The works to be executed under the contract consist of but are not limited to the following:

  • Construction Supervision
  • Redesign works and approval of Design changes and
  • Approval of foundation elevation

2. The South Roads Authority now invites bidders to submit sealed bids for providing the necessary labor, material, and equipment for the Construction supervision works of those River Bridge Projects.

3. The request for proposal documents for the Lot Construction supervision works of those River Bridge Projects was prepared by our office. Every consulting firm that fulfills the eligibility documents can buy the document and they can submit their proposals

4. Interested bidders shall submit the following evidence;

 (a) Certificate of Registration from Ministry of Works and Urban Development or other appropriate SNNP regional Bureaus for the Consultants registration with Category grade three and above renewed for this EFY and other appropriate documentary evidences demonstrating the bidder’s compliance, which shall include:-

  • i. Trading License renewed for this EFY;
  • ii. It’s tax Clearance Certificate which states that the bidder is eligible to participate in any public tender and valid at least at the deadline for submission of the bids, and VAT Registration Certificate.
  • iii. Renewed Business License
  • iv. Renewed Commercial Registration Certificate
  • V. VAT Registration Certificate
  • Vi.Taxpayer registration certificate

5. Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is open to all eligible domestic bidders as specified and defined in the Bidding Document.

The final submission and opening date of the proposal will be on the 31st date of this announcement on the Ethiopian Herald at 2:00 PM & 2:30 PM respectively. 8. Bidders shall submit three envelopes, “Qualification Information the technical (one original scaled separately and two copies each sealed separately then sealed all in one outer envelope), Bid Security sealed separately and Financial Bid’ (one original sealed separately and two copies each sealed separately then sealed all in one outer envelope); finally the Qualification Information, Bid Security and Financial Bid’’ should be sealed in one mother envelope.

The Government of Federal Democratic Republicof Ethiopia has received financing from the World Bank toward the cost of the Road Sector Support Project (RSSP) initiative, and intends to apply part of the proceeds for Consultancy Services for the Assessment and Enhancement of Capacity of Domestic Road Contractors and Consultants. The consulting services (“the Services”) include rendering the service with due diligence and efficiency in full support to assess and enhance the local road construction industry gaps and its limitations in the performance and have to recommend all the necessary measures to transform the industry to excellence. The entire assignment is expected to be completed within a period of 12 (Twelve) months after contract signing, The Ethiopian Roads Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The following criteria will be used to assess the Expression of Interest documents;

Eligibility,

  • Company Establishment [Technical and Managerial Organization of the firm regarding its Areas of Expertise, Core Business and Year in the Business)
  • Number and diversity of permanent personnel related to the service [Team leader, Contract engineer, Business Analyst specialist, financial management expert, strategic planner, etc…]
  • Consultancy Services Turnover in the Last Five years
  • General Experience: Experiences in planning, designing, constructing, administrating/ managing road construction and supervision projects in the last ten years,
  • Specific Experience: Experience in evaluation, review, or assistance to companies of public and private business and institutional change management of road networks, providing training program with regard to contractual, technical and managerial issues of road construction and supervision projects, providing quality and businesses management systems, advising and interpreting other related projects on the road construction sector in the last ten years.
  • Familiarity, Knowledge, and Experience in the region (in Ethiopia and other Sub Sahara Countries) is an advantage, but not mandatory.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, (January 2011, Revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. Consultants are advised to specifically indicate the type of association in their application.

A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines.

  8. ማንኛውም በጨረታው ለመሳተፍ የሚፈልግ አማካሪ ከላይ ከተጠቀሱት በተጨማሪ የሚሰጡትን አገልግሎቶችና የሙያ ዘርፍ አጠቃሎ የያዘ በራሪ ፁሁፍ የተመሳሳይ ስራዎች ክንውን ዝርዝር የአስተዳደር አቅም የገንዘብ አቅም አሰራር ዘዴ እና ሌሎች ተጨማሪ መረጃዎችን የያዘ ከጨረታ ሰነዱ ጋር በፖስታ በማሸግ በተዘጋጀው የጨረታ ሳጥን ማስታወቂያ በአዲስ ዘመን ጋዜጣ ከወጣ ቀ ጀምሮ ባሉት ለ 21 ተከታታይ ቀናት እስከ 11፡30 ሰዓት በአየር ላይ ይውላል፡፡
  9. ማንኛውም ተጫራቾች የጨረታ ሃሳቡን ቴክኒካልና ፋይናንሽያል  ሰነዶችን ኦሪጅናል ኮፒ እና የጨረታ ማስከበሪያ አጠቃሎ በአንድ ፖስታ እንዲሁም ስም አድራሻና የተጫረቱበትን የምክር አገልግሎት አይነት በመግለጽ አጠቃለው በጥንቃቄ በታሸገ ፖስታ ፍ/ሰላም ከተማ አስተዳደር ከተማ ልማት ቤቶችና ኮንስትራክሽን አገልግሎት ጽ/ቤት በግዥ ፋይ/ንብ/አስ/ደ/ስራ ቡድን ወይም ቢሮ ቁጥር 22 በተዘጋጀው የጨረታ ሳጥን ጨረታው በጋዜጣ ከወጣበት ቀን ጀምሮ ባሉት ለ21  ተከታታይ ቀናት ዘወትር በስራ ቀንና ሰዓት ማግኘት ይችላሉ፡፡
  10. ጨረታው ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት በግዥ ፋይ/ንብ/አስ/ደ/ቡድን ክፍል በቢሮ ቁጥር 22 ጨረታው በጋዜጣ  ከወጣበት ጀምሮ ለ 21 ተከታታይ ቀናት በአየር ላይ ይውል በ22ኛው  ቀን በ4፡00 ሰዓት ታሽጎ 4፡30 ተጫራቾች ወይም ህጋዊ ወኪሎች በተገኙበት ይከፈታል ነገር ግን 22ኛው ቀን ቅዳሜ እና እሁድ ወይም አመታዊ ዝግ ከሆነ ወደሚቀጥለው የስራ ቀን ራዘማል፡፡ ባይገኙም ጨረታውን ለመክፈት አያስተጓጉልም፡፡
  11. ተጫራቾች በስራው ላይ የአካባቢና የማህበራዊ ችግር የሚፈጥር ጉዳዮች ላይ የችግር ማቅለያ መፍትሄ የሚጠቀሙ መሆን አለባቸው
  12. መ/ቤቱ የተሻለ አማራጭ ካገኘ ሙሉ በሙሉ ወይም በከፊል ጨረታውን የመሰረዝ መብቱ የተጠበቀ ነው፡፡

The Government of Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Road Sector Support Project (RSSP) initiative and intends to apply part of the proceeds for Consultancy Services for Realization and Implementation Support of Best Practice ISO Compliant Process Management and Quality Management Systems, including Audit, ISO Certifications, and Effective Change management & Leadership

The consulting, services (“the Services”) include rendering the service with due diligence and efficiency in fully supporting the modernization and institutional transformation of ERA in an integrated, standardized, and modernized manner, through development and implementation of a holistic system and associated sub-systems, by benchmarking well recognized and proven international and national best practices. The services also involve the development of Standard Organizational Guidance/ Procedure Documents and Best-practice Technical Manuals related to Project Design, Procurement, and Construction Project Management, in alignment with and in support of the existing manuals/ guidelines.

The entire assignment is expected to be completed within a period of 30 (Thirty) months after contract signing

The Ethiopian Roads Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The following criteria will be used to assess the Expression of Interest documents; 

  • Eligibility,
  • Company Establishment (Technical and Managerial Organization of the firm regarding its Areas of Expertise, Core Business and Year in the Business] F1
  • Number and diversity of permanent personnel related to the service [Team leader, Deputy Team leader/ Business Process Reform & Management Specialist, QMS (Quality Management System) Consultant – Engineering Technical Department, Ex EMS (Environmental Management System) Consultant, OH&SM (Occupational Health & Safety Management) Consultant, AMS (Asset Management System) Consultant, FMS (Facility Management System) Consultant, Innovation and KMS (Knowledge Management System) Consultant, ICMS (Information Communication Management System) Consultants, Project Management/Contracts Specialist, Transport Engineer, etc…)

Consultancy Services Turnover in the Last Five years 

General Experience:

  • Experiences in Organization Change, design and/ or Development Management Systems Consultancy (Development, Realization, and Standardization) for Governmental/Non-Governmental/ Private Organizations, within the last ten years International Experience in Developed Countries is an advantage
  • Additional experience in consulting services of design, supervision, and technical assistance of 5. Tradema Transport Infrastructure Projects (Roads/High7. Colour: ways, Railways) is an advantage
  • Specific Experience (within the last ten years):
  • Experience in Consulting services for organization design or reforming/restructuring of road railway sector organizations/agencies or institutional capacity building of road transport agencies/authorities;
  • Experience in Integrated Management System (IMS) Standards Realization, Development, Training, Integration and Implementation/ Implementation Support and Auditing in Roads/RailwaysTransport Agencies/Authorities,
  • Experience in Best Practice and/or International Standards Organization (ISO) Compliant Process Management and Quality Management Systems realization (ie, experiences with at least three (3) Management system Standards Integrated with QMS-ISO 9001).
  • Experience in Establishment/ development of Technical Manuals/ Specifications/Standards/ Guidelines related to Road/Highway design, cone construction or maintenance, for road/highway agencies or for “Transport/Road Research Agencies”. Thi Experience in any of the above-consulting services for Agencies/Authorities incorporated in “Developed countries”.
  •  Familiarity, Knowledge, and Experience in the region (in Ethiopia and other Sub Sahara Countries) is an advantage, but not mandatory. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers. (January 2011, Revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Consultants are advised to R specifically indicate the type of association in their application.

The entire assignment is expected to be completed within a period of 12 (Twelve) months after contract signing, The Ethiopian Roads Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The following criteria will be used to assess the Expression of Interest documents;

  • Familiarity, Knowledge, and Experience in the region (in Ethiopia and other Sub Sahara Countries) is an advantage, but not mandatory.
