Assignment Title: Consultancy service for Feasibility Study and Detail Design, Tender Document preparation, evaluation and Construction Supervision for Well Drilling of Climate Resilient Water Supply, Sanitation and Hygiene Facilities for Salahad and Dhuhun Woredas Multi-Village Water Supply project in Somali Region.

The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank toward the cost of implementation of Water Supply, Sanitation and Hygiene Project and intends to apply part of the proceeds for consulting service.

OBJECTIVE OF THE ASSIGNMENT

General

The overall objective of the assignment is to carry out alternative source assessment with specific attention to groundwater source for the community and institutions (schools and health institutions) and status of existing Water Supply, Sanitation and Hygiene in Salahad woreda (Salahad Multi village Water Supply project) and in Duhun Woreda (Duhun Multi village Water Supply project) of Somali region. Identify the kebeles seriously affected in consultation with the respective communities, woreda and region sector offices and Bureaus (Water, Health and Education). Based on the findings of the assessment report, under take community and institutions water supply, sanitation and hygiene service facilities feasibility study for the selected kebeles/ villages/gots, institutions (health institutions, schools e.t.c.), and manage the selection of qualified groundwater drilling company and supervision of works of (if applicable) and prepare detail design based on the outcome of the feasibility study.

Specific Objectives of the Assignment for each project

Specific objectives of the assignment include but not limited to:

a) Carryout out rapid assessment of alternative water source with specific attention to groundwater source for the community and institutions (health institutions, schools e.t.c.) and existing water supply, sanitation and hygiene status of the Woreda(s). Conduct socio economic assessment of the woreda including population, economy, social and environmental conditions are including collection and organization of woreda baseline information as per Tablel of Annex B in the POM.

b) Prepare inception and pre-feasibility reports and submit to WDC and relevant regional bureaus for review and approval with the following information: (i) identify Kebele (s)/Village(s)/Got(s) most prone to shortage of community and institutional water supply, sanitation and hygiene service problems in the woreda; (ii) set intervention priorities in consultation with the beneficiary communities, woreda administration and the woreda sector offices (water, health and education);(iii)provide proposals of how strategically the WaSH problem of the woreda will be thoroughly solved in short, medium and long term periods based on the availability of finance and recommend the communities and institutions (health institutions, schools, e.t.c.to be included in the feasibility study of this sub-project.

c)Undertake climate Resilient(CR)Feasibility study(technical, Financial, economic, social and  environmental) of water supply, sanitation and hygiene facility options giving due focus for climate resilience for the communities of identified Kebele(s)/Village(s)/Got(s), health institutions, schools, e.t.c. for the short and medium term plan and produce feasibility report with the option recommended for detail design (among the options investigated for feasibility) to the respective region and the WDC for approval to carry out detail design. Conduct Assessment and put recommendation of feasible alternative renewable energy sources (solar/wind/e.t.c) for water supply schemes as appropriate. The feasibility study shall also include recommendations for sustainable water sources.

d) Investigate, supervise and manage water source development on behalf of the WDC. If the confirmed source is groundwater, prepare tender document and supervise drilling operation based on submission of separate time-based and provisional sum agreement to be reviewed and approved by the Client.

e) Carryout detail design of the approved feasible water supply system, sanitation and hygiene facilities for communities, health institutions, schools, e.t.c in its entirety as per accepted engineering design practices and produce study and design report to the respective region and the WDC.

f) Conduct social and environmental risk assessment study,

g) Prepare operation and maintenance management plan including proposal for an affordable water tariff that will enable cost recovery

h) Prepare implementation plan and bid documents for civil works of proposed investments (for water supply and sanitation interventions) and includes costed mitigation measures for identified environmental impacts (e.g. catchment management, source protection, e.t.c),

i) Prepare scheme management organizational structure, staffing, and recommend management of the scheme as per the sector’s established guidelines for WASHCOMs and new rural utilities approach that is formally adopted by WDC and taking in to consideration any considerations for community.

j) Prepare strategic development business plan for the design period of the scheme,

k) Prepare water safety plan and watershed management report and include costs for implementation in tendering documents for the proposed civil works

l) Identify potential challenges for long-term sustainability and frame coping mechanisms.

5. SCOPE OF THE ASSIGNMENT

The scope of the assignment includes not limited for each project to;

a) The consultant is expected to review sector policy and development strategy documents to be well acquainted and align with the sectors requirement in fulfilling the assignment.

b) The consultant is expected to review CWA program documents including program operations manual, Project Procurement Strategy for Development (PPSD), financial manual, and safeguard instruments e.t.c. c) The consultant is expected to use primary and secondary data to carryout reconnaissance study to be incorporated in the prefeasibility report for water supply, sanitation and hygiene status study to identify Kebeles/Villages/Gots, health institutions, schools, e.t.c most prone to the water supply problem.

d) The consultant should carry out consultation with the woreda administration, Woreda and Regional water sector stakeholders on the water supply, sanitation and hygiene output of the reconnaissance study and agree on the Kebeles/Villages/Gots, health institutions, schools, e.t.c for which feasibility study needs to be done. The consultations must include engagement with community members including, elders, women, people with disability, female-headed households.

e) The feasibility study is expected to include among others available climate resilient water source options demonstrating with multi-criteria decision making (MCDM) technique to assess the technical, financial, environmental, O&M management viability of the proposed alternatives.

f) The consultant is expected to carry out geological, hydro-geological, hydrological, water quality, geotechnical investigation and geophysical investigation of the potential and quality water sources (surface water, spring, groundwater potential for water harvesting (e.g. haffirs, birkas, sub-surface storage(sand-dams), etc.) of the area and determine the location of the intake site, borehole drilling site, surface water intake site, spring site, for water harvesting or managed recharge etc., the expected safe yield of the source and respective costs.

g) Conduct financial and economic cost benefit analysis to ensure that the project is financially sustainable and economically viable. This requires identification and estimation of revenue generated from service charge, annual operational cost required to run the scheme, periodic maintenance and asset replacement cost as well as estimation of the positive and negative externalities of the project.

h) Based on the most technically, socially, economically and environmentally feasible and sustainable option, the consultant will undertake detail technical assessment including but not limited to hydrological survey and or topological profiling and other aspects as applicable and the consultant on his/her discretion should deploy and use cutting edge technologies like GIS, remote sensing from high resolution platforms and robust techniques have to be deployed for further investigation of resilient water sources and have to be validated & justified with possible ground truthing.

i) The consultant is expected to carry out detail design of the feasible option including the technical design (analytical report, technical drawings, incorporate standard desgin to facilitate ground water monitoring, pipe layout with pressure zoning, site plan, specifications Bill of quantities, engineering cost estimate, Tender document e.t.c), environmental studies, annual operational cost estimates, the water tariff for cost recovery(Operation & Maintenance Cost) and its affordability with the willingness to pay, the project implementation plan, business plan, water safety plan and the bid document as well as social including gender-related risk assessment.

j) If applicable, based on approved feasibility study by the Client, the consultant is expected to supervise and contract administration, borehole drilling which includes:

  • Prepare bidding documents
  • Approval and monitor site handover, the contractor’s initial and periodic mobilization programs;
  • Supervision of the overall drilling work
  • Carry out periodic safety inspections of overall components of the drilling work
  • Issue to the employer weekly, monthly and required report and well completion and financial Reports in approval format and check and submit for approval of payment to the client when requested by the contractor as per the actual material supplied and work executed.
  • Review any site testing procedures and supervise actual acceptance tests on site carried out by the contractor;
  • Closely follow up and administer all contractual matter including updated schedule of the drilling and construction, method of drilling and construction;
  • Review Contractor’s claims and advices what amount, if any, the Engineer considers due,provide written reports and advice on individual claims, provide written advice on any claims, negotiations and support as requested after getting approval from the WDC.
  • Provide written reports, advice and support as requested in any preparation and procedures for the Dispute Adjudication Board(DAB);
  • The Consultant shall carry out witnessing, testing and administrative duties.
  • Facilitates handover of the projects, check and approve “as-built” drawings prepared by the contractor ensuring the delivered site is in accordance with approved feasibility study and contractual agreement.
  • Check all manufacturers’ manuals and contractors’ operating instructions and make recommendations as to their scope, completeness and conformity with plant as installed including provision for installation of ground water monitoring equipment.

k) Based on the gap identified in the assessment report of water supply, sanitation and hygiene status of schools and health institutions located within the community water supply service area of the project, the consultant expected to ensure that the study and design report include all WaSH service packages to the institutions, i.e. for school’s water supply and latrines and for health institutions water supply, latrine, place tap its, incinerators, e.t.c as per the health and education sectors design standards and WaSH packages for the same.

l) Water demand computation has to take in to account (i) household water demand population projections and dynamics, standard service levels as per GTPII/SDG6 and for potential business development in the area and, (ii) for institution (health institution, schools, e.t.c) has to take into account the prevailing sector standards of the Ministry of Education, Ministry of health and others.

m) Livestock watering has to be considered if there is no alternative source within reasonable distance (within 5Km) in the area and all possible options have to be thought for optimal system design.

n) The consultant is required to respond to any design queries after completion and submission of the design report and be accountable for any modification of deign defect satits full discretion & absorbing all expense consequences.

o)Review the monitoring and reporting mechanism and the available grievance redress mechanism

The assignment will perform in the form of Lump sum & Time Based Contract. Accordingly, the required professional staff-months for Lump sum & Time Based Contract are 36.5 & 6 respectively. The assignment will be expected to start on the First week of May 2020 & the implementation period of the lump sum contract is also 6 months, however, the implementation period for the time based contract is 3 month. The Ethiopian Public Health Institute has received financing from the World Bank toward the cost of the Africa CDC project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Ethiopia is the construction of Biosafety Level 3 (BSL3) Laboratory within the premises of Ethiopian Public Health Institute. An environmental and social impact assessment (ESIA) document and infection control and waste management plan (ICWMP) describing the potential environmental and social risks associated with the laboratory and the proposed mitigation measures for the risks have already been prepared. The objective of this assignment is, therefore, to update the ESIA and ICWMP with further investigations and recommendations on proposed medical waste management systems and facilities for the proposed BSL3 lab.

Specific Activities

In order to update the ESIA and ICWMP, the consultant, in consultation with the client’s and the World Bank’s specialists, shall undertake the following activities:

i, investigate potential risks associated with the installation of a new incinerator at Ethiopian Public Health Institute and recommend mitigation measures;

ii. assess risks which may arise during decommissioning of the existing/old incinerators and propose mitigation measures;

iii. assess the feasibility of the proposed wastewater treatment system and propose options for onsite wastewater treatment;

iv. assessment of the capacity/due diligence of wastewater treatment plants (such as Kality, Sendafa, and any other options to be proposed by the client) for the handling of the partially treated wastewater (onsite), incineration residues, and wastewater sludge;

v. update the ESIA and ICWMP based on the assessment findings;

vi. incorporate the client’s and World Bank’s comments on the updated ESIA and ICWMP and submit the final /acceptable versions to the client and the Banks,

Desired Qualifications of the Consultants

The consultancy firm should have the expertise and practical experience in hazardous waste management. Preference will be given to a consultancy firm that has practical experience in Wastewater Management ESIA reparation and laboratory facility construction and or incinerator installation and demolishing ESIA reparation. Preference will also be given to consultancy firm that has at least 5 years of experience and those may which have previous experience with the World Bank-financed projects.

Duration of the Assignment

The consultants are expected to finalize the assessment and updating of the ESIA and ICWMP within 60 days. This includes the days which will be needed to address all comments on the updated ESIA, if any, by the client and the Bank.

TO CONDUCT Feasibility Study and Detail Designs of Small-scale Irrigation Projects at Godbokol and Kole sites in Dollo Ado District, Liben Zone, Somali Region.

Farm Africa is an international charitable organization whose goal is to reduce poverty by enabling marginal African smallholder farmers and pastoralists to make sustainable improvements to their wellbeing through more effective management of natural resources.

Accordingly, in collaboration with the World Food Programme (WFP) and Mercy Corps, Farm Africa is implementing a project entitled “Innovative Approaches to Building Resilience for Refugees and Host Communities in Ethiopia (2018-2022): From Relief to Self-Reliance”.

This specific intervention is implemented in Dollo Ado and Bokolmanyo Woredas of Somali Region, Ethiopia through funding from the Swedish International Development Agency (Sida). The project is grounded up on solid development problems that include, but not  limited to: influx of refugees from neighbouring Somalia and associated impacts on host communities and on environmental resources; increasing frequency and intensity of hydro-meteorological hazards such as drought and flooding; land resources degradation; institutional and human capacity gaps; and limited access to land, markets, and marketing infrastructure. The consultant shall carry at least the following actícities.

The main objective of the project is to improve income and food security of host and refugee communities through innovative agricultural practices, natural resource management and market development and has the following outcomes.

  1. Refugees and host populations have increased food production at community and household level through better agricultural and pastoral productivity;
  2. Refugees and host populations have increased income and diversified livelihoods;
  3. Refugees and host communities have benefitted from improved household and community access to efficient markets, social behavior change and communication, and alternative energy value chain; and
  4. Refugees and host communities have benefitted from the establishment of an enabling environment through enhanced stakeholder coordination, institutional arrangements for land allocation, and financial access.

 Objective:

The objective of this consultancy service is to develop a detailed design of an irrigation scheme to enhance the utilization of the Genale River water resources that will improve agricultural productivity and livelihoods of host and refugee communities at Godbokol and Kole sites of Dollo Ado Woreda.

The consultant (S) shall carry out at least the following specific activities and other activities as explained in the comprehensive terms of reference:

  1. Carry out delineation of irrigable land based on accepted criteria;
  2. Carry out preparation of layout clearly indicating the canal and drainage networks;
  3. Design of proper irrigation and drainage system compatible with the local management system conditions
  4. Identify canal lining requirements using the inputs from engineering geology studies and mitigate in the design process;
  5. Carry out detail engineering design of the main irrigation system and drainage system (pumps and associated structures, main, secondary canals and furrow length and slope and related hydraulic structures) considering the size of service unit to be between 15 ha to 20 ha;
  6. Preparation of profiles of main and secondary canals at a specified scale including the canal and drain sections, sizing, lining type, division structures, and protecting structures, etc.;
  7. Review the actual evapo-transpiration, crop water requirement, irrigation demand duty using the existing and recent agronomic, climatologically and soil data based more appropriate and acceptable methodologies;
  8. Determine and estimate water application, conveyance and other losses, irrigation hours per day and irrigation efficiencies and consider those parameters in design steps;
  9.  If necessary, farm roads which will connect the project to the nearby road network and serve to give easy access to irrigation scheme, irrigation structures and all the irrigation command units;
  10.  Prepare general plans and drawings for all irrigation infrastructure and irrigation system designs to the standard quality:
  11. Prepare specifications and priced bill of quantities for the irrigation project.

Qualifications and Required Competencies of Consultant/firm:

Consultant are encouraged to develop their own methodology, staffing plan, level of effort and work approach to accomplish the TORs. The consultant shall have a track record in water resource management and hydraulic engineering, hydrology, economics  and project management, and shall have proven experience in design, construction and management of the hydraulic and irrigation scheme in Ethiopia. Staff to be engaged in this assignment shall have qualifications and/or experience in water resources science, hydraulic engineering (including design construction and management of irrigation canal  and water storage structure), river morphology and metro-hydrology or a related field. They should also have experience in implementing similar projects:

Team composition should include but not limited to irrigation engineer (team leader), surveyor, hydrologist, economist and GIS specialist. Team-leader should have master/bachelor’s degree and at least 10 year of experience in the required areas, and will play a role as the chief communication partner for the client and other external parties, to coordinate and manage the implementation of the assignment including all necessary personnel deployment, purchases, and project administration, to supervise the work of all team members and guide them as necessary, to carry out those tasks for which no professional specialist will be deployed, to manage the dialog and interface with primary  counterparts and the project team/coordinator, to compile and submit the deliverables stated above and ensure quality control and timely delivery of all deliverables. Other team members should have university degree and at least 5-year experience in the required areas respectively.

The Consulting firm is expected to be an experienced company in provision of professional services on irrigation and infrastructure-related design and supervision works, engineering survey, namely irrigation and water supply, roads and GIS. The Consulting firm will mobilize a core team of minimum of 2 surveyors, 1 irrigation engineers, 1 GIS expert with experience in irrigation scheme design, 1 Agricultural Economist, Rural Sociologist 1 Geologist, 1  Natural Resources and environmental specialist, 1 irrigation agronomist and field data collectors/enumerators may need to be mobilized by the Consultant for timely completion of the Contract.

Personnel requirements

The Drilling Contractor shall provide capable and experienced personmeno brezhoni), nel to perform the work. The Drilling Contractor’s project manager shall be an Engineering Geologist or drilling engineer with at least 10 years of drilling experience who shall be responsible for site operations. At each drill site, the Drilling Contractor shall also provide an Engineering Geologist or drilling engineer with at least 4 years’ experience and other suitable to perform the work. Changes in personnel during the execution of the contract “shall be done subject to the approval of the Supervisor or Designated Representative. The Drilling Contractor shall be fully operational, with the drilling unit and installation crew working within twoweeks of commencing core drilling construction.

The Contractor shall submit with his Geotechnical Plan, an organizational chart showing the structure of the working team and the number of personnel who will be employed for the works. The Contractor shall submit qualifications of its personnel to the client SDCSE at the time of submissions Technical Proposal.

Material requirement

  • The equipment shall include heavy duty drilling rigs provided with hydraulic feed mechanisms to facilitate obtaining undisturbed soil samples in overburden and cores in the rock. Drill rods should have a minimum outer diameter of 76mm supplied by the specialized manufacturer. Rods and joints have to be in perfect condition to avoid failures and deviation of boreholes..
  • The toe to the lining shall no time be more than 1.0 m above the level to which soil has been removed from the borehole. Before taking any undisturbed samples or making any in-situ tests, the lining shall be carried down to the bottom of the bore holes at the test depth. The Contractor shall use an adequate number of drilling rigs for core diameters of at least 76.2mm (NX-Size) both in rock and overburden. Larger diameter cores maybe specifically requested by the Client forlaboratory testing.
  • The machines shall be mobile or type so that small crews can reasonably be expected to move them across difficult terrain. No additional allowance or payment will be made for penetration of boulders, cementing, and use of bentonite circulation and reaming of the hole.
  • Cementing and bentonite circulation may only be applied after approval of the Client. The Contractor shall provide all necessary water, water tanks and suitable means of pressurizing for cleaning casing prior to sampling, coring rock etc.
  • The Contractor shall provide such platforms as may be necessary maintain drill rigs level when making horizontal or vertical borings on sloped land, soft ground and similar.
  • The Contractor shall provide pontoons and such platforms as may be necessary to maintain drillrigs level when making vertical borings in the middile of a river.
  • Coring of rock and undisturbed sampling shall be done with rigs mounted on a fixed platform to avoid any crucial disturbance

Objective

The specific objectives of this particular assignment are:

  • to assess and review the existing public, communal/ shared toilets, Individual House Hold Toilets (IHHTS), institution toilets which are currently functional and non-functional and propose guidance for their rehabilitation and upgrading as appropriate 
  • to prepare a standard latrine catalog with the complete design document and user manual for various types of latrines required for households, communities, public spaces and institutions, tourist attractions, and transport routes and facilities.

Scope

The general scope of work is described as presented in the TOR. The execution of the following tasks is expected to be accomplished during the consultancy service. There are four major tasks that should be carried out by the consultant to accomplish the assignment.

  • Review of available latrine standards
  • Produce the technical design of latrines for new, upgrading, and rehabilitation
  • Latrine catalog preparation
  • User manual preparation and
  • Training material preparation and training of trainers

The assignment will be in the form of a Lump sum. Accordingly, the estimated professional staff-months are 31. The assignment will be expected to start in the First week of March 2021 & the implementation period is also 6 months. The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank toward the cost of implementation of Water Supply, Sanitation and Hygiene Project and intends to apply part of the proceeds for consulting service.

Objectives of the assignment

The overall objective of the assignment is to assess the community and institution (schools and health institutions) Water Supply, Sanitation and Hygiene status of Siraro Woreda (Siraro Multi village water supply project) and Hawassa Zuria Woreda (Hawassa Zuria Multi village water supply project) of SNNP region and identify the kebeles seriously affected in this regard in consultation with the respective communities, woreda and region sector offices and Bureaus (Water, Health and Education).

Based on the findings of the assessment, undertake feasibility study for the selected kebeles/villages/gots, institutions (health institutions, schools etc) and prepare detail design. To achieve this objective, the Consultant carries out, at least the following main tasks,

a) Carryout out rapid assessment of community and institutions (health institutions, schools etc) water supply, sanitation and hygiene status of the Woreda (s).

b) Identify Kebele(s)/Village(s)/Got(s) most prone to shortage of community and institution water supply, sanitation and hygiene service and set intervention priorities in consultation with the beneficiary communities and the woreda sector offices (water, health and education).

c) Produce project identification prefeasibility report along with inception report to the respective region and the Water Development Commission (WDC) for approval to carry out feasibility report.

Scope of Services

The scope of the assignment includes;

a) Review sector policy and development strategy documents to be well acquainted and align with the sectors requirement in fulfilling the assignment.

b) Carryout reconnaissance study using primary and secondary data to be incorporated in the prefeasibility report for water supply, sanitation and hygiene status study to identify Kebeles/Villages/Gots, health institutions, schools, etc most prone to the water supply problem.

c) Carry out consultation with the Woreda and Regional water sector stakeholders on the water supply, sanitation and hygiene output of the reconnaissance study and agree on the Kebeles/Villages/Gots, health institutions, schools, etc for which feasibility study needs to be done.

d) The feasibility study is expected to include among others available Climate Resilient water source options demonstrating with multi criteria decision making (MCDM) technique like the technical, financial, environmental, O&M management, and etc.

e) Carry out geological, hydro geological, hydrological and geophysical study of the potential water sources (groundwater, surface water, spring, etc.) of the area and determine the location of the intake site (borehole drilling site, surface water intake site, spring, etc.) and the expected safe yield of the source.

f) Cutting edge technologies like GIS, remote sensing from high resolution platforms and robust techniques have to be deployed for investigation of resilient water sources and have to be validated & justified with possible ground trusting.

g) Carry out detail design of the feasible option including the technical design (analytical report, technical drawings, specifications, engineering cost estimate), environmental studies, the water tariff for cost recovery and its affordability with the willingness to pay, the project implementation plan and the bid document.

h) The consultant is expected to Supervise and contract administer borehole drilling which includes

  • Approval and monitor site handover, the contractor’s initial and periodic mobilization programs;
  • Supervision the overall drilling work
  • Carry out periodic safety inspections of overall components of the project
  • Issue to the Employer weekly, monthly and as required report and well completion report and financial reports in approval format and check and submit for approval of payment to the client requested by the contractor as per the actual material supplied and work executed.
  • Review any site testing procedures and supervise actual acceptance tests on site carried out by the contractor;
  • Closely follow up and administer all contractual matter including updated schedule of the drilling and construction, method of drilling and construction;
  • Review Contractor’s claims and advices what amount, if any, the Engineer considers due, provide written reports and advice on individual claims, provide written advice on any claims negotiations and support as requested after getting approval from the WDC.
  • Provide written reports, advice and support as requested in any preparation and procedures for the Dispute Adjudication Board (DAB);
  • The Consultant shall carry out witnessing, testing and administrative duties.
  • Facilitates handover of the projects, check and approve “as-built” drawings prepared by the contractor.
  • Check all manufactures’ manuals and contractors’ operating instructions and make recommendations as to their scope, completeness and conformity with plant as installed.

i) Based on the gap identified in the assessment report of water supply, sanitation and hygiene status of schools and health institutions located within the community water supply service area of the project, the consultant is expected to ensure that the study and design report included all WaSH service packages to the institutions, i.e. for schools water supply and latrine and for health institutions water supply, latrine, placenta pits, incinerators, etc as per the health and education sectors design standards and WaSH packages for the same.

j) Water demand computation for institution (health institution, schools, etc) has to take into account the prevailing sector standards of the Ministry of Education, Ministry of health and others.

k) Livestock watering has to be considered if there is no alternative source within reasonable distance in the area and all possible options have to be thought for optimal system design.

l) The consultant is required to respond to any design queries after completion and submission of the design report and be accountable for any modification of deign defects at its full discretion & absorbing all expense consequences.

The assignment will perform in the form of Lump sum & Time Based Contract. Accordingly, the required professional staff-months for Lump sum & Time Based Contract are 40.5 & 6 respectively. The assignment will be expected to start on the Third week of March 2020 & the implementation period of the lump sum contract is also 6 months, however, the implementation period for the time based contract is 3 month. Objectives of the assignment

The overall objective of the assignment is to assess the community and institution (schools and health institutions) Water Supply, Sanitation and Hygiene status of Danot woreda (Danot Multi village Water Supply project) and in Daror Woreda (Daror Multi village Water Supply project) of Somali region and identify the kebeles seriously affected in this regard in consultation with the respective communities, woreda and region sector offices and Bureaus (Water, Health and Education). Based on the findings of the assessment, undertake feasibility study for the selected kebeles/villages/gots, institutions (health institutions, schools etc) and prepare detail design. To achieve this objective, the Consultant carries out, at least the following main tasks,

a) Carryout out rapid assessment of community and institutions (health institutions, schools etc) water supply, sanitation and hygiene status of the Woreda (s).

b) Identify Kebele(s)/Village(s)/Got(s) most prone to shortage of community and institution water supply, sanitation and hygiene service and set intervention priorities in consultation with the beneficiary communities and the woreda sector offices (water, health and education).

c) Produce project identification prefeasibility report along with inception report to the respective region and the Water Development Commission (WDC) for approval to carry out feasibility report.
