1. Interested eligible Bidders are invited to participate in this tender directly or through their duly represented local agents. 5. Bids will be opened in the presence of bidders or their representatives who choose to attend on the date and address specified above at 2:30 pm afternoon in the procurement section.

6. All bids must be accompanied by bid security for each lot in the amount of 2% of the total price quoted in the form of an unconditional Bank Guarantee, or certified cheque Payment order (CPO). Insurance bonds shall not be acceptable.

ግልጽ ጨረታ ማስታወቂያ

በኦሮሚያ ክልል በም/ወለጋ ዞን በጎቡ ሰዮ ወረዳ የገንዘብና ኢኮኖሚ ትብብር ጽ/ቤት በ2013 የበጀት ዓመት ለመንገድ ሥራ እና ጥገና የሚያገለግሉ ከዚህ በታች የተዘረዘሩትን ማሽነሪዎችን በግልጽ ጨረታ አወዳድሮ ተከራይቶ ለማሠራት ይፈልጋል ።

የማሽኑ ዓይነት

  • 1.1 ዶዘር D8Rcater pillar የተመረተበት ጊዜ እኤእ ከ2012 ወደዚህ የተመረተና 300 የፈረስ ጉልበት እና ከዚያ በላይ ለዚህም ማስረጃ ማቅረብ የሚችል፡፡
  • 1.2 የደርሶ መልስ የማሽን ማጓጓዣ ትራንስፖርት (ሎበድ)እና ጠቅላላ የነዳጅ ፍጆታና ሠርቪስ በማቅረብ መስራት የሚችል የሚከተሉትን መመዘኛዎች የሚያሟላ በግልጽ ጨረታ አወዳድሮ ማሠራት ይፈልጋል።
  • 1.3 የሥራ ቦታ ጎቡ ሰዮ ወረዳ ሲሆን ከአ/አበባ እኖ ከተማ 265 ኪሜ ሲሆን ከእኖ እስከ ሥራ ቦታ

1-ከአኖ ከተማ እስከ ሰዮ ቀበሌ 18 ኪሜ

2-ከሰዮ እስከ አጎ ላፍቴን ቀበሌ 16.5 ኪሜ

የመወዳደሪያ መስፈርት

  1.  ማንኛውም ተጫራች የ2012 ዓም ግብር የከፈለ እና ንግድ ፈቃድ የታደሰ መሆን አለበት፡፡
  2. ማንኛውም ተጫራች የቫት (VAT) እና ቲን (TIN) ተመዝጋቢ ስለመሆኑ ማስረጃ ማቅረብ የሚችል።
  3. ማኛውም ተጫራች ይህ ማስታወቂያ ከወጣበት ቀን ጀምሮ ከጎቡ ሰዮ ወረዳ ገቢዎች ባለሥልጣን ቁጥር 2 ቀርቦ የማይመለስ ብር 100.00 (አንድ መቶ ብር/ ከፍሎ ባሉት የሥራ ቀናት እና ሰዓታት የጨረታ ሰነዱን መግዛት ይችላል፡፡
  4. ማኛውም ተጫራች ለጨረታ ማስከበሪያ ብር 1000000 (አሥር ሺህ ብር) ከታወቀ በባንክ የተደገፈ CPO ማስያዝ አለበት
  5. ማንኛውዎ ተጫራች በገዙበት ሠነድ ላይ የሚወዳደሩበት ዋጋ ሞልተው በሰም በታሕ ኤንቨሎ፣ አሽገው ኦርጅናል ክኒካል እናኦርጅናል ፋይናሻል ለየብቻ አሽገው ሁለቱን በኣንድ ፖስታ እናፎቶ ኮፒው ቴክኒካልእና ፎቶ ኮፒውን ፋይናሻል ለዮብቻ አው ሶቱን በአንድ ፖስታ በምረም ኦርጅናል እና ፎቶኮrሁለቱን እንድትልቅፖስታበሰም በታሸገ ኤንቨሎፕ እሸው የድርጅቱን ማህተም በማድረግ በቡ ለዮ ወረዳ የገንዘብና ኢኮኖሚጽ/ቤት ቢሮ ቁጥር 1 ጨረታው ከወጣበት ቀን ጀምር ከ6/4/2013 እስከ 26/4/2013 ዓም በሥራ ቀና በሥራዓት ማስባት አለባቸው፡፡
  6. ጨረታው በ 27/4/2013 ዓም 10፡30 ሰዓት ተዘግቶ ተወዳዳሪዎች ወይም ህጋዊ ወኪሎች በተገኙበት በ 28/4/2013 ዓም 3፡30 ሰዓት ይከፈታል፡፡ ነገር ግን ባለ ጉዳዩም ሆነ ህጋዊ ተወካይ ባይገኙም ጨረታውን ከመከፈት አያግደውም።
  7. ማንኛውም ተጫራች ማሸነፉ ከተረጋገጠ በኋላ ለውል ማስከበሪያ ከታወቀ ባንከ 10% የማስያዝ ግዴታ አለበት፡፡
  8. – ጨረታውን ያሸነፈ የቅድመ ክፍያ (Advance payment ) ለመውሰድ ከታወቀ ባንከ (Unconditional bond ) ማቅረብ እለበት፡፡
  9. ጽ/ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውን ሙሉ በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ነው።
  10. ማንኛውም ተጫራች የማሽኑን ሊብሬ ማቅረብ አለበት ወይም ህጋዊ ውከልና ያለው ስለመሆኑ ማስረጃ ማቅረብ የሚችል፡፡
  11. – ጨረታውን ያሸነፈ ተወዳዳሪ ውል ከፈፀመ በኋላ በውሉ መሰረት ማሽኖቹን የማቅረብ ግዴታ አለበት፡፡
  12. ጨረታውን ያሸነፈው አካል ቅድመ ክፍያ የሚከናወነው ማሽኑን ወረዳ እንደ ደረሰ ይሆናል።
  13. ማንኛውም ተጫራች ከጉዳዩ ጋር ቀጥተኛ የንግድ ፈቃድ ማቅረብ የሚችል።
  14. – ማንኛውም ተጫራች With holding tax 2% ለመክፈል ግዴታ አለበት፡፡
  15. ማንኛውም ተጫራች የማሽኑ መግለጫ (Specification) ማቅረብ አለበት።
  16. ጨረታውን ያሸነፈ አካል ከ3-5 ቀናት ባለው ጊዜ ውስጥ ቀርቦ ውል ካልፈፀመ ለጨረታ ማስከበሪያ ያስያዘው ገንዘብ ለመንግስት ገቢ ይሆናል፡፡

ለ3ተኛ ጊዜ ያወጣ የማሽነሪ ኪራይ አገልግሎት ግዥ ግልጽ ጨረታ ማስታወቂያ

የጨረታ ቁጥር አገመኮኬ 08/2013

የአማራ ገጠር መንገዶች ኮንስትራክሽን ኤጀንሲ የ2013 በጀት ዓመት ዶዘር፣ ኤክስካቫተር፣ ግሬደር፣ ሮለር፣ ሎደር፣ ገልባጭ መኪና በሜ.ኩብ፡ ገልባጭ መኪና በሰዓት፣ የውሃ ቦቴ፣ ዋገን ድሪል፣ ሎቤድ እና ሰርቪስ መኪና በክልሉ ውስጥ ለሚገኙ መንገድ ስራ ፕሮጀክቶች የሚያገለግሉ የተለያዩ የኮንስትራክሽን መሣሪያዎችን በጨረታ አወዳድሮ ለመከራየት ይፈልጋል::

ስለሆነም የሚከተሉትን መመሪያዎች መሠረት በማድረግ በጨረታው እንዲወዳደሩ ተጋብዘዋል ፡፡

  1. በዘመኑ የታደሰ ህጋዊ የጸና ንግድ ፈቃድ ያላቸው፤
  2. የግብር ከፋይ መለያ ቁጥር (TIN) ያላቸው
  3. የግዥው መጠን ብር 200,000.00 (ሁለት መቶ ሺህ) እና በላይ የተጨማሪ እሴት ታክስ ከፋይነት የተመዘገቡ መሆናቸውን የሚያረጋግጥ የምስክር ወረቀት ማቅረብ የሚችሉ (ሰርቪስ መኪና የቫት ተመዝጋቢ የሆኑና ያልሆኑ መወዳደር ይችላሉ)
  4. ተጫራቾች በጨረታ ለመሳተፍ ከላይ ከተራ ቁጥር 1-3 የተጠቀሱትንና የሚመለከታቸውን ማስረጃዎች ፎቶ ኮፒ ከመጫረቻ ሰነዳቸው ጋር አያይዘው ማቅረብ አለባቸው፡፡
  5. የሚቀርቡት ተሽክርካሪዎች በሙሉ የፈረስ ጉልበታቸው፣ የስሪት ዘመናቸውና ሌሎች በጨረታ ሰነዱ የተገለፁትን መስፈርቶች ተሟልተው መቅረብ አለባቸው፡፡
  6. የኪሎ ሜትር እና የነዳጅ ቆጣሪው በትክክል የሚሰራ መሆን አለበት፡፡
  7. ተጫራቾች የጨረታ ማስከበሪያ ዋስትና /ቢድ ቦንድ/ የጠቅላላ ዋጋውን 1% ለማሽነሪ ሆኖ ለውሃ ቦቴ፣ ለሎቤድ፣ ለገልባጭ መኪና በሰዓት፣ ለገልባጭ መኪና ሜ.ኩብ እና ለሰርቪስ መኪና ለአንድ ተሽከርካሪ የሚያስይዙት ብር 10,000.00 (አስር ሺህ) በባንክ በተረጋገጠ ክፍያ ትዕዛዝ (ሲፒኦ) ወይም ጨረታ ከትከፈተበት ቀን ጀምሮ ለ60 (ስልሳ) ቀናት የሚቆይ በሁኔታ ላይ ያልተመሰረተ የባንክ ዋስትና በብሄራዊ ባንክ እውቅና ከሰጣቸው ባንኮች ብቻ ወይም በጥሬ ገንዘብ ማስያዝ አለባቸው፡፡
  8. ተጫራቾች የጨረታ ሰነዱን የማይመለስ ብር 200.00 /ሁለት መቶ ብር ብቻ/ በመክፈል ከገንዘብ ያዥ ቢሮ ቁጥር 02 ይህ ማስታወቂያ አየር ላይ ከዋለበት ቀን ከ04/04/2013 ዓ.ም ጀምሮ እስከ 20/04/2013 ዓ.ም መግዛት ይችላሉ፡፡
  9. ማንኛውም ተጫራች የጨረታ ሂሳቡን ፋይናንሻልንና ቴክኒካሉን በጥንቃቄ በታሸገ አንድ ፖስታ ከግዥ ኦፊሰሮች ቢሮ በተዘጋጀው የጨረታ ሳጥን ዘወትር በስራ ሰዓት ጨረታው ከወጣበት ዕለት ጀምሮ እስከ 20/04/2013 ዓ.ም 8፡00 ሰዓት ድረስ ማስገባት ይኖርባቸዋል፡፡
  10.  ጨረታው ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት በኮንስትራክሽን ኤጀንሲው የመሰብሰቢያ አዳራሽ በ20/04/2013 ዓ.ም ከቀኑ 8:00 ሰዓት ላይ ተዘግቶ በ8:30 ሰዓት ይከፈታል:: እለቱ የስራ ቀን ካልሆነ በቀጣዩ ቀን በተመሳሳይ ሰዓት ይከፈታል ፡፡
  11. መስሪያ ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውን በከፊልም ሆነ ሙሉ በሙሉ የመሰረዝ መብቱ የተጠበቀ ነው፡፡
  12. የጨረታ ሰነዱን በኤጀንሲው ድረ-ገጽ www.arrca.gov.et በመግባት መመልከት ትችላላችሁ
  13. በጨረታው ለመሳተፍ የሚፈልጉ ስለጨረታው ዝርዝር መረጃ ከፈለጉ በፋክስ ቁጥር 058-22211-00 በመላክ ወይም በስልክ ቁጥር 058320-51-55 ወይም 058-222-11-07 በመደወል ማግኘት ይችላሉ ::

የሆሮ ጉዱሩ ወለጋ ዞን የጉዱሩ ወረዳ ገንዘብና ኢኮኖሚ ትብብር ጽቤት ለ 2013 ዓም በግልጽ ጨረታ የሚከራይ የሥራ ፕሮጀከት ማሽን ለሚሳተፉ ተጫራቾች የተዘጋጀ የተወዳዳሪዎች መመሪያ፡፡

የግልጽ ጨረታ 1ኛ ማስታወቂያ

በሆሮ ጉዱሩ ወለጋ ዞን የጉዱሩ ወረዳ ገንዘብና ኢኮኖሚ ትብብር ጽ/ቤት፤ ለጉዱሩ ወረዳ የመንገዶች ባለስልጣን ከቆቦ ሎያ ቅዳሜ ለመንገድ ጥገና ሥራ ፕሮጀከት የሚያገለግሉ፡ልዩ ልዩ ማሽኖች፤ የግረዴር/Grader 140H/K-model 2014 -2019፤ ኢስ ካቫተ ር /Excavator/140H/K model 2014-2019፤ የዳምፕ ትራከ /Dump truck/ Above 16m3 model 2012 and Above፤ ሮሌር /Roller model 2012 and Above ፤የሻወር ትራክ/ shower Truck (Model 2012 and above)ና ደብል፤ፒካፕ /Double pick (Model 2016 and abye)እና፤ ለጭነት ግሬደር፤ እስካቫተርና ሮለር ባወጣነው እስፔስፊኬሽን መሰረት ደርሶና መልስ ማቅረብ የሚችል ፍላጎት ያለው ተጫራች በግልጽ ጨረታ አወዳድሮ ማቅረብ የሚፈልግ።

ተጫራቾች መሟላት የሚገባቸው መስፈርቶች፤

  1. በዘርፉ ህጋዊ ንግድ ፈቃድ ያለቸው፡፡
  2. የ2013 ዓ.ም ግብር የከፈሉና የታደሰ ንግድ ፈቃድ ማስረጃ ማቅረብ የሚችሉ።
  3. ተጨማሪ እሴትታክስMAT) ተመዝጋቢ ለመሆናቸው ማስረጃ ማቅረብ የሚችሉ።
  4. ከዚህ በላይ የተዘረዘሩትን ማሽኖች በኣንድ ላይ ጠቅልሎ ማቅረብ የሚችል ሲሆን፤ ለያይቶ ወይም ነጣጥሎ ማቅረብ አይችልም፡፡
  5. በአቅራቢዎች ዝርዝር ተርታ (supply list) የተመዘገቡና ማስረጃ ያላቸው፡፡
  6. የአሸነፈበትን ማሽን እስከ ጉዱሩ ወረዳ መንገዶች በለስልጣን ጽ/ቤት የሥራ ቦታ ድረስ በራሱ ወጪ ማቅረብ የሚችል፡፡
  7. ማንኛውም ተጫራቾች የማሽኖች ዋጋ መሙላት ያለባቸው ከነዳጅ ፍጆታ ጋር ሆኖ የፒካፕ (double pick up) ያለ ነዳጅ ፍጀታ መሆን አለበት(All Rental cost Machine with fuel except pick up)
  8. ተጫራቾች የጨረታ ማስከበሪያ ዋስትና (Bid Bond) የሚመለስ ገንዘብ በባንከ የተረጋጠ ቼክ ሲፒኦ (CPO) 20,000.00 (ሃያ ሺህ ብር) ቀጥታ ለጉዱሩ ወረዳ መንገዶች ባለሥልጣን መፃፍ ያለበት በቴክኒካል ኦርጅናል ውስጥ ሆኖ መቅረብ አለበት፡፡
  9. የጨረታ ሰነዱ ስረዝ ድልዝ ቢኖረው ተቀባይነት የለውም፡፡
  10. በዘርፉ 3 ዓመት ና ከዚያ በላይ የሥራ ልምድ ያለው፡፡
  11. ሁሉንም ማሽኖች በአንድ ላይ ማስገባቱን የሥራ ልምድ ማቅረብ የሚችል፡፡
  12. ተጫራቹ ጨረታውን ካሸነፈ ቦኋላ የጨረታ ማስከበሪያ ዋስትና Bank Grant 10% የማቅረብ ግዴታ አለበት፡፡
  13. የፋይናንስ እና ቴከኒካል ሰነድ ፕሮፖዛል ለየብቻው ኮፒ እና ኦርጅናል በተለያየ ፖስታ ታሽጎ በኣንድ ፖስታ መቅረብ አለበት ፤
  14. ይህ ማስታወቂያ በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ ለ15 ተከታታይ ሥራ ቀናት ዘወትር በሥራ ሰዓት ጉዱሩ ወረዳ መንገዶች ባለስልጣን ጽ/ቤት በመቅረብ ዋጋ ማቅረቢያዎችን በሰም በታሸገ ኤንቨሎፕ በተዘጋጀው ሳጥን ውስጥ ማስገባት ይኖርባቸዋል፡፡
  15. የጨረታው አሸናፊ በራሱ ሰርቪስ ሁሉን ወጪውን ችሎ ሠራተኛውን አመላልሶ ሥራውን መሥራት የሚችል።
  16. በፖስታው ላይ የተጫራቹ ስም፣ አድራሻ፤ ፊርማ በመፈረምና ማህተም በመምታት እንዲሁም የፕሮጀክቱ ባለቤት ስም፤ አድራሻና የፕሮጀክቱ ስም በግልፅ በአድራሻችን ተፅፎ መቅረብ አለበት
  17.  የጨረታ ሰነዱን ተጫራቾች ጉዱሩ ወረዳ ገቢዎች ባለስልጣን ቢሮ ቁጥር 03 ቀርበው፡፡ ለእያንዳንዳቸው ሰነድ የማይመለስ ብር 200.00 (ሁለት መቶ ብር) ከፍለው መግዛት ይችላሉ፡፡
  18. የጨረታ ሳጥን በ 15ኛው የሥራ ቀን ከ ቀኑ 11፡00 ላይ ይዘጋል፡፡
  19. ጨረታው ተጫራቾች ወይም ሕጋዊ ወኪሎቻቸው በተገኙበት ማስታወቂያው ከወጣበት 16ኛ የሥራ ቀን ከጠዋቱ 3:00 ላይ ይከፈታል፡፡
  20. ተጫራቹ ድርጅት የባለቤትነት ሊብሬ ወይም ሙሉ ውክልና ማቅረብ የሚችል፡፡
  21. አሸናፊው ድርጅት የመጓጓዣና ትራንስፖርት ማስወረጃ እና ማስጫኛ በራሱ ወጪ ማቅረብ የሚችል፡፡
  22. የጨረታ ዋጋ ፀንቶ የሚቆየዉ ጨረታው ከተከፈተበት ቀን ጀምሮ ለ 60 ቀናት ይሆናል፡፡
  23. ተጫራቾች ከሚከተሉት አንዱን ሳያሟሉ ሲቀሩ ከውድድሩ ይሠረዛሉ፣
  24. ግልጽ ያልሆነ፣ ሊታይ ወይም ሊነበብ የማይችል ንግድ ፍቃድና ሌሎች አብረው የሚቀርቡ ማስራጃዎች ካላቀራቡ ዉድቅ ይሆናል፡፡
  25. መ/ቤቱ ሌላ አማራጭ ካገኘ ጨረታውን በከፊልም ሆነ ሙሉ በሙሉ የመሠረዝና የሚወስዳቸዉ አገልግሎት በ 25% የመጨመር ወይም የመቀነስ መብቱ የተጠበቀ ነው፡፡

Walabu Construction Sh. Company has planned to invite eligible, interested and qualified bidders to participate for

  • Rent of different type’s machinery, Shower Truck, Light Vehicles, Dump trucks, Crane & Low bed

Therefore,

  1. Bidders must qualified and submit their non-returnable copies of renewed relevant license, Registration card issued from Ministry of Finance and Economic Development, VAT Registration certificate, TIN (Tax Identification Number), Registration in FPPA’s suppliers list, and Tax Clearance certificate from the concerned authority.
  2. The bidder must provide bid security in the amount of 50,000.00 10,000, 20,000, 15,000 5000, 5000 respectively ETB in C.P.O or unconditional bank guarantee issued by a legally established financial institution; any bid not secured accordingly shall be rejected automatically; (Insurance bond is not acceptable)
  3. Bidders shall prepare and sign and seal (on each page), and submit one originals and one copies of the Technical and Financial offer proposals separately.
  4. Bidders have to buy a complete bidding standard document in non-refundable 200.00, 100,150, 100, 100,100 birr respectively.
  5. The Bid shall be closed on Dec. 22, 2020 at 8:00 (Local time) and opened on the same date at 8:30 (Local time) in the presence of bidder’s or their legal representatives,

Oromia Construction Corporation (OCC) now invites all -interested and eligible bidders for the Supply of Lowbed Trailer.

Therefore

  1.  Bidders shall present a copy of the Trade License renewed, Recent Tax Clearance from Inland Revenue Authority, those who registered on Public Procurement and Property Administration Agency (PPPAA), for which they are listed on suppliers’ List, VAT Registration & TIN No. Certificate from the concerned AUthority can participate in the BID.

Invitation to International Competitive Bidders

Tender No. ESLSE/FP/FF/KB/ICB/02/2013

Ethiopian Shipping and Logistics Services Enterprise would like to invite interested and eligible bidders for the supply of 10 units of LOW BED SEMI-TRAILER upon fulfilling of the following terms and conditions.

  1. Local Bidders and local agents who engaged in the sector shall present relevant and renewed trade license, VAT registration, current tax clearance certificates and supplier list registration certificate with technical proposal.
  2. Foreign Bidders shall present relevant business organization registration certificate or trade license issued by the country of establishment
  3. The bid document shall be obtained from Ethiopian Shipping and Logistics Services Enterprise which is located on the New Building Head office 6th floor against payment of non-refundable fee of Birr 300 (Three Hundred Birr) during office hours.
  4. Bid document shall be accompanied with bid bond amount not less than 2% of the total price but not more than ETB 500,000 on the name of Ethiopian Shipping and Logistics Services Enterprise with technical Proposal in the form of unconditional bank guarantee or CPO that can be valid at least for 88 days after bid opening.
  5. Bidders shall submit financial and technical offer in the separate envelopes.
  6. Bid document shall be submitted in the tender box of the above address at 10th floor on or before December 24, 2020 at 2:00 pm and it shall be opened in the same date at 2:30 pm (after noon) in the presence of bidders or their representatives.
  7. Late bid shall not be accepted and return unopened.
  8. Ethiopian Shipping & Logistics Services Enterprise reserves the right to accept or reject the bids partially or totally.
