1. The Addis Ababa Water and Sewerage Authority Water and Sanitation Infrastructure Development Division Office has intended to allocate finance for construction of decentralized wastewater treatment plant and sewer line network to be implemented at Condominium Housing sites( 20 condominium building sites), and intends to apply part of the proceeds for consulting services (detail design, Contract Administration and Construction Supervision).

2. The consulting services (“the Services”) include:

This is a mixture of lump sum and time-based contract for consultancy services pertaining to:

Phase-1: Detail Design, Tender Document Preparation, Tendering and Tender Assistance for Waste Water Treatment Plant and Design of Sewer Line projects. The consultancy service of the sewer line and WWTPs is expected to take 6 months.

Tendering and Tender Assistance would be an intermittent input the actual dates of which would be determined right after completion of the Detail Design and Tender Document Preparation.

Phase 2: Construction Supervision and Contract Administration of the sewer line and WWTPs construction project. The supervision and

Contract Administration is expected to take 10 months. This period includes testing and commissioning of the WWTPs.

The consultant should propose the detail implementation schedule for those sites design of sewer line is required and Packaging the sewer system that helps to bring minimum required sewage to startup the waste water treatment plant by having minimum sewerage for startup and commissioning works or services. To realize this or even shorten it is to prioritize and package the sewer system construction in such a way that only systems that could be connected to active tertiary lines are considered in priority packages. Secondary sewers necessary to generate the sewerage load are to be packaged along with the primary/trunk line design and construction.

3. The consulting firm to be hired must be highly competent /reputable and must have experienced key professionals and appropriate support staff with ample work experience.

4. The AAWSA-Water and Sanitation Infrastructure Development Division now invites eligible consulting firms (“Consultants”) to express their interest in providing the services. Interested consulting firms must provide information indicating that they are qualified to perform the consulting services for both phases (brochures, core business, years of experience in the business, description of similar assignments, experience in similar conditions, technical and managerial organizational structure of the firm, availability of appropriate skills, general qualification etc…).

5. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The Expression of Interest should clearly specify the type of relationship the consultants propose to establish.

6. The consulting firm will be selected under Quality and Cost Based selection /QCBS/ method in accordance with Public Procurement Agency (PPA’s) procedures for selection and employment of consultants.

7. Bidders/Consulting Firms who had poor performance and bad conduct in the previous relation with the AAWSA, WSIDD cannot participate in this bid.

8. Interested consulting firm can obtain further information and collection of full set of TOR document (soft Copy) from the Procurement Department at the address below during working hours.

9. Expression of Interest must be delivered in two hard copies to the address below (in person, mail) on or before October 8, 2020.

10. The A.A.W.S.A Water and Sanitation Infra-structure Development

በመሆኑም፡-

  1. ተጫራቾች በመስኩ ህጋዊ የንግድ ፈቃድ ያላቸው የዘመኑን ግብር የከፊሉ እና ለተጨማሪ እሴት ታክስ የተመዘገበበትን ማስረጃ ማቅረብ የሚችሉ መሆን አለባቸው::
  2. ተጫራቾች ከዚህ በፊት ሰርተው ላጠናቀቋቸው ፕሮጀክቶች የምስክር ወረቀት /Certificate of Successful completion  ማቅረብ የሚችሉ፡፡
  3. ማንኛውም ተጫራቾች የጨረታ ማስከበሪያ ብር 50,000.00 /ሃምሳ ሺህ ብር/ በድርጅታችን ትክክለኛ ስም ኤስድሮስ ኮንስትራክሽን ንግድና ኢንዱስትሪ አክሲዮን ማኅበር በባንክ በተረጋገጠ (CPO) ወይም በቅደመ  ሁኔታ ላይ ያልተሰመረተ የባንክ ጋራንት (unconditional bank gurantee) ማያያዝ ይኖርበታል::
  4. ተጫራቾች የጨረታ ሰነዱን የማይመለስ ብር 500.00 /አምስት መቶ ብር/ በመክፈል ዘወትር በስራ ሰዓት ከሰኞ እስከ አርብ ከ2፡30 11፡30 እና ቅዳሜ 2፡30 – 6፡00 ሰዓት ድረስ/ 5 /አምስት/ ኪሎ ቅድስት ማርያም ቤተክርስቲያን አጠገብ ማኅበረ ቅዱሳን ሕንፃ 1ኛ ፎቅ ላይ በሚገኘው የአክሲዮን ማኅበሩ ዋና መ/ቤት የሎጀስቲክስ እና ንብረት አስተዳደር መምሪያ ቢሮ መግዛት ይቻላል።

  5. የዲዛይንና ማማከር የጨረታ ሰነዱ የገዙ ተጫራቾች የጨረታ ማስከበሪያ 5166 (አምስት ሺህ አንድ መቶ ስልሳ ስድስት) ብር በባንክ በተረጋገጠ የክፍያ ትዕዛዝ /ሲፒኦ/ወይም በሁኔታ ላይ ያልተመሰረተ የባንክ ዋስትና ወይም በጥሬ ገንዘብ ማስያዝ ያለባቸው ሲሆን ለኤሌክትሮኒክስ እና የጽህፈት መሳሪያ ለሚጫረቱ ተጫራቾች ደግሞ ለሎት(1) ብር 5982 (አምስት ሺህ ዘጠኝ መቶ ሰማኒያ ሁለት ) 1940 (አንድ ሽህ ዘጠኝ መቶ አርባ ብር) ማስያዝ አለባቸው። 
  6. (ዛይንና ምክር ተጫራች የእረታ ሃሳቡን 1 ወይም ወጥ በሆነ 2ቅጂዎች ማለትም ዋና እና ቅጅ በማለት ለቴክኒካልና ለፋይናንሽያል ለእያንዳንዳቸው ለየብቻ በጥንቃቱ በታሸገ ፖስታ የላሊበላ ከተማ አስተዳደር ከ አገ/ት/ጽ/ቤት የግ/ፋይ/ንብ/አስ/ቡድን የጨረታ ኮሚቴው ባዘጋጀው የጨረታ ሳጥን ውስጥ እስከ 25/1/2013 ዓ.ም 4፡00 ድረስ ማስገባት የሚኖርባቸው ሲሆን ለኤሌክትሮኒክስ እና ጽህፈት መሳሪያ  ተጫራቾች ደግሞ ዋና እና ቅጅ በማለት እስከ 18/01/ 13 ዓ.ም 4፡00 ድረስ ማስገባት ይኖርባቸዋል። 
  7. አሸናፊ ከሆኑ ተጫራች ለሚሰራው የዲዛይንና ማማከር ስራ እንዲሁም ለሚያቀርበው ዕቃ 100% የውል ማስከበሪያ በማስያዝ በፍትህ ጽ/ቤት በመቅረብ ቅድሚያ ውለታ መውሰድ አለበት። 
  8. ተጫራቾች ያሸነፉትን የዲዛይንና ማማከር ስራ እንዲሁም ለሚቀርበው ዕቃ በውሉና በስራ ዝርዝሩ እንዲሁም በስፔስፊኬሽን መሰረት በጥራት ካላስረከበ ያስያዘው የውል ማስከበሪያ ዋስትና ውርስ ይሆናል 
  9. ተጫራቶች ያሸንፉትን የኤሌክትሮኒክስ እና የጽህፈት መሳሪያ ዕቃዎች በራሳቸው በአሸናፊዎቹ ሙሉ ወጪ የላልይበላ ከተ/አስ/ር/ከ/ል/ቤ/ ኮ አገ/ት/ጽ ቤት ድረስ ማቅረብ ይጠበቅባቸዋል። 
  10. ተጫራቶች በጨረታው ላይ ማብራሪያ/ማሻሻያ/ጥያቄ ካላቸው ከጨረታው የጊዜ ገደብ ከ3 ቀን በፊት ማቅረብ የሚኖርባቸው ሲሆን ከተገለጸው ቀን በኋላ ጥያቄ ቢያቀርቡ ተቀባይነት የለውም። 
  11. የኤሌክትሮኒክስ እና የጽህፈት መሳሪያ ዕቃዎች የጨረታ ዋጋ ጸንቶ የሚቆይበት ጊዜ ጨረታው ከተከፈተበት ቀን ጀምሮ ለ40 ቀን ጸንቶ የሚቆይ ሲሆን የዲዛይንና ማማከር ስራ ደግሞ ለ60 ቀናት ጸንቶ የሚቆይ ይሆናል። 
  12. ተጫራቶች ከዚህ በፊት በጨረታ አሸናፊ ሆነው እንደውላቸው ያላጠናቀቁ ወይም ከታወቀ ተቋም ዕገዳ የተደረገባቸውን አያሳትፍም።

  • For Design and Soil Investigation of B+G+10 mixed-use building 

Urji Oromia Consumers Cooperative Society (CSLL) wants to build a B+G+10 Mixed-Use Building in a total area of 1900m2 in Asella Town. Thus, the purpose of this request for proposal is to solicit proposals from qualified and eligible consultants for the preparation of detailed architectural and engineering designs, specifications, and bill of quantities preparation of bidding documents including Soil Test Investigation. 

  1.  The invitation is open to Architectural & Engineering consultant category 5 (five) and above registered by the Authorized bodies with Valid license and consultancy service certificate, Renewed trade license for the bidding period, Taxpayer identification number (TIN), Current tax clearance from the concerned Authorities and VAT registration certificate. 
  2. Bidding will be conducted through the National Competitive Bidding (NCB) Procedure. 
  3. A complete set of Bidding shall be obtained from the Finance office of Urji Oromia Consumers Cooperative Society (CSLL) upon submission of a written application fulfilling the requirements of this Invitation and upon payment of a non-refundable fee of ETB 500.00 by depositing at Cooperative Bank Of Oromia Account no 1000043462559 for Urji Oromia Consumers Cooperative Society (CSLL)
  4. Bids must be submitted on or before the twenty-first (21st) working day of the first announcement of this notice in the newspaper. 
  5. Bid will be closed at 2.00 pm and opened ready in the presence of bidders or their authorized representative on the same day at 2:30 pm in Urji Oromia Consumers Cooperative Society (CSLL) Manager office.
  6. The bid must be accompanied by a Bid Security of ETB 50,000.00 in Cashiers Payment Order (CPO) or an unconditional bank guarantee with a validity period not less than 120 days after bid opening. Bid Security must be sealed within the original Technical Document only. 
  7. Bidders are seriously advised to read and comply with all the instructions provided in the Bidding / Tendering Documents.
  8. . One Original Technical and one Original Finical document and two (2) each machine copies should be wax sealed, properly addressed, signed and stamped documents must be provided separately marked with clear and printed identification on the cover page that states whether it is financial or technical and original or copy. After Original and copies of the technical documents as well as Original and copies of the finical document sealed separately, it should finally be submitted by enclosing in one single envelope.

  2. The Competition is a two-Stage Project Competition open for all Practicing Architects and consulting firms who are the member of AEA, through submittal of Expression of Interest (EOI)
