PPPAA)
  • vi. Bid security (ETB 20,000)

4. Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is open to all eligible contractors as specified and defined in the Bidding Documents.

One Bidder or contractor is only allowed to participate only one of the Procurement numbers are GRRA/NCB/005/2013, GRRA/NCB/006/ 2013, GRRA/NCB/007/2013 and GRRA/NCB/008/2013 projects, A Bidder that participates for more than one Bid can be totally rejected and also it is necessary to quote its procurement reference number on it.

6. Interested eligible Bidders may obtain further information from and inspect the bidding documents at the address given below frorn 7፡30 a.m.to 12:30 a.m. and 3:30 p.m to 5:30 p.m. from Monday to Friday

7. A complete set of bidding document prepared in English language may be purchased by the bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of Birr 200 effective as of November 9, 2013 EFY. The method of payment shall be in cash

8. Bidders shall submit five envelopes, “One original envelopes of technical and one original envelopes of financial” and “One copy envelopes of technical and one copy of financial” and One Bid Security all separately sealed envelope.

9. Evaluation is to be carried out in two stages, Qualification (Technical) information first and Financial Bids of qualified bidders next.

  11. ተጫራቾች ጨረታዉ በጋዜጣ ከወጣበት ቀን ጀምሮ ለተከታታይ 21 ቀናት እስከ 11፡00 ሰነዱ መግዛት ይችላሉ፡፡
  12. በ22ኛዉ ቀን እስከ ከጠዋቱ 4፡00 ድረስ የጨረታ ሰነዱን ለጨረታ ማስገቢያ በተዘጋጀው ሳጥን ማስገባት አለባቸዉ፡፡
  13. ጨረታዉ በ22ኛዉ ቀን ከጠዋቱ 4፡00 ታሽጎ በ4፡15 ላይ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸዉ በተገኙበት ይከፈታል፡፤

  • iii. Tax Clearance certificate, which states that the bidder can be participated in any public tender and valid at the deadline for submission of the bids;
  • iv. VAT Registration Certificate;
  • v. Registration as Supplier in the list of the mandated public body, i.e Public Procurement and Property Administration Agency (PPPAA)
  • vi. Bid security (ETB 25,000)

4. Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is open to all eligible contractors as specified and defined in the Bidding Documents.

5. One Bidder or contractor is only allowed to participate only one of the Procurement number is GRRA/ NCB/ 005/2013, GRRA/ NCB/ 006/2013, GRRA/ NCB/007/2013 and GRRA/ NCB/0078/2013 projects. A Bidder that participates for more than one Bid can be totally rejected and also it is necessary to quote its procurement reference number on it.

6. Interested eligible Bidders may obtain further information from and inspect the bidding documents at the address given below from 7:30 a.m. to 12:30 a.m. and 3:30 p.m. to 5:30 p.m. from Monday to Friday

7. A complete set of bidding document prepared in English language may be purchased by the bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of Birr 200 effective as of November 09, 2013 EFY. The method of payment shall be in cash.

8. Bidders shall submit five envelopes, “One original envelopes of technical and one original envelopes of financial” and “One copy envelopes of technical and one copy of financial” and One Bid Security all separately sealed envelope.

9. Evaluation is to be carried out in two stages, Qualification (Technical) information first and Financial Bids of qualified bidders next.

10.Bids must be delivered to the address below on November 30, 2013 EFY from 10:00 a.m. to 10:30 a.m. late bidders will be rejected. Qualification (Technical) information of the bidders will be opened in the presence of bidders/ bidders’ representatives who chose to attend at GRRA Procurement, Finance and Asset Management Supportive Process, Room No.6, on the final date and time of bid submission as stated above.

የደብረ ታቦር ከተማ አስ/ ከተማ ልማት ቤ/ኮ/አገልግሎት ጽ/ቤት በ2013 በጀት ዓመት ከሚያሠራቸው የመሰረተ ልማት ግንባታዎች ውስጥ፡፡

  1. ቀበሌ 01 ከወርቄ ደመወዝ ቤት እስከ አስማማው አበበ ቤት 425 ሜትር ጠጠር መንገድ፣
  2. ቀበሌ 01 ከልጅቱ ማሪያም በቴሌ ታወር አድርጎ ጀበል መጨረሻ 680 ሜትር ጠጠር መንገድ፣
  3. ቀበሌ 04 ከቀጋ ውሃ ብሎኬት ሰፈር ወደ እርብ ተፈናቃይ ጠጠር መንገድ 400 ሜትር፣
  4. ቀበሌ 06 ከጌታቸው ፍቃዴ ቤት እስከ ሻንበል ጋሻው ቤት 652 ሜትር፣
  5. ቀበሌ 04 ከቀስተ ደመና ሆቴል ፊት በር ተነስቶ በእድር ቤት ታጥፎ እስከ ኮብል መንገድ ድረስ ጠጠር መንገድ 360 ሜትር፣
  6. ቀበሌ 04 ቀጋ ውሃ 12 ክፍል ሸድ ግንባታ ፣ ከደረጃ 8 እና በላይ የRC/GC ፈቃድ ካላቸው ተቋራጮች ጨረታ አወዳድሮ ማሠራት ይፈልጋል፡፡

 በዚህም መሠረት የሚከተሉትን መስፈርቶች የሚያሟሉ ተጫራቾች መወዳደር የሚችሉ መሆኑን ይጋብዛል፡፡

  1. በዘመኑ የታደሰ ህጋዊ የንግድ ፈቃድ ያላቸው ፣
  2. የዘመኑን ግብር የከፈሉ ለመሆናቸው ማስረጃ ማቅረብ የሚችሉ ፣
  3. ያቀረቡት ዋጋ ከ200,000.00/ሁለት መቶ ሺህ ብር/ በላይ ከሆነ የቫት ተመዝጋቢ መሆኑን የሚገልጽ ማስረጃ ማቅረብ አለባቸው፣
  4. ተጫራቾች ከተራ ቁጥር 1-3 የተዘረዘሩትን መረጃዎች ከዋና ጋር የተገናዘበ ፎቶ ኮፒ ከጨረታ ሰነዶቻቸው ጋር አያይዘው ማቅረብ አለባቸው፡፡
  5. የግንባታ ዝርዝር መግለጫ ስፔስፊኬሽን ከጨረታ ሰነድ ማግኘት የሚችል ሲሆን የሰነድ መግዣ ዋጋ ብር 300.00 ሦስት መቶወይንም ከቴ/መ/ኢ/ል/ጽ/ቤት የድጋፍ ደብዳቤ ማምጣት ይቻላል ፣
  6. ስርዝ ድልዝ የሚያጋጥም ከሆነ ፓራፍ ማድረግ ይጠበቅባቸዋል፡፡ ፓራፍ ካልተደረገ ከውድድር ውጪ ይሆናል ፣
  7. ተጫራቾች ከሁለት ሰነድ በላይ መግዛት አይቻልም፣
  8. ተጫራቾች የጨረታ ማስከበሪያ የሚወዳደሩበትን የእቃውን ጠቅላላ ዋጋ 1 ፐርሰንት በባንክ በተረጋገጠ የክፍያ ትዕዛዝ/ሲፒኦ/ ወይም በሁኔታ ላይ ያልተመሰረተ የባንከ ዋስትና ወይም በጥሬ ገንዘብ ወይም ከቴ/መ/ኢ/ጽ/ቤት ድጋፍ መያዝ አለባቸው ፣
  9. የግል ኮንትራክተሮች ያሸነፉበትን ዋጋ ቢያንስ 10 በመቶ የመንግሥት ልማት ድርጅት ቢያንስ 15 በመቶ ለተደራጁ ኢንተርፕራይዞች መስጠት አለባቸው ፣
  10. መስሪያ ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውን ሙሉ በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ነው ፣
  11. ጨረታው ከወጣበት ቀን ጀምሮ ባሉት 30 ተከታታይ ቀናት ይቆያል፡፡ ውድድሩ በእያንዳንዱ ሎት ድምር መሆኑን እንገልጻለን፡፡ የእያንዳንዳችን ሎት ሁሉንም ዝርዝር ያልሞላ ከውድድር ውጪ ይሆናል፡፡
  12. ጨረታው 31ኛው ቀን 400 ሰዓት ታሽጎ በዚያው ቀን 430 ተጫራቾችና ህጋዊ ወኪሎቻቸው በተገኙበት ይከፈታል፡፡ ነገር ግን የመጨረሻው ቀን በዓል ከሆነ በሚቀጥለው የሥራ ቀን ይከፈታል፡፡
  13. ስለ ጨረታው ተጨማሪ ማብራሪያ ከፈለጉ በደብረታቦር ከተማ አስተዳደር ከተማ ልማት ቤ/ኮ/ አገልግሎት ጽ/ቤት በአካል በመገኘት ወይም በስልክ ቁጥር፡-0581410091 /0584410033 መጠየቅ ይችላሉ፡፡

Open national competitive Re-bidding for foundation investigation of bridges

Our company Ningxia Communications Construction Co.,Ltd have reached an agreement with Ethiopian Road Authority for construction works of Humusit-Este Road upgrading Project(76.644km).

NXCC hereby invites re-bids for conducting a geotechnical investigation for 7 river bridges of total of 14 Boreholes with drilling the boreholes with a depth of 20m each:

  1. The bidders have to present valid business license, Relevant professional practice certificate, Tax registration certificate and taxpayer registrar registration certificate which states that the bidder can participate in any public tender and remains valid at bidding date.
  2. Terms of reference (TOR) can be purchased by interested bidders with non-refundable fee of ETB 200 starting from the announcement date up to November 21, 2020 (G.C) consecutive working days.
  3. Interested and eligible bidders may obtain a complete set of bidding document (TOR and BOQ) by submitting official request through our email address at temapri124@gmail.com  with the attachment of the required documents listed in Article 1.
  4. Eligible bidders are required to submit technical and financial original proposal in a separate sealed envelope before November 24, 2020 G.C at 2:30 PM to our site office (Address :Arbgebeya, Dera woreda , south Gonder , Amhara Region.)
  5. Bid will be opened at 2.30 pm on November 24, 2020(G.C).
  6.  NXCC will not be responsible for any costs expenses incurred by the bidders in connection with site visits, preparation and delivery of bids.
